at 101 right where the skyway and the central freeway come together. there is a new crash there. there was some debris in the lanes, and now there's a new crash. medics and chp are on the way we'll keep an eye on that for you, 401. let's go back to the headlines. thank you. well. sacramento police now have two more suspects in custody from last weekend's deadly mass shooting. so now there are three suspects in custody this morning . ktvu demagogues has the latest on the suspects and the investigation. 26 year old deandre martin was in court tuesday afternoon. he's facing charges of assault with a firearm and illegal possession of a firearm is suspected role in the horrific shooting on k and 10th street in downtown sacramento. sunday has yet to be determined. are you saw in court? very somber. this obviously very serious had run ins with the law before martin was booked in an arizona prison in 2016 on aggravated assault and domestic violence charges. there's also an active warrant

related to a 2014 domestic violence case in riverside county, a misdemeanor he pled guilty to but did not complete the court ordered punishments, according to court records. his brother, 27 year old smiley, martin shares a long criminal history dating back nearly a decade ranging from walmart robberies to illegal firearms possession. two assault with great bodily injury. he was released from prison this year after a parole board created him an early release from his 10 year sentence. his release was fiercely protested. ktvu has obtained a two page letter to the parole board from the sacramento county deputy district attorney stating, in part, he poses a significant unreasonable risk of safety to the community. and has demonstrated repeatedly that he cannot follow the laws, according to a close friend of smiley martin, whom he won't identify out of concern for her safety. both brothers grew up in sacramento surrounded by gang violence. everybody's hurting and everybody's lost somebody mm . it's that we all create

devastation of the russian invasion of ukraine obey area doctor is back home from ukraine after a trip to help war victims , ktvu is amberleigh talked to him about what he saw and how he's thinking about going back. after a week in ukraine doctor edwardo dolan arrived at sfo tuesday afternoon with fewer bags than he left with. he's a family physician in san francisco, who went on a mission to the war torn country to provide medical help and supplies. ukraine is at the front line of democracy, and i'm a doctor. and disaster medicine specialists, so it made complete and utter sense for me to go. i couldn't stay here and do nothing. he tells me. he's half ukrainian on his mother's side, but had never visited the country before family. next, you will be scary. this video of a rally by ukrainians in poland when he first arrived, he tells me he met people there who helped him cross the border into ukraine. and connected him with

dr oksana, who is working on the front lines for surgery at a military hospital in la vive gave the doctor medical supplies and surgical tools. he tells me the hospital where dr oksana works has been severely damaged. it's terrible. help us. please says he wasn't able to get to the front lines to provide medical care himself as he had planned, he said there were air rates three times a day, and he had to hide underground in case of bombing. everywhere. doing disaster medicine for 12 years. this was the scariest i've ever experienced on his journey back home, he saw ukrainian singing their national anthem in poland. the same people he met when he first arrived, among them a 16 year old girl who asked him to sell her artwork in the us to raise money to help ukrainian forces closed the skies. that's what it says in ukrainian, dolan describes his experience as being life altering. you get the

crime took place in the bustling parking lot of fleming's restaurant on the east side of the stanford shopping center. the victim, a woman in her fifties, was sitting in her car when fourteen's demanded the vehicle and her possessions forced her out of the car. she fled. i was able to flag down a witness that witness provider at the cell phone she called 911. police responded the suspects 1 , 14, year old and 3 16 year old. were unable to start the car and ultimately ran off and alert police sergeant spotted them at the city's transit hub and made the arrest charged with carjacking, robbery and conspiracy, and all are being held at the county's juvenile detention center. many of these kids do not see themselves ever having enough money to get a license, purchased the car pay for insurance pay for gas, but they still want to feel what it's like to be behind the wheel, and i think that's really at the root of this current issue. this crime is part of a

alameda county courthouse yesterday in oakland. alameda county district attorney nancy o'malley says the evidence does not support filing criminal charges against those officers. back in 2020, the chp officers tried to stop salgado, who was driving a stolen car and rammed their police vehicles. we want justice for eric salgado, and she's calling them cowards. they don't show their faces. they have protective orders against them from us the whole year and that protected them, but not now. now this report is out. there is so many discrepancies in their no officers eric hulbert. donald supported up and sergeant richard henderson remained in the shooting. the district attorney says she could reconsider filing charges if more information is brought forward. it is 4 27 more accusations against the former mayor of windsor, seven additional women who are now coming forward to say dominic

say he will be booked in jail for illegal possession of a firearm and possession of a machine gun. both brothers have a long criminal history, including domestic violence and assault. smiley martin was recently released from prison this year after a parole board granted him early release. from a 10 year sentence. that release was protested by the sacramento county deputy d, a calling him a risk to safety. we spoke to a close friend of smiley martin, who says the brothers grew up ig and it's sad that we all work together. we all know each other all our parents. um. it takes for someone to die for everybody . if you like. we need to change. we need to stop. third suspect is now in custody. their

amberleigh talked to him about what he saw and his plans to go back. after a week in ukraine doctor edwardo dolan arrived at sfo tuesday afternoon with fewer bags than he left with. he's a family physician in san francisco, who went on a mission to the war torn country to provide medical help and supplies. ukraine is at the front line of democracy, and i'm a doctor. and disaster medicine specialist so it made complete and utter sense for me to go. i couldn't stay here and do nothing. he tells me. he's half ukrainian on his mother's side, but had never visited the country before you will be scary . dolan took this video of a rally by ukrainians in poland. when he first arrived. he tells me he met people there who helped him cross the border into ukraine. and connected him with dr oksana who is working on the front lines. this is, uh for surgery at a military hospital in la vive gave the doctor medical supplies and surgical tools. he tells me the hospital

where dr oksana works has been severely damaged. it's terrible . help us. please says he wasn't able to get to the front lines to provide medical care himself as he had planned. he says there were air rates three times a day , and he had to hide underground in case of bombing. i've been everywhere. doing disaster medicine for 12 years. this was the scariest ever experienced on his journey back home. he saw ukrainian singing their national anthem in poland. the same people he met when he first arrived, among them a 16 year old girl who asked him to sell her artwork in the us to raise money to help ukrainian forces closed the skies. that's what it says in ukrainian, dolan describes his experience as being life altering. you get the sense that you you have to do something, you know, life. can't go on as usual anymore. dr dolan hopes to return to ukraine in a few months. he tells me the trip

23 e approach the midterm elections. california lawmakers are considering a bill to give poll workers some of the same protections as domestic violence . survivors ktvu s political reporter greg lee explains. it's a new level of election security for poll workers who are worried about their own safety. these folks are generally overworked, underpaid, understaffed and now find themselves under attack with the political landscape that remains polarized, and after several examples of harassment, california lawmakers are now considering a bill to protect election poll workers, people who are frustrated with either the conduct of elections or the outcomes. elections are starting to take it out on the people actually administer elections. state senator josh newman introduced sb 11 31, which would allow election workers to keep their home addresses private from public record. it expands on the state's safe at home program,

at 601. let's go back to the headlines. thank you, sal. we are following the developing story out of sacramento, where we are learning the third man who was arrested in connection with sunday's mass shooting is reportedly out on bail. ktvu is amanda quintana joins us now from oakland with the latest on the investigation, amanda yes, well now a total of three men have been arrested in connection to that shooting, including two brothers, but right now, none of them have been charged with the shooting itself. out uh, deandre martin. he was arrested on monday and he appeared in court yesterday. the 26 year old is facing charges of assault with a firearm and illegal possession of a firearm. his brother 27 year old smiley, martin, has also been arrested. he was injured during the violence on sunday. once he recovers, police say he will be booked in jail for illegal possession of a firearm and possession of a machine gun. both brothers have a long criminal history,

including domestic violence and assault. smiley martin was released from prison this year. after a parole board granted him early release from a 10 year sentence. that release was protested by the sacramento county deputy d a. calling him a risk to safety. we spoke to a close friend of smiley martin, who says the brothers grew up in sacramento surrounded by gang violence. everybody's hurting and everybody's lost somebody and it's sad that we all work together. we all know each other all our parents. um. it takes for someone to die for everybody . if you like. we need to change. we need to stop. the third suspect is davion dawson, the 31 year old is also being charged with illegal possession of a gun. detectives say he was seen carrying a gun in the immediate aftermath of the shooting, but they do not

believe that was the gun used in the shooting. we've just learned he is now out on bail, according to the sacramento bee. it was $500,000 bail. police say they are continuing to investigate and they are looking for even more suspects. they say we could also see more charges for those three men that have already been arrested. they are still looking for more evidence looking for more information. they are encouraging anyone that was there during that shooting. if they have photos or videos to please send them in. because this is still very much. an active investigation live in oakland. amanda quintana ktvu fox two news. thank you, amanda. sources involved in the investigation say investigators obtained a social media post. that has since been removed. that allegedly shows suspect smiley martin holding a weapon. investigators want to know if it is the same weapon used in the sacramento shootings. now reports say the weapon used in the shootings had been converted

companies will testify before congress about skyrocketing gasoline prices. ktvu sally rasmus is in the newsroom without details. good morning, alan. good morning, dave will congressional leaders are expected to ask questions from the ceos of bp, exxon mobil, shell and bay area based chevron along with some other people on the panel this morning. gas prices are at their highest levels in 14 years, and all the prices at the pump have dropped slightly in the past week. according to triple a the average price of a gallon of regular in california 5 83 a gallon that's about 10, cents less than it was a week ago. average prices nationwide are still about a dollar less. than what we pay in california, but congressional leaders have questions for old company executives about the rising cost of gas and their record profits that the industry is making. it's the second time in the past six months that the ceos of these oil companies have been called to congress to testify. gas prices again. pretty high as we all know, if you experienced

at the pump, a number of factors are at play the russian invasion of ukraine and increase in demand as people return to the office here in california. the governor wants to give drivers a gas tax rebate. republicans meanwhile, in california and in other parts of the country are calling for a pause on state gas taxes. when it comes to state gasoline tax holidays. you know, it's kind of a double edged sword. while it does provide relief, it could it could incentivize americans to continue driving, which is part of the problem that put us in this predicament in the first place is that if consumers don't feel the effects of high prices, they may be more likely to continue driving like nothing is a problem. and if that happens globally, that certainly could boost oil prices and gas prices in the long run. president biden announced last week the release of about one million barrels a day from the strategic petroleum reserve over the next six months. that's in order to alleviate some of the guests supply issues. he also called on congress to find oil companies that are allowed to drill on federal land. but aren't doing so as long as the supply of oil
