something tuesday into wednesday but southern california looks okay. we have another round of offshore wind and that will develop late tuesday and early wednesday and we could get some developing. today, it is all about sunshine and warm temperatures. we are looking for temperatures to be anywhere from 74 to 78. we should be 63 in livermore, 78, near 80 for some around gilroy and santa cruz. >> we are looking at the commute because of this crash on eastbound 80 and it is a deadly crash on 80 eastbound coming up on the alban hills. the two left lanes are closed and you can see the tow truck has just arrived on scene they are waiting for more to get up here. i want to mention it looks like they are moving the camera. kevin is very responsive. this is the backup on 80 w./eastbound coming up to the
scene you can see how slow it is. eastbound up towards that scene, give yourself extra time if you are driving westbound, this is going to affect you and also affect you coming away from the richman/sandwich help bridge. you and i were not executing well. if the execute well, anyway -- 80 westbound is okay i want to let you know that we have a report of a crash on the upper deck of the bay bridge and you can see the traffic is going to be busy we are starting off on a bad monday morning >> they may have to shut off power again to parts of the north bay and the east bay hills and sierra foothills because of high winds that could cause a fire danger.
we are in sonoma county and we have more information on this. >> good morning, david. earlier, pg&e made a note that they may have to turn off the power again for part of the north bay and sierra hills, possibly east bay hills as well but they say again it is still early in the weather conditions could change but they will start letting potentially affected customers no sometime this morning. we know that sonoma, solano and napa are among the counties that could be affected by a potential public safety power shutoffs. pg&e's emergency operations will keep an eye on strong winds and are expected to start early tuesday morning and they may have to turn off power to 250,000 customers to reduce the risk of a wildfire and some people we spoke with say they are concerned about the uncertainty. >> i want a definite answer. that would be nice to know for sure. it is really frustrating being told my power might be off now
i am being told again my power might be off. is it that hard to have a definite answer? i do not think so. >> they say you should double check your emergency kit and supplies and make sure you have a plan ready if they do have to turn off power. again, the weather remains very fluid they have not needed an official decision yet on calling a psps they are resisting another weather event. they want people to be prepared. they say they have approved the communications and their website after feedback from the public in october. they feel that they are much more prepared if they have to call, they will start notifying customers by phone, touch were email. pg&e ceo bill johnson is due to testify today at an oversight
hearing at the state capitol about the last round of power safety shutoffs. he has defended the shut off saying that they help prevent wildfires but he also admitted that there were elements of the process that did not work well. others are due to testify including public school superintendents, local government leaders, as well as business owners. firefighters are investigating an overnight garage fire in pleasanton at 3:15 am on madison court. there were two electric cars in the garage. firefighters do not know if either car is the source of the fire. >> the homeowners said when they woke up from the smoke detectors, he went downstairs and opened the garage door and saw that there was smoke in the garage. >> the fire did not affect the rest of the house. he suffered a minor burn injury to his forehead. a deadly shooting rampage in fresno where four were killed and six others were
injured. last night, in southeastern fresno, in the neighborhood near fresno international airport, and just four miles from fresno state university. the victims were watching a football game in someone's backyard. they say that several gunmen burst into that yard about 8 pm and just started shooting. so far, no arrests have been made and there is no word about a motive. neighbors are being asked for surveillance video that could lead to the shooters. >> it looks like there was a target but we do not know what the reason was. they are all asian males between 25 and 30 and cpr was started immediately. thank god that no kits were injured because there were several kids and females in attendance at this party. >> the victims are still in the hospital but they are expected to survive. new details about last month's fire and explosion at the new star energy facility.
the company now estimates more than 10,000 barrels of industrial chemicals were released when fuel takes caught fire at a plant in crockett. the chemicals included ethanol, renewable diesel and jet fuel health experts say that there was little wind and it kept the smoke from spreading into the community. they are looking at four separate shootings over the weekend. a man was killed at 12 and that melia streets in west oakland at 5:00. they found the person. a day earlier, three other men were shot in two separate shootings. the first was on saturday near a home on 82nd avenue and b street and the second one was near 62nd avenue and seminary. all of the victims from saturday are expected to recover and all of these investigations, they have not yet made an arrest. the city of hayward is opening a new center to help
people who are homeless. this is an industrial neighborhood about a mile and a half from the san mateo bridge and offers dormitory style short-term housing. organizers will offer one meal a day for people who live there while providing counselors who help residents find long-term housing. police and social workers will have to identify people who need such help and no one is allowed in without a recommendation. >> the only one at st. mary center in west oakland can house up to 30 seniors every night and will be available to house men and women who at least 55 years old and it will be open seven days a week from 4:00 intel 8:00 the next morning. san francisco's biggest business convention it will begin more than 170,000 people are expected at dream force. the annual convention produces that. protections were put into place at the morris county center. most start tomorrow and continue through sunday.

getting to it from the sure is slow. here is a picture of the macarthur maze. here is the mess. eastbound on the left and westbound on the right, the bridge problem eastbound were not as severe as the problem we had going this way, going east bound up into berkeley. there was a deadly crash eastbound 80 right before the 580 interchange. they are clearing it now and some vehicles are waiting for the corner and the tow truck and this is blocking the two left lanes. cars are getting by right now but traffic is slow and a lot of people on the other side of the freeway are looking at that and that is why traffic is going to be very slow. everyone is slowing down. you can see this whole thing here is a mess, just even after the crash, east and west driving up and driving down.

it is busy with a couple spots. >> we still have that situation on 80 that is affecting both directions eastbound 80 is affected because of the deadly crash that happened a couple of hours ago now, eastbound 80 is very slow as you can see this is not a typical delay heading eastbound, the problem is it is affecting westbound commutes. the accident is right about there and traffic is slow in both directions. the coroner is on scene and the lanes are blocked and you can see traffic will be slowing past the scene. i want to mention that as we get out to the macarthur maze, you can see how the traffic here has been slow even on westbound 580. this is beginning to affect the approach to the bay bridge because people are stacked up and it is beginning to affect all the traffic. this whole area is just a big mess. if you can use public transportation, use concord into walnut creek.
the south baking it is a little more normal. the traffic is slow getting up into the sunnydale area. let's go back to the desk. pg&e is expected to tell us that there will be another public safety shut off this week because high winds will increase the fire danger. part of the north bay and the east bay hills and the sierra foothills could lose power. pg&e's emergency operations center says they are closely watching strong winds and expected to kick in wednesday morning and continue through thursday morning. and pg&e may turn off power to about 250,000 customers to cut down on the risk of a wildfire. >> this last one, frazier was shut down. >> pg&e will start notifying potentially affected customers this morning through text messages and emails. the search is on for a
person who killed four in fresno. you say that the police are in very early stages they do not have a motive for the shooting? >> they have no indications of the suspect or suspects and if they knew the victim but investigators do not think this is a random attack. they are interviewing witnesses and looking for surveillance videos to help them track down the people responsible for what police are calling a mass casualty event. it happened four miles from fresno state around 7:00. four were shot and killed and six others were injured when someone were several snuck into the backyard of a home and started shooting. there were 35 to 40 people at the moment it happened. a group of friends and family members gathered at the home. there were women and young
children at the party but they were not injured. at this point, they believe it is likely a targeted attack but they do not know the motive they do not know who or how many people were behind it. >> we have officers and paramedics and we received more and more information on multiple victims including deceased individuals. >> one paramedic arrived at the scene they found three people dead from the gunfire and a fourth person died from his injury at the hospital. the other six are in the hospital they are expected to survive. police said there is nothing at this point to suggest the shooting was gang related. investigation is still in its early stages and they have not made any arrests. they will get help from federal agents in this investigation. they are on their way to the scene in fresno to help. in the newsroom, ktvu fox 2 news. it may be up and running by the end of the year. smart training ran without passengers over the weekend. southbound drains dropped passengers at the san rochelle station. north entrance

keep an eye on things as far as wind goes but there are some differences compared to what we had in october. a couple of systems are protecting us. do you see the low off of baja? that is coming from the north they will have a get together and bring rain. there are differences. today will be warm, well above average, and we have a slight offshore breeze and it is not that strong but it was there. below that is coming in is dropping down and it will move over us. that is a big difference compared to october when the low was over here. okay? that is what we call an inside slider. the one coming over us is right over the bay area and then driving down to southern california. it does not mean it will not generate some offshore wind however to get one to go into nevada versus here, there are differences, so hopefully will not be that bad but it is something to watch for wednesday. in las vegas, palm springs, la, arizona, they will get hardly anything. this year and might get a little bit. because of that system dropping down, even though it is going
over us and not over nevada, we will keep an eye on the winds. by wednesday, we have more. today, it is all about sunshine and we have an offshore breeze and you can see the circulation, which means temperatures are way above the coast. it does not matter. 74 and 57 for the cities, the record high was set back in 1932 and the record low was in 1994. that is the flow direction off land and sea. temperatures are in the 40s and 50s. you were in the mid-50s near uso. the east bay temperatures like richmond are at 56 degrees. mt. pleasant is 42 degrees. the wind coming off the east bay is not strong but it is north and northeast and the same can be said for marin county. it is north at 22 miles an hour.

october, there are some subtle differences but it does look like a wind producer or at least partly a north wind. we will iron out the details and my guess it is more likely wednesday morning. we are quiet today with an offshore breeze off the north and east bay hills and we will go to the coast and temperatures are way above average, 74 to 78. we should be 62 to 73. the bay bridge and away from the bridge to eastbound up into burglary at albany, there is a crash that happened. look at that crash on the right. it is going to be a problem eastbound and also westbound. people are slowing down to take a look at the crash that was at the albany hill. they're doing a little bit more work to get those vehicles out of the way but the damage is done, i am afraid. you will see slow traffic throughout the entire freeway
drive. some are avoiding it they are using 680 from concord to walnut creek into alamo and the bay bridge has a normal delay, which is once you get there, you will wait 20 minutes to get onto the span. highway 101 is a little slow. southbound 101 san mateo is a big mess. i would use it to 80 instead. southbound 101 into whipple has a crash. it might be a little better for your drive into palo alto. >> pg&e is warning that there may be another proactive power shut off for parts of the north bay. high winds could increase the fire danger. we are in the area with more. >> reporter: pg&e is warning they may have to have another public safety power shutoffs possibly on wednesday and that is something many in the north bay really do not want to hear. they will start contacting potentially affected customers sometime this morning.
they may have started. we are not quite sure but we know sonoma, napa, and solano counties are among those that could be affected by this psps. the emergency operations center says they are keeping an eye on the strong winds that are expected to start wednesday morning and last through thursday morning they say this is a very fluid event and anything could change but at this time, they are warning that they may have to turn off power to roughly 250,000 customers to reduce the risk of a wildfire. >> it would be nice to get a definite answer. >> i lost the rest of my water, thinking that we are in the clear. i have to buy all that again. >> they say you should have your emergency plan ready and an emergency kit if your power does go out. they say the forecast and scope of the weather remains fluid
and they have not made an official decision on whether or not to have a public safety power shutoffs. there is a possibility as of this morning and the weather could be very similar to what we saw in october, where they did have to call several psps events. pg&e is telling us they have improved their website and their communications following the last psps event, so they feel like they are better prepared and their website can handle the large volume of traffic that they are anticipating if they do end up calling one this time around. they are letting customers know sometime this morning by call, text or email that they may have to shut off power later this week. the potential shut off this week, as pg&e ceo mel johnson is scheduled to testify. they will talk about the last round of shutoffs. he defended outages saying they help prevent wildfires but he has also acknowledged that there were elements to the
process that did not work well. others scheduled to testify at the hearing include public school superintendents, local government leaders, and business owners. firefighters are investigating an overnight garage fire in pleasanton. it happened at 3:00 on madison court. there were no -- there were two electric cars in the garage, a tesla and a chevy. they do not have either car was the source of the fire. >> the homeowner woke up and he went down to open the garage door. the fire went back to the house. . six were injured after a shooting in fresno. they were watching the football game in someone's backyard and several gunmen burst into the yard around 8:00 last night and started shooting.
so far, no arrests have been made and there is no word of a motive. >> it looks like there was a target. we do not know the reason for the target. they're all asian males between 25 and 30 and cpr was started immediately. thank god that no kids were injured because they were several kids and females in attendance at the party. >> the six neighbors that were injured are in the hospital and are expected to survive and could be questioned today by investigators. details about last month's fire and explosion at the nustar energy storage facility in east bay. the company now says it estimates more than 10,000 barrels of industrial chemicals were released when it caught fire in crockett. the chemicals excluded ethanol, renewable diesel, and jet fuel which could cause health problems for people nearby. experts say that there were wind gusts that kept it from blowing into the community. a man was killed last night on 12th and magnolia street in west oakland around 5:00. they found unidentified victim
had been shot in the head moments later, a woman was shot in the chest near wood and 12th streets. no word on her condition this morning and a day earlier, two others were shot in separate shootings. the first one happened saturday on 82nd avenue. all are expected to recover and please have not made any arrests in connection to any of the shootings. happening today, hayward is opening a new navigation center to help those who are homeless. it is in an instructional area. it will provide dormitory style short-term housing and organizers will also let you stay a day and will provide counselors to help residents find long-term housing. police and social workers will have to identify those who need such help and no one is allowed in without a recommendation. in oakland, a shelter for homeless seniors opens today, at st. mary's church in west oakland they can house up to 30

had been wearing seatbelts and 20 states do not require passengers to wear seatbelts. california does require everyone to buckle up. especially on a day like today. we have had some very bad news come from the road focusing on 80. >> we have better news about this crash at the alvin e town. there is a big backup to be had on eastbound and westbound areas. you can see eastbound 80 is still backed up from the maze and there was a deadly accident that happened at 5:00 they cleared it about 15 to 20 minutes ago but it is going to take more than that for the traffic to get better. if you are driving to the bay bridge, the backup here is about normal but just about a 25 minute delay getting there. we have a very tough morning on the entire east shore freeway from just west of highway four. some have heard about it and they were on 680 and you can see all that slow traffic.
the southbound baking it is very slow getting into the west valley and peninsula from burlingame into redwood city because of earlier problems. this will be a huge mess. i think 280 is a better idea although 280 is slow as well. let's bring steve in with weather. >> we have clear skies and our pattern continues above average temperatures. she says my birch tree knows it was 76 yesterday. the climate does not go back that far but i thought it might've been close to a record high. oakland set a high and really tied 76. sfo was at 74. watsonville was 84, santa rosa was 80 and hayward was at 80 degrees. we have a cold 46 in brentwood with clear skies and it should warm up quickly. speaking of, we can find temperatures there and there is a brick spread. el cerrito is 57 and richmond, albany, and martinez are all in the 50s. you can find other areas in the
low 40s. there are some big differences and that wind plays a big factor. we have a big load turning off of baja with high pressure over us but it is going to get a visitor and it will be a low dropping down from the pacific northwest and pieces will cut off tomorrow and go right over us. that will close down and today will be warm, in the 70s to 80s and the difference is the low is actually going over us and not over nevada. that is what happened in october. there are some subtle differences. it will get cooler on tuesday and then we keep it there for a while. the big story will be the wind picking up and that will be on wednesday into thursday. the question is will this be more north or northeast? we are not getting any rain but they will have some in southern california and arizona is looking for good rain totals for most lows that form and
then start to pump into moisture and rain. the key for us will be the elevated fire dangers in the north and east bay hills. below is over us and not over nevada, which is a better stage to set up to get a strong northeast wind but it is something we have to watch for wednesday. as far as we go, lots of sunshine and the coast, bay and inland. tomorrow, we have a cooldown of 74 to 70. we should be in the 60s across the board. there is your airflow. it is offshore. 59 at sco and san jose's 53. they did dip with this northeast breeze in moran county and oakland hills. those are the areas that will pick up as well towards the north as we go towards midweek. high pressure is where fairweather friend. we will get tired of it because we could use some rain but there is nothing yet. we are in the 60s and 70s and then to near 80 in gilroy and santa cruz. we have more fog and a big drop

little bit better but we have a problem eastbound 80, driving up toward berkeley because of an earlier crash that really did cause a bunch of slow traffic. it was a deadly collision that took so long to clear. it has been gone for half an hour or longer. the traffic is still slow. if you are going to the bay bridge, it might have affected you because people are low on the other side of the freeway. the commute is very slow still on 680 s. is some use that to get around the problem and it has been a slow commute in the south bay and this is downtown san jose. let's go back to the desk. we are staying on top of breaking news in southern oklahoma where three people have been shot at a walmart store. local media initially reported that three people died from their injuries but new reports indicate that may not be the case. instead, they may only be
injured from the gunfire. this happened in the town of duncan an hour and a half south of oklahoma city, the population over 20,000. police are asking people to be on the lookout for the suspect. they describe them as wearing all black. we will update this story as it develops. police are looking for whoever carried out a deadly shooting in fresno that killed four at a backyard party. we are in our newsroom with information on the police investigation. investigators believe this was likely a targeted attack but police do not know the motive they do not know who or how many people were behind this crime. no one has been arrested. four are dead and six others injured after some unknown suspect or suspects snuck into the backyard of a home in fresno and started shooting. it happened around 7:00 and there are 35 to 40 people at the home when the shooting started because of family and friends had gathered at the home to watch a football game on tv in the backyard. they say all 10 gunshot victims are between the ages of 25 and 35 years old and four died and they have no indication that the gunman knew the victims but again they do not believe this was a random attack.
>> thank god no kids were injured because there were several kids and females in attendance at this party. it looked like that they were targets we do not know why. >> they also said that there are suggestions that the shooting was not gang-related but they are still in the early stages. the six hurt will survive their injuries and they are recovering in the hospital. they are gathering information from witnesses and also looking for surveillance video from the neighborhood to help them track the suspect or suspects responsible. they're not certain whether it was one gunman or more than one person who opened fire at the party. fresno police will get help from federal agents in this investigation a team of special agents from the san francisco office of the bureau of alcohol, tobacco, and firearms is on their way to assist with fresno police. in the newsroom, ktvu fox two news. pg&e will tell us that there will be another public safety power shutoffs this week because of high winds that will increase. they could lose power.
they are closely watching the strong winds and are expected to start wednesday morning and really continue through thursday morning. many customers could lose power to reduce the risk of a wildfire. >> pg&e will start notifying potentially affected customers this morning by text and email. they have a comeback late over the area. san francisco is down by 16 early on it looked like they were going to have another loss but then in the second half, jimmy garoppolo overcame two interceptions and they had a touchdown and were up for good. the defense made this a 36-26 win and joe fonzi said it was their ninth win of the season.
