morning. let's go out and see what we have. now you can see traffic is moving along very nicely to start off this thursday morning. so far so good on the bay bridge. it looks very nice. this is, uh, you know, great time to be commuting. for the most part, the only thing that you have to worry about it this time is there are some people out there who drive too fast. so be careful as ccps out there. this is a look now at the east bay commute. we're off to a nice start 402. let's go back to the desk. thank you. new this morning a tentative agreement between us freight railways and the unions representing rail workers that for now has averted a possible double strike that was due to begin late tomorrow night. just hours ago. president biden in a statement called the tentative deal a quote when for tens of thousands of rail workers who worked tirelessly through the pandemic to ensure that america's families and communities got deliveries of what has kept us going through these difficult years. that

statement also says for the american people, the hard work done to reach this tentative agreement means that our economy can avert the significant damage and he shut down would have brought a strike would have affected 30% of all freight in the country. also it would have affected commuters and travelers because most of the nation's passenger service runs on rails operated by the big freight train companies. we talked to bay area commuters who worried they'd have to deal with bay area traffic on their own. no if no agreement was reached. i'll have to drive in taking the train. which means more wear and tear on my vehicle and money for gas, which are already paid for a train ticket is going to be horrible. will force me to drive and traffic is nasty and i don't want to think about it. yeah some tribal loose, already been affected by the fallout from the possible strike earlier this

week and track stopped its long haul service through the bay area. at this point, we don't know how news of this tentative agreement will affect this morning's rail service. we're trying to find out how each agency is reacting to the news and how service may possibly be disrupted. we're going to bring you all the latest right here with us all mornings on two san francisco police are being targeted by thieves who stole catalytic converters from at least four police vehicles. the theft happened monday at the police special operations bureau in potrero hill, officials confirmed thieves had two police trucks and two vans. officers are checking surveillance videos in the search for the suspects. so far, no arrests have been made our time now 404, the man convicted in oakland's deadly ghost ship warehouse fire were 36 people were killed six years ago, maybe headed back to jail, the alameda county district attorney says during the surge of derrick coleman is home in mendocino county authorities

selling 161 g of fentanyl to undercover officers in the area of u. n plaza. those drugs are valued at about $2600. investigators say the woman travels regularly to the city to sell fentanyl. medina zuniga is currently being held without bail. we're learning new details about santa clara county's plan to have narcan available at all high schools in the county, santa clara county board of supervisors is now earmarking $135,000 for the purchase of narcan kits. now it's in response to the growing threat from opioids disguised as candy on school campuses. a young person could think they're taking, um, a percocet or something that they bought that online and it could be laced with fentanyl and kill them. the treatment is administered by a spray in the nose that prevents an overdose immediately without the danger of addiction. county school officials say the vast majority of high school communities welcome this new

safety tool time. now 406, a high school football coach in ballet, hill is recovering this morning after being shot while trying to stop a fight outside of alejo high school. ktvu s cristina rendon talked to his family and friends who say he works hard to keep students away from violence. the bond between coach joe pastrana and coach alfonso hadn't goes beyond coaching high school football, played sports together as children and give back to their community as coaches for the vallejo generals basketball team they started five years ago we spoke with hatin on facetime always been very ambitious and passionate about, you know, making sure that these kids you know, have a better life to live here. well you know to sports or coach joe, as he's called, was shot while trying to break up a fight outside valeo high school tuesday afternoon, it's believed some students were fighting with a group of men in the street and someone from a dark colored sedan fired shots as the car drove away from the fight isn't

surprised pastrana's tried to step in saying he's a site safety supervisor on campus kids get to school. make sure you know these kids get home straight sticking up. that's why for me. it's like my brother. a family member tells me off camera. pastrana is recovering at home with his family by his side. he grew up in vallejo and played sports there before going back as a coach. they're thankful for all the people keeping him in their prayers, hoping for speedy recovery on campus, really love kids at school right now, roughly a third of students did not show up for school as extra officers patrol the neighborhood and counselors were brought in from the county. district spokeswoman selena baggio says they're focused on keeping staff and students safe. it's upsetting were upset about it about it. we are talking about what can we do so something like this doesn't happen again. patton who also coaches varsity football at galileo high is grateful pastrana will be okay when i was saying bed just kept talking

12 measure to overhaul the state's mental healthcare system has been signed into law by governor newsom. ktvu political reporter greg lee tells us the court ordered treatment is part of the governor's plan to address homelessness. there's a lot to be thankful for, and lots to smile about today. graduations everybody flanked by behavioral health providers and other lawmakers, governor gavin newsom signed his care court legislation into law in san jose care stands for community assistance, recovery and empowerment. newsome introduced the proposal to helpw

through the senate and assembly . continue to do what you've done, you'll get what you got. and look what we've got. it's unacceptable so we have the power to turn this around. the new program allows court ordered treatment for people suffering from severe mental illness or addiction. the state estimates 7 to 12,000. californians qualify family members, first responders or medical professionals can petition a judge to order an evaluation. if approved, a county would be mandated to create a treatment plan, which can include medication services in housing. the individual would be required to stick with the plan for up to two years. somebody's son. somebody's daughter. somebody's brother, sister. it's their loved one. and today. we get to have the opportunity to turn to those families and say there's hope. civil rights groups have long opposed care court and plan to sue disability rights. california released a statement

that says care court expands in already problematic system into a framework of coerced court ordered mental health treatment that goes back to the country's horrific history of able ism and subjecting disabled people to being a for half century in the state of california. their point of view is expressed by what you see on the streets and sidewalks all throughout this state under the timeline negotiated in the legislature care courts would launch in seven pilot counties by october, 2023, including san francisco, the other 51 counties would follow by december 2024. the state allocated $65 million to launch care court in the judicial system. newsom also pointing to billions of dollars earmarked for homelessness and behavioral health. local leaders say the real work is ahead of us as mayors stand united and saying we want to be part of the solution in helping to implement this is going to be hard. it's

critically important and we have much much work to do. they need help. they need intervention, and sometimes that's tough. and this is a i think balanced approach in san jose. greg lee ktvu fox two news, greg. thank you time now for 17 governor newsom's visit to the south bay sparked a protest by mental health therapists that kaiser who are still on strike over patient care issues, they're upset about the governor's choice to hold the signing ceremony at momentum for health crossroads residential village, which is associated with kaiser permanente. the mental health workers are represented national union of healthcare workers, which issued a statement that reads in part quote if governor newsom is serious about improving mental health care for californians, he must take immediate action to enforce state law and get kaiser to address the mental health needs of its members. the california clean air initiative is supported by bay area legislative, labor and environmental leaders. the

statewide ballot measure would fund climate action and firefighting supporters also say prop 30 will help millions of californians of all incomes afford an electric vehicle. it will also create a statewide electric vehicle charging network, and it hopes to reduce catastrophic wildfires by funding forest management, additional firefighters and fire fighting equipment. oakland mayor libby schaaf was part of the kickoff. team saying passing the proposition is a matter of life and death. lucien is not only killing our planet. it is killing our people. and prop 30 will fix that. prop 30 is an innovative measure that all california's must support as if their lives depend on it. governor newsom does not support the measure, saying it will raise taxes while disproportionately benefit a few large corporations. mm many ways their solution a in search of a problem be, they're going to

create more tax pressures in this state. as the economy begins to klein, and they're the beneficiary of a lot of those directed dollars. i just cannot in good conscience support that and i hope people take a good look at that where this came from where the money is behind it. now according to the american lung association, the bay area has some of the worst air quality in the country ranking fourth in year round particle pollution. the five worst metro areas are all located in california. pam time is now for 19. let's talk about whether on a thursday morning here's roberta, we started talking about chances of rain showers on monday for this coming weekend, and that's pretty far out as far as a long range forecast is concerned. but the computer models has still been pretty consistent. we will share with you that information , but right now, let's get you out the doors and rise 6 52 sunset 7 17, and in between, we wake up to morning clouds that would become sunny, cool to mild conditions with birth winds out of the west 10 to 20 mph. we do

have a foggy morning commute around the golden gate bridge this morning. patchy fog very common around the seashore so deep in some locations were seeing some condensation. drizzle around half moon bay 57 degrees there, it's cooler than that. and santa rosa waking up to 50 to fifty's and napa and in sonoma, but meanwhile, very mild and throughout the tri valley at 64 degrees good morning, san jose, you're at 60. at this hour. you were at 60 also yesterday for comparison purposes. it's the same temperature as it was yesterday . alright, here we go. we fired it up. it is our storm tracker its radar, not picking up any precipitation as of yet, but i've got it going ahead of oil it up. it's been a while since i've used our radar, and we will need it by sunday. so here's an area of low pressure not affecting us except encouraging our marine layer. and then this area of low pressure. the only thing that computer models are wavering on is its timing. i don't believe we're going to see

waiting just to pay their respects to say farewell as the queen is lying in state. the queen's coffin is there available for public view for 24 hours a day until monday morning for the funeral. so again, we're looking live in london as they have a changing of the guards as the queen lies in state. 24 hours a day and you can see in the background there the people waiting in line waiting to pay their respects to her majesty. queen elizabeth. the second took us right there is 4 25, meantime , in east bay woman who is very passionate about the british royal family has used that passion to write books about the queen queen's death, she tells ktvu is amberleigh that it's time to reflect on queen elizabeth's legacy and what she meant to the world. this might be the silliest thing i've ever heard of. elizabeth cried out. janet mccarroll of dublin, reads from a book she has written about queen elizabeth as a young girl. it's the first in a series she describes as historical

fiction weaved with facts really kind of go into real things that were happening with world war two and things that her family was going throughout the time. curiosity had gotten the better of elizabeth and that fueled her courage to speak up. it's that courage and grace that queen elizabeth displayed at an early age and throughout her life that impressed the 28 year old author . she really trained change what it is to be powerful. i think she's a tiny woman, right and she came into power at a time where women didn't get a whole lot of respect, but carol says her lifelong passion for the royal started when she was a young girl wanting to know if there are real life princesses. last fall, she sent a copy of her book elizabeth and the piccadilly council. when buckingham calls to the queen and she received a thank you letter cream was touched by by your wish for her to see the first and your children your series of children's stories and greatly appreciate your kind words of support for the royal family. in june, mccarroll traveled to london to attend the platinum jubilee celebrating the

70th anniversary of the queen's session. mccarroll shared this video of a royal procession go. i don't think we're ever going to see a platinum jubilee again . not in any of our lifetimes, so i wanted to be there front center for it. carol's mother is a teacher at mcclellan's high school in oakland. she uses her daughter's book about the queen to teach literacy and more very important for children to be very aware. of the world what goes on globally in this world to be exposed to more than just their own culture. carol recently completed her second book in the series of passion expressed through her storytelling. the queen's passing, mccarroll says, is an opportunity to honor her prepared to celebrate her. more so than cry about it. but carol calls the queen the greatest monarch to ever live. she'll be watching the funeral was sadness but also with hope for the future of the monarchy.

doesn't get better until 7 80 then picks up on the way to the cartoonish bridge. just don't let that surprise you if you're driving in ballet. so anytime soon. 4 32. let's get back to the headlines. thank you. sal and investigation is underway in oakland after more gun violence , ktvu crime reporter henry lee tells us four people were hit during a shootout. two of those people were asleep in their bed. mario nunez ring cameras captured the sound of gunfire near 92nd and peach and east oakland. they're even more shots before the cameras rolled. i heard about 50 gunshots from like, uh, starting from like 30 seconds ago. and then there's a break and then again, and then again, i'm like it's like a gun battle, like what's going on. the shootout happened at about 10 30 tuesday night, not far from this memorial at the dead end of 92nd avenue, oakland city council member trevor reid says two cars were involved in a rolling shootout before crashing. they were driving and shooting. an accident occurred. they jumped out of the car and,

uh, that gun violence continued on the streets more rounds within fired by numerous shooters and captured by shot spotter. it sounds like a war zone when i listened to the 100 rounds that were fired with this incident when it was over, a man and a woman sleeping nearby were hit by stray bullets. two other people were also shot and wounded and showed up later at the hospital. i spoke off camera to the couple who was shot. the husband said he was shot in the groin, his wife in the stomach, they said they were fortunate to be okay. this woman who didn't want to be identified, says chaos broke out when i just heard just a lot of gunshots, like just just started just going off and everybody started running and screaming in the neighborhood left with bullet holes, evidence markers and chalk circles. we found this to 23 caliber rifle round lying in the street. this bottle of tequila also left behind by one of the injured victims patrol bottle with her blood on it. the girl who was shot this harmful behavior that we're seeing what people sleeping in their homes, people attending a memorial, um

, being innocent bystanders caught up in, um, the craziness of what's taken place in oakland . police have identified one person of interest in trying to identify all the shooters would help the shell casings and rounds found at the scene. henry lee ktvu fox. two knees, henry. thank you. time is now for 35. the chinese american association of commerce is teaming up with citizen app to fight against anti asian hate crimes. citizen app is committed to providing as many as 20,000 free subscriptions to citizen protect its a $4.8 million commitment. it's part of a solution to fighting hate crimes against the a p i community the citizen app uses law enforcement communications to provide location based safety alerts. federal judge has ruled some current food labels don't adequately protect consumers. foods containing genetically modified materials have had to carry a special label that tells consumers what those are. two

versions of the labels allow consumers to scan a q r code or text a special phone number to get the details. those have been challenged by consumer groups who say the required information isn't available to everyone because they require a smartphone. the judge ruled. food makers can continue to use the labels but must provide a more accessible way to get that information. time is not 4 36. but ren county supervisor is now debating a plan to build affordable housing for teachers near san quentin state. prison supervisors say the county's having problems filling teacher job openings because of the high cost of housing in moran, the oak hill project would create 250 units of housing, including 135 units for teachers and some county employees. housing would be built on the side of a firing range right across from the prison. the project could be approved by the end of this year. right now. keeping up with the rising cost of living is a problem for the majority of those in the u. s 55% of working americans surveyed by bankrate

and around a nearby golf course . last week, a dog was bit by a coyote and a resident said that her daughter as she was playing here in the park was surrounded by coyotes. and that is one of the reasons why you will see these new signs here in the park. they're reminding people what to do if they see a coyote , a representative former inhumane told the marin independent journal that they are ramping up efforts to educate the neighborhood because they believe there might be a den in this area. now that could be why the coyotes seem to be more territorial experts say. this is the time where pups born in the spring are going out into new territories, coyotes are generally skittish and post little threat to humans, but there have been rare attacks on humans and pets. and local residents are describing the coyotes in recent sightings as aggressive. last month, a group of agencies known as marine coyote coalition held the webinar to teach residents here

continued during the night. ktvu sally rasmus is here now to explain what this means. as for the economy and also for the bay area and bay area commuters. good morning. good morning, david biology counts. this is good news. the white house announced this agreement had been reached around two am our time, so during the overnight hours is when this finally came to fruition, union organizers and railroad company management had been negotiating for more than 20 hours straight with the u. s secretary of labor at the table mediating and finally overnight, they reached that tentative deal. now if it's approved by union members, then that would mean no railway strike this friday. no strike means not only freight rail service will go on as usual, but also amtrak and cow train service. amtrak system is almost entirely run over freight rail lines in california and in most other parts of the country, a strike would have canceled capitol corridor amtrak service caltrain service from san jose to gilroy would also have been canceled because that segment of caltrain runs on freight rail lines as well. but again, no

was bit by a coyote and one of the residents said her daughter while she was playing at this park was surrounded by coyotes, and that's why they have put up some new signs here at the park, trying to tell people what they should do if they do see a coyote as they're out, walking their dog or just enjoying this park, now, a representative for marine humane, told the marin independent journal. that they are ramping up efforts to educate the neighborhood because they believe there might be a den in this area. that could be why the coyotes seem to be more territorial experts say. this is the time where pups born in the spring are going out into new territories. coyotes are generally skittish and pose little threat to humans, but there have been rare attacks on humans and pets, and local residents are describing the coyotes in recent sightings as aggressive last month, a group of agencies known as marin coyote coalition held the

webinar to teach residents how do coexist with coyotes and what their actions mean. they stopped . they turn around and they look at you, and that often gets misperceived that this coyote is stalking me trying to get me and what i'm trying to tell you is yes, they're trying to trick you into thinking that that's all going to happen, but it's their natural defense mechanism. now if you see a coyote come up to you. what you're supposed to do is something called hazy. now that means you're supposed to be as big as possible. make loud noises really be as obnoxious as possible. the idea of that is to make sure that coyotes are still fearful of humans, so they know not to interact with humans not to go up to them. and so the advice for everyone who sees coyotes come up to them is to do that hazing and teach other people in the neighborhood. what

than 63,000 acres. containment is just 20% contained. new evacuation orders were issued on tuesday and wednesday in el dorado county, more than 11,000 people in eldorado and plaster counties are currently evacuated from their homes after the flames jumped the american river time now 608 firefighters and clark county, nevada, rescued people who were trapped in their cars and other vehicles after flash flooding in that area. the cruise with the napa valley fire district rescued the driver of a semi truck that became stuck look at that. two people were also trapped inside of a van. with floodwaters rising up to the windows on the same road and air rescue unit and lifted the two people to safety. fortunately no injuries were reported, and it was a really close call for a mother and her two children in southern california. this body cam video captured a rescue in san bernardino county, showing several officers braving the

midterm elections. 55% say they would likely approved proposition 30. however this poll by the public policy institute of california was completed before governor newsom came out publicly against prop 30. proposition one would put the right to have an abortion and access to contra costa into california's constitution 69% of people who were surveyed support that idea compared to 25. who do not prop 27 would allow online gambling outside of tribal lands . the battle for votes has set a record as the most expensive campaign in california's history . this poll finds 54% of voters do not support the idea right now and when it comes to top issues. it's not surprising the economy and inflation front and center for the people of california homelessness, housing costs, climate change and the

management reached a tentative agreement to prevent a strike, and it came after hours of negotiations that lasted all night. ktvu s alley rasmus is here now to explain what it means for the economy and really for the commuters to use it. area communities who use capitol corridor trains. this is good news for them. also commuters in santa clara county who used caltrain if this strike is averted, which it looks like it will be. those commuters will have service as usual next week. let's show you a live picture right now of the team ian caltrans station in san jose. there you see one of those trains on the tracks. there are railroad strike would have canceled this segment of cal train that goes from san jose to gilroy because it runs on union pacific rail lines. those are free rail lines that would have been affected by this strike. amtrak's system is also almost entirely over rail lines, freight rail lines in california and other parts of the country so strike would have canceled capitol corridor, amtrak service , railroad unions and management reached a tentative agreement to

new details about santa clara county's plan to have narcan available at all high schools in the county. it's in response to the growing threat from opioids disguised as candy on social on school campuses. the santa clara county board of supervisors is now earmarking $135,000 for the purchase of narcan kits. a young person could think they're taking, um, a percocet or something that they bought that online and it could be laced with fentanyl and kill them. the treatment is administered by a spray in the nose that prevents an overdose immediately without the danger of addiction. county school officials say the vast majority of high school communities welcome this latest safety tool your time. 96 36 santa clara university students who are moving on to the campus or getting a warm welcome this weekend. today is the first day students can move into the nine residential learning communities on the campus. the moving days will continue through sunday with a family friendly welcome.
