city's plans to clear those scooters off the street and a new plan for permits. >> announcer: this is ktvu mornings on 2. >> good morning. thanks for joining us here on this friday morning. before a holiday weekend may 25. i'm pam cook. >> i'm dave clark. we are also talking about rain in some areas. steve paulson in his office. >> where? oh, yes. that's napa. today is the one day you have to be concerned. sunday may even be warm. i don't want to say it's hard, but it will be warm rick there's some big-time thunderstorms and i'll show you those in just a second. michael is in the santa cruz mountains. light breeze, light drizzle. 49 degrees. that's not a lot going on. there's a little bit there. the mainline is out to the valley. and as it does, it's lifting north. just very, very close. that's wife today is the one

date where you have to be concerned. look at that coming in. out towards sacramento. it is lodi that things are going just bonkers out there. northern mendocino county some of that has moved in there from cover low northward. the sierra nevada is lit up big- time this money. there's even some high- elevation snow. there are watches and warnings out. a winter weather advisory is out. that goes until 5 am saturday. flash flood watches are up. that goes until this afternoon, this evening. so there's a lot going on in the mountains. that line going through the valley is really lit up. 50s on the temps here. low to mid. it has disrupted the fog bank. scattered showers. a few isolated thunderstorms. most of it is off to the north

and east. it's close enough. sunday, monday, will be warmer. today is the coolest day. monday will be the warmest. 60s, way below average. do we still have bad news? or is there anything good? >> you know what? the news is not good. all over the bay area, we're tracking a number of issues here. we have the crash in crockett. we are going to get to that in just a moment. we have leigh martinez at the scene of this accident. this is video here of a truck, a big rig that caught fire early this morning on northbound interstate 880 at right at hegenberger. and several lanes are blocked in the northbound direction for some time here. as emergency crews responded to try to put out that fire. we are working to get information on whether or not anybody was hurt in this case. again, this was a big rig that burst into flames early this morning on northbound 880 in oakland. right near hegenberger road. and at last check, the far

right lane was closed for the cleanup there. we will take you to a live picture, further up the road. right by oracle arena, and you can see traffic is moving along well. as you had passed the coliseum complex down oakland. i want to get you to the maps because we still have this major problem in crockett. and this is on eastbound interstate 80. several lanes, the two right lanes are still blocked because of an earlier big rig crash. this big rig crashed and burst into flames early this morning, right before the carquinez bridge. so it is causing a pretty serious backup of at least a mile or so, maybe more in terms of the slow down approaching this crash scene. again, eastbound 80, right before the carquinez bridge. with that being said, we have ktvu's leigh martinez. you sat in that traffic trying to get to that scene. leigh, you're live there with more on the investigation and cleanup. good morning to you. >> reporter: good morning. yes, it's a big mess out here. directly two accidents that emergency crews were dealing

with. the one that is causing the most problems is the first one that happened on interstate 80. that's the big rig accident. we do have that one left lane back open. they did have to do a temporary hard closure there because the tow trucks needed to move in position. the cleanup is taking a very long time. we do have that far left lane back open. now, 122 this morning, crockett carquinez fire units responded to a big rig crash and fire at panola -- pannonia street. hit the rubber and plastic barricades. the truck then overturned on its side and caught fire. the trailer separated from the truck and was stuck on the divider. chp credits a good samaritan for saving the lives of the truck driver. -- life of the truck driver. >> it was pretty major, so he got out, checked to see if the

driver was okay. when he did that, that's when the truck started to ignite. so he dragged him out of the actual because it was pretty much separated from the truck itself and then provided cpr at that time. >> reporter: the truck driver has major injuries and he was airlifted to the hospital. it was carrying canned pineapples. it spilled diesel fuel on that roadway. that is taking a significant amount of time right now. chp reported a two vehicle collision that happened just behind the closure. chp says a car struck a stopped big rig from behind that driver has major injuries. and was taken to kaiser hospital. we do not know the condition yet of that driver in the second car. again, the driver of the truck driver here in the first accident has major injuries. we have a three mile backup right now. again, only have the one far

left lane open. as soon as you start seeing signs that you're heading eastbound for the coming sky we panola street exit, that's when you're going to see the slow down. very slow crawl trying to get over to the carquinez bridge. the cleanup is what is taking the longest time right now. and chp expects all the lanes to be open not until about late 10:00 this morning. >> leigh martinez, thank you for the update. 6:06. later this morning, a ribbon- cutting ceremony by b.a.r.t. to launch the new b.a.r.t. extension to antioch, that service officially starts tomorrow morning. the new blue and white trains run on biodiesel. it will only travel between the pittsburgh bay point station and antioch. the goal is to use the traffic jams on highway 4 this morning at 11:00, a dedication ceremony for the antioch b.a.r.t. station will take place. b.a.r.t., by the way, is offering free rides. b.a.r.t., dublin and pleasanton line will not be extended into livermore.

that plan called for five and half mile extension from the dublin/pleasanton station east into livermore. supporters of the extension say that it would've helped to ease traffic congestion but critics say few writers would use it and the money would be better spent on other transit projects. 6:07. north korea is reacting to president trump's decision to cancel next month's summit with kim jong-un, saying he is still willing to meet at any time with president trump. doug luzader joining us live from washington. doug, what is the president saying about getting that meeting, that summit meeting back on track? >> reporter: well, you know, the president is reacting to what was a restrained statement from north korea expressing their hopes that the summit would actually happen. the president on twitter saying very good news to receive that warm and productive statement

from north korea. we will soon and see where it will lead. perhaps. but for now, at least, the summit is off. north korea released these new images this morning of leader kim jong-un inspecting a new railway, seemingly unconcerned about talks tracking down with the united states. >> i have decided to terminate the planned summit on june 12. >> reporter: he said he pulled out because of the north's renewed nuclear threat and bellicose language. they said the decision is regrettable and that north korea is ready to meet at any time at any format. north korea also blew up parts of a nuclear test site yesterday , seen as a measure of good faith, but no outside experts were on hand to verify the extent of the destruction. north korea wasn't responding to u.s. outreach in planning the summit. nancy pelosi saying that kim

jong-un came out ahead. >> he is the big winner. we got this letter saying, okay, nevermind. you must be having a giggle fit. >> reporter: this may just be diplomatic jockey. >> if and when kim jong-un chooses to engage in constructive dialogue and actions, i am waiting. >> reporter: and one side of the president's response in their yesterday. expressing hope that this summit will happen. on the other hand, he also expressed some anger about the tone that north korea has taken in recent weeks eight tone that seems to have changed overnight. >> what would it take to get that meeting back on schedule, any idea? >> reporter: probably more of the kind of language that we saw from north korea overnight. more expressions of hope that this summit will actually happen. we talk about the big turnaround here. a couple of days ago, not

welcome back to mornings on 2. president trump will deliver the commencement address at the u.s. naval academy graduation in annapolis, maryland. more than 1000 graduates will receive a bachelor of science degree in take the oath of office. they are commissioned either into the navy or the marines. the blue angels will fly over shortly after the start of that there money. 6:13. in honor of memorial day, american flags have been placed on every headstone of arlington national ceremony. mike pence was there for the ceremony. about 230,000 flags were placed. memorial day originally known as decoration day dates back to

1868, meant to remember the men and women who died while serving their country. welcome the warriors lost to the rockets last night. 98-94. they come back home and they are now on the brink of being eliminated. the warriors did not play the way fans are used to seeing them. kevin durant had 29 points. chris paul of the rockets scored 18 of his 20 points in the second half. he was on fire. there were several legal changes. the warriors had a chance to tie the game in the final seconds. but it did not happen. these two teams play against -- tomorrow night back home at oracle. it was tough for us warriors fans watching in the bay area. jason appelbaum was in houston. he has more on how the warriors are already looking to rebound. >> reporter: the rockets once again impose their game on the

warriors. as you can see, the warriors left the court battered and bruised following a tough 98-94 loss. down but not out. steve kerr and company perhaps surprisingly optimistic. >> i feel great. about where we are right now. that may sound crazy. but i feel it. we defended them beautifully tonight. we got everything we needed. and if we settle down a little bit, we will be in really good shape. >> i'm surprised, but it's a seven-game series for a reason. it's not time to panic. we had too many turnovers. these last two games are right there. go back and regroup at home and think about that game. it's far from over. >> you've been there before. it's always a good feeling. you know what it takes. and then what we put out there, he could have easily been two wins. >> reporter: the warriors will try to stave off elimination.

several spots. alex, we're getting word steve just yelled over here, problems on b.a.r.t. >> steve is absolutely correct. unfortunately, i hate to be the bearer of more bad news. we've had a ton of questions on the freeways. good start very early this morning. now an issue on b.a.r.t. they have major delays between the bay fair station and the san leandro station on the fremont line in both directions because of someone who is on the tracks. unauthorized person who is on the tracks. doesn't sound like this person has been hit by a train. hopefully that's not the case. but they have someone on the tracks. they are obviously trying to deal with that situation. so we have major delays now on b.a.r.t., on the fremont line, in both directions between the bay fair station and the san leandro station. let me talk about the other big issue we've been tracking all morning long. that is the crash here in crockett. this has shut down the two right lanes of eastbound

interstate 80 right before you get to the carquinez bridge. as you can see there you have the cars getting by in that far left lane. only and right now we have cleanup going on after an earlier big rig crash. this big rig overturned in the middle of the night and burst into flames. one person inside that truck was seriously hurt. there you see the wreckage of that rig after it was pulled away from the scene. but again, major cleanup operation following this big rig crash. now, there was a secondary crash as a result of that degree crash. so just up the road, also on eastbound 80 in the crockett area, this crash happened shortly after that first big rig accident. and we have just learned from the chp that one person was killed in that crash again to a secondary crash, a car apparently slammed into a truck in that area. and one person was taken to the hospital. and later died. so obviously, a major investigation and a major

cleanup happening on interstate 80 in the crockett area. so keep that in mind. as you head out the door, better news here in san francisco. a better look at highway 101. and that is an okay right getting up into downtown san francisco. at 6:19 in the morning. >> you thought you were going to have an easy friday. >> i was hoping. >> that didn't happen. sorry, alex. but thanks for the update. pretty good dennis doan activity. we have major showers. a lot of cloudy, mostly cloudy skies. today is the one date you need to be concerned if you're going to bottle rockets, because there's a lot of cloud cover. it's cool, and there are showers in the area. sunday, warm. we go from a very cool, cloudy, really close here. some of these coming from fairfield and vacaville. out to the family. there are some big thunderstorms. look at that. erupting out by rio vista. that's a major line there.

vacaville, also out towards dixon, sacramento, things are really happening big-time. also up at this year, some of this has lifted northward. part of lake county, mendocino county, it looks like it's even lifting father. the main action continues to be in this here, where we mentioned this would start early. already been reports on a lot of hail reports. and there are flash flood watches out in the green until 5. winter weather advisory with higher elevations. that goes until five em saturday. -- 5 am saturday. kind of quiet here. a few just little guys popping up around the peninsula, santa cruz mountains, also towards san jose, santa clara mountain. 50s on the temps. low to mid. our low will be with us and go right over the bay area. it's going to keep us unseasonably cool with how to, mostly cloudy skies. if you get any sun break, it will fuel maybe more scattered

welcome back to mornings on 2. united auto workers union filed a complaint accusing tesla ceo elon musk of threatening to take away benefits from tesla workers who joined the union. that uaw, which is the leading efforts to unionize workers,

filed that complaint with the national labor relations board. in a tweet, elon musk said there was nothing stopping tesla workers from joining a union but he adds, quote, why pay union dues, give up stock options for nothing. the union says musk is illegally discouraging workers from joining a union. other car companies who don't provide stock options. response san francisco city leaders are taking steps to regulate those electric scooter rental companies. they are ordering the companies to take all their scooters off the streets and start over. a permit process was created as part of a one-year pilot program. motorized scooter companies will have to stop all operations by june fourth. after that, they can apply for one of the new permits.

the city says it's received 1800 complaints about scooters blocking walkways or endangering austrians. 6:26. today, some new rules take effect in europe. giving people more rights over how their personal information is used by technology companies. under the rules, companies have to get consent from people to collect their personal information. and all european union citizens now have the right to see what information companies have about them and can have that information deleted. website and apps like google, facebook and twitter that have customers in the european union that they have to comply with the new rules, even though they are based here in the u.s. both facebook and twitter are introducing stricter rules for political ads ahead of the midterm elections. the new policy aims to prevent foreign countries from interfering with american elections. facebook will now have a tab next to a political ad which you can click to find out who

paid for the ad, and how many people have viewed it. twitter is requiring groups to identify themselves and certify they are located in the u.s.. twitter also plan to investigate twitter handles collect those connected to political ads by checking photos and websites. our time is exactly 7. we are still talking about a big late-night explosion that happened in a restaurant near toronto, canada. 15 people were hurt. the police right now are searching for two suspects. and i'm frank mallicoat where the first home has been completed after fire devastated this community. we are going to meet the homeowner and find out what he's been through coming up next. we are keeping an eye on quite a few crashes in the bay area this morning. we will give you an update on the situation on interstate 80 in crockett coming up. we will also tell you about a

commute. b.a.r.t. problems. freeway problems. alex should know what's going on. you should know that there's a little bit of drizzle and rain. suspect there is some rain. thunderstorms in the valley. big-time. it's close for us. not there yet. we've had some light rain. most of it, again, north and east. mostly cloudy. showers today. thundershowers. the sierra is really going crazy. today, if you're going to bottle rocks, maybe it will miss napa, but it's close enough. cloudy, mostly cloudy, 64. tomorrow will be fine. sunday looks warm. we will go from one extreme to the other. boy, is it close. out toward the eastern napa county. interstate 80 and out to the valley. i mean, things are really lit up there. you can see from sacramento back to rio vista. some of that activity has lifted well north. farther north in the sierra. all sorts of issues here. big thunderstorms along with winter weather advisory.

up in the higher elevations. that goes for five em for snow. flash flood watches are out in the green. look at the line, though, that's informed right there that stretches back in the valley. that's what i mentioned that for bottle rocks. i don't want to say it won't make it. there's a little bit going on. a couple related -- little isolated cells. not a lot going on with this low yet. as it begins to smooth over us, that could stabilize things. very, very cool. 6:32. i think we could do a half hour show. but you have a lot to say. >> absolutely. a lot of issues on the roads. and we are still tracking the problem on b.a.r.t. this morning. [ inaudible ] reporting a person on the tracks between the bay fair fit -- station and the san leandro station on the fremont lot. they have stopped trains in both directions. obviously police and firefighters came in to try to deal with this particular

situation. it's a little unclear where things stand right now as -- at last check, they had both of the bay fair station and the cn -- san leandro station closed. so if you're using b.a.r.t. , consider that there are some significant delays. maybe as long as 20 minutes trying to get through that area. so keep that in mind. now we take you to the roads, where there still is a major problem on interstate 80 and eastbound direction in crockett. where a lane is open in the eastbound direction as crews continue to clean up after a major big rig crash this morning. a big rig caught fire after it rolled over in the early morning hours. the driver of that big rig was pretty badly hurt, we understand, in this crash. on top of that, there was a secondary crash in the same area that did leave one person dead. a car crashed into a truck approaching the scene of the initial accident. so obviously, a lot of

investigative work and cleanup work to do in that area. you see crews trying to get those other lanes back open. the chp has been telling us they may not get all the lanes we open until 2:00 this morning. veteran is here at the bay bridge toll plaza. very light traffic trying to get into san francisco at this hour. that is good news. if you're going to work in the city, and finally, highway 4, somewhat busy there in the westbound direction. as you leave bay point getting into concord. 6:34. dave, back over to you. new this morning, a restaurant explosion in canada last night injured at least 15 people. the search goes on right now for at least two suspects. it happened near toronto. indian food restaurant just after 10:30. there's a surveillance photo. this one right here. showing two suspects walking into the restaurant. witnesses say that men dropped an improvised explosive device then ran away. so far, still not clear if this was a terror attack or a hate

crime. the investigation goes on. it has been seven months since the north bay wildfires. today, they are putting the finishing touches on the first house to be rebuilt in the coffey park neighborhood of santa rosa. that's where frank mallicoat is this morning. you've been there often on over the past seven months. how are people feeling out there? >> reporter: i got to tell you, this homeowner is feeling mighty good because he is the very first house. to give you an idea of what it looks like, you can see some of the new homes kind of sprouting up. there's still quite a few mp -- empty lots. eight months since the fire ravaged coffey park. four people died in that neighborhood. 1200 homes were lost, including dan bradford. you get a nice birdseye view of his beautiful home, which he is about to move into. dan, come on out, if you can. dan moved in here about a year ago. and i guess the process has

worked out fairly well. how do you feel about moving in? >> is static. it's been a long haul. i'm ready to get back. >> reporter: take us through the process. there were a lot of folks clearing their properties. for you, apparently, it was pretty easy. >> i wouldn't say easy. but things just kind of fell in place for me. i met a contractor who is experienced in doing fire rebuilt. we got are permits issued quickly. my foundation tested out to be good. we were able to utilize the existing foundation. and they started december 29. holiday weekend. guys were out here working. >> reporter: you must feel blessed that really. >> blessed, lucky, everything i had my blueprints, everything has fallen in place for me. >> reporter: can you give us a quick tour? what's interesting, then lost everything. everything in the house, the clothes on his back is brand-

new. a lot of furniture being delivered, that kind of thing. >> okay yeah. i've had furniture delivered. the tax are still on it. i didn't want to pop those off until i actually occupied the home. this used to be the kitchen that you're looking at their. we moved it to the back of the house and opened the whole area to make it one big open space. >> i know it's a heck of a process that you've been through. >> everything is new. except i got out of here with a pair of jeans, a pair of tennis shoes, and a t-shirt. >> reporter: talk about that night. >> i remember the winds. i was nonchalant about it, thinking that i would be back in a few hours. and that changed when i got down the street and i saw that mass a good this and the -- mass exodus and the explosion of the propane tanks. it's like starting all over. everything that you've had from some of the stuff as a kid is gone. now it's like, oh.

>> reporter: today, 2:00, the mayor will be here to kind of cut the ribbon on the free -- very first house. >> that's very cool. it is a big milestone, i think, for the committee. but for all of the victims of that burned who lost homes. >> reporter: other neighbors, mostly rebuilding? >> it's hard to tell right now. and the people arrived talked to , i would say 50%. that i've talked to to personally are rebuilding. >> reporter: you got to buy sheets, towels, the whole works. that's dan bradford. this is is brand-new home. there you go. very first one here in coffey park. more coming up in our next hour. let's send it back to the desk. >> i'm curious, he said he was talking to other neighbors. maybe they are going to

welcome back to mornings on 2. 6:43. this morning, former hollywood movie mogul harvey weinstein turned himself in to police in new york on sexual assault charges. these are live pictures. weinstein on your right is in court facing a judge. watching him, he is signing a document right there. he is charged with rape and a criminal sex act with in connection with attacks on two women. we are watching the video. you're seeing this as we are seeing this. in a new york courtroom. it is the first criminal charges against weinstein since more than 70 women accused him of harassment is was mistakingl interpreted. >> definitely creeped me out.

we're watching the situation in our newsroom. another school shooting just sad to report that. noblesville, indiana. when we get more information, we will let you know. there's been a lot happening in their traffic and commute. alex savidge is in for sal. >> certainly, it has been a busy morning right from the get- go here on this get away friday for a lot of folks trying to get out of town. for the holiday weekend brick not a normal sort of traffic pattern where folks are heading into san francisco. we are seeing a lot of slow traffic right now as we show you on the maps. in oakland. northbound 880, heavy traffic from san leandro commas from about 2:38 -- 238. there are still the far right lane of the freeway shutdown as crews continue to try to clean up after a big rig caught fire early this morning and we may

have that video or possibly not. this big rig caught fire very early in the morning and anyway, quite a bit of a backup northbound 880 and oakland to let you know about. now we move onto the situation in crockett. and this is where another big rig crashed and caught fire in the early morning hours. and the cleanup from this crash is continuing to block the two right lanes of eastbound interstate 80 as you approach the carquinez bridge. and that is in the city of crockett. you can see, is continuing to do cleanup work there. we have also learned there was a secondary crashed in that same area. after the initial accident involving the big rig. and in that secondary crash, we understand one person was killed. so a major investigation and a lot of cleanup happening on eastbound 80 in crockett. approaching the carquinez bridge concern the ankle area to avoid this morning. a little ways up the road here, a live look at the eastshore

freeway as you come through berkeley and we are seeing a lot of people and the roadways. nothing in the way of any sort of major backup as you try to get towards the maze. at 6:48 in the morning, steve, al handed over to you. >> real quick. did i see traffic getting to it a little bit? >> yeah. we do. you know, i say it's sort of aching by there. the far left lane as far as i know, is the only one open. it looks like just one lane. obviously, you get all those folks on the freeway and i'm going to pull the maps up here. but the backup at last check with a couple of miles approaching the scene of that crash because you got everybody funneling down just to one lane. i'm showing the pack appear to -- if you're heading east on interstate 80 starting at about highway 4, or a little bit beyond there is when you're going to start to slow down there. and then it's going to be bumper-to-bumper all the way up toward crockett. >> thank you, alex. a lot of cloud cover. a little bit of rain.

some pretty good thunderstorms as well. most of those are north and east. your main shut -- may showers will be the coolest. today is one day where it will be cloudy, cool and rain in the area. tomorrow, you'll be fine. so again, today, as you can see it's close. just clipping right now. things are fine. they could develop later on this afternoon. it's not far away. certainly out toward fairfield, vacaville, and the valley. it's really lit up big time. you can see some of that activity and all of that in northern sacramento valley. some of that into mendocino county. pretty good thunderstorms in the sierra. it's lit up as well. some high-elevation snow. flash flood is -- watches are out in the green. winter weather advisory. above about 8000 feet. it goes until 5 am saturday for snow.

several groups will protest today outside the national football league's headquarters in new york in response to the owns' decision to fine teams in players on the field don't stand for the national anthem. an online petition is urging advertisers to cut ties with the league. they want the companies to break away from the nfl. they encouraged the league to allow players to freely express their views. the new policy allows players to stay in the locker room if they choose but requires any player on the field to stand. michelle obama, the former first lady, her memoir will be published in november. but yesterday she showed off the cover of her book on instagram. it is entitled becoming. it encourages readers to fulfill their potential as she did from the south side to the

white house. the book deal is worth $65 million. a family from the monterey peninsula that bought a home in hawaii is seeing firsthand the devastation of the kilauea volcano eruption. they were getting ready to start living in their dream home on the big island but two weeks after they closed escrow, lava from the volcano wiped out the new house. we spoke by phone to john parr and he told us how the family reacted when an alarm sounded for them to evacuate. >> they were swimming in the ocean when the alarm went heade frantically running up the hill. they went into the house and grab what had they could, which is kind of a day bag, and threw it in the cars. by the time they came to the driveway, the police were coming in to do the mandatory

evacuation. >> the family says they're used to earthquakes, having lived in northern california, but they say this was definitely different because the devastation happened in slow motion. the time is now 6:57. ucla set a cap of $100,000 a year for security costs for outside speakers who were not invited by a ucla student group. it is a new rule. it is subtlely rina to discourage controversial speaker that's would pose security risks. officials say there is no cap on costs of security if student groups abide by new protocols, including registering the event three weeks in advance, as well as meeting with campus police station. these new rules took effect on may 9th. today marks two years since pearl disappeared. the 15-year-old was last seen being dragged by a man over

highway 780 in vallejo. the man identified as castro was later killed in southern california. police found evidence inside of castro's car and home that led them to the towns of jenner and bodega bay but pearl was never found. the family continues to search for her. they are not giving up hope. last night, hundreds of students at san jose state university received their diplomas. >> this year for the furthers time each college at san jose state has a separate ceremony instead of one big graduation at spartan stadium. some are at the event center at the campus. last night the college of engineering put on their caps and gowns, celebrating getting their bachelor's and master's degrees. >> i'm pretty glad it is over. i might come back for my master's. definitely will work for a year
