not all too much to worry about right now, at 401 this morning, and as you can see that accident not affecting the traffic coming up to the bay bridge right here along the bay bridge toll plazas, things moving along. pretty alright. four. oh, one. let's get back to the headlines. thank you, james. multiple major airlines have dropped their mask mandates after a federal judge ruled that the cdc cannot require masks on planes, trains and other forms of public transit. now alaska, delta, united and southwest airlines all lifted their mask requirements in the sous says it will no longer enforce federal mask rules. the mask mandate was supposed to be in place two more weeks but was abruptly lifted. some people found out while sitting on their flights. i'm ready to take mine off. so whatever they tell me, i can. i will. i think everybody has been ready for a long time. i think it's a good thing. i would rather keep it on because there's all kinds of different influenza kinds are different. taejin and i'm just not sure it's over. mineta san jose, oakland international airports

masks are optional. sfo is still requiring them for now, but some infectious disease experts tell us they don't think a judge should make the decision. president here is that the cdc and other federal agencies cannot enact mandates can't tell people that they need to do certain things during a public health crisis. i think that's an enormously dangerous precedent. this is no time to be putting people at increased risk of getting infected, confined spaces traveling with lots of other people having no idea whether they're infected or not . i feel really strongly about this because we are not through with this pandemic. we're in another wave right now. now the biden administration has said the mask order is no longer in effect, but federal agencies are reviewing the ruling and most bay area transit agencies continue to require passengers to wear a mask. they include san francisco munich, a c transit caltrain and the b t. a bart

says mass are required, but it's not enforcing that policy, and amtrak also says masks are not required. time is 404 in san francisco. today is the last day of voting in a special election to decide who will represent part of san francisco in the state legislature last night the candidates to represent the 17th assembly district matt haney and david campos debated at a forum held in manage that was hosted by project open hand. matt haney is a san francisco supervisor representing the tenderloin, south of market civic center and mission bay. he's endorsed by mayor london breed, haney says if he's elected, he'll focus on poverty. california has the highest rate of poverty in the country. i think that's not something that we acknowledge enough or recognize enough and many of the many of the challenges and problems that we have, whether it's access to healthcare access to good jobs, access to food access to housing

, homelessness are connected to poverty and inequality. now chinese opponent is former supervisor david campos, who is on leave from his job as chief of staff for district attorney chaser, bodine. campos says cutting ties with corporations is the only way to tackle tough problems in sacramento. i am running a corporate free campaign 100% because i believe that to actually have california finally address issues like hunger you have to elect individuals who are not beholden to the corporate interests that run the show. now the state 17th assembly district covers the eastern half of san francisco. the seat became open last year after david chiu stepped down to become san francisco city attorney in february is primary election. haney defeated compost by about 700 votes. the winner of today's election will only hold the seat for a few months because they'll have to run again in the normal primary election in june, and then the

general election in november. new this morning. a student at berkeley high school, has died after falling from a parking garage. according to berkeley side it happened yesterday afternoon at lunchtime, berkeley high's principal emailed students and families last night to tell them what happened and that it apparently happened where other students were present. the name of the student who died has not been announced. the school district says counselors are available for students at berkeley high all day today to help them deal with the tragedy. time is at 406. we're now seeing for the first time the suspect accused of killing a 15 year old girl while trespassing on a school campus in stockton. 52 year old anthony gray of french camp was arrested and accused of allegedly stabbing and killing alicia rain. aga police say gray drove to stag high school and went to the campus onto the campus through a gate. school district is now reevaluating its security system. and as the sun was setting last night, a large

crowd gathered outside the high school remembering the life of the young victim. family of 15 year old leisure brain. aga says she was a good student, a promising athlete on the high school softball team. her father says he doesn't know the man accused of killing his daughter. i don't really have any enemies . my daughter was shouting her whole life. we took her to school chicken home from school . she was very outgoing. it's just like the funniest person we know she was clever and she got thick skin. and she can come back with a finding jobs. now investigators want to know what the teenage girl was targeted or if this was a random attack. russian forces continue attacks in eastern europe, ukraine, that is, ukrainian officials say russian forces are focusing the new phase of the war on taking full control of the done bus region where russian backed separatists have been fighting ukrainian forces for eight years . officials at the pentagon say the shifting battlefield could change the scope of the war. they're trying to set the

conditions for more aggressive, more overt and larger ground maneuvers in the donbass. but again, i would remind this is an area of the country that has seen fighting over the last eight years. this is a terrain that both sides understand and know. ukrainian president volodymyr zelensky has submitted an application for ukraine to join the european union, which could provide additional military assistance is now 408. and as a fighting in ukraine escalates concerns are growing about the civilians who were caught in the middle and the difficulty of getting humanitarian aid to them. ktvu is jana katsuyama tells us what bay area aid groups are asking for. the russian attack on lviv in western ukraine. monday comes just as humanitarian aid from the bay area arrived in the city last week. supplies donated to the group hearts from ukraine were flown from san jose more than 130 boxes of food, hygiene products and medical supplies.

more information about the investigation. they do plan to file charges in connection with the fire that tore through that store on blossom hill road on april 9th. the heat from the fire was even detected from space time now for 16, california lifted its five day quarantine for people who have been exposed to covid. but not every bay area government is ready to roll back their own guidelines. alameda county health officials will still advise people who are not current on their vaccines. to stay home for at least five days after being in contact with someone who's infected with the virus to berkeley, which has its own health department will join almost all of the other counties and follow state guidelines. sonoma county has not announced its recommendations yet. well around the country. the number of covid cases are going up again. about half of the states have reported rising numbers since the beginning of the month , and that has many state and local officials anticipating rising hospitalization rates,

they say if they see the number of hospital patients rise, they could put an old restrictions back in place. we're starting to see. some increases in the numbers. we're not seeing those increases manifesting increased hospitalizations. not yet, but we're looking at that very, very closely. now the white house says it supports decisions being made by local officials who take into account their current infection and hospitalization rates. federal officials also say they need both local and national experts to start transitioning towards more effective long term strategy. well for the first time at tomorrow's 4 20 festival in san francisco. people can buy cannabis legally in golden gate park. the gathering at hippie hill has been canceled for the last two years. but the unofficial holiday celebrating marijuana is back on tomorrow. the event is officially sanctioned by the city, and they do expect as many as 20,000 people to show up, however, now that people can buy pot in the

$12 billion redevelopment project at howard terminal. this is not a yo yo, this is a journey. and i really respect that the aids do need a backup plan absolutely respect that because developing on the california coastline is complicated, but this has been all forward progress striking a positive tone, but the project facing stiff opposition so far from businesses operating at the ports seaport planning advisory committee recommending against the project last month. and a group of ports workers filing a lawsuit to block the project this month. we're doing everything we can. we're spending $2 million a month. we're working with the city staff. we're doing everything we can to get the approvals to fight out the lawsuits to bring that to a positive outcome this summer, but the team making one thing clear it's really howard terminal or bust, leaving these fans with no choice but to simply hope for the best. we are the only team here now in oakland. we don't have any more. teams warriors left, so

. better details on that advisory and what you can expect for today coming up. good morning, james. good morning to you rosemary oroczo areas up there because there are some change requirements heading up along 80. if you're leaving from here to that direction, not too many crashes on the roadway in the bay area so far this morning, but there is one i want to talk about that just popped up within the last 30 minutes here. this is on highway 24 westbound near gateway boulevard . not too much to it. it looks like a car smashed into a light pole and the light pole got more of the damage in the car did so. couple of other crashes throughout the areas, but a lot of them already have tow trucks on the way to help clear them out. so if you're headed out the door in the next 30 minutes to an hour probably won't be a problem to you. lot of our major freeways looking pretty good so far. oakland san jose and the bay bridge toll plaza. not bad at this moment, 4 30 to go back to the desk. alright james, thank you. what happening today? president biden will be on a call with u. s allies as the war in ukraine enters day 55 the president's expected to talk

still alive. i still have young children. the city of lviv has been considered relatively safe until now. your time now for 33 . we're getting more news and more development in the police search for one of the suspects in the sacramento shooting, where six people were killed earlier this month, police identified and tula peyton, a known gang member, is one of the gunmen. investigators are asking anybody who knows where he is to contact them, but they warned he should not be approached. they consider him armed and dangerous . they now say the shootout was gang related and just hours before the shooting started, gang affiliations and guns were flashed on social media. we do have some gang issues in our neighborhoods and quite honestln some of our neighborhoods. i don't think that's any secret as we've moved through the years. investigators say the three women who were killed were not involved with gangs. they were caught in the shootout,

sacramento police say despite that downtown sacramento is a generally safe area. survivors of violence gathered at the state capital to support legislation to help rebuild their lives. one of the survivors of the gilroy garlic festival shooting said she has struggled after the shooting. immediately after the mass shooting, i crumbled under the guilt of surviving and the all consuming ptsd. i expected calls from professionals or officials with resources or services, but i was never contacted. my family had to be the ones to help find me a therapist because searching for one myself became too overwhelming. the group is backing bills to expand victims compensation to include cases of police violence, state senator scott wiener said legislation is also moving forward to ensure that survivors of sexual assault feel safe coming to police. and specifically when a survivor comes forward who has been

sexually assaulted and provides a rape kit. we want survivors to be confident that the dna they provided that rape kit. it's not going to be used down the road against them, and unfortunately in san francisco we saw seen recently that rape kit dna. was used to identify and arrest a survivor of sexual assault. now the district attorney's office dropped that case against the woman after learning of the circumstances. in san francisco . the senate bill will be heard in committee next week about 4 36 at bay area man who was wrongfully convicted of murder is about to be set free after spending more than 30 years in jail. san francisco district attorney chasing bodine announced the exoneration yesterday, 60 year old joaquin syria was wrongfully convicted of murdering his friend back in 1990. that conviction was reversed by san francisco superior court judge after a review by the d. a's new

and impounded cars after a violent sideshow in east oakland sunday night, as many as 100 cars took over intersections that 82nd avenue between macarthur boulevard and ni avenue, police say at one point, people in the crowd were firing automatic weapons into the air. they say an officer was injured after trying to break up a fight. one person involved in the fight was arrested. the officer was not seriously hurt time now for 38. several san francisco businesses are assessing the fire damage after flames burned three buildings in the west portal neighborhood. officials say construction work maybe the blame for this. this fire started about 11 30 yesterday morning at west portal and 14th avenue. the flames spread from roof to roof before firefighters finally got it under control. ray rudolph lives on the same block and says he only had minutes to grab his computer and camera equipment before he evacuated. i was watching the flames on the roofs and like a ton of smoke, and i

ease hollywood hills was caught on camera as the homeowner hid in a bathroom. the owner said he had just returned from a holiday party when he noticed people coming onto his property. even though the lights were on and his pit bulls were barking. the video from a surveillance camera shows a group of young men in hoodies breaking into his garage , which he uses for storage. and they were looking for valuables . the man quickly hid and called 911. i kept whispering to the guys and i'm so scared. i'm so scared. i don't know what to do. i mean, i was totally freaked out and i'm not. i don't freak out easily. luckily the burglars never made it into the main

residents. but the owner says he is still shaken, he says most of the drawers in the garage are now empty, and he is still trying to assess what they took. san jose is considering changing how they handle people who are looking for treatment for drug addiction. a recent study found as many as 60% of arrests in san jose for drug related crimes involved methamphetamine now mayor sam liccardo says the city is working with the county to apply for state money. to fund housing facilities with on site drug treatment. he says he also supports expanding treatment for people arrested for drug related crimes. we recognize that this dire need, we don't have nearly enough inpatient facilities, and we also don't have treatment typically for arrestees, and we know that does create a very serious public health public safety problem for us because those same arrestees when they're back out on the street will go back to using meth again. mayor liccardo says treating people who are released combined with advocating for violent offenders to stay in

jail will help keep potential repeat offenders off the streets. reading woman accused of staging a phony kidnapping in 2016 has formally pled guilty. 39 year old sherri papini was arrested last month after authorities say she continued to make false statements about that alleged kidnapping. yesterday she appeared in the sacramento federal courtroom via zoom and entered a guilty plea to charges of mail fraud and lying to the fbi. sentencing is set for july 11th she could face between eight and 14 months in custody. one of the largest energy storage systems in the state, is now operational. it's located in moss landing in monterey county and includes 256 tesla mega pack battery units that can store up to 730 megawatt hours of energy for the electric grid. now pg ni says the system charges the batteries when energy production is high, then pushes that power back into the grid during high demand times or during the night when solar is offline. new high

after a federal judge ruled the cdc can't require masks on planes, trains and other forms of public transit. ktvu is jesse gary joins us now live from oakland international airport with the latest on how they area airports and public transit agencies and passengers. jesse are responding to all of that school morning. pamela good morning to you. where was this? just a couple of days ago when i was flying, although, although i will say an act by one judge that was supposed to make things maybe more simple has made it much more confusing. federal judges, pam said, ruled that the national mask mandate is not valid. but now airlines and airports can make their own decisions about who does and does not have to wear masks. let's go ahead. take a look at our video. alaska air delta united southwest have all lifted their mask requirements. mineta san jose and here at oakland international airport masks are not required at sfo. they are still required while officials wait for guidance from local t s a leadership just last week, the

and she had thick skin. and she could come back with a funny job. investigators still want to know if the teenage girl was targeted or if this was a random attack, russian forces continue their attacks in eastern ukraine . ukrainian officials say russian forces are focusing this new phase of the war on taking full control of the done boss region where russian backed separatists have been fighting ukrainian forces for eight years . officials at the pentagon say the shifting battlefield could change the scope of the war. they're trying to set the conditions for more aggressive, more overt and larger ground maneuvers in the donbass. but again, i would remind this is an area of the country that has seen fighting over the last eight years. this is a terrain that both sides understand and know. ukrainian president vladimir zelensky has submitted an application for ukraine to join the european union, which could provide additional military assistance. time now

been exposed to covid. but not every bay area government is ready to roll back its own guidelines. alameda county health officials will still advise people who are not current on their vaccines to stay home for at least five days after being in contact with someone who's infected with the virus. the city of berkley has its own health department will be joining almost all of the other counties and will follow state guidelines. so noma county has not announced its recommendations yet. across the country, the number of covid cases are going up again. about half of the states have reported rising numbers since the beginning of the month, and that has many state and local officials anticipating rising hospitalization rates, they say if they see the number of hospital patients go up, they could reinstate old restrictions. starting to see. some increases in the numbers. we're not seeing those increases manifesting increased hospitalizations. not yet, but we're looking at that very, very

hasn't announced yet its recommendations now nationwide, the number of covid cases are going up again. about half of the states have reported rising numbers since the beginning of the month, and that has many state and local officials anticipating rising hospitalization rates, they say if they see the number of hospital patients rise, they could bring back old restrictions. starting to see. some increases in the number. we're not seeing those increases manifested in increased hospitalizations. not yet, but we're looking at that very, very closely. at the white house says it supports decisions being made by local officials who take into account their current infection and hospitalization rates. federal officials also say they need both local and national experts to start moving towards a more effective long term strategy. well today, we are expected to learn more about the suspect arrested in connection to that massive fire in san jose that destroyed a home depot

store. later today, prosecutors plan to announce the name of the suspect and give more information about the investigation. they do plan to file charges in connection with the fire that tore through the store on blossom hill road on april 9th. the heat from the fire was even detected from space time now, 607 today the walnut creek city council will once again debate whether you allow more marijuana businesses within the setting. right now. walnut creek allows up to two delivery services for medical meeting , the council cou back in october, walnut creek debated approving recreational marijuana sales, but the city council members delayed making a decision at that time for the first time at tomorrow's 4 20 festival in san francisco. people can buy cannabis legally in golden gate park. the gathering at hippie hill has been canceled for the last two years. but the unofficial holiday celebrating marijuana is

alright. time is 608, several san francisco business owners are assessing the damage after a fire burned three buildings in the west portal. neighborhood officials say construction work was underway that may be to blame. the fire started around 11 30 yesterday morning at west portal and 14th avenue. the flames spread from rooftop to rooftop before firefighters got it under control. rudolph lives on the same block. he only had minutes to grab his computer and camera equipment and then evacuate. i was watching the flames on the roofs and like a ton of smoke, and i saw like a propane tank or something on the roof. now firefighter was hurt battling the flames, but no one else was hurt. police now say they have made an arrest and impounded cars after a violent sideshow in east oakland sunday night, as many as 100 cars took over intersections on 82nd avenue between macarthur boulevard and i avenue. police say at one point, people in the

crowd were firing automatic weapons into the air. they say an officer was injured after trying to break up a fight. one person in that fight was arrested. the officer was not seriously hurt. time now, 609 some sonoma county landowners will soon pay to draw water from the wells on their own property . the feeds would start at $18 a year for a single households near santa rosa. they would go up to $200 in petaluma, according to the press democrat and they would not have water meters installed, however, ranchers, cities and businesses would need meters and they would pay more than $4 for every 3300 gallons that are used of the states. requiring this change is a way to make sure there's enough water. in rural areas, even during a drought. 6 10 is the time i know we still have to deal with the drought. but the rain is a welcome sight, but unfortunately causing some problems on the roads this morning. let's check in with

until the september 11th attacks . russian forces continue attacks in eastern ukraine ukrainian officials say russian forces are focusing this new phase of the war on taking full control of the donbass region where russian backed separatists have been fighting ukrainian forces for eight years. officials at the pentagon say the shifting battlefield could change the scope of the war. they're trying to set the conditions for more aggressive, more overt and larger ground maneuvers in the donbass. but again, i would remind this is an area of the country that has seen fighting over the last eight years. this is a terrain that both sides understand and know. now ukrainian president vladimir zelensky has submitted an application for ukraine to join the european union, which could provide additional military assistance. our time is 6 15. we're now getting a new look at the devastation in one of the hardest hit cities in ukraine, the port city of mario

paul has been bombarded by russian troops. ukraine is calling on russia to facilitate a humanitarian corridor for evacuees. military officials appealed for help. in a letter to pope for saying women and children are trapped, and that city still works. across the country. in lviv. workers are picking up the pieces after four people there were killed at a tire job hit by a russian missile. today president biden is going to hold a call with u. s allies as the war in ukraine enters day 55, the president is expected to discuss support for ukraine as well as other efforts to hold russia accountable. this comes after russia's offenses in the eastern part of the country pick up alongside missile strikes at the west of ukraine as well. more evacuations are underway today as more russian forces start to move into the country's southeast time is 6 16 bay area. aid groups say there's growing concern about civilians caught in the middle and how tough it is to get humanitarian

aid to them in ukraine. san jose group called hearts from ukraine flew more than 130 boxes of food , hygiene products and medical supplies to ukraine. but they're finding it's tough to get the aid to the people who need it. there was an orphanage there about 11,000 children. and while we're en route while the shipment is in process that city go occupied by russian forces, there was no longer accessible. not the united nations chief of humanitarian aid called for an immediate and sustained ceasefire to establish safe corridors to get aid into the war zones and also evacuated billions. he says three day window is needed for this for safe evacuations, but so far russia has not agreed to that. well if you didn't make yesterday's tax deadline, you're getting some relief at least here in california, california franchise tax board extended its payment deadline because of a technical glitch. californians now have until midnight tonight to pace to state taxes. the

a few people out there to vote today. assembly district 17 is about half of san francisco and includes the tenderloin chinatown, the mission district. and the downtown area. matt haney, david campos were the two top vote getters in february. january election they went head to head last night during a forum at manny's and was hosted by the project. open hand. any currently serves on the city's board of supervisors representing the tenderloin mission bay in the civic center neighborhoods. mayor london breed has endorsed haney, and he says if he's elected, he wants to focus on helping people. escape poverty. california has the highest rate of poverty in the country. i think that's not something that we acknowledge enough or recognize enough and many of the many of the challenges and problems that we have, whether it's access to healthcare access to good jobs, access to food access to housing , homelessness are connected to poverty and inequality. haney is

years in prison is about to be set free. san francisco d a chase, a boudin announced the exoneration yesterday, 60 year old joaquin syria was wrongfully convicted of murdering his friend back in 1990. that conviction was reversed by a san francisco superior court judge after a review by the d. a s new innocence commission. we're grateful that today after 32 long years, mr syria has been exonerated and his wrongful conviction reversed. i want to congratulate mr syria and everyone who works so hard. to write this miscarriage of justice. yesterday's ruling came 32 years to the day after mr syria was arrested. once he gets out of prison, he says he will spend quality time with his son , his wife and his longtime friends and supporters in san francisco. another immunity line is making a comeback for the first time since the pandemic. san francisco supervisor shaman

thea just look at your screen. this giant alligator was caught on camera taking a stroll on eastern through the neighborhood . this is a 10 ft. long alligator spotted there, south of tampa. the sheriff's department shared this video on faith facebook. they called the wildlife officials, but the wildlife officials said they didn't respond. instead they just let the alligators slowly go back to the lake, where it came from. closer to home and easter break in at a home in the hollywood hills was caught on camera and the homeowner was hiding in his bathroom. when it happened, the owner said. he just come back from a holiday party when he noticed people coming onto his property, even
