even though he was impeached twice and refused to accept the outcome of the 2020 elections that eventually led to an insurrection aimed at overthrowing the government. donald trump, the 45th president , wants to return to the oval office. he wants to become only the second president in us history to be elected to two non consecutive terms. we are failing nation. for millions of americans the past two years under joe biden had been a time of pain, hardship, anxiety and despair. donald trump has never ever been a winner for the republican party. uh the math is irrefutable now, um, but the base still loves him. it's like i said, they can't win with them. they can't win without him. no donald trump's early jump into the 2024 race for the white house could force republicans to choose between him and other potential candidates, including florida governor ron de santis, who was easily reelected last week. ktvu

political analyst brian sobel does not expect potential republican rivals like governor de santis to jump into the race so early i don't know that he feels the need to rush out now in the next few weeks and announce to counter anything donald trump is doing. donald trump is a known entity and people either like them, or they don't like them. and so i don't think that forces descent us to do anything right away. and former president. trump also filed his official paperwork with the federal election commission, declaring himself a candidate for president in 2024. time is now. 403 the president of poland now says there are no indications the missile that killed two people in poland was a quote, intentional attack. he's now saying it was most likely an unfortunate accident. earlier president biden said it was unlikely the missile was fired from russia. president biden and other leaders of the g 20 held an emergency meeting

after getting word of that missile blast, three u. s officials who have not been authorized to talk about the missile incident. preliminary evidence suggests the missile was actually fired by ukrainian forces and that it was aimed at another missile fired by russian troops, and the impact pushed him towards poland. our empathy . sympathy goes out to apparently two people were killed. and then we're going to collectively determine our next step as we investigate. and proceed. that explosion came during a very intense day of russian missile strikes on ukraine's energy plants that left most of ukraine's major cities without power. our time now. 404 police in redwood city investigating what led to yesterday's deadly shootout in the middle of the afternoon. police say a man had a gun and was in a car with a woman and three children near the busy intersection of el camino real

and lincoln avenue. ktvu jana katsuyama tells us what witnesses saw. the gunfire sent people on el camino real scrambling to get away and running for cover. redwood city police say the 911 call came in at 3 19. tuesday afternoon, the dispatcher heard a child screaming before the phone disconnected, police say when they arrived, they found a man with a handgun inside a car with a woman and three children, a case of domestic violence. this cell phone video shows officers surrounding the prius on al camino real police say the man was using the children as a shield and before they could begin negotiating. police say the man tried to shoot the woman and children. that's when officers moved in. the man got out of the car with the firearm. several shots were fired by officers that were at the scene from different locations that it's surrounded. that car didn't want to be on camera said he saw

it from across the street when i heard, uh some loud yelling and screaming, so i stepped out and then i heard a couple of gunshots. you know, that's what was most alarming. police say the man with the gun was a 36 year old redwood city resident. he was injured and taken to the hospital, where he was pronounced dead. the woman was able to escape from the car with the two younger children. the third child, we think fled out of the car at some point and ran to an adjacent business. southbound nl camino real that child has been found in reunited with a woman. six hours later, the street was still closed as investigators examined the evidence. police say the 32 year old woman was taken to the hospital for injuries related to the shooting. the children ages , 14 and 10 were not injured. residents say it was a shock seen violence in their quiet neighborhood. rever city. on your community reality in the afternoon. and it blew. if i broadcast i've never seen it like this before. jana katsuyama

ktvu fox two news at 406, the man accused of attacking house speaker nancy pelosi's husband, paul, in his san francisco home , pleaded not guilty to federal charges. the only time that david cpap spoken court was when the jug, he told the judge his name. his lawyer entered not guilty pleas to charges of attempted kidnapping of a federal official and attacking a family member of a federal officer now, if he's convicted on both charges could get up to 50 years in federal prison. he's also facing attempted murder charges in san francisco superior court. a preliminary hearing in that case is set for next month. he's due back in federal court on november 30th. a man suspected of stalking women in san francisco is due back in court on november 29th after a judge threw out almost half of the charges against him. 34 year old bill hobbs was arrested last month on 22 counts, including sexual battery

and assault. prosecutors accused him of chasing touching and kissing women that he just saw on the streets. judge said there was insufficient evidence as the court throughout nine charges but allowed one charge of felony false imprisonment and 12 misdemeanors to remain. it is 408. san francisco leaders say safety will be a top priority for the holiday shopping season. union square is already filling with visitors and mayor of london breed, the district attorney and the police chief announced ways they're trying to keep everyone in the area safe. they don't want to repeat. of last year when large groups of thieves broke into stores. since then, the city has put more police and city ambassadors in union square, and business owners say they have seen a difference. the attention that the city has given union square, his his really paid off. it's not just us that are here every day that are feeling better.

end of the week. also happening today. senate minority leader mitch mcconnell will face a challenge for his leadership of his republican party for the first time in 15 years. florida senator rick scott says he's running to unseat mitch mcconnell, saying he's not satisfied with the status quo, senator mcconnell told reporters he won't lose. i think the outcome is pretty clear. i want to repeat a gun. i have the votes. i will be elected. the only issue is whether we do it sooner. or later. some senate republicans want to delay that vote from today until after the election in georgia is settled, turning now to the battle over the balance of power in the us congress, where republicans are just one seat away from taking a majority in the house. fox news is projecting republicans have won 217 seats. democrats are

projected to win 209 seats. that leaves nine house raises that are still too close to call 10 of those races right here in california, and a party needs 218 seats to claim a majority. central valley congressman kevin mccarthy has won the republican nomination for house speaker mccarthy beat conservative challenger andy biggs yesterday in the closed door vote. mccarthy would need almost all of the votes of his party or some votes from democrats to become the next house speaker. time is now for 17 will palisades tahoe, california's biggest ski resorts, opens on friday received about three ft of fresh no. two ft. just on monday, they plan to open both the lower and upper mountains for skiing, snowboarding, as well as snow tubing. snow making machines are running 24 hours a day to make the conditions even better. it is just a stunning

housed individuals and people of color. it's just really clear that cops in berkeley cannot be trusted. this started when fired officer corey shadow t leaked text from 2019. the texts were allegedly sent by berkeley police association president sergeant darren catholic things like 81 arrests we can do 19 by friday for sure or another. did you guys realize that all five people you arrested had something in common all of the same heritage? oakland er, whose own police department has been under federal monitoring for 19 years due to specifically to racial profiling. ah it really struck me as a similar cultural problem. brian hoefer, executive director of the group secure justice, says he obtained the tax from whistleblower and publicly released them. he's calling for the california attorney general's office to investigate police department looks like it might be ripe for federal monitoring of its own, and the people of berkeley should be pretty concerned by that. the city of berkley called the allegations disturbing and says it will hire an external investigator. berkeley's mayor,

today the u. s senate will hold what's called a test vote to see how many senate republicans would vote to protect interracial and same sex marriages. now senate majority leader chuck schumer predicts at least 10 republicans would vote with all 50 democrats to eventually pass federal legislation to keep same sex and interracial marriage is legal. there has also been growing support for federal law after the u. s. supreme court overturned roe v. wade. justice clarence thomas suggested that decision also offered marriage protections if the test vote shows legislation would pass. schumer has indicated that he could call for a final vote before the end of the week. also today, minority leader mitch mcconnell will face a challenge for leadership of his party for

redwood city police. they say this all started when a woman called 911 from a cell phone in this area. and while she wasn't able to tell dispatchers what was going on the 911 dispatchers could hear children screaming in the background. so police arrived, they found the man with a handgun inside a car with a woman and three children, police say when they tried to negotiate with that man. he held up his weapon and tried to use the children as a shield. one witness who didn't want to be on camera described the commotion before the shooting. when i heard, uh some loud yelling and screaming, so i stepped out and then i heard a couple of gunshots. you know, that's what was most alarming got out of the car with the firearm. several shots were fired by officers that were at the scene from different locations that it's surrounded that car. the children were not hurt, but the man shot by. police later died at the hospital. the woman he's accused of threatening was not shot, but treated for other injuries. she is expected to be okay. it's not clear what the

county officials are debating making changes that could affect the future of public housing in marin city. the golden gate village complex was originally built in world war two to house shipyard workers. many of the 300 units there need major repairs, like upgraded plumbing and electrical repairs, marin county's housing authority considered providing millions of dollars in financing to fund those changes, but some of the advocates would rather see the tenants have more of a say. the residents have a plan that converts the ownership model to a limited equity housing co op, which would give them for the first time in their lives some control over their own future. the housing authority wants to continue the same old same old, which is that they would stay in control of the residents lives. ktvu is still waiting to get a

that rocket launch happened in florida, but he players here at the nasa ames research center aided in that launch, and they're scientists and engineering. five. four stage engine start. 321 boosters and ignition. and lift off of artemus one. we rise together back to the moon and beyond. the launch happened at 10 47. pm local time, sending the 32 story rocket off to space from the kennedy space center on a three week test journey. this was the first moon launch since the apollo moon mission over 50. years ago. i spoke with nasa astronaut and jessica mere this morning about the significance of today's launch. and what comes next. all goes well on this mission will be ready to launch astronauts on artemis to hopefully in just over two years from now, and those astronauts will include the first woman and

first person of color to me that just makes it all so much more special because it means that we are going together, really trying to represent all or at least more of humanity than we did the first time moving into the moon, so i think it's just incredibly exciting to show how far we've come and that we are doing this not just for nasa, not just for ourselves but truly for all of humanity to explore together. here in silicon valley . teams of scientists and engineers and aims have spent years working on the artemis one program and were instrumental in the development of the spacecraft. qi contributions include developing the orion capsules, heat shield and thermal tiles and ensuring the spacecraft can safely transport astronauts and cargo to lunar orbit. and back to earth. now this artemus one journey is quite different from the apollo mission over 50 years ago in terms of technology being much more advanced than it was back then and also in terms of the target location. this rocket

that homeless camps in the city . a new report highlights the fire department responded to more than 800 homeless camp fires over the last year, on average, that's more than two per day. they estimate the cost to battle those fires more than $1 million. some council members are blaming caltrans for their lack of site maintenance. the caltrans properties are in a state of risky lack of maintenance every day all the time. tell trends you are hereby put on notice that your properties are in a dangerous condition. and you have been negligent in failing to clean

zoo's hopes to nursing orphaned black bear back to health after it wandered into a south lake tahoe shop last week. there's a little bear, it's eight months old. it has pneumonia, parasites and infected left foot and severe skin infections. they're using heat labs to keep them warm because it doesn't have a whole lot of for the vets say he appears to be in good spirits. call him a tough little guy. the prognosis, though, is touch and go. we're all rooting for the guy. it's really going to be day by day. um we could lose him at any point, but we're really trying to put our best foot forward practice next level medicine on him. other people who found this bear cub. they called him. nixon who's being fed on what's called fairchild. it's a kibble that's filled with nutrients to help them grow to a healthy weight. alright we wish that little bear so we do some good fortune. alright 6 17 is

, but police say this all started when a woman called 911 from a cell phone at el camino real and roosevelt. she wasn't able to tell dispatchers what was going on. but the 911 dispatchers could hear children screaming in the background and sense that the woman was in distress. so they sent police to check on her. and when they arrived, police say they found a man with a handgun inside the car with the woman and three young children ages 14 and 10. police say when they tried to negotiate with the man. he held up his weapon and tried to use the children as a shield. the man got out of the car with the firearm. several shots were fired by officers that were at the scene from different locations that it's surrounded that car i heard some loud yelling and screaming, so i stepped out and then i heard a couple of gunshots. you know, that's what was most alarming. alarming because this was in the middle of the afternoon around 3 20 when this all happened that person you just heard from didn't want to be identified but

witnessed the commotion. the children involved were not hurt. the man shot by. police later died at the hospital. the woman he's accused of threatening was not shot but treated for other non life threatening injuries. it's not clear what the relationship was between them. we don't know how many officers were involved in this shooting. but redwood city police say all the officers involved are on paid administrative leave, and that's standard. protocol anytime something like this happens, the san mateo county district attorney's office is investigating. in redwood city, ali rasmus ktvu. box two news, all right, thank you, ali. several new developments this morning about a widening text message scandal within the berkeley police department. the city council is postponing a vote to confirm its interim chief to permanent chief ktvu crime reporter henry lee learned late last night that the president of the berkeley police association sergeant darren kessel, iq is leaving the position for now, amid al ligations that he knew about arrest quotas and made racially derogatory comments. no justice, no peace. take it to the

streets. calle students were among a group of protesters protesters demanding reforms within the police department. the city is launching an investigation into claims made by former officer corey chicago shadow t. he leaked texts from 2019, which he says came from catholics such as asking for 19 more arrests by friday and discussing the heritage of the people they just arrested. it's just really clear that cops in berkeley cannot be trusted. oakland er his own police department has been under federal monitoring for 19 years due to specifically to racial profiling. ah it really struck me as a similar cultural problem. and now interim police chief jennifer lewis says that no time during her tenure she was made aware about the allegations until they went public a few days ago. the city council last night followed the recommendations of berkeley's police accountability board and delayed her confirmation, which was scheduled for last night.

colors and scents. another railroad workers union has voted against a tentative agreement that could lead to a strike. the boilermakers union represents 300 workers. it is the third railroad workers union to come out against the agreement. the proposal calls for 24% wage increase over five years. seven of the railroad unions have voted in favor of the contract, but all 12 unions must ratify it to avoid a strike. the city of san francisco is offering a helping hand to businesses that are behind on their fees. san francisco's offering payment plans for small businesses affected by the covid pandemic. they say the program is meant to help business owners, especially in the restaurant. industry

property owner. the family of 80 year old kurt lin says he was trying to evict a group of people who have not paid rent at a home in valais home. a witness says the dispute boiled over sunday morning when the squatters attacked lynn with a sword. he fought back by shooting them. samurai sword stuck through his back with about a foot of it sticking out in the front. just face cut up all over. just happy. he's alive. so and he's going to be okay. but he's they cut his slash his i also he's going to probably lose his eye after they attacked him. he got his gun out and shot two of them. killed one of them and the other one, had three shots in the chest. now 31 year old was shot and killed. a 27 year old was wounded. authorities are now trying to identify all the people who were living on that property. it is 6 56. san francisco is trying to make the roads safer for pedestrians and drivers. so the

foundation honored the willie mays scholars last night at an event and oracle park giants manager gave popular and retired player randy winn presented personalized number 24 jerseys to the students in each of them will get scholarships up to $20,000 really opened my eyes to seeing, like, okay, yeah, this is i'm really going to go to college. if i want to have got the scholarship, i probably wouldn't have been able to 10 college or a probably would have been pretty rough for me to attend college. i don't want to just be the kid every kid, i want to be something better now. the recipients were mainly based selected based on their potential, they hope to become doctors and mental health therapists. among other things, the willie mays program helps to address racial and education inequities because of health reasons. willie mays was not able to attend this event. we're going back, but it's going to be different this time. it has been
