once worked for the family, and it also sent angry text messages to them. ktvu crime reporter henry lee has more on the story. a tragic ending for a family kidnapped in the central valley . the bodies of a baby girl, her parents and her uncle found by a rancher in an almond orchard in merced county. ktvu has learned from a source close to the investigation that the two brothers were killed with a machete. the source says. the wife of one of them was then shot as she held her baby girl in her arms. that infant was then left to die. we were hoping, praying that we're going to find the family safe. and worst fears are realized, and the family is immeasurable on the grief that they're going through a suspect in the case, jesus salgado tried to kill himself in the town of atwater and is now under police guard at the hospital. merced county sheriff burn warranty says the suspect's been talking off and on with investigators the motive most likely financial related of money. or anger, and it could be the both of those apply here.

now the convicted robber could face murder charges with a special circumstance of multiple murder for allegedly killing eight month old urruti dairy. her parents, jazz, lean cower and jazz deep singh and her uncle amandeep singh. i've learned from the family the suspect had once worked for the victims who ran gateway parking and storage off south highway 59 merced. a relative tells me salgado drove a truck for the family. one time. authorities say this surveillance video shows the armed suspect, leading brothers jazz deep namen deep singh from the back of the business on monday morning. some people say well, they don't look distressed. well i got to tell you right now, their heads were probably spinning. they got a guy with a gun. who knows what comments or threats he did make the suspect drives off with the victims in a truck and then returns to kidnap the mother and daughter. the truck belonging to the victim was found on fire the victim's whereabouts unknown until their bodies were found late wednesday afternoon. unfortunate part of this whole thing is that by the time we're getting into this investigation, we believe full heartedly that they murders have been committed , told prosecutors likely won't

get this case until next week, so they have some time to review it. the suspect is still in the hospital and its search for any accomplices is still ongoing. henry lee ktvu fox two teams. thank you, henry. the merced community is now coming together to express their grief and anger over the family's death. dozens of people gathered for an emotional candlelight vigil in downtown merced last night. it was a night of tears in prayers that included local religious leaders. let us place our arms around one another. let us encourage one another. let us be there for one the mayor of merced was among those who attended a candlelight vigil. he had a message for the grieving community. we're going to channel the anger. we're going to channel the pain. we're going to channel the sadness into more love. this was just the first of four nights of vigils in downtown merced that will end sunday night. police in stockton

are now telling people who are homeless to stay alert as the investing they investigate a string of homicides. officers have been passing out flyers throughout the community where suspected serial killer has already shot six people, killing five of them. another victim was killed here in oakland. the flyers are being distributed in both english and spanish. strategic community officers. they've been going out to homeless encampments in north stockton's passing out some flyers the reward information and you know, telling our going on and how to remain safe. homeless shelters are also putting out advisories to inform on housed individuals about safety. the fbi has been brought on board as part of a law enforcement task force investigating the homicides, help and they've done the right thing by establishing a task force. but there needs to be there's people i need to sit back. think about what's happened because the police on

this there's not enough place on the street. to catch this guy unless they get lucky, so they're doing the right thing. it's just these things. these serial killers are hard to solve. the fbi task force is working to build a profile of the person responsible for the deadly shootings. charges have been filed against a woman suspected in a series of attempted kidnappings in berkeley detectives arrested 36 year old dominique walker near the north berkeley bart station wednesday. they believe she is behind a string of four attempted kidnappings. going back to august. the victims three boys and a girl range in age from 12 to 15 years old. there's the potential that there could possibly be more victims. we don't know. at this time they've been contacting the witnesses talking with the parents talking with the juveniles that were involved. right now. walker is charged with one attempted kidnapping involving the most recent case, investigators say she tried to lure a 12 year old boy. the othl under investigation. president

biden is raising the alert about the nuclear risk posed by russia . the president says the risk of nuclear armageddon is at a time level since the 1962 cuban missile crisis. now this comes as russian officials speak of the possibility of using tactical nuclear weapons in the war against ukraine. president biden says russian president vladimir putin is not joking when he talks about the use of tactical weapons, which are described as less powerful than strategic nuclear weapons. this morning, one person and two groups will share this year's nobel peace prize, the awards committee announced the prestigious award just a few hours ago. in norway. the recipients are ali's galitzki. he is a human rights activists currently imprisoned in belarus . the second recipient is a russian group against human rights abuses. it is called memorial and the third recipient is the ukrainian group center

for civil liberties. the three winners will receive medals and sharing $900,000 prize given out in december. well today, first lady jill biden is in the bay area to put a focus on the president's cancer moonshot effort. that's during breast cancer awareness month when the first lady arrived at sfo yesterday, she was greeted by house speaker nancy pelosi and congresswoman jackie speier of san fran san mateo. this morning , joe biden will visit ucsf's cancer research and treatment centers. dr biden had four girlfriends that were diagnosed with breast cancer in one year. this moonshot is really important for all of us because everyone of us has someone in our family who's struggling with cancer or died from cancer, and the goal is to actually reduce the amount of cancer by 50% in 25 years. after the hospital tour. the first lady is scheduled to speak at the democratic women's luncheon issues conference in san francisco. it's a gathering of

democrats are soft on immigration, bad for inflation and gas prices and weak on crime. his crime at a level it hasn't been in 20 years because democrats defunded the police they elected woke. diaz, who i don't believe in putting people in jail. republicans hope to take back control of congress in the midterm elections on november 8th. no credible threats. that's the message the fbi is sending to voters as we are now, a little more than four weeks before that midterm election, ktvu is christien kafton talked with one of the top cybersecurity investigators in the fbi about making sure each vote counts. in just a matter of weeks. voters will have their say, determining local races as well as who controls the house and senate. the fbi's cybersecurity unit is working to make sure that every voter can have faith that their ballot will count. the election process itself is a safe as it's ever been, and even more so, with all of the different protections we have in place around the ballots themselves

around the ballot counting equipment around the voter registration databases. fbi special agent elvis chan says the agency is always looking at what has happened in the past and applying it to the future. he says. a lengthy review has determined that the 2020 election was the most secure in the nation's history. like for 2020, we knew specifically the incidents that happened on a county by county level because there were so few of them. i can count them on one hand, especially, chan says federal agencies have their eye on misinformation and election lies that often spread through social media. he said. federal law enforcement agencies are sharing data with those social media platforms with the aim of combating election misinformation. with the truth. people are trying to dispel the disinformation and misinformation that is going on that there are things that are happening to the election. we don't see any credible threats. at this point. that's not to say we're not monitoring them because we are. the fbi says it has worked with registrars of

gave the parties until october 28th to reach a deal. otherwise, the trial will happen in november. governor newsom and three other west coast leader signed a new agreement to combat climate change. the governors of oregon and washington and the premier of british columbia came to san francisco to sign an agreement to work together to fight climate change and invest in the transition to clean energy. so we have to do things radically differently, and that's the spirit that defines this agreement. spirit of collaboration, cooperation. we're demonstrating that we are much more powerful and impactful working together than when we're working alone. care for all of the western leaders renewed the pacific coast collaborative, which launched in 2008 when arnold schwarzenegger was california governor. part of the agreement calls for installing more e v charging stations along the west coast. the collaborative goal is to cut greenhouse gas emissions by at least 80% by 2050. gas prices

are up across the country here in california. they're actually down a little bit this morning, according to triple a california's average price dropped about three cents compared to yesterday. average price in san francisco dropped two cents. both oakland and san jose are down about three cents from the day before. costs are expected to rise, though, with opec nations and other oil exporters, announcing that they will cut production by two million barrels, president biden says he is weighing options to offset that move. some members of congress, including south bay, representative ro khanna, want more pressure on those oil producing countries. i don't know whether their motivation was to hurt the american people. but the fact is, it does hurt the american people. this is a giant glaring message from the saudis said no, we don't share your interest. now the white house plans to release another 10 million barrels of oil from the strategic petroleum reserve next month. that is a just a drop in the bucket compared to opec slashing production by two

million barrels a day. starting today. almost $10,000,010 billion in stimulus payments will begin going out to californians. it is the largest payment program in state history. the first eight million payments go out they will be direct deposits. they will range from 200 to $1050, depending on your tax filing status. employment analysts say california's job market is at its most volatile since the pandemic began. california has about 12% of the national workforce, but 20% of the nation's layoffs. some of it involves the tech sector. we certainly have a lot of companies here, surveys show business consumer and investor confidence are all down. however it is still an employee market with millions of job openings here in california. job numbers are still much stronger than all of the other economic indicators . it's still well above the number of job openings we had prior to the pandemic, um, which were about 7.7 billion. now all

those openings as many workers rethinking their current job or career path they are searching for raises better benefits or improved work conditions like working from home, either with their current employer or a new company. well, the help wanted sign up at amazon e commerce giant does plan to hire 150,000 workers for the holiday shopping season. the jobs include packing , transporting and delivering customers orders amazon announced just last week it would raise average starting pay for delivery and warehouse workers to at least $19 an hour . many seasonal workers will receive a signing bonus as well , and there are both part time and full time positions available. well a woman was attacked while jogging along a trail. she was rescued by an unlikely group of people still ahead how a nearby inmate cleanup crew jumped into action. and the new tools being installed it select intersections in san francisco in an effort to stop sideshow activity.

it found an estimated 22,000 people across the state have become homeless since march of 2020 that same report found the pandemic has affected latinos in california, especially hard. wouldn't surprise to me when a pandemic hits that they would be the most affected and move into homelessness because they're already making the least amount of money. now homeless rights activists say state and federal programs played a major role in preventing an even bigger homeless crisis in california during the pandemic. a lot of people. were. saved from losing their homes and managed to stay in their homes because of emergency rental assistance and all the other, you know, pandemic programs that we saw. there are programs, however, homeless advocates say local, state and federal agencies need to do more to help them many people who have become homeless during the pandemic. well it appears californians

overwhelmingly support a new state law for court ordered treatment for people struggling with severe mental health issues . the berkeley igs poll shows 76% of the voters approved the law only 15% say they are opposed. that law has strong bipartisan support with 80% of democrats and 70% of republicans voting in favor of that law. the governor signed the bill last month. under the legislation, counties are being asked to step up court systems to address the needs of people who are homeless with severe mental illness. the care court is expected to assist up to 12,000 people. the state agency that oversees hiring and firing within california's police departments will now audit every agency in alameda, contra costa and san francisco counties, not just sheriff's departments, ktvu has learned that the california commission on peace officer standards and training sent a letter to all police departments in those three counties, asking them to make their hiring files available. back to 2016. it

comes after 47 alameda county deputies were removed from their duties after it surfaced that they received unsuitable marks on their psychological exams. an incredible story of berkeley man now describing his frightening close call with some suspected thieves. it happened early yesterday morning outside his home in the north berkeley hills. he says two men fired two gunshots at him while he was trying to stop them from stealing a catalytic converter from his neighbor's car. the man who did not want to reveal his identity, says the gunfire came after the he threw a rock at the men. when dipped back behind the tree, and he took two fortunately he was not hurt. he admits his actions may have been due to his anger over the recent theft of his own truck. police say it's never a good idea for people to confront violent thieves. we don't ever want somebody to put themselves in the middle of a

situation that's the biggest takeaway from this is that he's okay. police say the two suspects bed away in a dark gray audi, but they did not get away with the catalytic converter. san francisco has a new plan to stop side shows across the city investigative reporter brooks jarocz shows us what's being done to deter the dangerous displays. there are a few new bumps in the road intentionally installed to stop the side shows in san francisco and lot of people and the minute they hear the siren man are moving out there peeling out quick. so this is a good thing for the community. i appreciate it. donut, deterring speed bumps now guard the intersection of plymouth avenue and sido a street in the ingleside neighborhood a couple blocks from to 80. it's a hot spot for stunt drivers. until now, i see two people come and try to do it still, but no way unless they want to flip over. yeah seven different city intersections are undergoing an experiment all to

curb the increasing side shows and increasing expense. besides creating safety problems, it also creates significant maintenance costs for us every time we have to go and re striped crosswalks in an intersection that costs us about $5000. so what we're trying to do is to find low cost solutions that reduce exhibition driving behavior while improving safety for everyone in the river elementary boulevard in geneva avenue x's marked the spot with what are called botts dots. i don't know if they're just small bumps. i don't know if they're actually going to work so i hope they do a different tool being tested to stop the stunts cost ranging from 5000 to $30,000 an intersection. it's not cheap, but it's cheaper than doing a repeated repairs every single month. san francisco is not alone. a pilot project in oakland targets 10 spots, police say are a problem posts are popping up in center lines and

cleanup crew in 2021. it's very unsettling because this is a completely unprovoked attack. i was told that it was a horrific scene. nicole king says the stabbing happened on the trail behind brookdale court. the cdcr officer put the 18 year old in handcuffs until police arrived. a spokesperson for the california department of corrections and rehabilitation says the officers and inmates also tended to the woman's wounds until first responders arrived. part of a statement reads thanks to the heroism displayed by the cdcr officer and the crew. a life was saved. the department is offering mental health services to those involved. we are very proud of the courage displayed and send our thoughts and support to the victim. we have to tip our hats off to the inmates and cdcr officer extremely brave, courageous. if they had not intervened then this would have been a totally different case, and i would have never known. i mean, it's sad because you should be able to be safe and being a safe space where you live, you know, so it's unfortunate that that happened.

about the man accused of kidnapping and killing a baby girl, her parents and her uncle and said this week their bodies were found in an orchard wednesday night, two days after they were taken by gunpoint from their family business. investigators say the suspect, jesus salgado once worked for the family and has sent angry text messages to them in the past. the merced county sheriff says the motive is most likely related to money. out of money or anger, and it could be the both of those apply here. the unfortunate part of this whole thing is that by the time we're getting into this investigation, we believe wholeheartedly that this there murders have been committed. the sheriff says salgado tried to kill himself before he was taken into custody . he is in jail this morning after being released from the hospital community now coming together to express their grief and anger over the family's death, dozens of people gathered for an emotional candlelight vigil in downtown merced last night. it was the night of tears and prayers that included local

during the pandemic. a lot of people were save from losing their their homes and managed to stay in their homes because of emergency rental assistance and all the other, you know, pandemic programs that we saw. however homeless advocates say local, state and federal agencies still need to do more to help many people who have become homeless during the pandemic. it appears californians overwhelmingly support a new state law for court ordered treatment for people struggling with severe mental health issues. the berkeley igs poll shows 76% of voters approved the law only 15% say they are opposed. the law has strong bipartisan support. 80% of democrats and 70% of republicans voting in favor of that law. the governor signed the bill last month. under the legislation, counties are being asked to set up court systems to
