government show explosions at an oil depot in russia about 20 miles from the border with ukraine. if this is confirmed, it would be the first attack by ukrainian forces inside russia. and russian forces have continued airstrikes across ukraine, including in kiev, just days after pledging to pull back russian troops. has repeatedly lied about its intentions. so we can only judge russia on its actions, not on its words. now ukrainian authorities say russian troops have left their turnover nuclear nuclear site and gave back control of that nuclear plant. there are reports of russians may have been exposed to high levels of radiation. well, the vacuum waysh ins and heavily damaged ukrainian city of mario pole are planned today after a temporary ceasefire was agreed to by russian and ukrainian officials about 100,000. people are still in mary uphold to cut

well, the price of fuel and crude oil is down here in the u. s. after president biden said millions of barrels of oil would be released from the nation's strategic petroleum reserve. triple a, says the average price of regular unleaded gas is 4 21 a gallon that's down to penny since yesterday and down three cents from last week. crude oil prices have dropped to about $100 a barrel over the next six months. president biden will release 180 million barrels of oil from the strategic reserve. that's more than triple the old record set last thanksgiving tof from the skyrocketing gas prices. putin's price hike nearly a dollar more and less than three months to combat that now and in the future, president biden outlined a multi point strategy one to do things to bring prices down now. by releasing oil from the u. s strategic petroleum reserve one million barrels per day. for the

next six months over 100 and 80 million barrels. u. c. berkeley haas energy economist severin bornstein. the strategic petroleum reserve is there to deal with these international geopolitical crises and we definitely have one right now. what about the price of gas will have a small effect on gas prices. the price of crude oil came down about $5 a barrel. and that would translate 12 cents a gallon at the pump using the reserve buys time for oil producers to vastly ramp up u. s production by fall. right now. a lot of production wells are idle while other oil lays dormant or hoarded in already approved, but unused drilling leases and i'm calling for use it or lose it policy. some oil companies have said they will be able to produce a million barrels a day. by fall. it makes sense because you don't want companies holding onto leases that they aren't going to actually do anything

near the school campus. police say the victim was shot at least once yesterday morning. it was rushed to a nearby hospital with non life threatening injuries. some of the parents and the students say this surrounding your balbuena neighborhood has seen violence but never so close to the namesake high school. sometimes there's spikes, but you know, that's like i feel like every school has fights, you know, just cause problems. we lived there for about two years and two years we've seen about six shootings in about three deaths. now, police say a male juvenile is in custody now . the police also recovered a gun. it is 4 14 parents in the east bay say they're worried about their children safety after finding out police are investigating an assault on a child, ktvu elissa harrington says parents were told the assault occurred near cornell elementary in albany students were walking to class. students in the albany unified school district are being told to walk in groups after a student at

cornell elementary school was allegedly assaulted near campus . it's really creepy and scary. parents like jen west, got an email from the district superintendent's office, the letter reads. urgent safety alert, a cornell student was assaulted while walking to school. the incident happened wednesday morning. the student's parent reported it to police later that day after finding out i think it's really out of the ordinary in this neighborhood, and i'm glad that they are on top of it. district officials are also asking that younger kids adult before and after school. it whole entire time. pick them up. drop them off. cornell elementary is located just off solano avenue. a busy stretch of shops, restaurants and other businesses. police have not said where exactly that attack occurred, or if they are searching for a suspect. got little worried. anxious yes, definitely very worried. cering

for people who apply for the state's rent relief program before midnight thursday, and those still waiting for funds. thousands continue to wait for relief whether applications are pending. it would be cruel, wasteful and unfair to subject californians to eviction the loss of rental income now when they've done everything, asked of them by filing and completing their application. the housing is key program has seen a large backlog and distributing funds so far, 507,000 people have applied for rent relief and about 223,000 have received approval. the eyes are 36 to 1. on the measure of the measure passes the lone dissenting votes . san francisco state senator scott wiener, they will not be able to apply, they will lose state eviction protections. and if you live in a place like san francisco you will lose your local you will not have any local covid related eviction protections. winter said he supports the extension, but not the part of the bill that preempts many local governments from implementing their own eviction protections, including

san francisco. it ties the hands of local governments actually help people and that i find both saddening and in some ways really deplorable tenants. rights groups argue the state needs to extend the deadline for struggling renters to apply for assistance. it is incumbent upon our government actually come through that promise, so we need to extend this program. we need to make sure that there's enough funding in it to cover every person who applies for as long as we need to groups representing landlords are also frustrated. the california rental housing association released this statement before the vote. enough is enough. some of our members have not received rental income for more than two years. and can no longer make ends meet by halting applications for those in need and extending the eviction moratorium. rental housing providers are being forced to carry the financial weight of the pandemic, and some of them will lose their properties. as a result, at the end of the day. this is going to provide needed relief to so many californians. but there's no question that many people are being left behind in this legislation, something that should not be lost in this debate, while

applebees, an antioxidant on fire before dawn, but authorities say it was no accident. we're investigating for the potential viruses investigators here as well as any idea. the first calls started coming in at about 4 15 in the morning at the restaurant on hillcrest, just south of highway four, when they pulled on scene, they noticed black smoke coming out of one of the windows. but there were little or no flames and we found a couple of eating booths on fire. contra costa county fire protection district says someone had broken a window and set part of the dining area on fire upon entry of the building realized that the sprinkler system had already put the fire out. fire marshal chris bachman says those sprinklers almost certainly averted further damage. they did his job. the alarm went off that there was water flow to hunt now on for the arsonist. authorities are casting a wide net looking into whether passer buyer perhaps a disgruntled customer, or even a worker, could be to blame. an accelerant was used to start the fire. through a broken window, and they're currently following up on leads and looking through surveillance

today, a major public transit project in san francisco is finally completed and it's open . i'm talking about the bad nasa bus rapid transit lanes. they've been in the works for years now. ktvu is. james torres is in san francisco to tell us how commuters are going to be affected. good morning, james. good morning to you, davia. all eyes are going to be on these red lanes here along van ness here in san francisco. those busses will be driving inside those lanes means they won't be on the road with other cars. and with that transportation experts say bus rides will be a lot quicker by about 15 minutes, according to the city's transportation agency. the project cost about $300 million and took six years to complete and during that time the road was full of construction equipment, cones, fences, workers, you name it, some say it took away from their business nearby, while others say they just plainly didn't like how it made the city look. you're just hoping drugs. business starts coming back on the street. i mean, it was kind of a

crude oil prices fell just a bit following president biden's announcement when u. c. berkeley energy economist says we could soon see gas prices come down more significantly at the pump. i think we are going to see prices come down pretty soon because we had a big spike not just in crude oil prices, but in that margin between the crude oil price and the price of gasoline, the refinery margins and those seem to be coming down already at the wholesale level. when that happens, it's usually a week or two before they really come through to the retail level. professor borenstein says he expected the next couple of weeks. gas prices should drop 20 , or 30 cents a gallon areas finally beginning to see a very slight drop in gas prices. tripoli reports this morning in san francisco. a gallon of regular unleaded gas is averaging $5.92 oakland's averages. 5 84 san jose's 5 83. all down a penny from yesterday's averages down about

four cents from one month ago. alright guys here will gas prices are still so high here in california. some people in southern california actually leaving the country to fill up their car. they've been heading to mexico to get gas prices at some gas stations in tijuana, mexico. for as much as $2 less a gallon. a part of the reason for that is the mexican government has approved fuel subsidies to help drivers in mexico deal with the war in ukraine. but people from california are getting a benefit from it, though they do have to pay the price with their time. like right now. it's okay to cross the border. it's only about hour and a half. even with an hour and a half way to the border. it's worth it to come here and fill with gas. yes i'm retired, so i need to save my money. some people who often cross the border have been actually timing their gas fill ups with when they're already in mexico as well. the quality of the gas, it turns out to be a lot of the fuel near the border

is actually imported. from here in the u. s six await now a family will be held. excuse me. a funeral will be held on april 11th foreign oakland grandfather. who was shot and killed while driving 71 year old riccardo luna was going to get something to eat. last sunday night, he was gunned down about a mile from his home in the fruitvale district. one source tells ktvu the two bullets at the windshield of his truck. one of them hit luna in the head. he managed to drive about a half a mile before crashing into vehicles. he died at the scene. police say there was a shooting in the area and that luna may have been caught in the crossfire. it's not fair that they took my dad away and there's out there like nothing. said. it only kill him. they killed us. he's my big rock. he was the person that was there for me at all times. call me all the time. i don't have that they took it away from me. luna immigrated to the united states from mexico 43 years ago, worked

shock. i think it's really out of the ordinary in this neighborhood, and i'm glad that they are on top of it, but it's really creepy and scary. in an email to ktvu, the city of albany public information officer shared that the report came to police from a parent on wednesday, claiming their child was assaulted on their way to school that day. police are conducting interviews to get further information, but they have not said where exactly the alleged attack occurred and or if they are searching for a suspect. reporting live in albany, magus ktvu fox two news . thank you knew this morning. the labor department just released the jobs report for march. it shows u. s employers added 431,000 jobs last month. it's a drop from the 678,000 added in february, but still the u. s economy is now added more than 400,000 jobs every month for nearly a year, the unemployment rate dropped from 3.8% down to 3.6, marking the

lowest unemployment rate since just before the pandemic. time now. 6 34 well, thousands of californians struggling to pay their rent and facing possible eviction now have three more months to get some help just hours before california's eviction moratorium was due to expire. a bill was signed into law granting an extension through june. this new law provides protections for people who applied for the state's rent relief program by midnight last night. and those still waiting for an answer. thousands continue to wait for relief whether applications are pending. it would be cruel, wasteful and unfair to subject californians to eviction the loss of rental income now when they've done everything, asked of them by filing and completing their application. attendance rights groups were pushing the state to extend the deadline for struggling renters to apply for assistance. with that bill signing, lieutenant governor eleni couldn't lock has made history she's the first woman to

45 an applebee's restaurant in antiochus closed for now, after a fire that investigators believe could be arson. the calls came in early yesterday morning. the contra costa fire protection district says someone broke a window and said part of the dining area on fire. they're all the sprinklers were able to deal with the flames. the fire department is looking into whether a passer by or maybe in angry customer or worker could be the blame. an accelerant was used to start the fire through a broken window, and they're currently following up on leads and looking through surveillance footage. even though the restaurant was spared from big flames and fire damage, it
