morning. there are reports that ukrainian forces may have launched an attack across the border inside of russia. now. these are first pictures released by the russian government showing explosions at an oil depot in russia about 20 miles from the border with ukraine and the russian regional governor claims the fire was started by an airstrike from ukrainian helicopters that has not been confirmed yet, and the ukrainian government has made no comment on this at this point. now it comes as british intelligence as russian soldiers are sabotaging vladimir putin's war efforts in ukraine. british security agencies say some russian troops are disobeying military orders, destroying their own weapons and equipment and even shot down one of their aircraft. despite all of that russian forces continue airstrikes across ukraine just days after they pledged to pull back their troops. russia has repeatedly lied about its

intentions. so we can only judge russia on its actions, not on its words. ukrainian authorities say russian troops have left the chernobyl nuclear power plant and gave back control of that plant. there are reports of russians may have been exposed to high levels of radiation. ukrainian forces have taken back in town from russian forces in the northeastern part of the country. after weeks of fighting the town of trust your nest was met mostly damaged, many destroyed buildings, including the hospital and train station. ukrainian response teams are now clearing mines and rubble. evacuations in the heavily damaged ukrainian city of mariupol are planned today after a temporary ceasefire was agreed to by russian and ukrainian leaders. some 100,000 people are still in mariupol cut off from food and water, unable to leave as constant russian attacks hit their city. put it. we didn't even expect to be attacked. no

one was expecting it. it was such #### i can't express it. the red cross is preparing to send in a convoy of 45 busses to evacuate people who are trapped there, tom now 74 happening today. a major public transit project in san francisco is finally completed and is open the badness bus. rapid transit lines have been in the works for years now. ktvu james torres is in san francisco to tell us how things are going out there and how commuters are going to be effective. good morning, james. thank you, marty. david we're still a couple hours away before those first busses actually start operating. but you see behind me some set up here for a little bit of a mini ceremony that will happen to kind of commemorate this milestone for the city. all of that. getting set up and happening right along, then that's avenue here. there's a two mile stretch of road where you'll notice some of these red lanes. that's where these busses will be traveling on, and it took us a little

while to get here more than six years on the $300 million later , those red lanes will be without any construction and finally open and free for bus traffic. san francisco transportation leaders say those red lanes will be for all immunity and golden gate transit busses before those busses were on the road with the rest of traffic. and now, as a result of these changes, they expect rides on meetings to be at least 15 minutes faster and traffic on the road to be smoother, since busses won't be adding to the congestion the project started in 2016 and sfm to says they didn't expect it to take as long as it did. they found shallow power power lines that they didn't know who who they belong to. they found native american artifacts, and all kinds of things were down there that they had to deal with that really lengthen this process. according to the transit system, upgrading technology underground now means the city is better prepared for the next major earthquake. that's because crews were able to replace them infrastructure that was more than 100 years old. the city says other major

missing alerts now. our time is 76, a convicted sex offender is now in the santa rita jail, charged with inappropriate contact with a minor 49 year old ruben ramos is due in court on monday. police in fremont, say ramos last february followed the 14 year old girl who was walking home from school and they accused him of posting a note on a tree, inviting her to call him. well neighbor gave that note to the authorities. police say an undercover officers sent him a text message and began sending explicit photos. class will be back in session soon this morning at your balbuena high school in san jose, after one student shot another near campus. police say the victim was shot at least twice yesterday morning taken to a nearby hospital with non life threatening injuries. some parents and students say the surrounding your boy, the neighborhood has seen some violence. but never so close to its namesake high school. sometimes they're spice. but you know, that's like i feel like every school has fights, you know, just cause problems there

for about two years and two years we've seen about six shootings. in about three deaths. police say that a male juvenile is in custody. they also recovered a gun. your time is 78 president biden ordered the release of one million barrels of oil every day for six months from the nation's strategic petroleum reserve. the president says this is all named at reducing the skyrocketing price of gasoline. he also wants us oil producers to increase their production and to act on already approved but not used drilling leases. and i'm calling for use it or lose it policy. now some u. s. oil companies have said they will be able to produce a million extra barrels a day. by this fall. could oil prices fell just a bit following president biden's announcement when u. c. berkeley energy economist says we could soon see gas prices come down more significantly at the pump. i think we are going to see prices come down pretty soon because we

had a big spike not just in crude oil prices, but in that margin between the crude oil price and the price of gasoline, the refinery margins and those seem to be coming down already at the wholesale level. when that happens, it's usually a week or two before they really come through to the retail level. professor borenstein says he expects in the next couple of weeks. gas prices will drop 20 or 30 cents a gallon berries finally beginning to see a very slight drop in gas prices. tripoli reports this morning in san francisco. a gallon of unleaded regular gas is averaging $5.92. oakland it's a it's a $5.84 and as a is 5 83 on average, all these prices down a penny from yesterday's average and about four cents lower than what we were paying a month ago. time is 79 will. gas rises are still so high here in california . some people in southern california are leaving the country to fill up their car going to mexico to buy gas prices at some gas stations, antifa wanna or as much as $2 a

7 2n brooklyn, new york 12 year old boy was shot and killed while sitting in a parked car. investigators say he was in the passenger seat with two other people when he was shot several times last night. a woman who was driving was also shot several times but is expected to survive. a third passenger, an eight year old was not hurt. the

police are still out there searching for the shooter. they haven't said what the relationships were between the three shooting victims. a funeral will be held on april 11th foreign oakland grandfather who was shot and killed while driving. 71 year old riccardo luna was gunned down last sunday, less than a mile from his home in the fruitvale neighborhood. a source tells ktvu the two bullets at the windshield of his truck one struck luna in the head. he managed to drive about half a mile before crashing into vehicles. he died at the scene. police say there was a shooting in the area and that luna may have been caught in the crossfire. time is 7 26 happening today, caltrain is offering discount fares 50% off this month. affairs will be half off for all of the month of april. caltrans train says on top more people going back to work now they just want to say thank you to writers for dealing with all the electrical electrification work. it's been affecting service the past month. before 104 trained daily

groups and be accompanied by an adult parents here, saying it's shocking i think it's really out of the ordinary in this neighborhood, and i'm glad that they are on top of it, but it's really creepy and scary. in an email to ktvu, the city of albany public information officer shared now. the report came to police from apparent on wednesday, claiming their child was assaulted on their way to school that day. police are conducting interviews to get further information. the police have not shared the exact location of where the alleged attack occurred. and they haven't shared if they're searching for a suspect. performing live in albany, magus . ktvu fox. two news, right, emma. thank you. time is 7 33. there are reports this morning that ukrainian forces may be launching attacks across the border and into russia. if this is confirmed, it would be the first such attack by ukrainian forces inside russia. douglas ada reports on these developments shifting from defense to offense. there are

reports this morning that ukrainian helicopter gunships have crossed the border. bringing the war to russia, the first pictures released by the russian government show explosions at an oil depot in russia about 20 miles from the border with ukraine. if this was , in fact an attack by ukrainian forces, it may show a bold new front in the war, a russian convoy near kiev was also destroyed as ukrainian forces are increasingly on the move. russian forces near the chernobyl nuclear site, meantime , have moved out and missed unverified reports that they may have suffered from radiation poisoning. there will be another round of peace talks today. but there is not much optimism and ukraine supply lines could be struggling. the pentagon dismissed reports that military aid shipments to ukraine are being delayed. i've never seen the department of defense be able to move with this sense of alacrity and speed, as i have in just the last few weeks could come down. the better part of you know anything from 10 cents

making history in our state and the governance of our state of it. never before has a woman's signed a bill into law. and so i felt a little bit of the weight of history, but i felt the presence of women throughout california history there with me today. yesterday, of course, also the last day of women's history month. well a new 100% affordable housing development is open in san francisco mayor london breed and other city leaders celebrated the dedication of the sister lillian murphy community. it's a 152 unit building in the mission bay neighborhood. it's been fully occupied since last september. the mayor says the on site services include an art and activities area and subsidized childcare available for residents. long term insuring that this child care center and all the other resources that are going to be made available to the community that these places they thrive and they're available to the people who need

7 47 and applebee's restaurant in antiochus closed for the time being, after a fire that investigators believe could have been started by an arsonist. the calls came in early yesterday morning, fire officials say someone broke a window and said part of the dining area on fire while the sprinklers were able to handle the flames. the department is now investigating whether a passer by or maybe an angry customer or worker could be to blame for the fire. an accelerant was used to start the fire. um through a broken window , and they're currently following up on leads and looking through surveillance footage. now, even though the restaurant was spared from big flames. it stayed closed because of a lot of smoke damage. we tried to contact the restaurant officials but so far have not heard back from them. stocks are starting to second quarter with mixed gains after the government reported another month of robust hiring. we see the dow jones is just below sea level after a bit

. we're about two hours away from seeing that first bus take off and taking advantage of what the project was finally completed. but before that, in about an hour, you see the stage set right now, with all the cheers we're going to hear frome other city transportation leaders about what this project means and how excited they are to finally get it all started and it's all going to be focused on the red lanes of the road right along van ness avenue. busses driving in the red lanes means they won't be on the roads with the other cars. and with that, transportation experts say, bus rides. will be moving along a lot quicker by about 15 minutes, according to the city's transportation agency. the project cost about $300 million and took six years to complete and over that time. the road was full of construction equipment, cones and workers. if you were driving on here, at some point, it was stop and go and some of the peak traffic times and some people would tell us that it would take away from their businesses nearby, while others say it just plainly. they didn't like the way they make the city look. they could drive their

million additional barrels a day by fall. crude oil prices fell following that announcement by president biden. when u. c berkeley energy economist said. we could soon see gas prices come down more significantly at the palm i think we are going to see prices come down pretty soon because we had a big spike not just in crude oil prices, but in that margin between the crude oil price and the price of gasoline, the refinery margins and those seem to be coming down already at the wholesale level. when that happens, it's usually a week or two before they really come through to the retail level. professor bernstein says he expects over the next couple of weeks. gas prices should drop by about 20 or 30 cents a gallon. barry is finally beginning to see just the tiniest drop in gas prices. tripoli reports this morning in san francisco. a gallon of regular gas is averaging. $5.92 oakland's averages. 5 84 san jose's 5 83 all these prices down a penny from yesterday's average just a couple of cents lower than where we were a week

ago, and gas prices are still so high in california that some people in southern california actually headed to mexico to fill up those tanks. prices at some gas stations in tijuana are as much as $2 less a gallon. part of the reason for that is the mexican government has approved fuel subsidies to help drivers in mexico deal with the war in ukraine. by people from california are earning the benefit, though they do have to pay the price with their time. like right now. it's okay to cross the border. it's only about hour and a half. even with an hour and a half way to the border. it's worth it to come here and fill with gas. yes i'm retired, so i need to save my money. some people who frequently crossed the border have been timing their phillips with when they're already in mexico. as for the quality of the gas, it turns out, a lot of the fuel near the border is actually imported from the united states. people seeing these record high gas prices, driving more and more people to public transit, which has been great, but then today we have a problem. sell well, you don't bart is recovering, which is good. garcia and mike so i don't

conditions this year will continue to get even worse. let's take a look at the latest that from the u. s drought monitor. it shows most of the bay area, along with the big portion of the state is now under severe drought conditions. many counties in the northern part in the central valley or in extreme drought. most of the western half of the united states is under drought conditions. not good, steve. i mean, after the big december we had i thought, okay, here we're going. but then january from my goodness, this is just and what? well, it's a driest ever ever parts of the sierra, also for us, san francisco and this is three years in a row now of below normal rain. what are you gonna do with that puts so much pressure on next year already, and we're seven months away some fog. most of it's about san francisco south, you can see half moon base down to three miles. visibility so maybe highway one, and it pulls off a little bit pulls back in around santa cruz capitola. down to monterey, but overall, that's really all we can find and sends to hang on the san mateo coast. the longest system is going up and over so some fog, but a lot of sun hazy skies a little breeze. they're picking up later
