can see traffic here at the bay bridge, or i'm sorry at the bay bridge approach getting out to the toll plaza. looks okay. when you get to the top plaza. it is moving along very nicely. so even some of this road work that we talked about has been picked up. but you can see some northbound 101. we had the flashing lights. we had a couple of lines blocked there again, not a big delay because of how early it is in the morning, 402 . let's go back to the headlines. all right. thank you, sal. a powerful, wind driven fire still burning this morning after destroying several homes along a cliff in southern california and pam. a new investigation has started into whether the fire was started by power lines. the coastal fire began in orange county yesterday afternoon just before three p.m. and the city of laguna niguel is still under a state of emergency . the one acre was already burning when the fire was first reported, but strong wind quickly fanned the flames up the canyon towards homes in the hillside neighborhood of coronado point. and now almost

200 acres have burned, firefighters say as many as 20 homes have been destroyed, but the damage still has not been fully assessed. photo journalists on the ground with our sister station alongside firefighters battling those very intense fires. we have this structure here are completely burned out. right next door to it. you have another vehicle that's just completely burned out. i believe these were some of the well, i think over here we have a structure that's coming down right behind me. and you could just see. look at that. look at this. from here. you could you could feel the heat. it is very intense last night, the chief of the orange county fire authority said the dry conditions were a big factor. the big difference is the vegetation. in our canyons here in southern california throughout the west is so dry that it is not taking much for that vegetation. you know that the few moisture is so low that

there's fires are taking off and running on. now while there's no word yet on the cause of the fire of southern california edison reported circuit activity to the public utilities commission in the area close to where the fire began. the investigation continues now in a statement to ktvu, the power company said their thoughts are with the community members whose homes have been damaged in the fire, and they're coordinating with fire agencies to ensure wild fire safety. cal fire crews here in northern california say the canyon fire is a sign of what could be to come this fire season. i think the thing that really concerns us today is just the fact that you know we're not even into the peak of fire season yet, and we saw a wind driven fire go from a very small acreage to a very large acreage in a very short amount of time. and, unfortunately, um, destroying structures in its path. cal fire deputy chief jonathan cox says they are concerned about the intensity of this fire so early into the season. our fear is, you know we

are not even in the first inning of fire season in california, and we're already starting to see fires go from very small events to destructive incidents. the deputy chief says cal fire will hit peak staffing in the bay area and statewide before the end of the month. time now, 405 demolition continues today in the south bay to tear down the building that was the site of last year's deadly vt. a shootings were nine people were killed. cruz for the santa clara valley transportation authorities started tearing down buildings be at the guadalupe light rail yard yesterday afternoon in may of last year, a disgruntled employee shot and killed nine people, then killed himself. the bta says demolishing the building will be good for the traumatized employees. it will also improve maintenance and operational needs. supreme court justices

are set to meet this morning gathering for the first time since the leak of that bombshell abortion opinion that could overturn roe v. wade. that meeting comes as democrats in the u. s. senate were unable to push a bill to protect access to abortion to a floor vote. vice president kamala harris presided over the procedural vote, which needed 60 votes to get past a republican filibuster. it ended with 49. yes. 51 nay votes. this vote clearly suggest that the senate is not where the majority of americans are on this issue. it also makes clear that a priority for all who care about this issue. priority should be to elect pro choice leaders at the local state and the federal level. now despite what the vice president says many political analysts say abortion rights not likely to be one of the main topics on the political stage by the end of the year. i don't

think it will be a bigger issue than inflation and the economy. however i think this is sort of a big, important side dish to a lot of voters. but i still think the you know the main dish is going to be. how are people feeling in their pocketbook? now the issue i the draft opinion showing the highest court is on the verge of overturning roe versus wade in the next few weeks. time is now 407. governor newsom wants to spend tens of millions of dollars to protect abortion rights and also expand access to abortions here in california. ktvu sema guards has more on his new proposal and what it could mean for abortion providers. i think governor gavin newsom gave californians a preview wednesday of his forthcoming budget proposal seeking major increases to investments for access to abortion care proposal includes $40 million in grants for abortion providers to compensate them for providing low or no cost abortions. that's critical

funding for the more than 100 planned parenthood's across california. seeing that investment was really great because it was a recognition of the work that our health centers do every day. um and that investments going to allow that type of character continue for years also sets aside money for a state run reproductive care website. it's a resource that naral pro choice california and abortion rights advocacy organizations that's headquartered in san francisco has been pushing for and that is a one stop shop website so that people can access comprehensive information about where to access abortion care how to get financial assistance for that, how to get logistical support. i really to ensure that that it's all self contained right that people are not following subject to misinformation disinformation . east bay assembly member rebecca bauer kahan is on the legislative women's caucus, which has championed for this additional funding. what you're seeing is a real commitment from the governor to put significant

patios council made the program permanent for restaurants that have been offering outdoor dining and parking lots and on sidewalks. it will also allow other businesses joined the program. and restaurants, bars, gyms and salons will be encouraged to apply. now there is a $500 fee, but the city council plan to spend $40,000 in federal grants to businesses that applied before the end of this year. that would be enough to pay for 80 businesses and the sonoma county board of supervisors approved a 45 day ban on new vacation rental permits and not incorporated parts of the county. it takes effect immediately. it will allow officials to address a backlog of more than 200 permit applications. the moratorium will also give sonoma county time to develop an ordinance. regulating short term rentals. rentals have drawn concern from people who fear they're cutting into longer term housing, especially affordable housing.

fast spreading wildfire in orange county is demolishing large hillside homes and the strong wind to making it hard to put it out. it's called the canyon fire in laguna niguel. it's burned at least 20 homes and structures. strong winds are fanning the flames, forcing people to evacuate as firefighters are rushing in. at one point, the entire area was under a mandatory evacuation. it's very emotional. we're ready to go home as soon as the embers start to get underneath those tiles and then even in the attic vents. it's not an instant structure, fire or building fire. it takes sometimes up two hours before the entire house will start to catch on fire. high winds and dry conditions combined with that steep hillside area make it hard for firefighters to battle the coastal fire. the cause is still under investigation. san francisco's police commission will hold public forums before deciding whether or not to restrict police traffic stops.

these low level stops these pretext stops. are not making us safer. our own data shows that we uncover contraband and incredibly low rates. the commission heard a proposal last night to prohibit officers from pulling over drivers for minor traffic violations, such as an expired license or tinted windows. advocates say black drivers are six times more likely to be stopped in white drivers for those infractions. police chief bill scott says there's room for reform, but officers must be able to do their jobs. we have to have policies that still allow officers to do the job of protecting the public, and that balance is difficult, so there's a lot of work to be done on this policy. we do have to address disparities. a police can still site drivers for low level offenses. tickets would come in the mail or they would be left on a parked car. a final commission vote is expected this fall. the san francisco police

teachers held a demonstration calling for a new contract. the teachers were joined by parents and community members outside the school district's board meeting. teachers say they have worked 10 months without a new contract. they're asking for more staffing, which would lead to fewer students in the classroom. they also want increased pay and benefits. the district needs to know that a first year teacher cannot even afford an apartment and fremont , which is just a travesty. we know that the teachers need to be part of the community in which they live. and invest that time in their students and their families and their school. a district public information officer would not comment, but the district's website has a statement saying, in part, the district is quote committed to reaching an agreement with our labor partners that reflects and respects the expertise and dedication of our staff. time is now for 45. the oakland school board wants to fill the board

vacancy left after board president shanty gonzales resigned. she stepped down this board president earlier this month, and she criticized the teachers union as she left. gonzalez supported closing and merging schools in order to close the budget deficit of 40 to $50 million, she says. critics protested outside of her home, calling her a races. gonzalez had eight months remaining on her four year term on the school board. calls from concerned parents for congress to take action over the ongoing baby formula shortage are now being answered. the energy and commerce committee plans to hold an investigative hearing into the worsening shortage on may 25th. now supply chain issues and labor shortages were impacting supply for months, but the situation got even worse in february after a nationwide recall of formula made by abbott nutrition. the committee wants to hear from both the fda and abbott to address the issue. abbott now says it plans to resume production of certain baby formulas within two weeks

thing. south bend 6 80 also looks pretty good. and as we take a look at that richmond bridge it is off to a nice start, so i like the way we're coming into this thursday. it's coming up on 501. let's get back to the headlines. all right. thank you. sal speaking of those winds, powerful, wind driven fire still burning this morning after destroying several homes along a cliff in southern california, and new investigation is just starting into whether the fire was started by power lines. it's called the coastal fire. it started in orange county yesterday afternoon just before three p.m. and the city of laguna and the girl is still under a state of emergency. now one acre was already burning when the fire was first reported , but strong winds quickly fanned those flames up the canyon towards homes in the hillside neighborhood of coronado point. and now almost 200 acres have burned, firefighters say as many as 20 homes have been destroyed, but the damage still has not been

fully assessed. a photojournalist with our sister station who was on the ground right beside firefighters battling the intense flames tells us more. we have this structure here are completely burned out right next door to it. have another vehicle that's just completely burned out. i believe these were some of the well, i think over here we have a structure that's coming down right behind me. and you could just see. look at that. look at this. from here. you could you could feel the heat. your last night, the chief of the orange county fire authority said the dry conditions were a big factor. big difference is the vegetation. in our canyons here in southern california throughout the west is so dry that it is not taking much for that vegetation. you know that the few moisture is so low that there's fires are taking off and running off. no what we still don't know because of the fire yet southern california edison reported circuit activity to the

public utilities commission in the area close to where the fire started. that investigation continues now. in a statement, the ktvu the power company says their thoughts are with the community members whose homes have been damaged in the fire, and they're coordinating with fire agencies to ensure wild fire safety. cal fire crews here in northern california say the coastal fire as a sign of what could be to come this fire season. i think the thing that really concerns us today is just the fact that you know, we're not even into the peak of fire season. yeah. then we saw a wind driven fire go from a very small acreage to a very large acreage in a very short amount of time. and, unfortunately, um, destroying structures in its path. now. cal fire deputy chief jonathan cox says crews are concerned about the intensity of this fire so early in the season. our fear is, you know we are not even in the first inning of fire season in california, and we're already starting to see fires go from very small

word on how it may have started. good morning, alan. good morning , david. this is burning near the town of laguna niguel, which is near laguna beach. that town under a state of emergency. i'm going to show you some of the latest video of this fire just within the past 30 minutes. this is a coastal community in the orange county hills. it has burned about 200 acres and destroyed at least 20 homes. so far, you can see it's still very active fire scene there out in that coastal community. firefighters warned the number of homes and structures destroyed. may go up after sunrise this morning once they have a chance to get a better look at the damage. this fire started just before three o'clock yesterday afternoon. dry vegetation. strong winds quickly fanned the flames as one photojournalist from our sister station in l. a observed. we have this structure here are completely burned out right next door to it. you have another vehicle that's just completely burned out. i believe these were some of the well, i think over here we have a structure that's

coming down right behind me. and you could just see. look at that. look at this from here. you could you could feel the heat differences, the vegetation. in our canyons here in southern california throughout the west is so dry that it is not taking much for that vegetation. you know that the few moisture is so low that there's fires are taking off and running on us. we want to show you some aerial video of firefighters on standby on guard against the fire in some of the neighborhoods surrounded by this fire firefighters this morning still dousing hot spots at several homes that had already burned the homes in this community are enormous. for example, one home that burned that we saw firefighters this morning dousing the flames and some of those hot spots that particular home we were looking at about 10,000 square feet. it was listed for sale for about $10 million before this fire broke out now we don't know why or how the fire started yet, but again very windy yesterday, which allowed it to spread very quickly. southern california edison did report some what it

called circuit activity in the area close to where this fire started, but there's no confirmation yet. as to whether the utilities power lines are what may have caused. this will continue to monitor the story and have another update in the next hour. david pam, send it back to you. what sane francisco's police commission will hold public forums before deciding whether to restrict police traffic stops. these low level stops these pretext stops. are not making us safer. our own data shows that we uncover contraband and incredibly low rates. the commission heard a proposal last night to prohibit officers from pulling over drivers for minor traffic violations, such as expired license plates and tinted windows. advocates say black drivers are six times more likely to be stopped and white drivers for these infractions. police chief bill scott says there's room for reform, but officers must be able to do their job. we have to have

concerned parents for congress to take action over the ongoing baby formula shortage are now being answered. the energy and commerce committee plans to hold an investigative hearing may 25th into the worsening shortage supply chain issues and labor shortages were impacting supply for months, but the situation got even worse in february after a nationwide recall of formula made by abbott nutrition. the committee wants to hear from both the fda and abbott to address the issue. abbott now says it does plan to resume production of certain baby formulas within two weeks after approval by the fda. it could take two months before the products are back on store shelves. abbott issued a voluntary recall in february after reports that for babies who took the formula got bacterial infections. two of those babies died. abbott announced yesterday that after reviewing all of the available data, it found no evidence linked to formulas in the incidents. time is now 5 47.

sonoma county is giving grants to projects that help low income and homeless residents. the sam jones emergency shelter in santa rosa will get almost $150,000.0y housing authority for rental assistance for people in need. and more than $1.2 million will help to create 57 new, affordable housing units in healdsburg. of san jose is getting more than $25 million in state money for the project home key program. it will allow the city to buy the 90 units arena hotel and converted into interim and permanent housing. the hotel located on the alameda in downtown san jose, is close to transit and other services, including a grocery store and a pharmacy and the city of alejo is also getting a home key grant of more than $12 million to build new, supportive housing.

major companies are being unionized by some of their workers like amazon, they are forming unions to fight for their rights as employees. the washington post reports. starbucks workers have formed unions at more than 40 locations since december, moving much quicker than employees at amazon. starbucks says it's stronger without unions, and it announced last week that it would increase wages across the country, increased training time and launched a new app for employees. but the ceo recently said those that are unionizing will not get those new benefits . still, the union organizers here say it was important for this group to fight to make working conditions better. we're showing that not only can college students and young people organize their workplaces , but we're showing that true workplace democracy requires taking everyone into the battlefields in relation that we're fighting for all workers. our entire life is work. that's what our life is based around. so being able to dictate how

it's affecting us and telling the people the problems with with the work because it's changeable, um that's that's needed. the workers here say security issues, wages and a lack of support from upper management or just a few of the reasons they began to organize a union six months ago. the nationals starbucks union also claims the coffee chain violated labor laws. by threatening to withhold benefits. organizers here say that 19 other starbucks in california and more than 200 . other starbucks across the country are also thinking about unionizing. so this could be just one of the first that we heat see here in the state. there's also reports that some of these employees that have been organized in the starbucks unions they could be invited to the white house in an effort for the biden administration to show that they are pro union so we will definitely see more in

terms of unionizing both at amazon and here at starbucks locations live in santa cruz, amanda kintanar ktvu fox two news. okay, amanda. thank you. time 604. san francisco's police commission will hold public forums before they make a decision. about restricting police traffic stops, low level stops these pretext stops. are not making us safer. our own data shows that we uncover contraband and incredibly low rates. last night, the police commission heard the proposal to ban the police from pulling over drivers for minor traffic violations, like having an expired license plate or tinted windows. advocates say that african american drivers are six times more likely to be stopped then white drivers for these violations, police chief bill scott says there's room for reform. but his officers have to be able to do their jobs. we have to have policies that still allow officers to do the job of

protecting the public, and that balance is difficult, so there's a lot of work to be done on this policy. we do have to address disparities. now the police can still say drivers for low level offenses. tickets will be sent out in the mail or left right on the park card. final vote by the police commission is expected this fall. now the san francisco police officers association issued a statement. it says officers focus on behavior when making traffic stops to enforcee traffic stops can lead to removing illegal guns off our streets. and given the level of gun violence. our city is experiencing these traffic stops literally save lives. contra costa board of supervisors has approved money to expand the size of the sheriff's staff. the county can hire 29 new deputies and five sergeants in the fiscal year starting in july, the sheriff says having more deputies will
