authorities have made arrests in connection to the shooting deaths of two boys in union city just before thanksgiving. 14-year-old sean washington and 11-year-old kevin hernandez were inside a van in a school parking lot when someone opened fire on the van. two homicide suspects are in santa clara county's main skral. marcus pardoneau and richard torres are wanted. torres is the man with the long beard on the right. he was arrested ttd in santa clara. police arrested pardoneau yesterday morning. ktvu fox 2 news talked to pardoneau's father just after his son was arrested. >> i know any son is not capable of killing someone and, you know, he's had some issues. >> both men are accused in the shooting keth. investigators haven't told us yet how they are connected to

the killings. a horse trainer at golden gate fields will be arraigned on sexual assault charges. she was heavily intoxicated and herbertson offered to drive her home. the next morning she woke up in her car sxl realized she had been sexually assaulted. dna evidence led to an arrest. san francisco police say one man is in custody following a daytime stabbing in the downtown area. that happened shortly after 1:30 yesterday afternoon near the intersection of 6th and market streets. the attacker stabbed two men but they are both expected to survive their injuries. officers later arrested the suspect near the crime scene. more than 700 inmates on death row in sanguineton will soon have a chance to transfer to one of eight state prisons.

the transfers could save california money. the state hasn't executed anyone since 2006. governor newsom imposed a moratorium and said it would last as long as he's in office. when it comes to license plate readers. now the 7-month long audit reviewed how data was handling and police in fresno and los angeles. for marin, auditors say the county's data policy lacks key safeguards on who should have access. the marin sheriff's office notes that the audit did not find any evidence of misuse of data and says it will consider the state's recommendation. time now 6:04. the number of coronaviruses cases. 5,000 new cases were reported

by china and more than 1300 people have died from it. the fears were also growing for medical workers. 1700 medical workers in china have been infected. six of them have died. >> and u.s. authorities have a 15th coronavirus case here in the u.s. she evacuated last friday and was quarantined in san antonio texas. on tuesday she developed a fever. now she's isolated at a hospital in texas. >> there may be additional cases that we identify. i do want to prepare you for that. we're still within the potential incubation period for coronavirus. >> the world health organization says it doesn't have any new signs of viruses spreading rapidly around the world. 99% of confirmed cases are in mainland china. but ahead of the cdc is more pessimistic saying the coronavirus could be a problem

for a long time. today's the last direct flight from sfo to china for at least six weeks. sfo has the second most flights to china behind lax. . time is now 606. democratic presidential candidates are focusing more on california ahead of the march 3rd super tuesday primary. and today, pete buttigieg will be at fundraisers in san francisco and palo alto. elizabeth warren already has offices here in california. other candidates have come through the state for fundraisers including joe biden, amy klobuchar, tom steyer and tulsi gabbert. the staffers of mike bloomberg says interest is growing in the former mayor of new york city.

>> 14 states including california will hold primaries on march 3rd which is why it's called super tuesday. . and a new california poll is out saying about 5.5 million people declared themselves no party preference. that's more than 25% of registered voters. the latest poll by the capital weekly gives bernie sanders a solid lead in california with 29% support in last week's poll. elizabeth warren is at 16%. pete buttigieg has 14% followed by mike bloomberg at 13% and joe biden at 11%. also happening today, the san francisco international airport is opening its new outdoor observation deck to the public. take a look. the new sky terrace is in terminal 3. it offers 180- degree views of sfo's busiest area where four runways

intersect. it also includes an exhibit that celebrates the airport's long history. . time is just about 6:08. san francisco city hall will be very popular. a popular place to get married this valentine's day. couples will get married in 5 different parts of the city hall building including the mayor's private balcony. couples have to have a reservation to get married there. the clerk's office hosted more than 100 weddings there last year. >> it does look like a pretty spot. all right. sal castaneda has the traffic. . >> any sort of love song or even if it's "love stinks" by jay guiles band. not everyone has valentine's day love. let's go out and take a look at something you will love.

this is a long weekend for some people. some people are obviously taking wednesday off. and you'll see the traffic is also doing well on the far away commutes. there is some slowing on morgan hill and just a little bit of slowing in the south bay commute but that looks good as well. we're off to a nice friday start here on this valentine's day. . we have a fog bank in place and most locations stay cloudy to mostly cloudy unless you're well inland or to the north. so 40s to 50s. a lot of upper 40s to 50s. there's just too much in the way of the overcast conditions. pushing well inland. water temps are cold. buoy temp 51. so is half moon bay. that's cold. and you get an on shore breeze

and everything falls into place. temperatures in the 70s to near 80s just a couple of days ago. all the way out to the delta. 31 in lakeport. but then after that it's a lot of 40s. fairfield right there at 40. that usually is the cutoff a lot of times around fairfield. and then usually puts the brakes on fairfield unless it's a screaming fog bank. but 40s on the temps to 50 in san jose. low clouds will peel back to the coast. 30s for some. 40s for most. sacramento's 41. 22 up in south lake tahoe and look for the fog to hang out by the coast, the rain stays northward. there's nothing yet. sunny for most. on the temps here and with the fog not going anywhere until probably sunday. it will start to get chewed up by a system moving to the north. we'll have more sunshine going into early next week. a man who was caught on surveillance video now is linked to three armed robberies.

bridge toll plaza, you will see that traffic here is lighter than usual. so we like that. i have a feeling since president's day is coming up that people are taking a four day weekend and that certainly looks to be the case. >> what about the weather for the weekend. >> that's a very good question. >> yes, sir it will be cloudy to start and then we'll have clearing on sunday as the system comes in. no rain, though. we have a lot of clouds in place currently in san francisco. currently 49. not much going on here. it will be cooler. 56, the forecast high . i do my own temps by the way. average is 60. the record's 78, 1930. every reporting station says cloudy. sfo says mostly cloudy. so there might be a break or two around there. pilots will tell you there's always a break in that overcast. oakland with a south wingd.

concord has a west southwest. fairfield has a west southwest as well as out to the delta. travis, vacaville, davis a little northwest. if you don't get the fog, then it's probably in the 30s. if you do have the low clouds it's upper 40s or right at 50 degrees. just not much to go. let's face it we had 70s and 80s on monday and tuesday and here we are stuck in the upper 50s. 41 down in las vegas. 46 in palm springs. 43 bakersfield and also santa barbara. fog and low clouds will be with us today, tonight, saturday, probably sunday morning and then it will clear out as this system moves in. over cast in place. no reports of drizzle just yet. nothing showing up at least not to next week. maybe the 23rd there's some hints on that. 50s on the temps to upper 50s around the coast and bay. low 60s inland.

republican on election day. although they don't need to register as a democrat to vote in the democratic presidential primary. they can just request a democratic ballot. registered republicans can only vote in the republican primary. the pentagon is shifting nearly $4 billion in military funding to pay for construction of the border wall with mexico. the money would be diverted from the national guard, fighter jets and shipbuilding. up until now, the trump administration was using defense spending that was set aside for military expenses lawmakers who oppose the transfer of funds say they're not sure if they have any power to support it. apple has to pay its retail employees for the time they have to wait and go through security checks. apple managers routinely check their employees to make sure they don't steal anything when their shift is over. all apple employees who had to go through those bag policy searches from 2009 until now.

around 6 p.m. after that, bay area travelers will have to wait at least six weeks for another direct flight there. china did announce another spike in coronavirus cases. this raises the number worldwide to more than 65,000. experts believe the sharp rise does not represent a major surge in the outbreak. they say it's mostly due to a change in ou china is diagnosing its cases. >> not because there's an actual increase in the number of cases. >> the cdc is confirming a 15th case of coronavirus in the united states. a patient who was recently evacuated from dhien and had been under federal quarantine in texas was diagnosed. the virus has also spread to more than two dozen countries. all right. thank you. time now 6:32.

the answer is donald where i come from we measure your height from your neck up. >> and because of a change in the debate rules michael bloomberg may qualify for the next democratic presidential debate next wednesday in las vegas. the number of homeless children in the united states has climbed to its highest level in 12 years. the new study found more than 1.500-0000 public school students were homeless at some point during 2017 and 2018 school year. that's a 15% increase for the first year. the study by the national study of homeless cites the opioid epidemic as the main factor in the increase. time now 6:35. activists want alameda county to abandon the plan to build a juvenile detention camp. yesterday, they spoke against the county's plan to rebuild camp swooeny. the county has plans to

increase the camp's capacity from 60 adolescent boys to a center that could house 120 boys and girls. but protesters say the money would be better spent on services to help young people in trouble build a successful future. well, students at two south bay elementary schools will have to go somewhere else next year. the district is facing a $12 million budget short fall and risks a takeover by the county. the move affects 700 students who will now be reassigned to four neighboring schools. >> the decision to close skoo ls is schools is not an easy one. many schools are having to go through the same process. >> now the district says the schools were chosen because of low enrollment and higher operational cost. administrators are also planning to close a third school at the end of next year,

thief. take a look at this. he takes off, surveillance video dwroe shows a man shoving his cart in the suspect's path tripping him giving police time to catch up. police say while they don't encourage anyone to intervene they do thank that man for his impeccable timing. . a college football player is facing charges after he body slammed a police officer in ohio. a man was causing a disturbance. mike harris body slammed an officer after the attack. the officers eventually handcuffed the man. harris is now facing multiple charges including assault. the school has suspended him indefinitely. >> new surveillance video in oakland may connect a suspect to police think was involved in two east bay robberies with a third theft. this video shows two men

walking towards an oakland house hold monday. the homeowner says the suspect robbed his contractor. now the suspect's in red pants seen hours earlier, attacking a young man cleaning his car in front of his home in the diamond district. a similar looking man in red pants was then part of a robbery in richmond. >> we're all trying to hold it together here and we're all trying to live peacefully. so it's pretty scary. >> i'm always looking behind me at my dogs. i don't carry my wallet. i have a flip phone and i carry the basics. >> so far, no one's been hurt in these armed robberies. a new effort is under way to limit the number of homeless navigation centers in san francisco and where they can be built. now neighbors of a recently opened center on the embarcadero have just learned someone was found dead in one of the restrooms at the center. they also say they're

announcing needles in homeless camps. many say they don't want the centers near their homes. advocates say it's a city wide problem. >> we think putting one in every supervisor district is ridiculous and it's not based on the need. >> i think it's really ugly. it's at best misguided. everyone needs to deal with it and if they're upset it's a problem, good, i hope that motivates them to do more to solve it. >> now former san francisco mayoral candidate coauthored a measure including limiting their life span to two years. his goal is to get the measure on the november ballot. a recent survey by the san francisco chamber of commerce say homelessness is the city's top issue compared to 33% who say the cost of rent is the biggest challenge. 2/3 say they do support building a navigation center or

but it does usually say market price. so you don't know. tweet us and let us know. someone knows right now. >> i love lobster. >> good morning everyone. let's go to highway 24. we're going to start there and we see that the traffic is off to a nice start. in fact, this is now getting to the middle of the commute and we haven't had any real slowdowns. we've had a couple of minor ones but not the major ones that we normally see. look at the bay bridge. we don't have a slowdown. if you're driving into and out of san francisco. since it is a holiday weekend coming up out of san francisco this afternoon is going to be tough on a friday. and it might start during the middle of the day. we do have some slowing on the richmond bridge. this is the first slowdown i've seen that's looking kind of normalish on westbound richmond bridge. i don't see a crash to blame. people lining up and we do see traffic here on 80 looking okay. i do want to mention that

the turtle island restoration network, who is hosting an event, the love your beach clean up begins at 10:00, goes on until noon. volunteers will meet at the north end of the parking lot to start the cleanup. and san diego's birch aquarium is breeding this, rare dragons. the aquarium is just a few in the world to successfully breed this very unusual fish. it looks like seaweed drifting in the water. they are native to australia but threatened by pollution and warmer oceans. for now, the fish are kept out of the public at the a squarium at the edge of san francisco's pier 39. and businesses, you're wake up to cleaner sidewalks in the city. employees were cleaning
