affecting thousands of morning commuters now. a fast moving wildfire just explodes in size overnight during this hot weather spell, the latest on the mosquito fire, and it's forcing evacuations this morning up in plaster county. from ktvu. fox two news. this is mornings on to welcome back. i'm gasia mikaelian everyone i'm frank mallicoat. today is wednesday, september the seventh . you were just outside. is it warm out there feels about the same to me. i would like to think there's a bit of a change, but it's not 100 degrees this yet, but it's a comment much of the barrier. let's check in with roberta wanted to share with you some of the all time record high temperatures here in the bay area established yesterday afternoon now, not records just for that date. i'm talking never before has it ever been at any point this hot in the bay area 1 15 in santa rosa 1 14 and napa 1 16 livermore. how about 1 10 in

redwood city and 109 and san jose busting breaking out of all of those old time records? and so it's been very slow to cool. these are some of the coolest temperatures so far. 73 in livermore. it is now 79 in fairfield and mid sixties in hayward. how about 67 degrees in redwood city and the low seventies around the rose garden district today? it is a spare the air day we have one. oh six outside number in anti access. we're coming down 15 degrees in santa rosa. you will feel the difference but still mighty hot . and so therefore, the national weather service says that excessive heat warning remains in effect. inland through tomorrow night heat advisory expires bayside. tonight the full forecast minutes away. and right now we do have a little bit of slowing if you are driving in some areas a lot more than others. let's start with 6 80 though i want to start with crash southbound six eighties you drive and the concord area sat down, succeeded just after

willow pass road, a couple of lanes taken away by a crash. now if you're driving on 6 80, that's about the only slow down after that, it looks okay. to all the creek highway four is slow. and if you're driving on 80 and hayward, that traffic is also slow. san mateo bridge is getting busy. and of course so is the baber is that is backed up to the maze. when we come back, we'll check out some of those silicon valley commutes that are beginning to heat up a little bit at 702. let's get right back to the headlines. thank you, sal. the big story today is that we could see power outages again for thousands all across the bay area. there is another call for a flex alert this afternoon. the state grid did not have to implement rolling blackouts across california to avoid overloading the grid, but thousands of people lost power because of the strain on local power infrastructure, this cluster of yellow and green, mostly in the south bay, shows people suffering power outages in alameda and palo alto, the local power companies, they're implemented smaller, rotating outages due to high demand. some pg any customers also have been without power since yesterday afternoon. again the outage map

shows a lot of outages, mostly in the south bay. that's that cluster of yellow and green. many people haven't had power all last night and into the morning. pgd in the end, did not have to use its rotating outage program yesterday. still, the utility put more than a half million customers on alert for that possibility. the news website. there is a tool that allows customers to check their address to see if they could be next in line for being powered down. okay jeannie brexit service territory in these blocks. different cities not based on circuits not based on zip codes, but all based on kilowatts. so we know exactly how many kilowatts or how many megawatts represented by these blocks, so we easily be able to calculate, um, where we would do those rotating outages. you looked up your address and found that you were in block 50. you were not alone. he says about half of its customers are in block 50. that means they share a circuit with an emergency facility, including hospitals, police and fire stations, and those blocks are rarely powered down. people we talked with said

they knew about the rotating blackouts. they were prepared for the worst while hoping for the best. just keeping our fingers crossed that it doesn't happen to us. i do have a generator. ready to go just in case just to keep my refrigerator is going pg and e. says it's weather forecast shows that today should be a little cooler than yesterday. that could mean that energy use will drop today. officials say that customers reacted quickly yesterday when they got alerts to conserve energy and that that quick action helped prevent rolling blackouts. time now is seven. oh, four. did you get one phone alerts sent to millions of californians telling them to save energy? will it made a big difference? the state says they sent the message using the wireless emergency alert system , the one that's very similar to the amber alert. the state independent system operator says. it's sort of immediate drop in the amount of power being used here in california. you can see it on the demand graph here. the state says

people were targeted in counties where the temperatures were mighty hot, including alameda, contra costa, santa clara, sonoma and solano counties. well, the extreme heat is causing big problems for bart riders rail service between plus and hill and the concord station was temporarily disrupted yesterday during the evening rush hour ktvu sm agus joins us live in pleasant hill with how things are looking. on our morning commute embarked this morning. good morning. good morning. it's looking better. actually, it's looking great. bart rail service has been restored on both tracks from here to concord. but trains are moving slower than normal, and writers should expect about a 10 minute delay. there's also a 10 minute delay on the antiochus line, going in the sfo direction due to an equipment problem on the track. stop. conquer. the

heat is so intense that it can warp and separate the track and even overheat equipment, which is exactly what happened yesterday on the track between here and conquered. i want to say that this is the worst heat wave i've ever experienced here. i can't remember ever going outside for 20 seconds and just dripping sweat. there was a partial train derailment on this same bart track back in june, also caused by heat, bart said. it's slowed down trains throughout the day yesterday and did more track inspections as a precaution. many people took the bus when real service was disrupted, and some of them scramble to make it on. today is another extremely hot day and any time temperatures reach 100 degrees or more will slow down trains. so the best advice for commuters this morning and especially in the afternoon and the temper teachers get hotter is to be checking the bar

website for any service alerts. and to expect delays reporting live in pleasant hill demagogues . ktvu fox two news thank you happening today in east bay school district is moving all of its campuses to half day schedules, all because of the heat, dublin unified said students will only be on campus for a minimum date today through friday, ministrations had closed three of their schools in the past week, all due to power outages. the dublin district says it wants to give parents a little time to make arrangements for the rest of the week. livermore schools will keep their students inside for the rest of the week rather than let them outside for recess, students will eat lunch in the cafeteria, then go back to class four indoor recess, the temperature one elementary school in livermore hit 113 degrees. the principal said. teachers and students are doing the best they can. the kids are good, though they're they're going with the flow and going inside where it's air conditioned. so fortunately, all of our classrooms are air conditioning. nothing's breaking down. those livermore civic center library is one of the

city's cooling centers. people came there to cool off catch up on a good book, charge their phones and use the internet. i'm from red bluff, california, which is like a by chico and it gets like 116 degrees, and so i never expected it to be like this hot. livermore has four cooling centers, including libraries and community centers . they're open all week, providing cool space for anyone who needs one state department of public health is advising schools to cancel all outdoor activities as well as indoor events that would be held at sites that don't have air conditioning when the heat risk level is at a three out of four. the national weather service determines the levels of most of the bay area has been in that range this past week. state also advises closely monitoring students for any heat related illnesses and encouraging everyone to drink plenty of water. there are new evacuations this morning in the sierra foothills due to a fast moving wildfire that grew in size dramatically overnight. the

mosquito fire is burning near the community of forrest hill east of i 80 and plaster county. just a short time ago, cal fire announced this fire exploded in size from about 50 acres last night to 822 acres now containment is at 0% the fires in a hard to reach area and temperatures overnight. didn't cool off. much was still 84 degrees. at one o'clock in the morning. there are mandatory evacuations for people living in nearby communities. fire crews are spending the early morning hours looking for flare ups of a fire that broke kout near the town. of rodeo. this all started near highway for barry hill road about one o'clock yesterday afternoon highway had to be shut down for about an hour, while contra costa county ground crews and cal fire crafts battled the flames. it started very close to where another fire burned on monday and threatened homes and businesses. we're pretty sure that we had a fire break from yesterday's fire that there was going to take a lot for the flames to come here unless it

went up the hill and the wind changed and the wind changed then. we would be in trouble again and start evacuating horses again. anything we can help to really do. they need help help down. that fire on monday burned 120 acres. the latest one has burned about 50 acres so far and is now 85% contained. investigators still don't know what caused those two fires to erupt. cruz fighting the fairview fire in southern california. they too, are dealing with high temperatures and uncharacteristic wins. two people died while trying to escape the flames. shortly after that fire broke out monday near the town of him it the fire is burned more than seven square miles, and at least seven structures, including seven homes. currently, it is only 5% contained. good morning. it's 7 10 right now south down six eighties where we have to go

contra costa county is expanding monkey pox vaccine eligibility to all gay and bisexual men. up until now, only people with specific criteria could get

first doses of the vaccine contact with a known case, sex workers, gay and bisexual men who have had multiple partners in the last two weeks. contra costa county is also administering. second doses to anyone who has already received their first dose more than a month ago, kaiser permanente and striking mental health workers are returning to the bargaining table. the workers have been on strike now for the past month. the clinicians want better staffing and working conditions , saying there are too few therapists for too many patients . the two sides will resume their talks tomorrow and again on friday. e cigarette maker jewel labs has agreed to pay more than $438 million to settle claims by 38 states and puerto rico over its marketing practices. the states investigated jewel and say it gave away e cigarettes to underage teens and youth youthful models in its ads and social media posts to attract young users. the company also agreed not to claim that its products of health and safety

toll plans backed up all the way out to the mcarthur maze metering lights around when we come back in just a few minutes to dive back into that east big commute, which has a bunch of slow traffic where you might expect highway 46 80 87 32. let's get back to the headlines south. thank you have the kids for the homeless say they're doing what they can to help people who are living on the street during this heat wave. cruz in oakland were loading up water, ice and other supplies to give to people who are homeless. one group said it filled up its van multiple times yesterday and delivered hundreds of bottles of water. people living in encampments say they are grateful for the help because the heat is unbearable. is there a ball? it's hard to deal with, especially when you don't have any shade structures over here. we just want to help people the best we can, and you know it can be rough to see this and go through it. but at the same time, it's a strong reminder for me personally, that this could be anybody. advocates for the homeless say there are not enough shelter beds for everyone living on the street. they encourage everyone to consider bringing water and ice to people

got so hot that the asphalt the middle and right lanes lifted enough to be a traffic hazard. just buckled up. that stretch of the highway had to be shut down for more than six hours while repairs were made this morning. one restaurant owner in albany is sharing video of five women who dined and dashed. the surveillance video comes from 9 38, crawfish vietnamese cajun fusion restaurant. it shows five women entering the restaurant, they sit down and have a meal. the owner says they left without paying the bill, which was over , $200 says. this crime is overwhelming and heartbreaking, she says small businesses are trying their best to recover and that acts like this make that nearly impossible. was 7 35 happening today, a man accused of killing his ex girlfriend and trying to escape to mexico. will now be charged with murder. jose rosas was briefly in a san jose courtroom yesterday. the judge ordered him without bail. he was arrested for the death of 27 year old susana hernandez last

thursday. surveillance video shows a man who appears to be rosa stopping his car getting out and shooting hernandez in a man she was with was with then running off. as soon as we identified who he was, and we had a good idea of what type of vehicle he was in, we sent a statewide be on the lookout for the suspect in this vehicle. hours later, chp and border patrol officers arrested russia's 100 yards from the mexican border. friends says rosa's abused hernandez, she had a restraining order issued for him. but detectives say rosa sick nor that order several times so in addition to homicide , he will also face charges of violating a restraining order. we're getting better insight into what many people suffered during the beginning months of the pandemic time distortion, researchers say losing track of time is common during traumatic times in a survey, more than half of the respondents said they felt time was speeding up or slowing down. 46% said they

map. we see that most of the outages are centered in the south bay. that's where powers but out for so many people all night long. pg needed not have to use its rotating outage program. the utility put more than a half million customers on alert for that possibility over rpgs website there was a tool that allowed customers to check their address to see if they were in the next rotation to be powered down. any brexit service territory in these blocks. different cities not based on circuits not based on zip codes , but all based on kilowatts, so we know exactly how many kilowatts or how many megawatts represented by these blocks, so we easily be able to calculate, um, where we would do those rotating outages. if you check your address and found that you were in block 50, you weren't alone. pg and e says half of its customers are in block 50 that indicates they share a circuit with an emergency facility, including hospitals, police and fire stations, and those are rarely powered down. people we talked with said they knew about the rotating blackout possibilities, and they were

power outages. the district says it wants to give parents time to make arrangements for the rest of the week. living. more schools will keep their students inside for the rest of the week rather than let them outside for recess, students will eat lunch in the cafeteria, then go back to the classroom for indoor recess. the temperature went elementary school in livermore hit 113 degrees yesterday, the principal said that teachers and students are really doing the best they can. the kids are good that they're they're going with the flow and going inside where it's air conditioned. so fortunately all of our classrooms or air conditioning, nothing's breaking down. the livermore civic center library is one of the city's cooling centers. people came there to cool off, catch up on some good books, charge their phones and use the internet. i'm from red bluff, california, which is like a by chico and it gets like 116 degrees, and so i never expected it to be like this hot. livermore has four cooling centers, including libraries and community centers. they're open all week, and they provide a cool spot for anyone who needs one. the state department of public health is advising schools to cancel outdoor activities as well as indoor

events that would be held at sites that do not have a conditioning when the heat risk level is at three or four. the national weather service determines the level and most of the bay area has been in that range this week. the state also advises closely monitoring students for any heat related illnesses and encouraging everyone to drink plenty of water. there are new evacuations this morning in the sierra foothills due to a fast moving wildfire that exploded in size overnight. the mosquito fire is burning near the community of forrest hill east of i 80 and plaster county just a short time ago. cal fire said the fire grew from 50 acres last night to 822 acres this morning. containment stands at 0% the fires in hard to reach area temperatures overnight didn't cool off much. it was 84 degrees at one o'clock in the morning. there were mandatory evacuations for people in nearby communities. parkers are spending the early morning hours looking for flare ups of a fire that broke out near the town of rodeo. it started their highway four and berryhill wrote about one o'clock yesterday afternoon. the highway was shut down for about an hour, while

contra costa county ground crews in cal fire aircraft battled the flames. it started very close to where another fire burn on monday and threatened homes and businesses. we're pretty sure that we had a fire break from yesterday's fire that there was going to take a lot for the flames to come here unless it went up the hill and the wind changed and the wind changed then. we will be in trouble again and start evacuating horses again. anything we can help to really do. see that? the fire on monday burned 120 acres . the latest one has burned about 50 acres so far and is 85% contained. investigators still don't know what caused either of those fires. crews fighting the fairview fire in southern california, dealing with high temperatures and uncharacteristic winds. two people died while trying to escape the flames shortly after the fire broke out monday near the town of hemet. the fire has burned more than seven square miles, and at least seven structures, including seven homes have burned is just 5% contained at this point. let's

recent weeks resulted in multiple deaths and injury of a middle school student on campus . let's talk about what's happening in oakland by welcoming as we do every month, mayor libby, chef two mornings onto thanks for being with us since we last talked. there was a string of four days that saw four people killed in the city. there was also the incident there at the school that had a 13 year old injured by a 12 year old gun on campus. what you think is happening in your city . one thing we're seeing is that there are unprecedented amounts of guns in people's hands. during the pandemic. people went out and bought a lot of firearms , and they are making it into the wrong hands, particularly poor 12 year old who, at least our investigation is suggesting that that was not an intentional victim whatsoever. we heard the oakland police chief, speak right along these lines when he addressed the media the day of that shooting. he said. it is incomprehensible what's happening in oakland, he said. some members of the community have become numb to all the gun violence. we also i asked

alameda county supervisor nate miley, who represents parts of oakland to come on mornings onto, he said there was something of a lawlessness happening in oakland. do you agree with that assessment? what i agreeemic has made us feel lie our entire lives have been turned ups being able to predict how the world will be when we wake up the next day. that is an unsettling feeling, and so things that used to be not so noticeable now just feel like yet again. our worlds are falling apart. what i can say gasia is, you know that i have always been working, too. raised the staffing of the oakland police department. we graduated 30 amazing new cadets just a few weeks ago. we have two other academies going right now. we are at maximum recruiting efforts, and those are going to pay off very soon as people will see a lot more presence on the streets of police. it's been a long, two

years in oakland. when it comes to violence. i think we're at 84 homicides right now in the city this time last year it was 88 oakland. tell me they feel like things are different. even if the numbers aren't off the charts. do you understand that sentiment? i do? i do. and i think that part of that is, you know, pandemic fatigue, and it's not just crime because it's true . our homicide rate. actually we have one fewer homicide today than we had this day last year. so our homicide rate is roughly the same shootings are actually down 25% but people don't feel that way. i recognize that and also those statistics mean nothing. if someone in your community has lost their lives, and so just as we have learned to feel unsafe about going outdoors, leaving our homes, this just adds to that general sense of unsettled nous. and i hope as we emerge from this pandemic, we can focus more. and

obviously you have a role to play on the positive things. let's let's shift to something else that's been in the news locally and nationally, the occupation of an elementary school that was closed by oakland unified at the end of the last school year. parker elementary activists are taken over that school. they received a notice in the past week or two by usd, saying they have to vacate. this has been the scene of a clash before between the activists, and i believe oakland school security officers. what do you think should happen with an ad? parker elementary? you know, i always say i will not condone unlawful acts, and obviously the trespassing is unlawful. but i can respect and even celebrate the passion that people are pouring into this issue of our children and the importance of schools to them. and so i think this is one of those instances where we have to respect that passion. we have to work to create systems where school closures do not happen, and we have to also trust that

our school officials who have the information that we don't all have have done their best. to protect the interests and the education of our children. do you support oh, usd, clearing the activists out of the school. garcia i have not talked to them on the latest developments of this particular issue. i can get back to you on that. so you right now you don't. you won't say one way or another. if you think the activists should be cleared out if they should be allowed to stay, which is illegal. not at this time. no okay. okay let's move to something else that again is making headlines locally and nationally, lake merritt, one of the jewels of oakland has been in the news for a very unfortunate reason. a horrible stench. a massive fish diet. when was the last time you were at the lake? i was just there this last weekend. my mom lives on the lake. i lived on the lake for 15 years of my life. it is like oakland's living room. it's just such a gem. are you happy with the cleanup effort happening at the lake? you know, this is not unique to lake merritt. right? this algae broom's bloom initiated in the

pacific ocean, it has come to all of our waterways. it's impacting the bay. it's impacting our estuary. but boy, you could smell it at lake merritt and it just i think it breaks our hearts to see all these beautiful fish. i mean bat rays. they're so beautiful and to see them dead on the shore's . i know friends of mine that have kids were kind of you know , traumatized to see all this intense sea life, and it reminds us just how fragile our ecosystems are and how we all must do better to be stewards of our environment. and while there are algae blooms and other parts of the bay as you referenced oakland is one. it's the living room of oakland. it's where we live. it's where we play. it's where we run. it's where we eat , so to have that concentrated there in the heart of oakland, you can understand why it's so distressing for so many. absolutely and like i said, my mom. hi, mom. those right there lives on the lake, and she was the captain of the lake stewart's my mom is out at the lake every day, weeding and
