right back to the headlines. thank you, sal. today would have been the last day of classes before summer at rob elementary school, and you have all the texas instead, the families of 21 students and teachers are planning funerals. reporter medlin rivera is in vivaldi, texas, as the community tries to comfort each other and grieve together. this community and the country grappling with the immense loss of teachers and students as we learn more about the victim's lives. as families plan funerals for their loved ones, heartbroken friends and neighbors gathered in your body for a vigil wednesday night, remembering some of the youngest victims of the rob elementary school shooting, including alexandria. rubio earned the good citizen award and recently made the ali on a roll. smarter better known as tessie, who reportedly loved tiktok dance videos. 10 year old carmelo livanos, who didn't want to go to school on tuesday, and the fourth grade teachers even morales and irma garcia, who gave their lives protecting their students. pictures of

those kids. it's just devastating. it's heartbreaking . i know what they were feeling. i know what that teacher was feeling. meanwhile as the shooting was happening, witnesses were urging responding officers to charge the school. as the 18 year old gunman was inside, killing people in one classroom. the massacre lasting as long as one hour before the shooter was killed as multiple agencies work to find answers, families are mourning the lives cut short of love. president biden is expected to travel to texas and meet with the grieving families in the coming days. in your body. texas mother rivera. fox news, madeline. thank you, president biden again once lawmakers to pass what he calls common sense gun laws, including background checks for gun buyers. are they clearly will not prevent every tragedy. we know certain ones will have significant impact and have no negative impact on the second amendment. second room is not

reforms that make sure you stay right here with us here on mornings on two is our coverage of the texas school shooting continues. you can also find our local coverage and national development. ktvu .com. oakland police and amtrak are investigating after one person died on the train tracks near the oakland coliseum last night . early reports say the passenger train was near 66th avenue and colosseum. way when it hit the person shortly before 10 o'clock. the train had been heading north from los angeles and was scheduled to stop at jack lindon square in oakland. investigators have not released any other information. well. the santa clara county sheriff's department is investigating an officer involved shooting in santa rosa. it happened on la hench lane near thomas lake harris drive yesterday afternoon just before two p.m. one man's listed in critical condition, but officials gave no other information about him. investigators say the shooting involves state parole agents, but that's all they've said so

13.s a mass shooting at the b to light rail yard in san jose valley transportation authority will hold a private ceremony individual for their employees and the families of the victims . san jose city council proclaimed may 26 as a day of remembrance honoring 10 lives that were lost. earlier this month, the beach to demolish the building where that attack occurred. minneapolis leads the country in remembering george floyd, now, two years since he was killed by police to mark the somber occasion. a new sign was unveiled at the site where george floyd was killed. now known as george floyd square. charles mcmillan was at the scene during floyd's murder and later served as a key witness during derek chauvin's trial. we made some progress. but not enough. and it takes a village to make the progress that we need. it takes everyone, not just me, not just you and what

you do for a living, take everyone to do what needs to be done. and have been done yet. it's gonna take a long time. former minneapolis police officer derek chauvin, is serving 22 years in prison for floyd's murder. president biden marked the occasion by signing an executive order to reform federal police practices. it's a measure of what we can do together to heal the very soul of this nation. to address profound fear and trauma exhaustion. particularly black americans have experienced for generations. the order will direct all federal agencies to revise their use of force policies. it also calls for limitations on chokeholds and no knock warrants and the creation of a national registry of officers fired for misconduct. this is start. so now people know that the president and the nation is washington. today was a great day because everybody know that law enforcement is always in the spotlight. the

order does not apply to local police agencies, but does encourage them to implement similar changes. it comes one year after congress failed to agree on the original george floyd justice and policing act. our time is 4 16 with the move to decriminalize jaywalking here in california. it's a step closer to reality. now the state assembly approved a bill to prohibit the police from stopping a pedestrian for jaywalking unless it's clear there's a risk of a collision with a moving vehicle. state assembly member phil ting says he wrote the bill because jaywalking is arbitrarily enforced here in california with tickets and are disproportionately given the people of color. and people with modest means to build now goes to the state senate for debate. contra costa county is now offering covid antiviral medication at some of the testing sites. sites will distribute the prescription medication used to treat people who test positive. federal health officials say antiviral

day weekend, the union representing national park police officers is telling people to stay away from some of san francisco's biggest tourist attractions. union leaders tell ktvu christian captain they don't have enough staff to adequately adequately protect the city's beaches and other popular sites. memorial day marks the unofficial beginning of the summer travel season and has tourism ramps up. tens of thousands of visitors are expected to make their way through the areas around the golden gate bridge, presidio and san francisco's beaches now the union representing the u. s. park police, which patrols those areas, is warning visitors their department in the golden gate national recreation area is dangerously understaffed. it's our mission to make sure that the public is safe. and part of that is to let them know what they're what they're risking when they come to visit. you know, san francisco parks, chairman of the u. s. park police union, ken spencer says staffing is critically low, just 32 officers when they should

have 83 officers assigned to the presidio area, he says. what that means is that at any given time, there are just three officers patrolling an area roughly from west of fisherman's warf along the coast. including baker and china beaches and then south along ocean beach. spencer says the latest data from the last fiscal year shows that visitors are vulnerable to property crimes, including auto burglaries and more serious crimes. we've had 13 sexual assaults, 100 calls for disorderly conduct 114 fires and then, of course, the burglaries and the larceny east of motor vehicles we've had. we've had 193 of those park visitors say they didn't know that the police were stretched so thin. then that does bring like a big concern to me, but at the same time, i feel like a lot of places are not monitored by police. union leaders say the core issue is hiring and retention of park police officers. they say their officers start off at close to $68,000 per year, the union says neighboring san francisco police start off at more than $92,000 per year. a raise for park

police officers would have to be approved by congress, and the union says it is lobbying lawmakers to increase park police pay. in a statement, the u. s park police said quote we are disappointed to see these misleading claims that don't represent the facts or reality on the ground. us ppe current staffing in san francisco includes patrol officers, detectives, identification technicians, canine officers and horsemen and officers, all of whom worked to keep the public safe. in san francisco. christien kafton ktvu fox two news, kristin. thank you, thomas for 25 happening today, the oakland city council will debate the proposal for a new progressive business tax structure and decide if it should go on the november ballot. no proposed plans would make larger companies pay more in taxes. right now, companies pay a flat tax rate, whatever their size. supporters of the plan, including the oakland chamber of commerce, say the current tax structure is outdated and that the new proposal could bring in between 30 to $40 million in new revenue

for oakland. san francisco will get tens of millions of dollars for improvements to housing programs as part of the mayor's new budget. mayor london breed says there is $67.4 million earmarked in that two year budget for things like enhancing social services, improving older infrastructure and increasing staff wages. over the last two years, the city has leased or acquired more than 2500 new units of supportive housing for people transitioning out of homelessness. mayor breed says the new money is critical to support those programs. there's a new plan to transform former illegal marijuana grow houses into family homes. it's part of a partnership between the city of sacramento and habitat for humanity property owners who were cited for illegally growing pot can donate their home instead of paying high fees. the home is then remodeled in the family who needs affordable housing can buy it with the 30 year loan at 0% interest.

that helps a friend in need. about the gunman shot a security guard at the school went inside through a back door. he fired shots at everyone in sight and eventually barricaded himself in a classroom. several of the students survived the attack by hiding behind a table. the government, according to officials had no known history of criminal or mental illness. during a press briefing, the democrat running for texas governor beto o. rourke, confronted current governor greg abbott. excuse me. excuse me. santa fe high down, you're out. you're out of line and an embarrassment after el paso down. shooting is right now and you're doing nothing. noah rorke is telling governor abbott and lieutenant governor dan patrick that somebody needs to stand up for the children of texas. he was escorted out of the venue by police outside, he made his outrage clear over the shooting. this 18 year old who just turned

18, but are 15 and took it into an elementary school and shut kids in the face and killed them. why are we letting this happen in this country? why is this happening in this state year after year? city after city ? this is on all of us. if we do not do something, and i am going to do something, and i'm not alone. the people of texas are with us. the majority of the people of texas are with us, but we've got to stand up to this or we just accept this theater and business as usual, and we accept the next shooting. we could have stopped this. if we had stood up after texas says se most gun friendly laws in the country, republan governor abbott says he is focusing instead on mental health issues and argued that tougher gun laws and other states including here in california are ineffective. for residents of your body, texas are coming together, sharing their grief and comforting each other. hundreds

of people gathered last night at a vigil at the county fairgrounds and service included songs and prayers of hope. pastors from several churches led the vigil and said a lot of tears have been shed this week. i cry a lot. and i cried a lot today and yesterday. make prices more here as we speak. parents and grandparents and many of the victims were there at the vigil and held photos of their loved ones who were killed in that attack. we won't let you know we're praying for you. we want to express our most sincere condolences to those who have lost loved ones, and we wanted to know that we remember you each and every day and others at the vigil included texas state leaders, including governor greg abbott. the latest school shooting is reigniting grief for parents across the country who

with the aftermath of the texas school massacre is especially challenging for parents. ktvu jesse gary spoke with parents in the south bay, balancing their own uneasy emotional state while also addressing the issue with their children. the tranquility of this foster city park belies a maelstrom of emotions. parents here struggle to understand and cope with quite scared because every day you don't know what you're going to run into texas 1600 miles from the bay area, but on this day psychically and emotionally connected parents here as they're telling their kids, it'll be all right. but all the while struggling with their own internal conversations. it's sadness. it's a little bit of anger that something like this constantly happens. it's frustration that nothing seems to be get being done about it. mental health experts say national traumas such as the murder of 19, children at school on top of everything else, covid pandemic

it'e memorial day weekend, the union to represent national park police officers say you should stay away from some of san francisco's biggest tourist attractions, union leaders told ktvu is christian captain. they don't have enough park police staff to properly protect the beaches and other popular sites. memorial day marks the unofficial beginning of the summer travel season and has tourism ramps up. tens of thousands of visitors are expected to make their way through the areas around the golden gate bridge, presidio and san francisco's beaches now the union representing the u. s. park police, which patrols those areas, is warning visitors their department in the golden gate national recreation area is dangerously understaffed. it's our mission to make sure that the public is safe. and part of that is to let them know what they're what they're risking when they come to visit. you know, san francisco parks, chairman of the u. s. park

heartbreak and unspeakable grief. we're now hearing from some of the parents of the children killed in the school shooting in texas. the community is in mourning as they hold prayer vigils and planned funerals. ktvu sally rasmus joins us now with that part of the story. ali fourth grader jacqueline casares was one of the 19 children killed in the shooting, and her father spoke to the reporters. about his daughter in his immense grief. for the love of life in is your duty for anybody. and to me, it's a firecracker rescues using it comforts me a little bit just to think that it should be the one that helps a friend in need. jacinto hussars and some of the other parents of the victims are raising questions about the police response to this shooting . jacqueline's father says he and several other parents stood by helpless outside the school while that shooting was happening. they urged police to rush into the building and stop the gunman. the children in the fourth grade classman classroom

herd parents held a rally to draw attention to the closure of oakland's parker elementary school. now, the district says yesterday was the last day of the school year and the school will be permanently closed. in the fall. students will be sent to other schools in the district, but parents at the rally say they will reopen parker on monday and holds summer school classes. we will have a full service summer class for all the children in this area that begins on monday. we'll we'll be teaching multiple different classes, and we wish that this school could stay here forever. and if it won't, then we'll try our best to keep it. whatever that means. however

to give you a look. we're starting to see show up here and you can see that there are these posters with the faces of some of those victims standing there as the train goes by this candlelight vigil here is set to start around 6 30 this morning. now it's just for employees. and their families, but it will be live streamed on youtube for the community to take part in this and pay their respects, really honor their coworkers. a group n eternal flame. it took them months to design tribute and thh will officially be lit at the memorial today. and used to light some of the first candles at that vigil, the san jose city council chambers honored the victims this week with a moment of silence and the names of each victim were read aloud the city. also officially proclaimed today as a day of remembrance. there are no words that can offer. that will be able to express the

through a back door. he shot at everyone inside and eventually barricaded himself in the classroom. several students survived the attack. by hiding behind a table. the gunman had no known history of criminal or mental illness. time is now 607 resident of you. body texas are coming together, sharing their grief and comforting each other. last night, hundreds of people gathered at the vigil at the county fairgrounds. it included songs and prayers of hope. the pastors from several churches led the vigil. and they said a lot of tears were shed this week. i cry a lot. and i cried a lot today and yesterday. i may cry some more here as we speak. parents and grandparents of the shooting victims were at the vigil, holding up photos of their loved ones killed in the attack. we won't let you know

we're praying for you. we want to express our most sincere condolences to those who have lost loved ones, and we wanted to know that we remember you each and every day you were. there included governor greg abbott as well as others. state leader well, the deadly shooting at the texas elementary school has reignited the gun control debate that's been simmering and boiling for decades. andre senior joins us now and talking about the biggest issue american leaders in the public. cannot even agree on the best way to prevent gun violence. there needs to be something down, but no one can agree about what to happen. next poll taken last month, weeks before the last shooting showed how divided the nation really is. people were asked, which is more likely to decrease gun violence and slightly more than half said tougher penalties for people who use guns to commit crimes. a third of the people said tighter restrictions on people who are allowed to buy guns. most democrats, including president biden, are taking the side of

the minority in this case. the idea. in 18 year old can walk into a store. and by weapons of war designed and marketed to kill. is, i think, just wrong. just violates common sense. california already has a law mandating universal background checks for everyone who wants to have a gun. but that does not cover people who buy a gun in another state and bring it here. some gun store owners say gun violence is a problem and they're open to reasonable proposals. nearly 10 years ago. california congressman mike thompson, who is a gun owner, sponsored a federal bill to expand background checks on all gun buyers, and that would include people who buy guns, online or gun shows. the house has passed the bill, but it's floundered in the u. s. senate. gun laws don't know. state lines are always susceptible to of folks from other areas or guns from other areas. i don't have a

problem with it, if that's something that we can do. why not give it a shot? but other people say gun laws only affect people who are law abiding citizens and won't stop people who are already willing to break other laws. u s senator ted cruz from texas says. instead of deciding who can have guns, local officials need to make sure children are safe in schools. the most effective tool for keeping kids safe is armed law enforcement on the campus. we don't know the details of what happened at rob elementary school, but there will be a lot of time to examine what steps could have been taken proactively to enhance the safety and security of the school. cruz says there also needs to be a focus on mental health issues to prevent deadly text. cruz also claims more people are shot on the average weekend in major cities such as chicago, los angeles and new york. been in texas schools for the centers for disease control , says california, new york and illinois, which has some of the toughest gun laws in the country, consistently registered lower rates of gun deaths per capita than texas back to you.

involved shooting in santa rosa . now it happened only hench lane near thomas lake harris drive yesterday afternoon just before two p.m. one man's listed in critical condition, but officials gave no other information about him. investigators say the shooting involves state parole agents, but so far that's all they've said. as we head into the memorial day weekend, the union representing national park police officers is telling people to stay away from some of san francisco's biggest tourist attractions or at least be careful, union leaders say. they do not have enough staff to adequately protect the city's beaches and other popular sites . union leaders say the core issue is hiring and retention of park police officers. they say their officers start off at about $68,000 a year. well san francisco police officers start off and more than $92,000 a year. it's our mission to make sure that the public is safe. and part of that is to let them

teee oakland city council will debate a proposal for a new progressive business tax structure and decide if it should go on the november ballot. the proposed plan would make larger companies pay more in taxes right now, companies pay a flat tax rate, no matter what their sizes. supporters of the plan, including the oakland chamber of commerce, say the current tax structure is just outdated and that the new proposal could bring in between 30 to $40 million in new revenue for oakland. developers at the former concord naval weapons station will have more time to finalize their proposal. the conquered city council decided to give the group until the end of january next year. to update their development timeline. it will be a 5000 acre site said to have 13,000 housing units millions of square feet of

place, and it's part of a national organization that helps protect children from gun violence and the emotional fallout from shootings. student leaders say they try to create beauty and peace where there is fear and hope to see a warning signs when students are especially fragile or on edge. just not a lot of answers. as of right now, i think right now we're just trying to figure out how can we help students feel safe on campus, and sometimes that starts with just talking about it? the sandy hook promise club says it wants to send a message of love and inclusion. club leaders say students are welcome to share the burdens they carry in a safe place and know they have support in all kinds of situations. our time is 6 35 parents here in the bay area and around the country or deciding how to talk to their kids about what happened in texas and about how they feel. it's sadness. it's a little bit of anger that something like this constantly happens. it's frustration that nothing seems to be get being done about it.
