go, so it'll be cooler there, so we're going to see some pretty big spreads on the temperatures today. it's hard to see it yet, but it's there next hour. it'll start to show up on the visible satellite. so wednesday weather we have some coastal fog, so cooler coast and in san francisco, warm inland still some eighties but anywhere from 60 seventies coast in bay two eighties inland after today, there will be big changes a lot more than that. about 20 minutes or so. alright it's seven o'clock salads here. i saw slowing and a few spots. you want to focus on one of those, you know, we can focus on the bay bridge. everyone always wants to know about that. steve if you're driving into san francisco today, especially if you don't have the carpool access you're gonna be waiting for a little bit here at the toll plaza. it's not too bad, but it is definitely the typical delay that we see about 10. maybe 15 minutes. from the end of the line. you can see 80 traffic looks okay. say mateo and dunbarton bridge traffic. not all that slow. as a matter of fact, that can show you that once you get over to the peninsula that traffic is, for the most part. still doing very well up and down the peninsula

seven o'clock, let's go back to the headlines, sal. thank you in the coming days and weeks, more demonstrations will focus on the supreme court's draft opinion. that shows justices have the votes to overturn roe v. wade large protests were held across the country yesterday, including in new york city. both sides of the abortion battle rallied outside the u. s. supreme court in washington, d. c. here in the bay area, oakland and san francisco. we're home to some of the largest demonstrations. the battle over abortion rights has reignited across the country following that leaked draft decision from the u. s. supreme court. ktvu semantic in town alive in our newsroom with the protesters in california and state leaders say about the possibility the court will overturn that landmark ruling. yes well, once people heard about that possibility, many people took to the streets to voice their concerns. we are not going world people are forced to give birth yesterday, abortion rights supporters marched through san francisco's mission neighborhood and the castro and

rallied in front of the federal building. another group took to the federal building in oakland. attendees say they are frustrated by the draft majority opinion leaked and this is their way of telling the u. s. supreme court that they want to defend and expand roe v. wade not see it overturned. i found out about it. maybe an hour before on. instagram took the end and joined because i can't sit at home when this is happening with patients every day who are giving birth and it's important that they have that choice and i think at the end of the day abortions are part of healthcare. we all deserve quality healthcare, but i can say here in california that we're doing everything we can to protect everyone. from providers from patients coming in. governor gavin newsom will be in los angeles this morning to discuss an amendment to show the state's commitment to safeguarding reproductive freedom. meanwhile, the archdiocese of san francisco has released a statement for the opposite end of the argument,

saying california's attempt to protect abortion rights will quote destroyed lives, families and significantly limit the ability of the catholic church in california to protect the unborn. that statement also calls for catholics to actively and publicly opposed the amendment. newsom's event will start at 9 15 this morning will bring you the details on his plans as soon as it begins. we also just learned president joe biden plans to speak this morning as well. that will be at eight o'clock. he plans to talk about the economy, but this will be the first time we hear from the president following that opinion leak so he could also speak on that as well. live in the newsroom. amanda quintana ktvu fox two news, amanda. thank you. california senate president pro tem toni atkins joined members of the women's caucus and planned parenthood at the state capitol yesterday. they vowed to move quickly to introduce a constitutional amendment in california to make abortion rights permanent. california has long, long recognized the fundamental right to privacy and to control over one's own body. the legislative

women's caucus is also introducing a bill that would help women from outside of our state come here to seek an abortion if more bands go into place in other states. we don't want to leave women in in desperation, and we do not want deaths, so we are going to do our best to create a welcoming and safe environment with the ability to support them. in march, governor newsom signed a bill to eliminate out of pocket costs for abortions. it's part of a package of 13 bills that are focused on making abortion more accessible in california, as well as protecting providers and patients. democratic women in particular serving in congress expressed immediate outrage about the draft opinion. 11 years ago, peninsula congresswoman jackie speier became the first woman on the house floor to talk about having an abortion, she said that message gave other women the power to share their experiences. oakland congresswoman barbara lee has

also talked about her decision as a 15 year old to go to mexico to have an abortion. it's very personal, but i don't want this to happen to other people. what happened to me? it was horrible, but i had to do that. that was my decision. but you know what i survived. so many black women during that period didn't survive because of coathanger abortions. many female members of congress, including congresswoman lee and spear are encouraging the senate to pass the women's health protection act, which would make access to abortion a legal right across the country. it's already passed in the house. it doesn't have enough support in the senate to avoid a filibuster by abortion opponents. political analysts say the supreme court's draft opinion could end up influencing this year's midterm elections. we spoke with donna crane, a political science lecturer at san jose state university. i think this leak drops a hand grenade right in the middle of the midterm elections. i think it's going to greatly agitate

both sides. it may possibly increased turnout on both sides , the conventional wisdom and certainly my experience was that when there's a when the issue of reproductive freedom gets dropped into the middle of a campaign, it tends to benefit the democratic approach. choice side more. we'll see if that pattern holds. crane says she expects to see both democrat and republican candidates scramble in the next few months to make sure their positions are known, leading up to the midterms and stay with ktvu as we continue our coverage on that leaked supreme court documents in the draft opinion, you can also find more details, including what led to that decision. in our on our website. that's ktvu dot com 706 new this morning. the investigation is underway into a deadly shooting in berkeley last night. investigators say it happened on channing way near san pablo avenue. police tell berkeley's side they responded to reports of a gunshot at about 9 30 last night. police say that they initially started investigating this as a suicide

and quickly determined it was a homicide. this marks berkeley second homicide of the year. to the south bay now are multiple people were shot in san jose last night. in separate shootings, two men were shot at about 11 o'clock on williamsburg drive near the san jose campbell boundary. another shooting happened at 11 30 last night on gramercy place in the alum rock neighborhood. police say all three victims had non life threatening injuries. no one has been arrested. police say they do not think the shootings are related. one of the bay area's covid expert says he will be wearing a mask again chair the chair of the ucsf department of medicine. dr robert wachter says the asymptomatic testing rate is a good metric for how widespread covid is in the bay area right now, and he says the rate has tripled in the last few weeks. in san francisco, he says that means there could be as many as one in every 30 people positive for covid, who do not show symptoms and despite a court order, striking down the mask mandate at the federal level, the cdc is reviewing a

recommendation, renewing rather recommendation that people still wear those masks when on transit . it's recommending anyone over the age of two years old. mask up on planes and trains and other forms of transit. they're making that recommendation because of increased covid cases . san rafael city councils changing the rules on when and where people can smoke. the council updated the city code to ban smoking in any open spaces on public or private land at any time of the year. right now, the bands in place only from may 15th through november, 1st. it also requires multi unit housing complexes with more than 10 units to create well marked designated smoking areas that are at least 1000 ft. away from any open space or undeveloped lots. happening today. san francisco teachers plan to protest outside their district headquarters over issues with their paychecks. the teachers say there have bn in payroll problems after a switch to a new pay system.lude teaches not getting paid the correct amount. the new pay system went

into effect earlier this year. the union says they want to work with the district to fix all of those payroll problems. earlier this year, several teachers staged a sleep in protest at the district headquarters over that same problem with those missing paychecks. time is 709 throughout the past hour, so we've definitely had some problems pop up, sal, but thankfully, they've been resolved mostly quickly. yeah you know, and i think today is a better day than it was yesterday. honestly we've had very routine traffic out there and routine is something that most people can accept. we don't have any surprise or we don't have that many surprises, i should say. let's go out and take a look at the bay bridge. you can see it is backed up and there is a backup trying to get onto the bridge in san francisco. but once you get on the bridge, it's decent commute. as we look at interstate 80, you can see that traffic looks pretty good. no major issues on the same mateo or on the dumbarton bridge. i've seen some slow traffic here and there but again, i'm liking this commute a lot better so far anyway, then yesterday and we had just a

used of being under the influence while on the job in san jose police search for a kidnapped baby last week. one of their members is alleged to have been working the case while impaired. the unnamed patrolman's blood alcohol level was nearly twice the legal limit. mayor sam liccardo is now calling for department wide drug testing of all officers, not just those in specialty units. doing so well enable. the department to identify those officers who need help. need to get treatment. and critically. keep those officers. off the street. all this follows the revelation that the death of former rookie sanders, a police officer, dijon packer, was due to a fentanyl overdose. the 24 year old former san jose state football player was found dead in his milpitas apartment in march. san jose city leaders say they want the faa to give them more time to clear out the

city's largest homeless encampment beside is right under the mineta san jose international airports flight path, the agency says the site is dangerous and has threatened to withhold millions in federal funding if it isn't cleared out by june, 30th. the city wants to push that deadline to september. 30th partly defined transitional housing for those who live there . there are still about 130 people living on that site, which is right near the guadalupe river park. 7 14 is the time in the oakland city council will study whether a former army base could house about 1000 people who are currently homeless. if it's approved, it would almost double the number of shelter beds in the city of oakland. in 2019, a count of the homeless population showed that there were about 4000 people living on city streets, and city officials say that number likely grew during the pandemic. the oakland a's are racking up more key victories in their effort to build waterfront ballpark. claudine wong is back in studio with the team's progress, claudine well, good morning to you, garcia. yes. next month, the san francisco bay conservation and development commission is expected to vote on a proposal that eliminates an

obstacle in building a ballpark at howard terminal. the commission staff is recommending that the board removed eight ports use designation at howard terminal, and that would allow the teams $12 billion development to proceed. it is a mixed use project that calls for 3000 residential units, retail and office space and a 35,000 seat ballpark. is president dave campbell had expressed concern that regulations and building codes the project from getting started. but he sounded optimistic during a zoom meeting yesterday with oakland and alameda county leaders. that puts us in a great position for the june 2nd hearing where there'll be a lot of public comment, additional dialogue and debate and then hopefully an affirmative vote on the 30th of june to remove howard terminal from the seaport plan. even with the commission approval. other issues do remain the a's are still negotiating with the city of oakland on a development agreement with sticking points that include infrastructure funding. and affordable housing.

this is an incredibly responsible deal that literally takes the money generated by the project itself and invests it in public infrastructure and community benefits, including 3000 units of housing on the site of more than 1000 affordable units. on and off the site. public parks union jobs. now at the same time, the a's are still looking at potential sites in las vegas as part of what the team is calling a parallel path to finding a new home. one possible site, the tropicana hotel on the strip. now the a's want the oakland city council to vote on a development agreement before the end of the year in case new council members who are elected, opposed the ballpark deal. the a's are working with developers and contractors who built stadiums in seattle because of their experiencing and experience and putting up sports facilities at ports. gaussian ali, we'll send it back to you.

than initially reported and associated press investigation finds evidence that the attack killed close to 600 people, almost twice as many as was thought. the navy is changing a report on what caused a deadly helicopter crash off the coast of san diego last year. five crew members died in that crash , including navy lieutenant bradley foster, who graduated from cal maritime in vallejo in 2015. the helicopter was landing on board an aircraft carrier, but it hit the ship's deck and rolled into the ocean. investigators first thought the crash was caused by pilot error. now they say a hose in the engine failed, causing severe vibrations, which made the seahawk helicopter hit the deck. three people face a number of murder charges in connection to a mass shooting in downtown sacramento last month, the sacramento county d. a s office says smiley martin and his brother, deandre martin, both face three murder charges for the deaths of three bystanders who were killed in the shooting. investigators also charged him tula peyton with three counts of murder. he has yet to be found.

a little bit slow driving that way. also as we look at the east bay here's highway 24 that looks all right. no major problems at the bay bridge, but it's crowded. 7 31, let's go back to the headlines. south thank you. governor gavin newsom has an event scheduled in the next 90 minutes or so where he'll be discussing california's commitment to protecting abortion rights. this follows the leak of a u. s supreme court draft opinion that shows the court could be close to overturning roe versus wade. the draft opinion is part of the court's review of the mississippi law that bans abortion after 15 weeks. chief justice john roberts confirmed the leaked document was legitimate and called for an investigation into the breach. there was a long held protocol of privacy around supreme court deliberations. so at this point there probably continuing to exchange dissenting opinions. concurrences the majority opinion, they're editing it. i think, frankly, as a result of the leak, and this could be part

of the purpose of the leak, that it's less likely that we will see changes now. the news outlet politico first obtained the draft opinion. it would only say it came from a person familiar with court proceedings. let's talk more now about the fallout over that leaked draft by welcoming lauren blanchard live in washington, d. c this morning. good morning, garcia. yeah this was a 98 draft opinion from the supreme court. the majority writer justice samuel alito in it. he basically says that ravi wade must be overruled that the constitution did not guarantee abortion rights. instead, he said, this was a matter for the states. the reason there was so much emotion that came out of this. leaked documents that we saw coast to coast protests is because nearly half of states in the united states have restrictive or total bans on abortion laws that would go in place. if roe v. wade is overturned, as i mentioned before, this is a draft opinion

, meaning it is not official. we do not expect to see that final ruling until sometime in june or july. that is near the end of the current term for the supreme court. chief justice john roberts in his statement, where he confirmed that it was an authentic draft that dated back in february. he said that this move this agree gis breach of trust would not change the way that the court does business and if they are going to continue on , of course, garcia, we will have to wait and see until that final ruling does come down to see which way the court does eventually go. back to the action of the league here. lauren chief justice roberts has called for an investigation. what if any consequences might the person responsible for the leak phase? well here's the thing this has never happened before, so there's no precedent for what would happen to this leaker. whether there are any sort of charges that could be brought against them. most likely this investigation will stay with the marshal of the court is justice. roberts has

asked them to do this investigation. it's not clear if any other agencies will get involved likely. the only thing that would happen is this. person could lose their job. if they in fact, do work for the court. there could be a disbarment if they are barred as well. and we just don't know who exactly did this if it was a law clerk, if it could be family of one of the justices, perhaps one of the justices themselves, we simply just don't know. let's talk about the court itself. we heard during confirmation hearings for amy coney barrett, some lawmakers calling for president biden to take action to expand the court beyond nine. where did those calls stand this morning? yes so we definitely heard more calls from that from the democratic side after this draft opinion, remember right now the current makeup of the court is 63 conservative, leaning on this draft opinion. five of the conservative justices were named on their everybody but the chief justice john roberts, so it's unclear

coming days and weeks, more demonstrations will focus on the supreme court's draft opinion that chose justices have the votes to overturn roe v. wade. large protests were held across the country yesterday, including in new york city. both sides of the abortion battle rallied outside the supreme court in washington, d. c all day here in the bay area. san jose, san francisco and oakland were home to some of the largest protests. that leaked draft decision from the supreme court has reignited the already heated debate over abortion rights across the united states. ktvu is amanda quintana live in our newsroom with protesters in california and state leaders say about the possibility the court will overturn that landmark decision. well once people heard about that possibility, many people took to the streets to voice their concerns. yesterday abortion rights supporters marched through san francisco's mission neighborhood and the castro and rallied in front of the federal building. another group took to the federal building in oakland. attendees say they are frustrated by the draft majority opinion leaked.

place. we don't want to leave women in in desperation and we do not want deaths, so we are going to do our best to create a welcoming and safe environment with the ability to support them. in march, governor newsom signed a bill eliminating out of pocket costs for abortions. it is part of a package of 13 total bills focused on making abortion more accessible and protecting providers and patients. democratic women in particular serving in congress expressed immediate outrage about that draft opinion. 11 years ago, peninsula congresswoman jackie speier became the first woman on the house floor to talk about having an abortion. she says that message gave other women the power to share their experiences. oakland congresswoman barbara lee is also talked about her decision as a 15 year old to go to mexico to have an abortion. it's very personal, but i don't want this to happen to other people. what happened to me? it was horrible, but i had to do that. that was

on gramercy place in the alum rock neighborhood. police say all three victims have non life threatening injuries. no one's been arrested. police say they don't think the shootings are related. well one of the bay area's covid expert says he's starting to mask up again chair of the ucsf department of medicine. dr robert walker says the asymptomatic testing rate is a good metric for how widespread covid is in the bay area. he says the rate has tripled in the last few weeks, and san francisco, which means there could be as many as one in 30. people testing positive for covid without showing symptoms and despite a court order striking down the mask mandate, the cdc is renewing a recommendation that people wear masks on transit. it is recommending anyone over two years old, where a mask on planes and on trains and they are making that recommendation because of increased covid cases . let's see what the morning commute holds for us relatively late birds who hit the road this time, sal that's right. these are the later commuters and we do have kind of a longer delay
