well. 40s, 50s on the temps. look for the high clouds and the low clouds, a combination of the two will give us a cooler pattern and just a lot of high clouds. it's not much else but 60s, 70s now on the temps. 4:01 here he is quiet out of the gate or something you want to get to right away. >> it is quiet out there. let's begin with the commute at the tracy triangle and you can see traffic is off to a nice start as you drive on 205 and 580. livermore, pleasanton. so yes, we do have a nice quiet start. the traffic looks pretty good on interstate 880 in oakland. and we're driving to the bay bridge there's not much delay at all driving in to san francisco. it's 4:01. let's go back to the desk. the house intelligence committee will hold its first open hearing as part of the

impeachment inquiry on capitol hill. and george kent, a state department official. the question at the heart of the impeachment inquiry is whether president trump abused his power or committed an impeachable offense when he asked them to investigate joe biden. >> how close was somebody to mr. trump who might of given orders. >> this is just the first day of public hearings. the former u.s. embassador to ukraine marie ubonavich is scheduled to testify friday and 8 more officials are scheduled to testify next week. we will have live interrupted coverage of the hearings beginning at 7:00 this morning. we'll also bring you live updates throughout mornings on

2. dozens of students filled uc berkley as the supreme court heard argument its about the federal program that now hangs in the balance. the uc system has estimated an estimated 4,000 undocumented students. the trump administration wants to shut down the program. ktvu's deborah villalon has the story. >> the high court heard about 90 minutes of oral arguments and based on questions from conservative justices it seemed they were siding with president trump on ending daca. a deal will be made with dems for them to stay. >> i don't know one if democrats will work with it. it may be so poised around here that they don't want to give him a win on anything. >> we are all fighting in our own way so that people in our

families and in our communities don't get left behind. >> many daca recipients have grown up with its protections. 9 and 10 work nearly half our students. and some now have families of their own. >> basically living their lives you wouldn't tell the difference between them being daca recipients or another ordinary person. >> the uc has about 4,000 undocumented students. uc president janet napollatano created the daca program under president obama. and uc regions were among the first to file. >> the daca policy was lawful and constitutional. >> in washington while attorneys made their case. >> the federal government tried to terminate the daca program in the wrong way. there's a right way and a wrong

area the vice president will be at monterey bay. . now they say the university has outsourced thousands of jobs to contractors who earn less and don't receive benefits. the union represents health care workers. gardeners, custodians and food service workers are also union members. uc berkley, uc santa cruz and uc davis. patients affected by the strike have already been notified. tonight's scheduled school board meeting will be open to the public. earlier this month, the school district closed a board meeting to the public because protests were threatened not long after

protesters jumped over a barricade at another school board meeting and six protesters were arrested. no teachers today in the classrooms in the west sonoma county union school district and continuing until 11:00. also a rally is planned at anna lee high school at 12:30. teachers will go back to the picket lines by 2:00 p.m. to talk to students and parents about the strike. also new this morning watsonville police are looking for a missing 12-year-old girl. she was reported missing after visiting a friend. she left the friend's house at about 5:30 last night but did not make it home. she's 5' tall, 123 pounds, brown eyes and black hair. she was wearing black pants and a black shirt with flowers in

her hair at the time. anyone with information is asked to call watsonville police or 911. a robbery that happened november 2nd was caught on camera. video from the surveillance camera shows a black honda driving up to a white car parked on thread needle way. one person gets out with a handgun and approaches the parked car. two more people get out, shots are fired, one of them grabs the necklace off the victim's neck then all three run for the car and drive off. the police think the neighbor was followed. >> said hey i want your stuff and basically i think my friend said no and they just shot him twice. >> they have a purpose. they want your stuff. they'll do whatever to take your stuff. just luckily they didn't take

his life. >> a black 4 door honda accord. they say it's probably from the 2013 to 2015 model. the description of the suspect is vague since they were wearing masks. our time 4:09 we're getting new information about that halloween night shooting in orinda where 5 people were left dead. call logs confirmed that orinda's only two patrol officers were in oakland at the time of the shootings. they were helping lafayette police with a home invasion investigation. the shooting happened just before 11:00 p.m. halloween night at a party hosted at an airbnb rental home. according to the logs two calls came in about a loud party before the shooting. the police didn't get to the scene until 10 minutes after the shootings. so far, no arrests have been

made. police have a man in custody norng accused of shooting two men with arrows at a homeless camp. the victims were living at a homeless encampment alongside the san francisco bay trail in richmond when they were shot friday with arrows. both underwent under went surgery. our time is now 4:10. still ahead allegations of negligence. still ahead we'll tell you why survivors of that mass shooting say they should be compensated and how the organizers of the festival are responding. plus the giants have a new manager. coming up the experience and controversial baggage coming to san francisco. >> good morning. you can see traffic is moving along okay. but there is some fog like here on the golden gate bridge. >> well the weather analytics

deadly officer-involved shooting on saturday afternoon. it happened on southbound highway 85 just north of winchester. the police have been looking for the 29-year-old felon since october and say the same man backed into a police car and led police on a chase. then on saturday, police say the suspect was a passenger in a car that police had pulled over. the driver who is the suspect's father followed officer's orders to get out of the car but his son did not. >> as one of the officers reached into the car to pull the suspect out the officer observed the suspect turn and reach towards his waistband. the suspect pulled a gun from his waistband and raised it in the direction of the officer. >> that is when police say while one officer was struggling with the suspect the second officer fired and the suspect died there at the scene. at this point the coroner has not yet released his name.

survivors of the deadly gilroy garlic festival shooting are now taking legal action. 5 people who were shot have filed a lawsuit against the festival organizers. they're claiming organizers did not do enough to protect them. now the gunman avoided metal detectors by cutting through a fence. the organizers should of had better fencing and needed to make sure the entire fencing was surrounded by guards. >> all things were safe and under control and it's been hard to think of that it's not that we weren't safe out there. >> the attorney added victims have millions of dollars in medical bills. the gilroy garlic festival association says the lawsuit is not unexpected and that they will respond through appropriate legal channels. a teenage boy is in

custody. police say he made online threats. threats being made against san rafael high school and police say although the threats were vague, it said that something was planned for today and november 25th. detectives worked with social media companies and tracked down the boy. today's the last day presidential candidates can qualify for the debates. so far 10 have qualified for the november 20th debate in georgia. democratic presidential hopeful bernie sanders will be back in the bay area this week. sanders will appear at the national nurses united offices on grand avenue in oakland to formally receive an endorsement from the largest group of nurses. nurses. former south carolina governor mark sanford has

dropped out of the presidential race. sanford was hoping to win the republican nomination for president trump. he told reporters that the impeachment inquiry was diverting too much attention away from the 2020 election. sanford was in the race for just about 60 days. our time is 4:17. let's get you to where you need to go. sal, everybody behaving for you? >> pam and dave we're off to a great start here. we're going to start in the gilroy area. our friends like watching these updates. and you can see traffic here is looking pretty good with no major issues driving through. you can see traffic is looking good over in the gilroy area 125, 152. all those highways are doing well all the way into san jose. so we're off to a nice start here. and if you're driving in san jose the fog's not particularly low in downtown san jose.

so there is less fog. now there is fog out there. right here at the bay bridge it looks pretty good. now at 4:18 let's bring steve in. >> did you ever think in your wildest imagination you'd include vacaville in your holiday travels. >> no. it's like weather. where does it end sal? all right. we do have a lot of cloud cover coming in low and high. mostly cloudy, very hazy. it will be cooler. temperatures 60s, 70s down from the upper 70s in the city right where you should be. tomorrow will be the coolest day. the high pressure system's getting bumped out and a lot of cloud cover over a weak little system brushes over us. visibility is still pretty good. i expect this to go down. 8 to 10 from sfo to san carlos to hayward and oakland for now.

it's going to be a hazy kind of a day as temperatures 40s and 50s. there's too much cloud cover coming in. not as cold as we've seen. dew points are up. fog creeping back in. 40s and 50s, 139 that's at pope valley and after that a lot of mid 40s. even up to kelseyville. 46 degrees in windsor. the water temps are right stuck in the 50s. 54 to 58. that 58's at one observation. half moon bay, san francisco buoy 55. you can see all the cloud cover streaming over unless you're listening. you're too busy to watch. there's a lot of cloud cover. mostly cloudy day. we'll continue very hazy conditions and we are looking for the coolest conditions tomorrow. >> thank you steve. a compromise between san

capler to the public. he signed a three year contract with the giants. he was following a two year stint bears manager. he has two controversies hanging over his head. an alleged assault that kapler was informed about and did not report and an fbi investigation called reprehensible treatment. now kapler replaces bruce boejy who retired in september after 13 seasons that included three world series championships. parents and children who walk to school in east oakland say they're happy with intersections. the changes come after a crash last month that killed a woman as she crossed the street with her niece. >> parents say they're starting to feel a little safer crossing the streets near

garfield elementary school in east oakland these days. >> people slowing down a lot more from what i've seen. >> the recent these yellow rubber plastic barriers the city installed on 22nd avenue. the city says they're the first of their kind in the bay area and are designed to make cars making left turns to swing wider giving them a better view of the pedestrians in the crossing lanes. >> it gives people to check to slow down and also make sure pedestrians are clear of the crosswalk. >> when you make a turn, the people who cross it's safety for them too. >> the barriers were born out of sadness. last month hum jun was walking across the street with her niece. >> ibeen at garfield as principal for four years and

every year there's a student that's hit by a car. this is the first year where there was a fatality. >> but the school principal says the safety measures don't go far enough. >> if you're in education, what grade would you give it? >> i'd give it a c it's about average. it was a quick fix. >> the city says it's planning on doing more. >> we're studying additional improvements such as signal improvements and crossing enhancement. >> the principal says she's grateful that the city is finally paying attention to these school crossings but unfortunately it took a tragedy for that to happen. ktvu fox 2 news. . time is 4:25. communities in and around chinatown in san francisco pretty nervous after violent attacks against the elderly. coming up what city leaders and law enforcement plan to do to reduce the violence. plus lawmakers in d.c are reacting to president trump's
