hern like this lightly. masks come back to just one bay area county . what other counties say about whether they will bring back an indoor mask make mandate as well. plus it's very, very dry and ready to go. firefighters spend the morning fighting a brush fire on the peninsula. how the weather conditions helped to keep the damage to a minimum. and what do you mean? it's last call the return of an effort to push back closing time at bars in california to four am this is ktvu fox two news at noon. good afternoon. i'm ali rasmus. we begin this new time with the new covid rules for residents of just one bay area county. today people have to wear a mask again indoors in most places in alameda county. the mandate went into effect this morning. ktvu james taurus is finding out if any other local counties are considering matching alameda with their own mandates. health

officials within alameda county , saying uptick in severe cases is prompting the change, however , on a federal level a push for masks is now coming from the cdc. five bay area counties are now part of the cdcs high level for community covid-19 risk. they are marin, napa, sonoma, solano and santa clara. that means the cdc recommends these areas consider implementing specific recommendations for prevention like wearing masks, according to the cdc. alameda county's community risk for covid-19 is considered medium not high. despite that, the county's health officer explains why the change is in effect in the last several weeks or hospitalization numbers have really climbed up over 100. people in the hospital today. i think we're at 106 starting to see people in the intensive care unit and so, um, that increased burden of severe disease is what has, um prompted us to make this

policy change. the transit is now requiring all passengers to comply. the oakland airport now saying travelers need to mask up when indoors. but those masks are not required on the plane. the change, prompting mixed reactions getting a little old the whole thing so i'm basicalle guideline because i am a good citizen, but i'm pretty tired about it. i think it's been confusing for people. understandably so the virus is a confusing virus spreads so easily. and we know that masks are effective. the mandate does not apply to alameda county schools. however oakland unified school district announced masks will be required for its summer programs. the order also does not affect the city of berkley, which runs its own health department officials there announced they would not reinstate a mandate, saying the covid-19 data and berkeley does not warrant a new health order. i did check in with every other

bay area county this morning health leaders at each one solano, napa, sonoma, marin, san francisco, san mateo, santa clara and contra costa all say there are no plans to require masks indoors. alameda county has not yet announced how long the mandate will be in place, nor what it would take. to lift it. reporting in the newsroom. i'm james torres, ktvu, fox two news. well even though no other bay area counties are bringing back the indoor mask mandate other than alameda, there is word in los angeles that that county may decide to county health officials there say they are concerned about hospitalization rights and that they may consider following alameda county to bring back indoor masking rules. over the past week. 524 people in l. a county were hospitalized with covid. although health officials noted that many of those people were admitted for other reasons and didn't realize they were covid positive. until they were tested at the hospital. new at noon. former trump administration advisor peter navarro has been indicted on contempt of congress charges, the u. s attorney's office in

washington, d. c announced the charges this morning. the accusations stem back to his refusal to share documents with the congressional committee. investigating the january 6th riot at the capitol and also for failing to appear in front of the committee to testify. navarro claims he couldn't testify because former president trump claims executive privilege about the issue. happening now. a sentencing hearing is underway for a man who has pleaded guilty to killing a security guard at the oakland federal courthouse. two years ago. the guard was shot and killed during protests over the killing of george floyd. under the plea deal, 33 year old steven carrillo faces 41 years in prison for shooting and killing federal protective service officer david patrick underwood and for wounding a second officer. authorities tracked career to his home in santa cruz county, where he was suspected of also killing the sheriff sergeant and injuring a deputy. a judge can accept or reject his plea agreement. we have a ktvu reporter in the courtroom right now, and we'll bring you an update on what happens at that hearing in our newscast at four firefighters are getting a fire on saint

bruno mountain under control. after it started early this morning. it broke out around two o'clock this morning. firefighters say when they arrived, they found a ring of flames around san bruno mountain. 24 fire engines ended up being called to that scene. the fire has burned about 10 acres. it is 30% contained in firefighters say it was surprising to have a fire on such a foggy, drizzly morning, but the conditions out there are still dry. it was a little staggering to have it basically raining on me and having active fire up on the hillside. but thankfully, the weather helped us and kept this thing from getting a lot bigger. we're seeing fuel moistures around october level. what we traditionally see right now, so yeah, we do have it's very, very dry and ready to go. no homes were threatened, but some nearby roads may remain closed. they're investigating how this fire started. firefighters are getting the old fire in napa under control. firefighters in napa county tell us it's now up to 65% contained and as the

weather continues to get cooler , they're expecting that number to grow even more. there's a chance of rain in the forecast this weekend, which firefighters say will help them mop up any hotspots. the fire burned more than 570 acres. evacuation orders for that area have been lifted. the recovery continues. the u. s now has recovered nearly all the jobs lost during the pandemic. that's according to the u. s labor department, which says nearly 97% of the jobs that disappeared during the first days of the pandemic have returned. but as foxes lauren blanchard reports the jobs report amidst the jobs report. there's still new worries about inflation and recession. the u. s economy added more jobs than expected in may. 390,000 jobs were added in for the third straight month, the unemployment rate held at 3.6. we aren't likely to see the kind of blockbuster job reports month after month like we had over this past year. but that's a good thing. that's a sign of a healthy economy. there were job gains in most areas, especially

in leisure and hospitality. as americans begin this summer travel season, where there's concern a loss in retail, it could be a sign people aren't willing or aren't able to spend . it is a good report for jobs, but i'll say it again. it just feels like this party is coming to an end. the labor participation rate was little changed at 62.3% there are far more open jobs than available workers. good sign labor participation that would only ticked up slightly. that's the number we really need to see move, and i believe we're going to because of the you know inflation. people are getting back to work because they have to they have they need the money well, average hourly wages are up. 5.2% inflation remains over 8% wiping out any gains by far the best thing in the economy right now is the job market continuing to have blockbuster numbers. and by far the worst thing in the economy is the

inflation rate. what's happening to prices? the federal reserve is expected to raise interest rates a half percent this month and in july to help bring down inflation in washington. lauren blanchard, ktvu fox two news new at noon. state lawmakers in san francisco want to bring back an attempt to extend last call at bars in some california cities. it's the third time state senator scott wiener has introduced a bill that would let bars stay open until four am the legislation would let bars in certain cities, including san francisco and oakland, choose to extend those nighttime hours and we could say it would help bars and nightlife recover from the impact of the pandemic. this bill would help to bring san francisco and some other places that opt in into the upper echelon world class nightlife that the entire world has been enjoying for generations. and we, for some reason are cut out. there's a reason that i don't personally live in salt lake city. it's clean and safe. but its night life sucks. senator

c. study finds affordable homes don't increase crime or reduce property values. researchers at uc irvine are still analyzing the data. but those are the top conclusions of that particular study. the study focused on 371 developments around the county that are designed as affordable . the researchers are set to reveal the study's findings next week in southern california. a university of california faculty committee has shelved a draft policy to require criteria for high school ethnic studies as a requirement for uc admission. there were several previous versions of the proposal, and it had appeared to be on track to go before the u. c board of regions for approval. but instead the board of admissions and relations with schools which initiated that effort, backpedaled and continued questions and debate about the proposal. the board says no final decisions have been made. and that will continue to discuss the proposal. as more water agencies in california imposed restrictions on outdoor watering. many homeowners are deciding to tear out their lawns entirely and replace them with

artificial grass. just this week, the water district in southern california announced new restrictions. for six million people, saying only household saying households can only water their lawns once a week that convinced one homeowner in manhattan beach to make the switch to artificial turf. you know, we like real grass. people like real wood. people like real things. um, but you realize how much water it takes to you know, keep your grass green and all of that water in the runoff, and everything else is just not necessary. with california in its third year of drought, the california state water resources control board recently voted to adopt emergency water conservation regulations starting this month, and that requires local water agencies to take measures to get their customers to reduce water use. forecasters are watching a tropical disturbance in the gulf of mexico that could become the atlantic's first tropical tropical storm of 2022 as fox weather's brandy campbell

reports the storm will bring as nearly as much as a foot of rain across parts of south florida, including miami. residents living in south florida are on high alert. a tropical disturbance moving through the gulf of mexico is expected to hit the sunshine state this weekend. the system will bring up to 10 inches of rain from fort myers all the way east to parts of miami and fort lauderdale. although the storm isn't expected to develop into a hurricane folks across south florida are not taking any chances. it's time to get ready and get some things in order just in case something worst comes along later. this system has already left its mark on parts of mexico, the then hurricane agatha slam parts of the country, bringing life threatening flash flooding and landslides after making landfall as a category two storm. at least 11 people are dead and more than 33. others are missing across southern mexico. agatha has since then been downgraded, but tropical moisture from that system will bring flash flooding

and clouds in walnut creek in lafayette and also bayside here in oakland, looking behind us at the estuary. it's a bit cooler out there today than it has been for most of the week. with that. we want to turn to meteorologist steve paulson with a look at the weather. well our first weekend in june, and we have a lot of changes on the way now we're gonna mix of some low clouds been a lot of drizzled earlier this morning and we get some sun and some higher clouds. but changes are on the way yet we could probably do three forecasts here. one north won around the bay and then also one to the south. still, some low clouds in place. they're not disappearing yet, and higher clouds are increasing in advance of it. i'm sure you've heard by now that rain's on the way. but boy, there's going to be a distinct dividing line of where it rains and where it's just clouding. maybe even really warm to mcgee. areas north of the golden gate looked pretty solid for rain late saturday night. sunday morning, there will be drizzles to some light rain around san francisco, oakland, maybe along cemetery coast santa cruz mountains, but south bay and be hard pressed to see more than a maybe a tracer at 1 1/100 of an inch. it's going to be very warm and muggy. but the

forecast projections are amazingly wet about north of about mount tamil, pious santa rosa north. there's some projections of a half inch to three quarters, maybe even an interesting that far north, he had hardly anything to the south again. that would be sunday morning. from our zip trip this morning and petaluma. they had breaks and then the fog came right back in there. it was came right back in, so i don't think the fog is going away anytime soon. that will play under our weather and boys at juiced up to the north. look at that. that's a very deep layer of moisture that's coming in a couple keys that there's no dynamics, at least down here. it's called a lot of warm, overrunning. there are no cold air temperatures are very mild amount of moisture in the air is very mild. and we do have a more of an onshore breeze or a south wind in the oakland berkeley hills. mount diablo is northwest of 30. but there's more of a westerly component so cooler weather will make it inland today. fifties sixties by the coast. too much fog and low clouds sixties around the base seventies inland, although eastern south could get a little warmer temperatures earlier still showed 50 sixties and

seventies. but that low cloud deck is going to keep some really cool conditions. coast in bay, all eyes are on the moisture that's beginning to move in really heavy rain being forecast for the pacific northwest could have more rain in the next three days. than they normally get an entire month here for june because they're closer to the energy source. that's that low, but look at all that moisture coming across straight across there. that's a warm air mass. and when you set up with that deep of moisture, you can get a lot of rain. you can see already some high level radar returns to the north coast, so mendocino county, lake county sonoma county in the mix before anybody else, drizzle will be back late tonight tomorrow. and probably even late saturday night, but you can see more gun hill, san jose livermore, brentwood. hardly anything pretty good rain . petaluma napa fairfield, especially santa rosa. russian river north could be some moderate to heavy amounts here. steady amounts into sunday morning, so 50 60 seventies to near 80 on the temps will cloud it up. get some drizzle cloudy, then rain sunday morning except to the south will be very mild to warm. and we kick it out.

grateful her twin sons could be acknowledged. on christmas night of 2019 dublin high school class of 2022 lost three of their own. what should have been graduation day for twins michael and marquis arista and javier ramirez became a day of acknowledgement and remembrance for those who knew and loved them. with their beautiful smiles and fun sense of humor. these three were quick to laugh and have the ability to bring joy michael mark and javier all 16 years old, died in a car accident on foothill road in class sington. two other people were also in the car and survived, including the twins cousin jared reinoso, javier's brother, the twins brothers and jared accepted their diplomas on behalf of their families. on a rain. oh, so michael and mark's mother says it was a difficult but necessary decision for her to attend dublin highest graduation this year. their dad , andrew uris to and i had been talking about how difficult it is to be present and you know

critics say that program isn't effective. as ktvu investigative reporter, evan sernoffsky discovered nearly half of the people wearing the monitors are cutting them off reoffending, violating restraining orders and other other offenses, only to be given an ankle monitor again. lieutenant jonathan coons overseas, a small unit of deputies tasked with keeping tabs on hundreds of criminal defendants on ankle monitoring. people on the devices are barred from traveling more than 50 miles outside of san francisco or on home detention or have curfews. we have offenders that are repeat offender car burglar re armed robbery rape. um attempted murder up to even murder on equal monitoring. today he's taking a man into custody who's accused of choking his girlfriend with a dog leash to talk to you? don't run. the

man was released on an ankle monitor while his case is pending, but he let the battery die and violated a stay away order imposed by the court multiple times. in fact, records show that up to 50 people every month. go even further and just cut off their ankle monitors, which cost more than $500 each. they're throwing off. the freeways were thrown into the bay. they're thrown into the garbage cans throwing on roofs. we tracked this monitor down that another defendant stuffed into a backpack bingo and ditched in the bayview took the pin off. took it apart. put it back together. we are seeing people that are blatantly not following the court's orders and the conditions of release. getting rearrested and returning back to our program immediately. we watched the system in action one day after being arrested, the accused domestic abuser was out again on another ankle monitor. get it off the

sheriff's ankle warren monitoring program initially began as a way to keep an eye on people who were already sentenced. but critics say it's now being abused by the system as a hasty remedy to handle a recent flood of defendants who are out of custody pretrial since 2000 and 18 the jail population has been nearly cut in half, leading to a 500% increase in the number of people on ankle monitors in san francisco. of the 365 on the program last month. 220 are awaiting trial for violent crimes like rape, attempted murder, robbery, kidnapping and more. it varies between months, but recent data shows around half of people while on ankle monitoring commit violations, serious enough for an arrest warrant to be issued when you put no conditions on someone and or very few conditions on someone and when there are no

consequences. then this is where program. chief deputy michelle fisher says that relying too heavily on ankle monitoring does nothing to keep the public safe. it's not the piece of plastic that is going to stop someone who has intentions to commit a crime heard another person, and there's no shortage of examples where people were put on ankle monitoring only to pick up more cases. herschel hail, for example, was on ankle monitoring for multiple auto burglaries and assault on an officer he cut off his ankle monitor last july and disappeared. he was later arrested this past february after being charged in the killing of retired officer kevin nishida in oakland. machida was killed during a botched robbery while guarding a television news crew. we reached out to the san francisco superior court judges to ask about these cases spokesman told us they would not comment on any pending cases.

and san francisco district attorney chase a. boudin who is currently facing a recall, has campaigned on his work to end cash bail and reduce the jail population. can't open another topic. we wanted to ask about the ankle monitoring program that's being used instead. after being denied interview requests for a week we showed up at a campaign stop and tried to pull him aside for a short interview , chase said. we literally just need two minutes. we were we. i don't have time to do it tomorrow. we've got you right here. we've got you right here. we can take five minutes. i don't have five minutes. advocates for the accused have their own issues with the program. they say ankle monitors act as an electronic shackle. that's only an extension of incarceration. there's no evidence whatsoever that it's effective. it is a strange thing to be using a tool. without knowing that it addresses the problem that you're seeking to address. daniel harris is a

managing attorney at the city public defender's office. she emphasized that pretrial defendants have the presumption of innocence and are being unfairly stigmatized by having to wear ankle monitors what we know most significantly is the drivers of crime. are things like addiction and poverty, economic disparity, mental health. elektronik monitoring addresses. none of those things kind of felt like i would have rather stayed in jail because because of the panic, this man named frankie wears an ankle monitor. he said he's not surprised some people cut theirs off kind of overwhelms me. i get into this state of like psychosis where it's like everyone's after me, another man we talked to said the previous system that kept people in jail who couldn't afford to pay bail was even more disastrous. this is actually a way to, um help you to get out and still take care of your family. marcelle clark says the ankle monitor

program is working for him. he's in treatment for opioid addiction and can be with his son rather than waiting in a jail cell. a lot of people make mistakes, and just because you make one mistake to mistakes doesn't mean you need to be, uh your whole life being ruined, you know, and it does ruin people's lives. and that was ktvu as evan sernoffsky reporting. it's important to note that people on home detention with an ankle monitor do get credit for time served as they await trial. the district attorney's office did give us a statement that reads in part, quote. we are tremendously proud of our leadership and ending. prosecutors reliance on bail in san francisco and instead promoting an approach that uses safety, not money. to guide release and detention requests and quote. today's national gun violence awareness day, and president biden is calling on congress to pass new gun laws in the wake of the recent mass shootings. in a primetime address last night, president biden walked past rows of candles meant to honor the victims of america's mass shootings just before he began

his speech at the white house. the president called for changes to the nation's gun laws, including banning assault weapons and limiting high capacity magazines. the president says new restrictions are needed after the horrific mass shootings in the cities of buffalo and tulsa. president biden says those recent shootings follow a long list of similar tragedies in the u. s going back to 1999. after columbine after sandy hook. after charleston after orlando after las vegas. after parkland. nothing has been done. this time that can't be true. this time, which we must actually do something. president biden has made gun safety one of the main issues of his long political career as a us senator. pay championed the passage of the assault weapons ban in 1994. it outlined outlawed nine types of semiautomatic weapons, including ak 40 sevens and ar fifteen's. the president now wants congress to reinstate that law, which expired back in 20. oh, four.

nowa woman who was struck and killed by a driver in danville last night. the coroner's office says the victim was 32 year old joyce wang of danville. she was walking near camino tassajara inwood ranch road around eight o'clock last night when she was hit. and died from her injuries were told. the driver stayed at the scene after the crash. the cause of the crash is still under investigation. questions remain about the 16 year old boy accused of planning a mass shooting and bombing at berkeley high school authorities say a

tip led to a search of the boys home last week, ktvu learned that many students and some teachers skipped yesterday's classes as word spread about his arrest. but some parents wondered why it took eight days for police to search his home. and then arrest him. police say the boy was not allowed on campus while they investigated and made their case against him. his residents we found ah, parts to an assault rifle parts to an explosive but not the completed items. we don't have probable cause to make an arrest. well, the person is going to get released. students tell us that some teachers expressed frustration. they weren't informed about the threat when police began their investigation , but the district says they were working with police and the team's parents to make sure he did not come to school. and that they didn't consider any other students a threat. today marks 100 days since the invasion of ukraine by russia, but the infighting is only becoming more intense. reporter trey yingst is in kiev with the latest. brutal
