and wounded five others in a church in laguna woods on sunday. authorities say one church member, dr john chang, was killed by the shooter. they say he sacrificed his own life trying to protect the other innocent victims. dr chang is a hero. in this incident. based on statements from the witnesses, and corroborated by other means. it is known that dr chang charged the individual. the suspect. attempted to disarm him , which allowed other parishioners to then intercede. taking the suspect into custody. later today, prosecutors may file federal hate crime charges against the suspect. cowes already facing one felony count of murder and five felony counts of attempted murder. we want to show you some photos just released from inside that church there in laguna woods. you see church members tackling the suspects just moments after he started shooting. law

enforcement officers say they're quick and brave response prevented and even bigger, tragic. also today, president biden is in buffalo, new york, right now, where he'll meet with the families of those killed in a weekend mass shooting at a grocery store. 10 people died. investigators identified the shooter as 18 year old peyton gender, and they say he left a detailed suicide note for his parents also say they think he targeted the store because it's in a zip code that's home to the biggest african american population in buffalo. investigators also say he planned to take a shooting rampage beyond the store. his intention was to kill as many blacks as possible if the buffalo police officers that engage them didn't stop him. he was going to continue down jefferson avenue. he was going to continue. investigators say gender and also posted an online manifesto with racist neo messages. he is still on suicide watch this morning is said to be back in court on thursday. 703 bay area religious community and

app happening today, an animal rights group in foster city will protest a plan to kill hundreds of geese in that city. ktvu james torres is live at marlins park where city leaders james say the geese problem is out of control. that's right. garcia starting to see some of the geese out here this morning. it's still just a bit early. but city leaders say that droppings left behind by hundreds of canadian greece are contaminating all of town beaches and parks. including right here at marlins park, and they say they've had enough, according to city documents. there are some strategies that leaders have already tried. they say things like strobe lights didn't work ideas like using fences as we see here at the park as well, using dogs to scare or harassed the geese away or keeping geese. eggs from hatching. all have created temporary solutions but aren't efficient enough to solve the problem. city leaders worried the droppings can create public safety problems, anything from spreading contamination to causing traffic risks if those geese wander onto the roadways.

they are now waiting on a permit from the u. s fish and wildlife to do some population control to put a start to the president of the geese and the droppings they leave behind. but many city residents are hoping the city will go another direction. because the way you walk by the water a lot, and we always try to look for them, like try to find the babies, so it's like our kind of new routine right now. so i really hope they can't stay. a group known as in defensive animals say they have 14,000 people against the idea. the group says they've sent emails to city council and made it clear they believe the idea is cruel. and ineffective. why the protests now? will they say the city council decided to move forward with its mitigation plan back in november. and the permit it's waiting for takes about six months of taking lethal action could happen soon that some people we spoke to say they would be willing to volunteer

their time to pick up after the geese. if it meant keeping them around. tonight's protest will begin at 6 30 in front of city hall, a facebook event for that protest shows about 40 people are scheduled to show up tonight. we're live this morning in foster city. i'm james torres. ktvu fox two news, james . thank you. times 707 today, supporters of the proposal for what's called care courts will tell us how people with serious mental illness could be helped by this program. care accords would order people with debilitating mental illness into treatment through programs and counties would have to offer these programs the families they without that care many of the mentally ill end up on the streets. another organization called disability rights. california claims the care accords violate the civil rights of the mentally ill, according to the latest point in time homeless count, fewer people are living on san francisco streets than before the pandemic. this is just another example of

report in just a few, but right now it's time to get right back to the headlines. thank you. thomas 7 31 will people living in the east bay town of danville are responding to a small protest that happened over the weekend. it's attracting national attention. ktvu is andre senior here in the studio with the reaction from community leaders as well as the mayor of that town. good morning, andre. morning to you, dave. you can see what that sign read right here. the group. i will settle arts and it said white lives matter. on that side. the demonstration took place. near the intersection of black hawk road camino tassajara road on saturday. that was the same day by the way. a gunman killed 10 people in a supermarket in buffalo, new york, curious timing here. most of those shooting victims were black, and investigators believe the deadly attack was racially motivated. veronica benjamin community activists grew up in danville says some racist attitudes still exist in the town. she goes home. our town leadership has been very eager toatus quo and n working with them for over a

year to more explicitly denounced racism in a public way. and we also have the story of michelle looker. she moved to danville because she felt it was a quiet and safe place to raise a family. she is also concerned about the white lives matter demonstration that took place in her town this past weekend. this is the city that we have chosen to raise our children in. um we have many friends of color. i can only imagine what those signs felt like to them. i mean, it feels violent. it does. for the mayor of danville, has released this statement in response to the white lives matter demonstration, it says, in part, quote those responsible , made sure to cowardly cover their face and hide behind their signs. these people were acting out of hate speech, though not a crime. this was clearly an abhorrent gesture towards people of color. now, members of the denville town council scheduled to meet tonight for their regularly scheduled meeting. it's not clear if they will formally respond to this white lives matter. controversy sign back over to you, garcia, andre

. thank you. this weekend's deadly attack at an orange county churches, many people worried about safety at places of worship. one former construction worker who has been caught in two violent incidents at churches is watching the developments carefully. carl chin recently launched a new business that advises faith leaders on how to keep people safe at church, he says the churchgoers attending services can often be the best defense against someone with a gun or knife. i do not believe the answer is in metal detectors. um first of all, the main thing we can do is to be intentional about security. they maybe prior military. they may be prior law enforcement of current either one of those in 2000 and seven, chin was inside a church and colorado springs when an armed man killed two girls in the church parking lot 11. years earlier, he was briefly held hostage by an armed man inside another church in colorado. time is now 7 34 new this morning, a bay area business owner was

actually able to save his store after seeing someone allegedly set the front of this business on fire. on his security cameras . but leo fire officials tell us they responded to the fire on marine street about 3 30 this morning it's a the business owner received an alert on his phone from his cameras and saw someone apparently trying to start a fire. because of that alert. he got to the scene just as the police were getting there, too. p and v p d. we're on scene, utilizing fire extinguishers to keep the fire in. check the fire extension at that time was just the storefront itself due to their quick actions and due to the quick actions of the first arriving fire company, we were able to limit the fire damage to that. very just that initial storefront now it's expected the person who was captured on that security video was starting to fire on purpose. the fire has been put out no injuries reported. we've been told the police found a suspect just a couple of blocks away and made an arrest. efforts are underway

about some of those east bed commutes. 80 has a new issue in richmond, and we also have a look at the concord that's coming up in just a few, but nowadays one let's get right back to the head locked itself. thank you happening today, the suspect in this weekend's deadly shooting at a church in orange county is scheduled to make his first court appearance. investigators have identified the suspect of 68 year old david chow with las vegas. they say he was motivated by hatred against taiwan when he killed one person and wounded five others inside of a church in laguna woods on sunday. authorities say parishioner dr john chang was killed in the gunfire. they say he sacrificed his own life to stop the government from killing other innocent victims inside that church. dr chang is a hero. in this incident. based on statements from the witnesses, and corroborated by other means. it is known that dr chang charged the individual. the suspect. attempted to disarm him , which allowed other parishioners to then intercede. taking the suspect into custody.

is just one of several areas that the city say is part of a contamination problem by all the droppings left behind by hundreds of geese. and they say they've had enough. according to city documents. there have been some strategies that leaders have already tried to reduce the amount of geese and reduce the amount of droppings they leave behind. they say methods like strobe lights haven't worked ideas like fencing or using dogs to scare or harass the geese away. or keeping goose eggs from hatching, create temporary solutions but aren't efficient enough. city leaders worry the droppings can create public safety problems, anything from spreading contamination. to causing traffic risks if those geese wandered onto the roadways , they are now waiting on a permit from the u. s fish and wildlife to do some population control to put a stop to the presence of geese. and the droppings they leave behind. but many city residents are asking the city to go another direction. i think it's terrible like i feel like there has to be like some alternative to like. um to, i guess, cleaning up the

streets. i feel like the geese aren't hurting anyone and they bring natural beauty to the lake. so i don't think faster, foster city should go on. and harming them. that's bad. a group known as in defense of animals says they have sent emails to city council made it clear they believe the idea is cruel and ineffective. why the protests now? well, the city council decided to move forward with its mitigation plan back in november. and the permit it's waiting for it takes about six months, so taking that legal action could happen soon. some people we spoke to say they would be willing to volunteer their time to pick up after the geese if it meant keeping them around. and keeping them from being killed. tonight's protest will begin at 6 30 in front of city hall. facebook event for that protest says about 40 people are planning to show up. we're live this morning from foster city. i'm james torres. ktvu fox two news, james. thank

you today, supporters of the proposal for what's called care courts will tell us how people with serious mental illness could be helped by this program care courts. could order people with debilitating mental illness to into treatments through programs and counties would have to offer those programs as well . now, the families say, without that care, many of the mentally ill and up on the streets, another organization called disability rights. california claims the care courts violate the civil rights of the mentally ill. according to the latest point in time homeless count, fewer people are living on san francisco streets. then before the pandemic. this is just another example of working together with federal, state and local resources and our nonprofit partners. how we can make something great happened for people. the count says the number of people living on the streets and in cars dropped by 15% the total number of people who are homeless dropped by 3.5% 2 different story across the bay, though in alameda county, the point in time count showed

the number of homeless people increased by 22% over the past three years. county leaders say the number of people living on the streets would be even higher without all the federal, state and local emergency aid programs tied to the pandemic. prevention funding and in eviction moratorium that we believe really saved off a much more traumatic increase in homelessness. county leaders are looking for more money to keep some of those programs established at the beginning of the pandemic going and today, the alameda city council will decide whether to approve a guaranteed basic income program next year. it would give people who qualify a monthly cash payment that can be spent anyway. they want the alameda city council decided whether to fund the program with $4.6 million with federal funding their similar pilot programs in oakland, san francisco and stop them as well. the reward has been increased for information in the continuing search for missing east bay woman 24 year old alexis gabe. last month, the city of oakley offered a $10,000 reward to help find her. she was last seen in january, the

town leadership has been very eager to maintain the status quo and we have been working with them for over a year to more explicitly denounced racism in a public way. the mayor of danville, has released this statement in response to the white lives matter demonstration, it says. in part, those responsible, made sure to cowardly cover their face and hide behind their signs. these people were acting out of hate speech, though not a crime. this was clearly an apparent gesture towards people of color. 8 30 to this weekend's deadly attack at an orange county church has many people worried about safety at places of worship when former construction worker who has been caught in two violent incidents at churches is watching the developments carefully. carl chin recently launched a new business that advises faith leaders on how to keep people safe at church, he says the churchgoers attending services can often be the best defense against someone with a gun or knife. i do not believe the answer is in metal detectors. uh first of all, the main thing we can do is to be intentional

able to limit the fire damage to that. very just that initial storefront it's expected the person caught on that security footage was starting that fire on purpose. it's been put up now with no injuries, and we're told the police department found a suspect just a few blocks away and arrested him. san jose police are now asking for the public's help as they investigate a deadly shooting near the san jose state university campus. it happened early yesterday morning, an apartment on south 10th street investigators say one man was killed in the gunfire. a woman was wounded, she is expected to survive. she's a you know, nice woman, and, you know, you know when you meet kind of meet people in the neighborhood, you get to know him a little bit. and yeah, it's just, you know, really sad. you know, it's just kind of a presence that's going on with you know, in our cities. so far. no information on suspect or possible motive in the shooting. we know police are looking for witnesses and any surveillance video from the neighborhood, county officials say santa clara county's new jail is going to cost nearly

for children between the ages of five and 11. the cdc still has to make a separate approval later this week. it's not clear how much demand there would be for a third shot for that age group. the cdc says less than a third of children ages, 5 to 11 are fully vaccinated. we can all now order another round of free covid test from the u. s postal service. every household can get another eight test shipment free of charge right to their door. usually the test arrive in about a week. of course, doctors encourage people to take an at home covid test if they have any signs of the illness. the fda is authorized the first non prescription test that can detect multiple respiratory viruses, including covid. it's similar to a covid test and by nasal swab at home people, then send that swab to a lab and then the lab sends them the results. tests can detect the flu respiratory virus along with covid. there are hopes the nation wide spread baby formula shortage may soon come to an end. the fda has reached an agreement with abbott laboratories on the steps needed to open or reopen the company started baby formula plant in michigan. now it's shut down in february after two infants who

had consumed a formula. made at the plant died and others got sick, but the cdc says it found no conclusive link between the plant and those deaths and illnesses. abbott is on record as saying that once we reach final agreement on how to get the plant reopened the processes and procedures to make sure that the product is safe when it comes out. they said around two weeks to get product out. the plant shut down and supply chain problems are too big factors in the shortage of baby formula and the nestle company is flying in formula to the united states from europe. it's giving top priority to its gerber and all female products because they are for babies who are allergic to cow's milk, nestle says. it already imports products to the u. s but is now adding shipments and sending them as cargo instead of board ships on board ships to speed up the process of getting formula two babies who need it. all right, 8 38. it was a wind tunnel in my little east

you start to get eighties inland. we're just caught in between the high pressure in the desert southwest and a series of fronts. and lows, which continued just plow into the pacific northwest. so one day or two, we cool down. we get the wind and the high builds in a little bit, and then the process starts all over again. so patchy fog mainly south, but sixties fifties sixties by the coast 60 seventies around the back, we'll get some low eighties inland. we've been a little little reluctant to jump up on these attempts here, but there's already is, you know, some fifties here for some brentwood says 63 will probably be around 84 degrees or so. but as long as those systems keep moving into the north, it's really hard for that high to build in and end our current pattern. so we get a break for a couple of days, so the next two days will be warmer away from the coast eighties today. but some fog some sun if you're north and you don't have any fog that enjoy because it's fifties and sixties on the coast, if a north wind kicks in tomorrow there will be some nineties inland. maybe even some seventies over by the coast, but again if it's north northeast vs northwest makes a huge
