very slow. in fact, steve, the east bay commute in general is kind of coming into the peak here or the extended peak, which is about an hour, so we're going to start with the bay bridge that's normal looking commute, but the other east bay commutes have been slow. 8 80 is moderate . steve mentioned the sonoma grade. we had an earlier crash there and traffic is behind schedule is very slow coming out of the dublin interchange heading on south of al acenas road is also pretty slow and highway four has slowed traffic. we've had fender benders throughout. so it's looking like a typical monday morning commute , which is to say it's slow. we have another update in just a few minutes now at 701, let's go right back to the headlines. south thank you. accused killer in stockton will have his first court appearance this week. ktvu is james torres is here now to tell us how to police were able to identify the suspect. good morning, jack. complete relief for so many people who live in the stockton area even around here as well. police and stockton's announcing an arrest over the weekend. city leaders there say this should be

considered a wake up call to now focus on the overall gun violence. in the city. we're talking about wesley brownlee here of stockton. police say they were closely watching his every move, and officers say when they arrested him. they found him carrying a firearm wearing a mask, possibly preparing for his next murder. brownlee arrested accused of killing a man in oakland, then five more in stockton. many of those victims men of color local community members say this is now the time to put a harder focus on gun violence. black and brown communities have high numbers of gun violence, and we need to continue with the same intention the same effort in order to reduce that violence. not if it's just a serial killer, but across the board. we heard from stockton's police chief over the weekend, he told the public. this investigation is still far from over. he says he still wants anyone with information about bradley or those murders to continue sending in tips to help build a

case. those tips are originally led to his arrest. san joaquin district attorney's office. now reviewing this case, bradley will make his first appearance in court tomorrow. right now he's sitting in jail held without bond. gasia james. thank you with just three weeks to go until the november election election workers in the east bay are dealing with threats and anger, the result of misinformation about election software, a computer system used by contra costa county to schedule paul workers is now under scrutiny after the software company's ceo was arrested down in los angeles county. the d. a says he's investigating the possible theft of personal identifiable information of poll workers there. while law enforcement and election officials say the software is not used to count votes, they're still getting threatening emails and messages. kind of makes you feel that you have to be guarded, or, you know. just be looking over your shoulder every time you step out of the office because you don't know who's around. we're doing the best job we can do. we're focused on the november 8th election. we're moving forward,

and we're not going to allow the harassment or intimidation to deter us from continuing to do the best job that we can do for our voters. the county's assistant registrar tells us there is no evidence personal information from contra costa county was breached or stolen. it says the breach in southern california should have no impact on the upcoming election time now, 704 protesters in los angeles still camped outside the home of an l. a city councilman , demanding his resident in the nation because of racist comments made on a leak to recording that has caused and explosive scandal activists. one council members kevin de leon and gil cedillo, to resign. former city council resident nury martinez has already resigned because of that scandal. the recording from a year ago revealed racist and homophobic slurs used during conversations about redistricting, and protesters in san francisco marched in the streets over the weekend about the growing political tension in iran. let him change his. people

need on the protesters in san francisco joined others around the world, showing support for demonstrations in iran in the past month, and yesterday they gathered to show anger about a deadly fire at a prison in tehran, where many of the iranian protesters are being held. they hold society is like a powder keg ready to burst and battle was that ignited that started all the uprising. these demonstrations around the world our response to the death of 22 year old masa and many who died in custody after being arrested by iran's morality police for allegedly violating the country's rules for head coverings. the website to apply for student loan debt forgiveness is now up and running. it's currently in beta testing mode, but all applications that are filed now will count when it becomes official. the full version of the website is set to launch

later this month. it's part of the biden administrations moved to forgive up to $20,000 in student loan debt for qualified borrowers will find the application at student aid dot gov opening today. there's another court appearance for elizabeth holmes, the founder of theranos, who was convicted of fraud and is now working to get a new trial. a judge is expected to review evidence about a key witness for the prosecution, who, according to attorneys for homes, now regrets his testimony. the sentencing date for homes was pushed back to november 18th because of today's hearing to review testimony out of trial. holmes was convicted of defrauding investors for thorough notes. the blood testing company she founded, she could get up to 20 years in prison. your time 706 happening today. secretary of state antony blinken will be right here in the bay area, he'll be highlighting growth in america's technology, especially in silicon valley. later this morning, blinken will be speaking with former secretary of state condoleezza rice at an event at stanford's hoover institute. and he's also scheduled to go to stanford's national accelerating lab as

well as a chip making company in sunnyvale. the vice president kamala harris, is also coming back to california today is part of the midterm election push. she'll be part of a reproductive town rights rights town hall in southern california. as well as attending a democratic fundraiser tomorrow. you'll be here in the bay area, she'll be part of the discussion about climate change and attend another democratic fundraiser. there are more reports this morning of dogs being poisoned in the south bay following a similar case last week when veterinary clinic in san jose says two more dogs accidentally ingested methamphetamines while out on a walk. while veterinarians say it's not a new trend, they say, happening more frequently these days. normally they're about to hunt a handful of cases every year. now, doctors are seeing at least one or two cases a month. veterinarians at med vet silicon valley say they think dogs are accidentally ingesting methamphetamine in areas where people are using the drug on the streets, particularly near some

homeless encampments. it just brings to life the fact that centers a and the entire barria needs to do a better job of keeping track of what's happening on their streets. right dogs are naturally curious . they see something different, something shiny, something that maybe smells different, so they're going to go and they're going to explore and they don't know if it's good or bad. let's say the dog owners should be careful. and if they think there's a problem or if their dog starts randomly pacing or acting different after a walk, take the dog to an emergency clinic time now. 708 day, very stubborn brush fire that burned for weeks during the summer time it's smoldering again. we're talking about the march fire. it started in late may at a homeless encampment at marsh creek road and walnut boulevard in pittsburgh. it burned more than 500 acres cause smoky skies and really bad air. quality fire officials and the property owner put out those flames in mid july. but according to the chronicle, it started burning again in september. the property

owner is closely watching it. firefighters may be sent out if needed. air quality is in the acceptable range. right now, county health officials are watching that and say they'll alert residents if things change. time now is 708. and right now we're going to start in the east bay because a lot of that traffic is going to be slow , some because of earlier issues others because just as the monday morning commute, the bay bridge is in that latter category. it's just going to be slow as it normally is. approaching the bay bridge toll plaza interstate 8 80 the same thing now the sonoma grade had some earlier issues. there was a crash. chalcidice rode the same thing. those prices are gone, but traffic is very slow and during the time when the crash was active. we had more people coming out. 25 83 castro valley in 2 38. that's pretty slow heading down to union city. how we foreign 80 or slow and if you're driving to the south bay, this is still a decent commute

the warriors defeated the bustin celtics in this year's nba finals back in june. i got your time 7 15 over the weekend, firefighters rescued somebody who fell down a cliff in the marine headlands southern moran fire district shared this photo of the rescue operation. it was just north of the golden gate bridge person fell about 150 ft . down alleged crews were able to use ropes to get them. firefighters that you really should be very careful around the edge of clips, learning more about the digital license plates that are legal in california. instead of a traditional metal plate. you could now get a digital license plate. the plates coming either a battery powered plate for about $20 a month or hardware version for 25 cars stolen the license plate can change to say stolen to alert police. the company that makes the plate says the digital plates are likely become common in the future. all the other states. look at california, as you know, basically best practices. so once it's here, it's everywhere. the company

new guidelines in six years about sudden infant death syndrome, or sids. the unexplained deaths typically happened among seemingly healthy babies under the under the age of one. the academy is now advising parents to try to have their babies sleep on their back whenever possible, and say not to add any kind of soft bedding to their crib. it's really important because a lot of incidents of sids or sudden incident, death syndrome are related to overheating. um suffocation and getting wrapped up in bedding. some 3500 infants die from sleep related deaths every year in the united states. 7 25 is part of breast cancer awareness month hundreds of people took part in this year's making strides against breast cancer walk in san francisco. it's a five k walk. it raises money for breast cancer patients , survivors and caregivers. and we talked to a woman who says she takes park part in the walk

seventies today alright 7 30 on a monday and cell is going to start this time with the bay bridge, steve because i think everyone wants to know where the bay bridge or how the bay bridge is doing. i was going to say where it is in the morning commute. and what i mean by that is, is it? you know, peeking. is it already on the decline? i still think it's in the peak here is backed up to the maze. metering lights are on 8. 80 doesn't look all that slow, but some of the commute on 80 heading south. hayward are slow , 6 80 is recovering from much earlier issues. it's a lot slower, out of pleasant in this morning on 60 80 than you're used to, and also on vallis edo . so get on the road as early as you can. 7 31. let's get right back to the headlines. two people were shot and injured last night in san francisco's fillmore district. it happened near jefferson square park around 10 o'clock. supervisor dean preston says they were taken to the hospital with gunshot wounds were working to get more information from san francisco police, including what led to the shooting, and the

victims conditions time now, 7 31 police in walnut creek busy investigating a shooting where one person was injured near a house party filled with teenagers. one partygoer told ktvu. the party was hosted by a student at northgate high but got out of control quickly. we're told the crowd size doubled past as intended. size. up to 80 people after teenagers began sharing the party on social media. that's when partygoers say uninvited guests showed up and someone fired several shots nearby. people who live in that area say while they were given a heads up about the party, they never expected anything like this to happen. came in and fan stunt asked if it was ok, and i said no problem . it's a very safe neighborhood , and, uh, we've never had any issues like that. at this point, police haven't told us who were shot or how old that person may be their only saying they're recovering from man life threatening injuries after being

taken to a hospital. the police also say the shooting was an isolated incident between the people involved in investigations underway after to sonoma county sheriff's deputy shot and wounded and armed suspects. and what happened saturday night on west napa street in the city of sonoma. sonoma county sheriff's deputies were investigating reports of car windows being smashed. deputies say an armed suspect fired shots at then they fired back and injured that suspect the suspect identified only as a man in his forties. he's in critical condition. the two deputies involved in that shooting were not hurt. happening today. officials are marking 33 years since the loma parade earthquake struck the bay area. it was a magnitude 6.9 that killed 63 people and caused major damage to the bay bridge and a number of san francisco neighborhoods and beyond. katri sally rasmus lead this morning to talk about a dedication ceremony. ali this planned for later today. gasia it's supposed

to happen outside fire station 35 here in san francisco on the embarcadero, san francisco fire department and emergency responders will mark 33 years since the loma creator earthquake happened and part of that dedication ceremony will include this sculpture here behind us. it was unveiled earlier this year. it is supposed to represent the bow of a fireboat. those fireboats played a major role in the response to the loma prieta quake. the 6.9 magnitude quake back in 1989 killed 63 people injured more than 3400 others it caused major damage. it happened at 507 in the afternoon. while the giants in the a's faced off during the world series, many people watching the game at candlestick parker on tv remember this moment. second base. so the oakland a's takingg my mom that it was earthquake weather five minutes before it happened. and i was standing and

i had to sit down because it was so much. that's lisa. contagious she was at the world series game that day, and she vividly remembers the earthquake happening. she's now the cfo of the san francisco giants. the drive home was surreal. they took it. a couple hours to get out of the ballpark. but then the number of people who were in intersections in the city. directing traffic with flashlights because there were no lights. it was amazing that people came out and just took care of people. during the loma prieta quake, a section of the upper deck of the bay bridge fell into the lower deck, part of the cyprus freeway in oakland collapse. everyone no longer exists now, but the homes and businesses in several neighborhoods throughout the city suffered a lot of damage. there were major fires in the marina district in san francisco, and that's where the fire boats came in to help. they had their own water supply. and that helped to keep those fires

myers, florida, the two winners will share the $500 million jackpot. for the first time ever. the alaskan snow crab harvest has been canceled amid the disappearance of billions of crabs. in recent years. officials from the alaska department of fish and game say the population of snow crab shrunk from about eight billion back in 2018. to just one billion last year. it's too low to open the fishing season. side to say they're worried the sudden population drop means trouble for the arctic ecosystem . one theory is that crabs have moved farther north into colder water as the ocean warms. other scientists will blame over fishing for the past few decades . speaking of waters, i have to show you this. two fishermen off the coast of new jersey got a bit more than they expected last week. oh ah oh, so yeah, i saw it. i saw it in the six a.m, but it's still kind of freaks me out. that was a huge whale breaching out of the water

first new guidelines in six years about sudden infant death syndrome, or sids. the unexplained death typically happen among seemingly happy, healthy babies younger than a year old. the academy is now advising parents to try to have their babies sleep only on their backs whenever possible and say, don't add any kind of soft bedding to their crib. it's really important because a lot of incidents of sids or sudden independent death syndrome are related to overheating. um suffocation and getting wrapped up in bedding. estimated 3500 infants die from sleep related deaths every year in the united states. october is breast cancer awareness month and hundreds of people took part in this year's making strides against breast cancer walk in san francisco, ktvu is a proud sponsor of the event and our own heather holmes emcee. the event reporter emma goss was also there and has more on what happened. the five k walk raises money for breast

were shot and injured last night in san francisco's fillmore district are being treated for their injuries happened near jefferson square park last night around 10. o'clock supervisor dean preston says they were taken to the hospital with gunshot wounds were working to get more information from san francisco police, including what led to the shootings and the victims conditions to now police in walnut creek investigating a shooting or one person was injured near a house party filled with teenagers. one partygoer tells ktvu that it was hosted by a student at northgate high and quickly he got out of control. we're told that doubled in its intended size up to 80 people after teams began sharing the event on social media. that's when partygoers tell us uninvited guests showed up and someone fired multiple gunshots nearby people who live in the area say while they were given a heads up about the party, they did not expect anything like this to happen. came in and fan stunt asked if it was ok, and i said no problem. it's a very safe neighborhood, and, uh, we've never had any issues like that. police haven't told us who was shot or the age of the

victim. they only say that person is recovering from non life threatening injuries. also, the police say the shooting was an isolated incident between the people involved happening today . officials are working 33 years since the loom operator earthquake struck the bay area magnitude 6.9 earthquake killed 63 people and caused major damage to the bay bridge, a number of san francisco neighborhoods and beyond. ktvu sally rasmus tells us about the dedication ceremony planned for later today. that dedication ceremony will happen outside fire station 35, which is on the embarcadero in san francisco. it'll include this sculpture here behind us. they're marking 33 years since the lone operator earthquake, and this sculpture that was unveiled earlier this year is supposed to represent the bow of a fireboat. those fireboats played a major role in the sp the fires that erupted after the llama parada quake that 6.9 magnitude quake back in 1989 killed 63 people injured more than 3400 others and it caused widespread damage . it happened at 507 in the

afternoon, while the giants in the eighties were facing off in the world series, many people watching the game at candlestick park or on tv. remember this moment second base, so the oakland a's taking hang on. what? we're having a dad telling my mom that it was earthquake weather five minutes before it happened. um and i was standing and i had to sit down because it was so much remember my dad taking us in the ferry to go see the papers that was collapsed. just remember how crazy it was to shake him. um. and then all that devastation during the loma prieta quake, a section of the upper deck of the bay bridge fell onto the lower deck, part of the old cypress freeway in oakland collapsed and homes and businesses collapsed in neighborhoods throughout the city. there the fireboats, which had some of their own water supply, helped keep those fires from spreading. you can see one of the departments

fireboats out here on the embarcadero right now. that's the st francis. it was the phoenix fireboat that that happr the loma parade earthquake, but the emergency response from the water is what firefighters and emergency officials will be commemorating today, along with the 33 years that have passed since that loma parada quake. in san francisco ali rasmus ktvu. box two news. pedestrian fatalities are getting the attention of police. the latest one happened in a costco parking lot. so far this year, san jose has recorded 28 pedestrian fatalities. that's compared to 19 at the same time in 2021, so joining us live on mornings on to talk about these issues and much more about what's happening in the city is mayor sam liccardo san jose. good morning, mayor. could be with you, andre. alright so mayor, so since we last spoke to you last month about the subject of pedestrian safety after an eight year old was killed, walking to school, there have been two more pedestrian deaths, bringing the total number 28 have city leaders come up with any ideas

that can immediately address the issue of potentially nets. well yes. first you know, it starts with investing resources and understanding where the deaths are happening, where they're serious injuries are most likely to happen. what we've learned as we understand more about this horrible increase, not just here in san jose, but we've seen a huge spike nationally and we're seeing response. certainly from washington, see, because every big city has seen this challenge. what we know is a disproportionate number of these deaths and serious injuries are happening at nighttime. so we've been investing in upgrading our lighting. 68,000 streetlights now have been upgraded from sodium to led brighter white light, which will help with pedestrians and drivers. secondly we know we need to make our roadways safer. so we're investing $93 million this year and roadway improvements and we know that overwhelmingly the disproportionate number of these collisions are happening in really high traffic. corridors

about 3% of our streets are responsible for 55% of our fatalities. so we've identified the 17 corridors that are riskiest for pedestrians. and that's where we're focusing our dollars, probably in east and south san jose. and then, of course, we know that fundamentally comes down to behavior. it's around, speeding and inattentive driving. and again. we it's cause for what we're seeing nationally, uh, the use of smartphones obviously distracting way too many drivers. we're experimenting with different ideas around how we can slow down the drivers, obviously filling our traffic enforcement unit sends a pd but we know sitting with 280 square miles. we're not going to get officers in every street corner, so we've got to use more innovative approaches. we're working now with the dmv around something we think could be promising around detecting high speed quarters and then notifying drivers when we're finding them speeding consistently. because we know if we can't get a cop there. at least we can get a text or an email to them and let them know

we're watching them. so that would involve kind of like we see in other areas where they normally send the ticket. but in this case, it would be a warning. if you have these, the cameras mounted, maybe their cameras. i'm not really sure. but if these systems are mounted in place, they was not necessarily send them a ticket in the mail, but an alert in the mail. yes and we love the cinema ticket by the way, but the state currently prohibits that 14 states in this country, allowing california does not. we've been pushing hard to change that law until we can get the legislature to move on that we're going to use every other means at our disposal. is there any way to at the dmv when they go to renew their plate or like that, when is there any of the dmv to say hey, let's look at this. you've you've been alerted to speeding several times. maybe it will cost them more to register cars, anything like that on the table in addition to alerting them we would love to see that happen as well. unfortunately that also requires state legislation and the cities of san jose and san francisco have been at the forefront of this. we want to see automated speed enforcement. we know we can't possibly hire enough police officers to get

out there and take it everybody . but the reality is this takes change at the state level, so we're going to continue to advocate. in the meantime, we're going to use every other creative means at our disposal. all right, the other big issue that we've been reporting on over the last week or so. sexual assaults on ride hailing company apps you've have reportedly been trying to get uber to release data on sexual assaults. why has this become an urgent topic for you? and where are you in in talking to the company about releasing that information. well, just to be clear. the data is being released being released on an annual basis to the public utilities commission. unfortunately public utilities commission doesn't investigate sexual assault doesn't arrest anybody doesn't prosecute and he doesn't put anybody in jail. and as far as i'm concerned, that's an inadequate response and the community where dozens of the sexual assault events are happening, and literally police not being told about it. and that's unacceptable if it's the catholic church at stanford

university, we wouldn't accept it. we shouldn't accept it with uber or left and currently in this county if there's a sexual assault on a transit system, the value transportation authority reports every incident to the county sheriff. it should be that way throughout the country , regardless of whether it's public transportation or uber and left. we think that everybody needs to step up and report these incidents. to the police, the utilities commission . they're not required to turn it over to the d a s office or the police department as it is right now. all they get is very vague and optimized data about the fact that something happened somewhere with nothing specific , and that's a year later. that doesn't help us any. we want an immediate report to the police department so we can investigate . if there's a culprit. at the end of this, we can arrest them for uber's part, they say they have argued that sexual assault victims should be the only ones to control when and how their experiences are reported. assuming someone wants the police involved or pressuring

them to do so re traumatizing them. what do you say? say to that. i know you saw that quote published recently. we agree wholeheartedly that the sexual assault survivor ultimately is the decision makers to whether or not to report to the police, but let's keep be very clear about re traumatizing. they're already interviewing that survivor about whatever happened to them, except the interviewer is an employee of lifting uber. so somehow i know that they believe that disclosure to a faceless, nameless corporation is to a police officer, d a or someone who can actually do something about the culprit is out there who may, in fact be victimizing others that that is somehow traumatizing. it's very convenient for lifting uber. they're happy to say, hey, don't worry your pretty little heads about it. we're just going to investigate this internally, and we'll let you know if we find any reason to report that's not good enough. it's not good enough for our district attorney

is not good enough for our sanity. police department the process ongoing here. let's move to this. the city has handed a victory for the most part in an ordinance passed requiring gun owners in the city to have insurance with the recent federal court ruling. can the ordinance now take effect. and when would that be? the good news is the federal district court is dismissed. nine of the 10 claims that were followed against us by two of the groups of plaintiffs. we expect that they're going to re file so there's going to be more litigation. we know litigation never moves fast enough. that's the way the world works, but we're going to be january 1st. we're going to implementing the insurance requirement and hopefully soon thereafter. the fees as well. the fees will help to pay to reduce violence in our community and one real quick question the insurance that they have to get and the fees that they have to pay the insurance. where do they get the insurance for your for your for your weapon. well the good news is for the overwhelming majority of gun owners. this isn't going to cost him a dime because their homeowners policy already will
