highlight successes in oakland, including building affordable housing in creating public private. partnerships to deal with the city's problems by your shaft, who's been mayor since 2015 will speak tonight at six pm in the city of oakland mayor is limited to two terms in office, the oakland city council approved a resolution towards turning part of the former oakland army base into a place for people to live now. before that vote, people who had been living at oakland's wood street homeless encampment held a rally outside city hall. they asked the city to use at least eight acres of that site as a space for people to live. many of them say it's important for them to keep their community together. even if it's in a new location found of land. brotherhood. confidence. directions structure. all the things that

you do not see in these encampments. but exist.elp each other. we support each other. we pull each other through. the council vote allows the city to spend $180,000 to get the site ready. that includes getting a waiver for the area, which had been used as a toxic waste storage site if the state approves the waiver for the north gateway parcel, the city can take additional steps towards opening up the area to the homeless, like adding bathrooms, showers and power time is 403, the city of antiochus getting rent control joining other cities in the east bay that happened any mayor lamar thorpe signed the new ordinance. at the casa blanca apartment in any joined several other east bay cities like oakland and richmond and putting a cap, including on how much rent can be raised every year that supporters say this will help keep tenants in their homes , especially people considered low income. i know what it's

like to live paycheck to paycheck. as our city governments continue to worry about their budgets while we worry about how we're gonna pay our rent and feed our children while they use our tax dollars to not support us. now the anti og rent control measure, put a 3% cap on that you will rent increases so thankful for all the tenants mobilized and marched countless hours. many city council meetings that we've attended, and all of this victory is because of you. and the ordinance covers low income housing developments like the casablanca apartment complex where this rally was held. in san francisco, the board of supervisors agreed on a plan to increase housing density in the city. the board voted in favor of reforming residential zoning laws, which will allow up to four units of housing on every residential. he's owned a lot in the city and up to six units on

corner lots. mayor london breed vetoed a similar proposal passed by the board in july, but she is expected to support this latest plan after changes were made to protect single family zoning laws. time now 405 demand accused of being the stockton serial killer will be back in court next month after he was charged with three counts of murder wesley brownlee, who was arrested over the weekend, made his first court appearance yesterday. prosecutors charged him with the three most recent killings in stock him and said more charges are expected. the brownlee is accused of killing six men, including one in oakland. more than 25. years after the disappearance of kristin smart, a former classmate, has been found guilty of her murder. a jury in salinas found 45 year old paul flores guilty of killing smart when they were both students at cal poly in 1996. investigators say he took her back to her dorm following a party tried to rape the 19 year old then killed her. this has been agonizingly long

journey with more downs than ups. but we are grateful and appreciate the diligence and energy of the two juries to thoroughly review the facts. and reach their decisions. a second jury acquitted flora's father, 81 year old ruben flores, of being an accessory to the murder. prosecutors argued that ruben flores helped hide smarts . body blood was found under his deck, but it was too degraded to provide a dna sample smarts remains have never been found. this case is not over. this case will not. be over until kristen is returned home. paul flores attorney declined to comment. sentencing is scheduled for december. 9th floor is faces 25 years to life in prison. time is now 406. there's a new los angeles city council president this morning. that change comes as protesters continued to demand the immediate resignations of two other

meetings were canceled over the controversy. we must get them to resign. but at the same time so long as we're able to retain quorum, we will continue to work to, uh, reform this city to help make sure that this that what has been enabled in these circumstances is resolved and that we are able to continue the work for the people of los angeles. one example of that work electing paul krekorian as the new city council president. in addition to explore establishing an independent redistricting committee and expanding their numbers beyond 15, we have to remember that every crisis brings opportunity , and so this is an opportunity for us to double down on solidarity that when we say black lives matter that makes every other life matter. while the activists get ready for another night here on the sidewalk in eagle rock, new council president krikorian is saying that his top priority

now get a chalupa while charging their car. taco bell announced its first electrified restaurant in south san francisco. right there on el camino real, there are six charging stations under a solar roof with enough space for 10 vehicles. the stations will boost the cars charged by about 100 miles in 20 minutes for about $20. taco bell says it plans to add charging stations. 2 100 more of its restaurants in california in the coming months . time is 4 23 registered nurses in oakland and in berkeley are considering going on strike at sutter al to bates medical center. the nurses union notified the hospital, the nurses plan to hold a five day strike next week. nurses say the hospital has not dealt with what they called persistent patient care problems, including workplace violence and high turnover rates. a spokesperson for salary says they've had several bargaining sessions and

of a national craze discovered pickleball about four years ago, and the light went off in my head armed with paddles and what appears a wiffle ball, men and women of all ages compete. it's like ping pong. it's like like tennis. it's like it's like racquetball. it's all of them mixed together from eight in the morning until one in the afternoon members of the walnut creek pickle ball club. do a form of daily athletic worship gear park. it's just such a welcoming place of different levels. age groups, races, economic backgrounds, the city converted several tennis courts in the pickle ball courts about six years ago due to growing popularity and then in 2020 covid hit, forcing more people out of gyms and indoor recreational spaces and into parks like this one. but this competition is creating a problem with surrounding neighbors. many complain the noise, parking and influx of people makes this court action untenable. overall i'd say it's just as loud as a regular park

survivors are dependent on the abuse of for their immigration status, vc constant abused, threatened to that immigration status and as a result of it, there are multiple transnational abandonment to these women. and the second that stands out for me is financial abuse, which pretty much more survivors go through. but the difference in immigrant women as they may not have a work permit to work here. national data shows one in three women and one in four men in the us are victims of domestic violence. however that number is believed to be much higher. and just remember if you or someone you love is in a relationship that may involve abuse help is available. matra based in santa clara has a helpline for you. you can just dial 1888862. 4874a

facts. and reach their decisions. a second jury acquitted paul flores, his father, 81 year old ruben flores , of being an accessory to the murder. prosecutors argued that ruben flores helped to hide kristin smart's body. blood was found under his deck at his home , but it was too degraded to provide a dna sample. the body of kristin smart has never been found. this case is not over. this case will not. be over until kristen is returned home. the attorney for paul flores did not make a comment. his sentencing is scheduled for december 9th and he could get 25 years to life in prison. federal grand jury has issued a new indictment in the deadly fire on a dive boat off the coast of santa barbara. that indictment alleges that captain jerry boylan acted with gross negligence in connection with the fire in september of 2019.

34 people were killed when they were trapped below deck. a judge threw out the original case last month. the families of some of the victims praised the new charge. boylan faces 10 years in prison if convicted well today, president biden is expected to announce the release of 15 million barrels of oil from the u. s strategic reserve. it's part of a response to recent production cuts announced by opec nations. the president will also leave open the possibility of additional releases this winter in an effort to bring down prices. critics say the reserve was designed for emergency use only. we now have the strategic petroleum reserve at a 40 year low they claim they're going to build it back by 2025 certainly build it back at higher prices. the strategic petroleum reserve is down almost 35% since the start of the year . time is now 609. oakland police will keep using automatic license plate readers. oakland city council approved the

ktvu sally rasmus joins us now live with the details. ali well . oakland unified school district says it's working with oakland police to investigate what happened, but it happened at cleveland elementary school in oakland. last month. the parents of a third grader, an eight year old boy spoke with ktvu to explain what happened. they say their third grader and his friend were confronted on campus by an adult male. they did not know. the parents say the man assaulted their son, accusing him and his friend of bullying another student. he followed my son into the bathroom. did the same thing picked him up, push them, pick them up and put them on the wall and threatened him as well for chasing her for talkies. and then just drop them. and that's that's what happened. this man is still on the loose, and we have a very clear picture of him several pictures of him so i want to know. why is it so hard to find him when you know the family? oakland unified school district gave us a statement in response, saying quote. there was an incident in september at

monday near the coliseum bart station person was driving when they were hit by a car that was being chased by oakland police and it's the second time this year that a bystander has died after being hit by a fleeing suspect. now the dust are raising questions about department policies on pursuits. our policy does allow officers to pursue a vehicle that is involved in a violent felony or has a firearm involved. pursuits are getting too many. uh uh, too dangerous. you have to weigh that with the cause of the human life. although a gun was recovered when the suspect was arrested on monday the supervisor's decision to approve the chase is now under investigation based on the conditions at the time of the pursuit, time is now 6 44 12% pay raise is coming to teachers in berkeley over the next two years. it's one part of a new contract. the school board
