brothers were shot and killed in oakland at a weekend house party and investigators are working hard to find out what led to the shootings. ktvu elissa harrington tells us how their family and friends are reacting. tears and heartbreak at a candlelight vigil for to berkeley teenagers who were shot and killed at a house party over the weekend. i can't even believe that something like this could happen. hundreds came out to your 15 year old angel and 17 year old jay z. sotelo garcia. the brothers were students at berkeley high school mondays. vigil was held inside longfellow middle schools cafeteria, where it was standing room only as friends. family classmates in community members made a huge show of support for the grieving family, and we have to hold their memories close to us. and we have to love this family the way they deserve to be game out there, and it's sad. that's who is how to lose their life. for

no reason. saturday's shooting happened around 9 45 pm at an airbnb rental in west oakland, oakland police chief laurent armstrong said people at the party were targeted. we believe that this is a result of a conflict. that may have happened at the school. previously armstrong said at least two people opened fire one with a rifle, the other with a handgun to other teens were injured. berkeley school superintendent n school campuses and set the focus is caring for each other in the days and weeks ahead really hard time for all of us never, ever should have community be devastated like this, and we are coming together to heal together to be of service and to be in community with the family in berkeley, elissa harrington ktvu, fox two news thank you. alyssa the parents of a tech charter school students in oakland are now discussing a plan to have their

children returned to campus after last week's shooting. how about 200 families in their, uhr school. we really are community school if you will. you know when we call our parents and ask them to show up to an event they do. they gathered for a meeting with school administrators and teachers. last night. a tech is one of four schools located on the king estates campus. six adults were wounded after more than 30 shots were fired on that campus six days ago. now oakland police have released new video of that school shooting. officers are asking for the public's help in identifying the two gunmen who are seenns drawn. police say they are looking for at least one other person who was driving a getaway car. two of the six wounded in the attack are still in the hospital. they are expected to survive. the other four have been released. time is 404, a

desperate search is underway to find a baby and three members of her family who may have been kidnapped in merced. the baby is eight months old, a ruhi dairy. also missing is the baby's parents and her uncle. sheriff's deputies say all four were taken against their will, from a business in merced by a man described as armed and dangerous . so far, there's only a vague description of the suspected kidnapper, and there's no word yet on the motive. investigators in amador county now say the remains found over the weekend in the sierra foothills are not those of missing oakley woman alexis gave they have now determined. the remains are those of an animal. the amador county sheriff's office had been looking intoere those of the 24 year olded by her ex boyfriek in in a standoff with police in the seattle area when they went to arrest him for her murder. time is now four or five, or $200,000 reward is now offered by san francisco police to solve a six year old homicide case where 22

year old karen lamonte was killed. that reward money has been doubled. karen ahmad was killed october 7th 2016 shot to death that broad street and plymouth avenue in san francisco's ocean view neighborhood, and police say there were several witnesses. the lead investigator now believes some of the witnesses may be willing to come forward. you know, sometimes you know when you're in the moment, um people are often scared to speak to us, you know, regarding incidents like this, but ah, over time. um maturity, you know , or other events in their lives may may occur. if you have any information called san francisco police suspect involved in a high speed chase is on the run this morning sky. foxx captured the chase yesterday as it spanned from lafayette to san francisco. chp officers say that driver being chased exhibited extremely erratic and dangerous

stronger and better prepared for the future. president biden also announced $60 million in federal funding to strengthen levees and flood waters and also build a flood warning system. tomorrow. president biden will head to florida to survey the damage there from hurricane ian. his visit comes as there are questions over the timeliness of evacuation orders along florida's gulf coast before last week's hurricane. rescue teams are still working around the clock to reach people stranded in some of the hardest hit areas washed out bridges and roads are making the task difficult. some officials are facing questions over why they issued evacuation orders just 24 hours before the hurricane made landfall. should be focusing on lifting people up and stop incessantly talking and trying to cast a spur zhen's on people that were doing the best job they could with imperfect information. many people who lost their homes are now staying at an area near fort myers, the

systemic in women's professional soccer, according to a scathing report. u s soccer commissioned the investigation following player allegations last year. this is a problem larger than just one or two individuals. this is a problem that pervades an organization within the national women's soccer league coach is accused of sexual relationships with players of showing pornography instead of game film and of coaches fired for inappropriate behavior that were then hired by other teams. it shouldn't be the price of women has to pay to have to tolerate tolerate this type of behavior and these types of environments. we have to remember that these cultures to ride women out of the sport as the investigation unfolded. five of the 10 coaches in the league last season were either fired or step down. but sean fletcher with san jose state university, says there needs to be big picture reform. yet another cutting example of sport

considering a proposal to require the oil companies to pass some of their record profits back to taxpayers. california is just three days into its new year, and the outlook is grim. ktvu tom baker , this is the new water year. he shows us the data and explains why this winter does not look good. california just capped off the driest three years in state history. experts are predicting yet another dry year, the national weather service three month long range outlook, not a forecaster. prediction shows at best and even or below chance of normal rain and talking in the sort of outlook framework. where we're looking for things that can give us kind of an idea of which way things might be going . computer models consider a key weather influencer for california precipitation to be water temperatures in the pacific near the equator. currently a cooler water condition called la nina events.

chase on eastbound 87. you said we see things that night. no kidding. yeah i mean, you do see things out there they were just chasing a u haul truck on one on one in san mateo recently. i'm not sure what happened with that , but they're off the freeway. i do want to let you know as we stay in san mateo county. highway 35 daly city state route 35. that's skyland boulevard is closed in both directions between hickey boulevard and king drive. that's right on the boundary between daly city and pacifica, so you can't use skyline. a lot of people do use skyline and they say it's going to be closed. till nine. a.m. must have been a very serious crash. looks like it was first reported in about 3 30 this morning, so you need to avoid that people are going to be using side roads, and that's going to be a big problem for this area again. skyline boulevard closed between hickey and king, and it sounds like

something pretty serious for 32 . let's go back to the desk. thank you. investigators in stockton have now linked to more deadly shootings to a suspected serial killer, including one in oakland. the killer is now linked to seven deaths since april of last year. six of those victims were in stockton's one was in oakland. oakland victim is a 40 year old man killed on april 10th of last year in each of the cases, the victims were shot to death, caught by surprise in the dark. another life. god and that scares me. that part scares investigators e of the men were robbed or beaten before they were killed. and the shootings also don't seem to be related to gangs or drugs. the reward for information leading to an arrest has now increased to $95,000 after an anonymous donor yesterday contributed $10,000. oakland police are now

investigating the city's 1/100 homicide of the year. the deadly shooting took place yesterday afternoon near the corner of 12th and kirkham streets. family members have identified the victim as louis. true hill, who was killed just one block from his home. he was a relative of a member of the city of oakland's own violence prevention staff. i'm trying to muster up the strength. to comfort his children. are finding out today that their father has been murdered. so, um very difficult to try to hold it together and be here for somebody, but you hurting yourself. control killings, says his uncle, known as joey was struggling for years but had finally moved into a home of his own in west oakland, and it just celebrated his 60th birthday. he was proud to be able to. finally get off the streets. and get him a place to live. and to have a place of his own. where he can have his

grandchildren and children overo arrests in the case, and there's no word of any possible motive. as for the homicide rate in oakland, there were 134 for all of last year and again. this most recent killing was the 1/100 this year. our time is 4 35 happening today. state attorney general rob bonta will be in oakland, talking about the growing number of gun violence incidents in the city. banta will meet with oakland mayor libby schaaf and members of the community talking about better ways to stop and prevent more about violent crime to recurring and also look at new ways to help crime victims. firefighters say arson is suspected as a possible cause of a grass fire that happened along interstate 5 80 in oakland. firefighters were called to this fire yesterday along the eastbound 5 80 35th avenue, fourth fired spark in a one mile stretch of 5 80 in the past three weeks. riders believe at least one of those earlier

fires was arson. no buildings burned and no one was hurt. santa rosa police need the public's help to find the suspect wanted for a violent carjacking. over the weekend, police released security video of a man where they identify as 28 year old rico. leighton gomez of windsor. he has seen walking toward that pickup truck, tossing his bag into the bed of the truck, then assaulting the driver before stealing his truck. and driving away. there is a 25 $100 reward for information that leads to his arrest. tom has 4 36. you had another side. joe in san francisco has many of the neighbors demanding action from the police. okay they can kill somebody like this. people grab their cameras. when this side joe popped up in downtown san francisco over the weekend, some of those neighbors also captured images of police patrol cars less than a block away from the sideshow. ktvu is brooks jarocz

tells us, they don't think the police are doing enough to stop this illegal activity. it was just after midnight early sunday morning, the car like zoo zoo zoo zoo. so we look out the window. so many people awakening for san francisco neighbors who live near harrison and main streets, a sideshow gearing up just two blocks from the embarcadero and the bay bridge. okay they can kill somebody like this cell phone video shows the police response lights flashing sirens blaring. police dependent here and they're not doing anything. but it goes on too long. it goes on like 10 15 20 minutes. neighbors like ethan deng are fed up. it's not the first time but the latest time he's seen this in his neighborhood, sometimes ending with injuries kind of need to put some more control over it,

like, not just let it time out kind of thing. yeah i often does this happen. i'm still saying and hearing it like three or four times a month, now coming from other directions, francisco police say in this case, it dispersed the crowd and the cars , but no arrests have been made anything they just like. whoa and everybody moved. police responded to that in a statement , saying these stunt driving events are dangerous and volatile incidents often including individuals armed with firearms officers must balance public safety while utilizing time and distance. so as to not unnecessarily further escalate the already dangerous incidents of things can go wrong in that 10 minutes, right? like why would they let it go on that long? still upsetting to those who see it, hear it and want to stop being left to live with the reminders. they can maybe put some, like all the circle like it another bumps or anything to avoid it. i think it's crazy. they need to move on. let's not

safe for the neighbor is not safe for the kids. whatever they're doing. brooks jarocz ktvu fox two news. thank you. brooks, the owner of an oakland childcare center, says his business has been hit by vandals multiple times this year. and now, he says the city is adding to his frustrations. john wong is the co owner of the starlight child development center. the daycare is on 14th street near oakland, chinatown. he says vandals have broken windows and sprayed graffiti on the building four times since january, with the most recent happening just last week, he tells us he's now getting notices from the city of oakland, demanding the graffiti be removed within 10 days or he'll be fined. i'm just wondering why this building is targeted. and those other three buildings on the corner or not. i hate to say it, but i feel like i'm defeated. and defeated. i'm not being served. being an open. i've been raised, born and raised in oakland. wang says he suspects the daycare may have

breast cancer foundation. one in eight women will develop breast cancer in her lifetime. journalist katie couric now helping encourage women to get checked after recently revealing that she is being treated for breast cancer. fox news medical teams, dina said a fatty joins us now live with the new tool in screening and dina tell us about this new tool and when will it be available? well pam, you know what's interesting about this is that it's specifically for women with dense breast tissue, which katie couric has, and we hear that term a lot dense breast tissue without really good explanation of what it is. and that's what this this new screening to really address is. katie admits also that she missed a mammogram. she's got dense breast tissue, which puts them at higher risk, basically dense breast tissue and by the way, that is not something you're going to know with a self exam. it is something that you need a mammogram. to determine because it's it has to do with the makeup of your breasts. it's fatty tissue versus glandular

tissue and other things when you're when you have dense breast tissue on a mammogram, the image it appears very white . there's a lot of white area when you have a breast cancer in a mammogram. it also shows up as white. enter this new technology . it's called soft you developed right here in metro detroit. they've been studying this for 12 years. has just got fda approval. so here's what happens . patient lays down lies down, face down and the breasts actually go into sort of a warm water bath. there's no compression. it uses ultrasound technology through this water. and you get a color image, and doctors tell me that they were able to detach 20% more breast tumors in dense breast tissue using this technology, so it's not out quite yet. it's almost, uh, so it will be arriving at the end of this year beginning of 2023. then you will see these machines making their way throughout the country and

really all over the world. you do have to have pam i should point out you have a mammogram first. and then if you have dense breast tissue, you are referred to get this additional exam. okay i was just gonna ask you that. is this going to replace the uncomfortable mammogram? we are all going through now, because that's sometimes keeps women away. they're afraid of that type of testing, so hopefully this will be widespread, but you will have to have that initial exam first. well and you're exactly right. i mean it be nice if this were some day and another option because it is less painful. it's more private, more comfortable, so all those things that might keep some women away and there is an 8% less chance of a false positive, which means fewer biopsies and fewer of those phone calls. you gotta come back. we saw something that looked, you know, a little iffy. um which just sparks all kinds of, you know, stress and fear and anxiety. so um, all in all,

it's a step in a in a really good direction, where doctors say they think they will be able to find breast cancer tumors that are very subtle that will not show up on a typical mammogram in that dense breast tissue, find them earlier and save lives you mentioned it's still early, little early in the fda approval process in getting this out is the hope that this will be widespread or will people will women have to ask for this type of test specifically? well and what one thing that you do definitely want to ask for ladies is what kind what? make sure you know if you have dense breast tissue, um you're hopefully your when you go for your mammogram. you're being told that but that's one thing you've got to know, because it is a different risk factor. if you do then if you do, you're getting a three d mammogram and then yes, the idea is that this machine will make its way to you know, out to you guys and all over the world and it will be a viable and not a super expensive but this is not a super expensive technology to use so it should be a viable

of the darkest days, barbara mcdonald would turn to music. i would sit downstairs and hear her crying and i would play guitar. her daughter would cry, battered by her struggles with mental health. my younger daughter was exhibiting some behaviors like self harm, disordered eating things like that. and when she was an adolescent, even though the care seemed to be somewhat inexperienced, you know, like therapists and training and things like that. we felt very supported and all the different components of her care. but her daughter is now 19 and the last couple of years have told a different story, but they don't follow up with her. so the last time she saw a psychiatrist was probably six months ago. i just feel in total despair and trying to get anything from kaiser like i've given up on kaiser helping my family thrive. i'm i don't even get the sense that they care if we survive. that

struggle is echoed by april, jordan's whose 24 year old son called her last spring and just said i can't do this anymore. i need help. i need to go back to that therapist. i need. i need help. i need i need you moms what he said. she too, says kaiser had helped in the past and had hoped therapists would be able to help him again. but all he got were phone numbers, he said. it was just a total runaround. he did not get any help. he did not get anybody and he went in there, and they waited in the in the lobby for like 2/2 hours, and he was like , i'm not leaving till i talk to someone. i'm not leaving until i talk to someone. he was there for over two hours. and they came out and gave him another phone number. no help. that's what week before he died. he tried hard as he could. both their children were patients at kaiser and with a strike by therapists entering its eighth

that health care systems are using a medical model as a mental health model, and that doesn't work. that's not how complex trauma is. that's not how depression is or anxiety or grief. um and so because we have so many patients we're booking people once every 6 to 8 weeks for therapy. and that's no longer therapy. at this point, they are issues state senator scott wiener hopes will be addressed by a bill he wrote sp 2 21 that went into effect in july. health and must provide access to mental health appointments. um, within two weeks of initial appointment, and then two weeks later, and two weeks later, he doesn'tof available therapi to minimize treatment, delay treatment and when they have to provide more timely, comprehensive access to mental health treatment. it does impact their bottom line that creates

more inequities. if you have money, you can get help. it's a huge financial burden that i can't afford. but the question is, is this a kaiser problem or a bigger one? kaiser is not the only health plan that has these issues. it's a pretty extreme situation, kaiser in terms of the lack of access to mental healthcare, and kaiser needs to really just turn this around. this is on kaiser to fix this is defending itself. telling us in part in an email response to questions that it supports the aim of sp 2 21 and calls the implementation challenging for all health plans, not just kaiser permanente. kaiser also pointed to a lack of mental health professionals, calling it real and documented and says it launched a $500,000 recruiting initiative to recruit new clinicians. kaiser is currently under review by the state in both what's called a non routine survey and an investigation. agreed. nice and so the strike

way out to the end of that parking lot beyond that. it's about a 10 to 15 minute delay before you get onto the actual span at 601. let's get back to the headlines. thank you happening today. conference later today in oakland about how to stop the rise in gun violence . oakland just reported its 1/100 homicide of this year. ktvu is james torres is in oakland out to talk about the speakers who are expected to be at that meeting and the latest on the latest crimes in oakland, james dave. good morning, we're expected to hear from a number of district attorneys within the bay area and a little bit beyond and the keynote speaker at that conference is said to be attorney general rob bonta, who recently just created an office of gun violence prevention. the whole conference has meant to share ideas of how to get this growing number of murders as a result of shootings down that has been plaguing the city of oakland. and just the last week we saw gunmen entering the king's estate campus home to a number of schools. police released new surveillance video showing two men with guns, one

with dark pants, possibly jeans and other with gray pants, and they said that fire guns and would run off six total people were hurt from this gunfire and officers haven't arrested anyone just yet. then over the weekend, the school community in berkeley heartbroken after finding out two brothers angel and jay z. sotelo garcia. died when a gunman shot and killed them at a house party in oakland police now saying a conflict began between the brothers and the suspects, and those gunmen uninvited to the party walked in and began shooting. two other people were also hurt, recovering in the hospital shortly after officers addressed those murders. oakland police reported its 1/100 homicide of the year. they identified the victim as six year old luis true hill, his nephew, part of the city's department of violence, found out while reporting to the scene of the crime. ready for this to stop. no, it's not just my uncle. we're ready for this city to wake up and realize that we don't have to solve things with violence that this is not

have to love this family the way they deserve to be game out there, and it's sad. two. it's hard to lose their life. for no reason. representative with the berkeley unified school district , says the district is making counseling services available for students on campus this week . he says the school wants to make sure the community focuses on caring for each other in the days ahead of time. now, 605 a desperate search is underway to find a baby and three members of her family who may have been kidnapped. in merced. the baby is eight month old arruti dairy . also missing is the baby's parents and her uncle. sheriff's deputies say all four were taken against their will, from a business in merced by a man described as armed and dangerous . so far, there's only a vague description of the suspected kidnapper is no word yet about a motive. investigators in amador county now say the remains found

over the weekend in the sierra foothills are not those of the missing oakley woman, alexis gabe now have determined the remains are those of an animal. the amador county sheriff's office had been looking into the possibility that the bones were connected to the missing 24 year old. police say she was killed by her ex boyfriend back in january. he was killed in a standoff with police in the seattle area when they went to arrest him for her murder. six oh, six, just a little while ago, north korea fired a ballistic missile over japan for the first time in more than five years. that missile launch forest, japan issued temporary evacuation notices. they also suspended train service for several hours. those air raids tyrants were heard all over japan. the missile flew over japan and landed in the pacific ocean. that missile launch quickly was condemned by the united states, south korea and japan. it is the most

chase yesterday as it spanned from lafayet to san francisco . chp officers say the driver being chased exhibited extremely erratic and dangerous behavior during the pursuit. at one point , the vehicle appeared to clip a cyclist in oakland. that cyclist appeared to be okay and the driver kept going. enforcement eventually ended the pursuit in richmond because they thought the conditions were too dangerous. they did not say why they were originally chasing that car. time is at 6 15. a new investigation into women's soccer reveals sexual and emotional abuse. us soccer commissioned this investigation after there were allegations by players last year within the national women's soccer league coaches were accused of sexual relationships with players. there's coaches were fired for inappropriate behavior. and they were then hired by other teams. shouldn't be. the price of women

cdc it will no longer maintain a list of covid-19 travel advisories for foreign countries . the agency says that it is ending the list of advisories because fewer countries are testing or reporting coronavirus cases. the cdc says going forward, it will issue travel health notices only for concerning covid-19 variant or other situation that would change travel recommendations. for a particular country. well today, oakland city council members will vote on a call for alameda county to overhaul its juvenile justice system. the mayor and other city council members in favor of the reimagined youth justice proposal said that they want the county to focus more on rehabilitation instead of jailing young offenders. they also want to reduce the number

another lifeguard man was on his way to work like that scares me . that part scares me on his way to work. now investigators say none of the men were robbed or beaten before they were killed and the shootings don't seem to be linked to gangs or drugs. reward for information leading to an arrest is now increased to $95,000 yesterday in an anonymous donor contributed $10,000 more. the community of fort myers beach in florida, now disaster zone because of hurricane ian, look at this. this is like a bomb went off. looks like our neighbors building crashing ours. that's the green building. so i'm sure it's just a domino effect. boom boom boom. for people returning for the first time they found complete devastation. homes have been ripped to pieces, few walls standing. one man who lived on the beach says there's barely anything left to recognize.
