show inflation is easing a bit, the other economic markers being closely watched as the federal reserve prepares to make its next interest rate announcement today. from ktvu thank you for waking up with us. i'm pam cook. today is wednesday , december 14th another cold start to the day. let's check in with steve paulson for the complete forecast. alright pam. thank you very much. it's clear and cold out there again. a lot of thirties showing up did not see any fog on the way in. so maybe some will develop later, but it will be another cool one. here let's face it. the nights are long days are short so cold and sunny. a few high clouds would come through, but no big deal but temperatures in the morning a lot of thirties here, i just kind of threw in the towel. there's this there's not going to be much difference between the coast bay and also inland. let's go back to you now, pam for more news, all right. thank you, steve. we are waiting for major announcements today from the federal reserve about the nation's economy.

first the fed is expected to raise interest rates by half a percentage point. the board had increased rates by three quarters of appointed four straight meetings, so that is expected to come down a little bit. chairman fed chairman jerome powell expected to speak at 11 30 this morning. economists predict he will signal more rate hikes next year than previously forecast to rain in the worst inflation and about 40 years. the only way they're going to be getting prices down further is by depressing the economy. now economists are curious to hear what the fed will say about the unemployment rate is currently at 3.7% but will go far higher for recession hits next year. the white house and wall street are optimistic after the latest financial data showed inflation cooled much more than expected last month. numbers are unambiguously positive. let's face it. they are good numbers, and we probably in all likelihood have seen peak inflation. deutsche bank economist who was a former

research analyst at the fed predicts policymakers will slow down their hikes next year to just about a quarter point at their next meeting in february. so keep an eye on the fed today, vice president kamala harris announced the biden administration will invest $100 million to expand the young african leaders initiative now. the announcement came at the start of the three day african summit hosted by president biden. the meeting between us officials and the leaders of 49 african countries is designed to improve ties between the u. s and africa last week, president biden announced the u. s will support adding the african union as a permanent member of the g 20, which helps set global policies. the last time there was a u. s summit that focused on africa was eight years ago. today the state's committee on reparations for black californians opens a two day meeting in oakland. that group is discussing how to compensate people who are descended from slaves. it's also setting the groundwork to ensure no group of people is considered to own.

another group. california is the first state to discuss the ongoing negative effects of slavery on african americans living here now. a movie being filmed in oakland right now features some big name stars, famous directors and bay area rapper. the movie is hoping to raise the city's profile. but many oakland business owners tell ktvu henry lee, they're not happy about the streets being turned into live action sets. they didn't help oakland at all . they helped hollywood and hollywood ran roughshod all over open and oakland allowed it. glenn kaplan is angry, he says a movie being made in oakland has shut down streets and cost him business with no advance, warning this after merchants are being challenged by covid and smashing grabs, we got no notifications. zero update. no compensation. kaplan owns make questing a bar at 17th and telegraph in the heart of downtown oakland. he says filming has gone beyond posted times they tried to put porta potties. in front of our bar. they tried to move our neighbors park lit that was ratting busted in front of our bar talking

registrar's office for the confusion, tower declared victory with 50.3% of the vote over second place lauren taylor. alameda county does not conduct a recount under any circumstances, but candidates or other groups can pay for one in a statement, the akp did not say it would fund a recount but that it would support one. taylor has said he would not lead a recount effort himself. another day of chaos at the los angeles city council meeting over embattled councilman kevin de leon. protesters loudly called on daily own to resign. he has resisted pleas from president biden and others to step down over his participation in a recorded conversation that included racist remarks. some of his fellow council members walked out of the meeting and a recess was called. governor gavin newsom and first partner jennifer siebel, newsom inducted 3 10 new members into the

franciscans since 2020. 1900 san franciscans that is, like 10 times the amount of san franciscans we lost during the covid crisis. san francisco had been moving toward opening supervised injection sites for close to a year. just this month, the city shut down the tenderloin linkage center and so far has not opened an option. supervisor hillary ronen has proposed hearings on why progress is stalled and is calling for $5.5 million to fund the opening of wellness centers in some of the city's hardest hit neighborhoods. safe consumption is just the beginning of that tier of services. it's the place that people go before they see a way out of their addiction. branson from the gubbio project, helping treat those struggling with addiction, says until last week she had been working with the city towards setting up a wellness hub. while we're in this process, all of a sudden it was we're not going to continue the process. there is no longer a way forward. these funds.

medical center has issued a nine day strike notice that will start christmas eve and run through january, 2nd at its facilities in oakland and berkeley, in a statement said her health says the nurses demand for a 40% pay increase is unreasonable and that their current offer is for a 22.4% pay raise. over four years, is currently making contingency plans to serve patients during the strike. hospital beds in the north bay are filling up with patients and nearing capacity. health officials in marin county tell us the flu, rsv and covid have staff stretched. then they say, with waiting rooms filling up. you can expect a long wait if you have to go to the hospital, and it's some pharmacies and more rural parts of the county stores are having trouble restocking supplies of drugs like children's tylenol, or tamiflu, which are used to combat the flu. we've run out of it, and we can't even replace it by purchasing more from the wholesalers because they're also out. we have a couple of very challenging weeks ahead of us that are going to put a stress

on our health care system and be worrisome for those in our community that are most at risk. wastewater sampling shows that all three viruses are increasing in may not peak until early january. the county's health department says it is prepared to respond if the county enters a shortage of drugs like tamiflu , the deputy health officer says there are alternative antiviral medications available if tamiflu runs out. a new study out of uc berkeley is discovering just why covid-19 can cause serious damage like respiratory failure. the research finds covid-19 can damage the walls of blood vessels, causing a condition known as vascular leak through the body that can lead to those more serious conditions. and when that happens, plasma and other fluids carried in blood vessels can lead to the lung and heart damage that often occurs in severe covid cases. the fda says some covid tests may not be as reliable because of mutations of the virus. it says the newer omicron sub variants are harder to detect with some of those

been a lot worse. that same storm is bringing heavy snow to parts of montana, nebraska and colorado. the national weather service has at times, snow could fall at a rate of 1 to 2 inches per hour. the system is expected to gain strength as it moves east, bringing more snow and freezing rain. alright that's the other side of the country. what about this side of the country? that's the same system we had on the weekend moved right across the country. well, it gets that. here's the kind of the kicker when it comes out of the rockies. then you pick up the low level jet coming out of the gulf and that feeds into it. so i mean, take a look at it here. you can see what's going on. and there was that severe line of tornadic activity is now pushed off into the deep south. but i mean the severe weather people usually you know, this time of year they have their feet up on the desk yesterday was just off the chart, as they say, and then to the north. you can see it so that system is impacting the entire country. but when they're cold air comes off. the rockies interacts with

the warmer air coming up from the lower levels that can really cause a lot of issues, and that's what we're dealing with. we're also dealing with freeze warnings and frost advisories and it's just it's a cold one out there lots of thirties. sandwiched in between that deep, low system. it's a cold pattern this week, except for higher clouds coming in. it looks really quiet. it almost looks scary, quiet, but you know again , we go from one extreme to another. and this one is a dry one. at least for now. some higher clouds might break through, but other than that might break on through to the other side. but cold morning i'll throw in patchy fog. some of that developed yesterday. mostly sunny, nice but cool. cool cool mount diablo, probably sitting at 30 degrees or so i would think so. 36 come up, let's come up a little bit. still a little slight northeasterly breezes in place. truck is 14 thirties here. sacramento monterey, fresno, santa barbara las vegas 35. phoenix 39. talked to a friend of mine. a lot of locals are saying the coldest it's been in years down there. for some in arizona and look at flagstaff at

torres looks ahead of some of the new opportunities for women's soccer in the bay area. awesome. when it comes to soccer in the united states. the women know how to win. we have a rich history and tradition in u. s soccer. and if you know, winning soccer, you know brady chesting. this two time world cup champion, along with other soccer legends are working on a campaign to hashtag bring and wsl to the bay. that's the national women's soccer league. the fact that there's no local professional women's soccer team here in the bay area is it kind of made our head spin like, what are we doing? we've always been a part of women's soccer. there may be no top flight professional women's teams in the bay. but there are plans to roll out amateur and semi pro teams throughout the newly formed nor count division of the us lw soccer league. this

includes eight teams to start play in the summer of 2023 half from the bay area, including the newly formed oakland soul and expansion of the men's oakland roots soccer club. women's soccer's always been a part of our vision and for us to really achieve our purpose. um of harnessing the actual magic of oakland and the power of sport. that power of sport isn't just men's sport. the power of sport exists, especially within the women's sport context. this seems to be the prime opportunity to bring on more women's soccer. the ideas running parallel to preparation for the women's world cup in australia and new zealand next summer. if you look at the programs that exist here in the bay area from cal to santa clara at the stanford san jose state, these are programs that have historically made a difference in women's soccer. women's soccer is a business that people can believe in sponsorship. big corporations can, um, become partners with and we can drive a

lot of opportunity and access, says plans for a bay area professional team to play in the nwsl. are still in the works. she and her team are still holding meetings discussing ideas. which include colors, a team name and an official team location. ultimately officials at the nwsl will make a final decision on their bid. we have a collision of opportunity because we have this world cup now we have 2023 for the women, and then we have 2026 right that will become the world cup will be coming here to our to our community, and justin calls it the natural next step for her career in women's soccer. setting the stage for the next generation of women to have their iconic moment. we feel very strong about the soccer that we will produce. but we also feel really great about the business in the future that we can impact. advocates in san francisco want to put an end to traffic stops for minor

news this morning's onto good morning. thank you for joining us here on mornings onto it is wednesday, december 14th check in with steve paulson. another cold morning but still no rain in sight. right maybe the 21st. but other than that, pam, it looks just amazingly ugly, dry. um, it's just the way it is around here, isn't it? yeah i mean, we have fantastic right? and then the tap on the tap turns off there's not even a trickle. it's amazing to see. so hopefully maybe the 21st the forecast models having a lot of lot of difficulties going towards the weak people of christmas, but a lot of thirties here on the taps here we have another frost or freeze warning out. the airlock continues to be quite cold for us could get colder going forward. but except for a few high clouds, it'll be a nice day. it's just not very warm. cold and sunny temperatures starting off in the thirties. we'll end up really with low to mid fifties were still below average here by a couple of degrees. all right, let's see what's going on at 4 31 with the traffic. steve good

years since the sandy hook shooting in newtown, connecticut , were 20 elementary school students and six adults were killed. a permanent memorial with the names of the 26 victims was unveiled last month near the new elementary school, the old sandy hook school was torn down the sandy hook shooting remains the worst grade school shooting in u. s history. today a preliminary hearing in san francisco for the man accused of attacking the husband of house speaker nancy pelosi. 42 year old david cpap is accused of attempted kidnapping and assault in the break in at the pelosi home in san francisco and late october. he has pled not guilty to all charges in both federal and state courts. the district attorney's office is expected to outline evidence to support the state charges at today's hearing. federal prosecutors have asked a judge to give them until february to evaluate all the evidence in their case. also today, the san francisco police commission will hold a public hearing on a proposed change in policy that would limit when police can make certain types of traffic stops. the proposal is

to end stops for nine different minor infractions, including a broken tail, light or expired registration. it would also limit what officers can do once a stop is made the group stop crime. sf is against the proposal, saying sometimes traffic stops end up exposing criminal activity. just last year, a guy was stopped, uh, the person mike on the windows because the guy was sleeping in the car and they found the gun. he was a murder suspect. um so this is actually increased crime , it's likely to increase traffic accidents and make us like, let's say. supporters of the policy change say that these miners stops often target people of color, according to an analysis by the chronicle in san francisco. black drivers are 10 times more likely to be stopped than white drivers for these minor infractions. elon musk is not commenting about a report that he is taking drastic steps

couple of years, the storms have have primarily, i guess mostly missed the shasta watershed. california's five big mega reservoirs average only 27% full. that's actually down 6% from just five weeks ago because not all water goes to human activities, reservoirs they need to release water for the fish in for, you know, for outflow for water quality in the delta luis reservoir, which receives little rain or snow gets water pumped uphill. from the california aqueduct reservoir is an off stream reservoirs and that means that it doesn't have a significant amount of natural inflow. reservoirs need many atmospheric rivers and thick heavy blankets of snow to help build smaller local reservoirs. example the storms gave a big boost to the south bay's valley

water supply. so a week ago before all the storms came through, and we were at 14.7. i just looked at valley waters, 10 reservoirs and we're now at 19.4% so about a 5% boost. that means valley water is still 80 women. percent empty. for way, way, way, way, way below normal for what we should be seeing this time of the year, state climatologist dr mike anderson says the mega reservoirs or where they are, because that's where the most rain has fallen. historically largest systems. well when you deplete them like this, it takes from much more than average to kind of get their recovery because you have to have water that you're not using this year going towards recovering that spent storage climatologist says. that's hard. well we've had three increasingly record setting droughts in the last 15 years. it's going to take more than this to get us out of the hole. we've dug ourselves. remember last december, started out gangbusters, too, but then dried

supporters say really, the point of the hubs is to get people suffering from addiction in the doors and then direct them to rehab and other social services. safe consumption is just the beginning of that tier of services. it's the place that people go before they see a way out of their addiction. san francisco supervisors in community activists got together for a rally at city hall to support the idea. the city's department of health earlier this year had already planned to open several wellness hubs in various san francisco neighborhoods. over the next 2.5 years, but that plan was abruptly scrapped by mayor london breed a few months ago. again these are difficult situations because this involves legal advice. significant criminal liability, which we cannot just ignore. safe injection sites are technically illegal under state and federal law, the supervisors who support the opening of the sites say they have enough votes to override the mayor, and they
