transit agency that's already thinking about bringing it back. and the latest storm system is bringing us rain here in the bay area and snow up in the sierra and some tahoe ski resorts are having second thoughts about ending their ski season. from ktvu. fox. two news. this is mornings on to welcome morning to you and thank you for joining us. welcome the mornings onto i'm dave clark. good morning. i'm pam cook thursday morning. april 21st. it's a little rainy and very windy, warning definitely felt it going across the bridge. let's check in with roberta gonzalez with our forecast. good morning. we were talking about this yesterday were saying that this system comes into folds. it has two stories. one is the rain and the other one happens to be the very breezy to downright windy conditions not as windy today as it was overnight, but nonetheless, it is a rainy start and again this system coming into separate sections as well.

to the north and to the south right now, buying a little bit of a break around the peninsula, but you can see the plume of activity from santa rosa through san francisco. right there. that's a pretty moderate rain shower right now. just north of sonoma, east bay, you to have some precipitation just of 6 80 throughout the eastern foothills , and we have some rain showers around sunny ville and also the senator cruz mountains were so far we've picked up over an inch and a quarter of rain. overcast skies right now you will have periods of rain showers and look at these temperatures all in the fifties. and the reason why i want to take note of that they're not going to go much higher today at all with the periods of showers this afternoon thunderstorm is a high probability with hail and showers and breezy conditions will continue into the early evening hours. here's a look at your numbers basically, spending from 56 to 64. the full forecast has just minutes away, but right now, let's send it back on over to dave and pam. roberta we're also watching the morning commute. these are some live pictures. here's the bay bridge

mandate, leading local transit agencies scrambling to modify their own policies. we wanted to make sure that the agency's overall sort of on the same page and so that passengers wouldn't be confused or disappointed or whatever. so we were trying to communicate with each other. for most of the day, there was still confusion but one by one agencies like sf mta, a c, transit and caltrain decided to recommend masks but not require them. the state, which could have kept a mandate in place today announced their masking requirement is terminated, effective immediately. union leaders say they're glad over 90% of our assaults on drivers over the past year and a half where because of the mask mandate and arguing with customers about putting a mask on so it relieves a lot of that stress that the driver might have vt. a says they did not ask employees to be enforcers of the mask policy. still for this new graduating class of drivers, the change is welcome. i think for

the passengers, it's going to be real good. create less conflict . a lot of them don't have a mass and sometimes get upset about it. um for me myself. i'm probably gonna wear my mask just for my own safety and he's not alone. many passengers say they will continue to cover up. at least for now, rather wear the mask. until the epidemic is completely gone, because if we don't know if it could start back up again, and it's better to say be safe than sorry, and late today we got word that bart is going mask optional as well, though they say they will continue to recommend that riders wear them. in san jose and ruben ktvu fox. two news, alright and thank you and bart may end up bringing back its mass requirement. next thursday , the bark board of directors will debate whether to again require face masks on the bart system. the cdc has new guidance on covid booster shots. now it's vaccine advisory group says those who are fully vaccinated

and boosted and contracted covid in the last three months can wait until the fall before getting a second booster. health experts still say the immuno compromised and those who live with them should consider getting that second booster shot as soon as possible. right now, people who are 50 and older and anyone 12 and older who are immuno compromised, are eligible for that additional shot. time is not 406 will federal prosecutors charged about 20 people with covid related fraud? and the doctor in napa is connected to some of them. julie masi of napa admitted she sold fake healthcare records to more than 200 customers. the department of justice as federal charges are now being filed against three people associated with mozzie. the charges range from overcharging for medical services to selling fake vaccination cards. legislation to award money to children who have lost a parent to covid is one step closer to reality. now. the legislation was approved by

the senate governance and finance committee on a 4 to 1 vote. it's approved by if it's approved by the state legislature, the bill would create savings accounts for children who have lost a parent or primary caregiver to covid and for long term foster care youth. up to $4000 would be available for kids up to age nine and up to 8000 for youth ages. 10 to 17 gatto's is taking new action to hold adults liable when there's underage drinking at their homes. this follows the recent arrest of a mother in law's gatto's accused of hosting alcohol fueled sex parties for teenagers at her home. under this ordinance, which was passed unanimously, adults can be chopped fine for hosting gatherings where miners drink or take drugs, even if the adult does not home at the time. thinking is potentially there are parents who basically don't want to know. so they go out for the evening and let something happen at their home. so i think just the knowledge that whether

not personally tried driving in it today because of winter going to be very blustery as well. so perhaps blizzard like conditions and this is a very heavy, wet cement snow as well. but going up tomorrow you'll enjoy it through the weekend with all that fresh powder. taking a look right now at our rainfall totals over the past 24 hours, impressive over an inch and a quarter in the santa cruz mountains, mount diablo with over three quarters of an inch of rain. look at danville. and how about redwood city? everybody either approaching a half an inch or slightly above it. castro valley it just over 4/10 of an inch of precipitation and san jose. you have more rain coming. we'll show you that with our storm tracker, but right now we have the cloud cover in oakland, and our temperatures fill mcgee into the fifties. the winds were really blustery overnight and will continue to blow as well. this is how much more rainfall we are expecting. right now again. temperatures are in the fifties, the winter at 13 and hayward 12 at s f o so

far, no reports of any local airport delays due to the weather. oakland international windsor at 15 mph. so here we go with our storm tracker. we have copious amounts of precipitation falling right now around there. look at that bright yellow and orange area just right inside of yonville. that's him. heavy rain falling. we also have light to moderate rainfall from mill valley through force knowles into boli, nas and san rafael navarro and the casio, also terra linda into marin city. we have some rain showers right now in dublin trying to emerge towards that 5 86 80 corridor, which is definitely has havoc when wet. it's pretty rough when it's not what as well and we have some rain showers from fremont into union city backing through milpitas. this system is coming in two stages. this is the initial front that's plowing through the bay area now. behind it is the core the center of the area. low pressure, and with that we have a lot of instability in the atmosphere. that's why i cannot rule out a thunderstorm at any point of the day today, not so much in the

it'a dispensaries in walnut creek can now deliver recreational marijuana. after years of debate , the city council approved up to three delivery services for recreational cannabis and the council's delaying any decisions about storefront sales of cannabis until at least next year. the business owners trying

to survive in the legal cannabis industry. they're having a tough time they claim they're being undercut by the black market while also being hit with high taxes, many owners say if something doesn't change the legal marijuana industry may collapse. the big problem with federal laws blocking the cannabis industry is that it's stopping banking access and access to capital, you know, for businesses to be able to get the loans and financing and things they need. they also can't write off regular business expenses, so these taxes are hitting them even harder. earlier this month, the house passed a bill to end the federal ban on marijuana, even though it's not likely to pass in the senate. the polls are showing most people believe marijuana should be legalized at the federal level. well 4 20 celebrations were back in san francisco's golden gate park, an estimated 20,000 people headed to hippie hill to mark the unofficial cannabis holiday. take a look at the crowds. ktvu is christian captain shows us

some of the changes made to this year's celebrations. collective deep breath in a plume of smoke for 20 on april, 20th was back. organizers say this year's celebration is especially welcome. after a two year hiatus . it's amazing to be back, you know, we're humans. we loved it. we need to gather and see each other eye to eye and but again, another celebration of life and for the plant in medicine. visitors back for in person celebrations say the event has evolved a little bit more commercial, but it's all right. yeah there was a line instead of, you know, people just coming in from all directions and ending up in one space. visitors say they're ready to share space and more with the cannabis community. so i'm allowed to actually give away up to an ounce to anyone over 21 free of charge, so i've actually been giving mugs away to people that asked me. i'm trying to make it last just for the end of the day because be gone in five minutes

possible. the children's playground and tennis center are reopening today and the hippie hill field should be back to normal. tomorrow festival organizers teamed up with the recreation and parks department to make it happen once the festival finished last night, park rangers and police cleared the crowd while cleanup crews came in and started picking up the trash. it might have been the smoothest for 20 that we've had. the weather was good people seem to be having a good time and respecting our park. most importantly, we turned around after the show. we just realized there was trash everywhere, so some of us just started reaching down and grabbing said to throw away and then they give us some bags and a bunch of people started chipping in. place made no arrests and park rangers cleared the area by six o'clock last night, which they say was in record time now for more coverage on marijuana and 4 20 celebrations. you can head to our website ktvu .com, sometimes for 18. let's talk about our weather. we drove through wet roads. you have rain. still some rain pretty much of wind. more

is on the way here. here's roberta. try valley and it was blood story and the rain was coming down harder than i've seen all this year. wow san jose . so far, we've seen rainfall totals. they're higher than we have since january, february, march and the beginning of april. morning everybody take a look at some of these numbers. i just updated them in throughout the santa cruz mountains, 1.36 inches of rain and ben loman. diablo's number has gone up as well for over 8/10 of an inch of rain look at danville. very impressive rainfall amounts from 2/10 of an inch in san jose. to just about over half an inch and redwood city. we do have light rain falling right there right now in oakland, and the winds are blowing out of the south at 15, some occasional stronger guests. it's shows that it's clear and livermore, but i doubt that sometimes the computer models get infant agius alright , 12 mile per hour winds at sfo right now. 22 mile per hour. wind guest we have a wind at

bay area by nine o'clock this morning. we will continue to see the rain showers. it is pinpointing right now the south bay lifting into the east bay. but here comes another trail. look at that that is associated with that comma, the core of the area of low pressure and that contains a lot of unstable air mass. so when that happens in our temperatures are in the fifties. and the relative humidity has been heightening. we will have the potential for thunderstorm at any point of the day. all this activity on and off again through this time tomorrow morning until we come partly cloudy during the afternoon on our friday you can take on another 3/10 of an introvert in san francisco easily according to the north and also just about a quarter of an inch of rain in the san jose area when it's all said, and done about 6/10 of an inch of right in san jose, and that's pretty healthy. for the south bay winter storm warning is still in effect until 11 o'clock this morning because it is snowing and it is blowing and up to 30 inches of snow expected there and from the mountains to

out there right now, but you can see the camera has raindrops on it, so the roads are wet. be careful. no problems right now and we'll keep checking the morning commute for you here mornings onto san francisco is preparing to take on the drug makers, producers and pharmacies for their part in the opioid crisis. ktvu evan sernoffsky reports. the city wants the companies to acknowledge that they share responsibility for drug addiction in san francisco and to help resolve the problems they created. walgreens eligon, taba and panda created a widespread public nuisance and public health emergency. san francisco city attorney david chu is gearing up for trial next week in a closely watched civil case against some of the world's biggest drug companies for allegedly overprescribing pain medication. the defendants in this case each contributed to and created that public nuisance. by flooding san francisco with opioids the

company's practices, according to the lawsuit, created quote a population of addicted patients who sought opioids at never before seen rates choose says it led to users seeking out drugs on the street like heroin and fentanyl, creating dire situations in places like the tenderloin. for example, between 2015 and 2020 opioid overdose deaths went up 478% and in 2020 more than doubled covid-19 deaths. between 2000 and six and 2000 and 14 drug companies doled out more than a 163 million pharmaceutical pain pills in san francisco and the defendants did this by making false statements misleading doctors and patients about the risk of opioids and changing the way the broader public viewed or use walgreens and other companies involved in the lawsuit would not comment. the city attorney's office filed

the litigation in 2018 and included companies like oxycontin manufacturer purdue pharma. purdue went bankrupt in 2020 and paid out billions in settlements for its role in the opioid epidemic. on wednesday to announce that another defendant , endo pharmaceuticals, will settle its case with the city for $10 million. there is a line you can draw from the conduct of legal, uh companies, manufacturers, distributors and pharmacies. to the illegal markets that you see today. keith humphreys is a professor at stanford, who has been studying the opioid crisis, he says regulators dropped the ball and let the drug companies run wild. they did, um dodge through . it's not really loopholes but gaping holes in american regulation when the trial begins on monday, expect to hear from witnesses like pharmacists. who may shed light on the company's corporate practices. evan sernoffsky ktvu, fox two news at 4 35. will the city of

to just days after officials in shanghai, china announced plans to ease covid restrictions on millions of people in the city. authorities have now reversed course. earlier this week, the chinese ministry of health said that in some parts of the city, the virus was quote under effective control, however, as the number of cases outside quarantined areas across the city rose again this morning, officials say. they are keeping the lockdown orders in place, which analysts say is having a ripple effect on the economy. the international monetary fund reduced its forecast of chinese growth this year, attributing it to the weeks long lockdown in shanghai, saying the restrictions and factory closures will create supply chain disruptions in the coming

biggest drug companies for allegedly overprescribing pain medication. the defendants in this case each contributed to and created that public nuisance by flooding san francisco with opioids the company's practices , according to the lawsuit, created quote a population of addicted patients who sought opioids at never before seen rates. juice says it led to users seeking out drugs on the street. like heroin and fentanyl , creating dire situations in places like the tenderloin. for example, between 2015 and 2020 opioid overdose deaths went up 478% and in 2020 more than doubled covid-19 deaths. between 2000 and six and 2000 and 14 drug companies doled out more than a 163 million pharmaceutical pain pills in san francisco. and the defendants did this by making false statements misleading doctors

and patients about the risk of opioids and changing the way the broader public viewed or use. walgreens and other companies involved in the lawsuit would not comment. the city attorney's office filed the litigation in 2018 and included companies like oxycontin manufacturer purdue pharma. purdue went bankrupt in 2020 and paid out billions in settlements for its role in the opioid epidemic. on wednesday, two announced that another defendant, endo pharmaceuticals , will settle its case with the city for $10 million. there is a line you can draw from the conduct of legal, uh companies, manufacturers, distributors and pharmacies. to the illegal markets that you see today. keith humphreys is a professor at stanford, who has been studying the opioid crisis. he says regulators dropped the ball and let the drug companies run wild. they did, um dodge through . it's not really loopholes but gaping holes in american regulation when the trial begins

that will hopefully allow them to avoid the busier ports. wine is, of course, big business here in the bay area, but supply chain issues are now hitting the industry like never before. that's because millions of wine corks are stranded at sea or sitting in ports. ktvu tom vacar shows us what some napa businesses are doing to deal with the problem. napa support a cork is part of the world's largest cork harvester and processor of corks, almost all imported from portugal. so there's plenty of cork. getting it to the wineries is quite another matter. we used to have on average, a 60 day door to door lead time from our portugal . ah, support to the port of oakland. and we have we're averaging around 112 days. right now. that is some 90 million corks stranded at sea or imports . i have never in my career had as much product uh, that is en

in the next hour. we're live in burlingame this morning. jesse gary ktvu. fox two news. we'll head back to you across the bay and all right. thank you, jesse . we will check in with you. throughout the morning, the justice department will ask a higher court to bring back the mask requirement on public transit. that's after the cdc said masking remains necessary to protect the public from the continued spread of covid win. the mandate was lifted earlier this week. many people immediately removed their masks. but others say they plan to continue wearing their mask, and they hope people on both sides of the issue will be tolerant of each other's opinions. i know it's not required. um and i respect anybody else who doesn't want to wear one, but it still gives me some comfort of safety . still not totally comfortable with where we're at with. the pandemic. for other people. the question is not about their personal health, but weighing personal liberties against what's best for everyone. i don't feel like that they should be able to mandate me to do to do that. it is it is my part. it

should be a choice. now it's not clear yet if the mask mandate will be put back in place until the final decision is reached. this comes as a result of a new poll is out, saying most americans support a mass mandate for travelers on planes or on shared transit. the associated press poll found 56% of americans support requiring a mask. while 24% were opposed. 20% had no preference and there was a wide partisan divide on this. 80% of democrats support the proposal only 33% of republicans supporter they're coming up for you at 6 30. we'll take a look at some of the policy changes being considered by local transit agencies and why there's still a lot of confusion between the different levels of mask rules. it is 605 for the first time in almost a year. california hospitals reporting fewer than 1000 covid patients a week, california's

latest report shows there were 964 people in the hospital because of covid infections. that's the lowest number since last june, and it comes at a time when covid numbers have been going up. but the latest variant seems to be less severe than some of the earlier ones. health officials are warning the hospitalization rate could bounce back up as more cases are reported. state labor officials could decide today if they will extend through the end of the year. mandatory pay for workers affected by the coronavirus. the legislature already approved extending that benefit through the end of september, but small businesses are pushing back saying it's expensive and it comes at a time when covid cases are less severe. supporters of the plan say it's vital to provide sick pay and job protection for workers who are infected so they don't infect their coworkers. the cdc has new guidance on covid booster shots. it's vaccine advisory group says those who are fully vaccinated

and boosted and contracted covid in the last three months can wait until the fall before getting a second booster shot. health experts still say the immuno compromised and those who live with them should consider getting that second booster as soon as possible. right now anyone 50 and older is eligible for that second booster shot along with those who are 12 and older and immuno compromised. our time is 607 loss. gatto's taking new action now to hold adults liable when there's underage drinking at their homes. this follows the recent arrest of a mother in law's gatto's accused of hosting alcohol fueled sex parties for teenagers and your home under this ordinance, which was passed unanimously, adults can be fine for hosting gatherings where minors are drinking or taking drugs, even if the adult is not home at the time. thinking is potentially there are parents who basically don't want to know . so they go out for the evening and let something happen at their home. so i think just the

spun out blocking lines that won't impact people driving from the bay area just to get to the tahoe area. it does show how bad the conditions are right now. want to take you live to highway 80 right now where we can see quite snowy out there. it's falling pretty heavily. this is the truckee area. if you are planning to head up there, the road conditions are described as very poor by the national weather service. there are chain controls in effect, chain requirements on 50 and 80, or four wheel drive and snow tires on 80. those chains are required from nyack to boca. that's past truckee, all the way to nevada and 50 chains are required from twin bridges to myers. other highways have chain restrictions as well. if you're headed up there for some early weekend skiing or boarding. definitely bring your chains or your four wheel drive with those snow tires and speaking of skiing and
