potential impact of the state's fuel supply. >> the 11:00 news on- [music] ktvu. fox two starts now. >> all right. good evening, everyone. i'm mike mibach. the valero refinery fire causing thick black smoke to spew into the air for more than an hour. that fire was put out about 90 minutes later. but for residents tonight, there is still lingering safety concerns. a shelter in place warning was issued for parts of solano county, and the winds blew much of that thick smoke right toward the city of martinez, prompting contra costa county health officials to monitor for any potential health effect. benicia firefighters did respond to this one. they put it out fairly quickly. no injuries reported, and the cause of the fire is not yet known. valero telling ktvu earlier today in a statement, reading in part, community air monitoring is underway. the safety of our workers and community is our priority, and we are coordinating with state and local authorities. the plan refines up to 145,000 barrels of crude oil a day, which is about

9% of california's refining capacity. now, last month, valero announced it expects to close and restructure that refinery by april of next year, which would most likely increase gas prices and affect the gas supply. the plans for closure is something the mayor of benicia says will hit the city's budget, possibly up to $12 million. >> i do believe that it's going to happen and that we need to plan accordingly. it's going to have a big impact on the community and not in a positive way. >> ktvu tom vacar brings us a closer look at how the fire today, coupled with the proposed restructuring, is prompting greater concerns about the future of the state's fuel supply. >> valero says by the end of april 2026, it will idle, restructure or cease refining operations in benicia, even if it's down for a few weeks now, that could spike prices, since other california refineries might not be able to make up for

valero. two of the bay area's five refineries have switched over to making renewable diesel fuel, leaving just three gasoline producers. >> if we actually lost all of the refinery output of valero for a significant amount of time, suddenly that would be a real shock to the system. so we would probably see some significant price increases. >> valero did not respond to my inquiry about how bad the fire damage is, or how long the refinery might be down. add to that a huge phillips 66 gasoline refinery in southern california will close at year's end. valero closes the following april. >> that would be losing nearly 20% of the gasoline production in the state. >> that would force california to import our unique blend of gasoline from other states or countries that can make it. and that's no small or inexpensive feat. >> and then how do you line up all the logistics, the ship to

move it, the port to receive it in some cases, space in the panama canal, etc, even under the best of circumstances, it takes a month to get that gasoline here. >> unlike a refinery which produces day to day, tankers carry many weeks worth of gasoline, delivering it all at once. >> that means you have to have the port capacity. you have to have the pipeline capacity, and you have to have the storage capacity. >> tankers and pipelines cost extra to move the gasoline. and refiners say we lack massive storage capacity. >> if we don't start planning very carefully and quickly for being down a number of refineries and needing a lot more imports, we could end up in a situation where we just don't have enough supply and prices really skyrocket. >> a big problem for benicia going forward is once this refinery closes, then it will lose a tax base that's

equivalent to 20% of the city budget, and that will be a real problem. tom vacar, ktvu, fox two news. >> new tonight, police are searching for the driver responsible for a hit and run crash that killed a man who was in a motorized wheelchair. ktvu zac sos joins us live tonight from oakland after speaking with two men who witnessed this collision. zach. >> yeah. and both witnesses really? still struggling with what they saw a man pinned underneath a car. the car still in drive and the driver running off. >> i mean, it's the it's the sound, you know, that that you know immediately that something's like. that's not right. >> the squeal of tires followed by a loud crash sunday morning in downtown oakland. john spiggot looking out onto the street. >> you can see the feet, and you can see a person is underneath the car. >> his friend greg seeing it happen. >> scooter went flying. he went under the car. it was awful. >> police say around 1130, a

driver traveling northbound on san pablo avenue, about to turn onto 18th street, slammed into a man on a mobility scooter at a crosswalk. greg rushing over to help. >> you feel a little helpless and at the same time, just try and try and do what you can. when i got to look underneath the car, he was trapped. his his head was right next to the front tire. >> the car was still in drive, but the driver was gone. greg says someone flagged down a tow truck driver who happened to be passing by. >> he was able to get a jack out and relieve some of the pressure off of the guy. >> that was when the victim began to speak. >> as soon as the pressure got off of him, he was just saying he was having trouble breathing. he said. >> police and emts arriving minutes later. they rushed the victim, now identified as 49 year old elmo ballard junior of oakland, to a nearby hospital. but they say he didn't survive yet another pedestrian death. john believes, likely could have been prevented. last year, 13

pedestrians were killed in crashes in the city. >> it's the stunting. it's the lawlessness. i have people passing me on the right side through a school zone. like enough. this happens multiple times a month. you know what i mean? at speed. and i mean, if people aren't going to, aren't going to drive with caution. >> as for the person responsible. >> that's a really hard, hard part of this all to swallow. >> his message to the driver. >> you can't leave. you can't. you can't run away from that situation. i mean, like, i like you didn't hit that person on purpose, but i mean, like, you can't you can't just run off like that. >> and unclear right now whether police have been able to identify a suspect. they are currently reviewing surveillance video from the area, but they're asking anyone with additional video to reach out. mike. >> yeah. hopefully the leads will come in and an arrest is made. zach, we appreciate it. thank you. residents in san francisco's sunset district are shaken by another sideshow over the weekend. it happened around

245 yesterday morning, right near the intersection of lawton and 42nd avenue. neighbors say it went on for about 20 minutes before police arrived. a camera in the area here capturing officers, breaking up the commotion. they cleared the vehicles from the intersection and gathered evidence. residents, though disappointed with how long it took for police to respond. supervisor joe engardio, who represents the area, says he's frustrated as well. >> unacceptable behavior endangers lives. it upsets the residents and pets, and it makes the city come to clean up the street, you know? so it's just unacceptable. and we can't have this in the sunset or in san francisco. >> investigators are following leads on sideshow drivers and could impound those vehicles. not only is the city dealing with sideshows, but also dirt bike street takeovers. fellow supervisor danny sutter is working on legislation right now that would increase penalties for participants. a construction

worker was killed in brentwood this afternoon while he was working on a paving job. brentwood police say this happened at dante avenue and walnut boulevard. 330 this afternoon. officers say they're still investigating exactly what led up to the incident, but a neighbor said he was familiar with the company and had employed the same, very crew to pave his driveway. >> they did my driveway earlier this year, and then a couple months ago, they did the driveway in front of the addition we added to the back of our house. they're supposed to go over there today and finish a patch up after they got done over here. but i told his staff, i'm like, i go, guys, you're the your boss is going to need a lot of support. >> so far, authorities have not released the man's name or other information about the incident. oakland's interim mayor presenting his budget plan this afternoon as the city faces a $265 million shortfall over the next two years. kevin jenkins plan includes layoffs, hiring

freezes and a proposed property tax increase. what it does not include is cuts to the police and fire departments. the budget calls for six new police academies and two fire academies over the course of two years, jenkins saying the priority remains public safety. >> residents are demanding that they want to feel safe in the city that they love. that means fire. that means police. >> oakland police chief floyd mitchell says the city is working toward fully staffing the force, but in order to do so, the proposed budget calls for 400 civilian positions to be eliminated. jenkins also proposing an increase to the parcel tax that he says could generate $40 million more a year if approved by the council and then voters during the midterm elections in 2026. the proposed budget will be presented to the city council at the next budget hearing. all right, now to some breaking news out of san jose. two vehicles crashed right into a home, shearing its gasline. firefighters say gas is free

flowing in the home. it happened at 11th and washington streets near the downtown area. firefighters say at least two people had to be sent to the hospital. first responders right now are waiting on pg and e to assist in shutting off the gas to the building affected. >> its sheared the gas off at the main prior to the meter, so we are unable to shut it off. the vehicle is on top of the main, so we're waiting for a pga dig crew to shut it off at the street. our concern right now is evacuations and any explosion hazards with the amount of gas that's filling the structure. we have initiated evacuations in the in the area and evacuated all the residents that are in harm's way at this point. >> at least six houses have been evacuated as of now. no estimate as to when pg and e will arrive to shut off that leak. firefighters say they were told by a pg e spokesperson the company had to assembly an off duty crew to respond to the incident. next, at 11, a cinco de mayo event in arizona taking a turn for the worst in

county. investigators say they believe as many as 18 people were on a small vessel that capsized early this morning. multiple agencies responded to the scene, including the u.s. coast guard, along with the three people killed, at least four others were injured, and a search for seven more victims is ongoing. investigators have not confirmed the victims nationalities and the state of arizona. a mass shooting in that state claimed three lives and left five others injured. it happened just steps from the glendale police department headquarters. gunfire was heard last night, 8:00, at a restaurant hosting a car show and concert ahead of cinco de mayo. around 2 to 300 people were in attendance. witnesses say it all started when a fight broke out inside the event. police say those involved in the fight were asked to leave, but then the fight spilled into the parking lot where it escalated to gunfire. >> families, kids. so, you know, you don't typically expect that type of stuff to happen. >> it was horrifying. it was a

very scary situation. you don't know what's going on. >> glendale police say a 17 year old boy and 221 year old men were killed in the shooting, two of which were brothers. officials say those wounded all ranged from 16 to 23 years old. officers say they believe there was multiple shooters, but exact details on possible suspects have not yet been released. marine biologists worry a toxic algae bloom will decimate wildlife along california's coast. fox's jeff paul shows us how they are rushing to save distressed animals washing ashore. >> there are so many animals washing ashore right now, sickened by toxic algae, that some lifeguards are now taking days off just to deal with all the stress associated with seeing so much devastation. and unfortunately, experts are now warning this latest bloom is showing no signs of slowing down. it's a relentless cycle for marine biologists. jules leon he answers a distress call. >> animals still down there.

>> and finds another animal sick from this year's deadly toxic algae bloom. >> this year. i mean, it's definitely felt like the worst year by far. >> up and down the coast of southern california. thousands of sea lions, seals, birds and dolphins are washing ashore sickened by domoic acid, a naturally occurring neurotoxin in algae. when marine animals feed on contaminated sea life, it poisons the brain, causing seizures, foaming at the mouth and aggressive behavior. many don't make it. >> it's really hard knowing that at the end of the day, i'm not going to be able to get to every single animal call. >> but for this stranded sea lion, we arrived just in time. it's netted and rushed to the marine mammal care center in la. these sea lions will spend anywhere from 1 to 3 months here rehabbing, were. the ultimate goal is to get him back to where they belong, right in the ocean. treated sea lions have a roughly 50% chance of surviving. for dolphins, there is no recovery. >> i don't want to see that for our animals. i don't want to see

bay area for their annual conference as big changes could be coming to fema. the california emergency services association conference is being held this week in san francisco. now, this year, one big topic of discussion will be the potential restructuring or elimination of the federal emergency management agency under the trump administration. former fema appointee mark novo telling us the changes could have a nationwide effect. >> the argument being from the current presidential administration is that a lot of these states have the ability to provide funding within their own state budget, and they don't need to rely upon fema. and

that's the argument here, is trying to be more cost efficient and allow states to be able to handle it. >> novo said that the administration is also considering a block grant model in which the federal government would give states unrestricted money to use as they see fit, rather than being targeted in partnership with fema. all right. let's bring in our meteorologist, steve paulson, on this may 5th. phoenix, palm desert, places like that, usually close to triple digits this time of year. hot hot spots. in early may. i lived in arizona. >> i spent a lot. i know you did. usually this is a little unusual. what we're going to take a look at. >> what are we looking at here? >> we're looking at san francisco being warmer than palm springs, phoenix and viva las vegas. 82 in san francisco. a cool 68 in las vegas with a 0.04 on the rain. was that 82 a record? not even close. 93 the record, 1987. many, many records set in 1987, but average 63. so way above the record rainfall.

you have to go back to 1889 on this date 1.29. these were the warm temps today, no doubt about it. hayward with the offshore breeze 87 oakland, menlo park, san rafael, napa, san jose, san francisco, santa cruz all between 81 and 87 degrees. what about the records? were you here in 1987, if you were? it was hot. hot. san jose, livermore, napa, santa cruz, santa rosa, san rafael all set their record highs on this date 98, 97, 96, 92, 90 and 90 degrees. so we didn't get close today. we're warm, but not that warm. livermore has had a heck of a start to may. may. first to the fifth 74 high 69 on friday. a brisk 63 on saturday. sunday 74 and today 82 degrees. it was all about the wind, though. strongest gust i saw was mount saint helena, 87mph. black hawk kills 57. after that it was kind of close. napa airport, oakland hills, that's above the claremont, livermore, santa rosa, hayward, sfo 33 to 41mph 52 to 77 on the temps. fairfield

77. i think the delta breeze will be kicking up its heels tomorrow afternoon. not today, but fog is trying to creep its way up to monterey coast. it's pretty far and shallow, but it will be here tomorrow. look at this. the wind has turned a little more onshore. the offshore is starting to reverse itself. this is the powerhouse low that kept las vegas and arizona cool. also brought a .01 to phoenix on the rain. and that's the system that brought some rain to also into las vegas. this will be a powerhouse system as it moves into much of the four corners in the next few days, but as it moves east, exit stage right, the pressure gradient is relax and so the wind speeds come down. the fog though the fog product. this might be a little quick, but it is a sign of things to come for your tuesday fog will come roaring back. remember, the bases are still pretty shallow, but by tomorrow afternoon i think it's may. gray is coming back pretty fast here. temperatures today 80 for many, but it will be a drop on those temps tomorrow 78, 80, 78 and 79 on the forecast highs. santa rosa, livermore, menlo park and san jose tonight. lows 50 to 60. still pretty warm inland. it's

began testing vines of koshu, and the results were promising. >> koshu. what's beautiful about it? it has this really nice acidity. bright. but what's great about the napa valley koshu is that you can taste the sun. you get a little bit more tropical fruit ripeness compared to the japanese version. >> michelle's family owns 90 plus wine club, which exports premium california wines to japan. after wildfires destroyed this family's vineyard in 2017, her father jack discovered koshu vines at a uc davis nursery known as foundation plant services. >> so my dad heard that he got really excited, and he ran up there and he purchased all the canes available there, and he decided to replant his vineyard into koshu. >> today, michelle grows grapes in south napa and the oak knoll district. half of her production is shipped to japan, where it served in michelin starred restaurants in tokyo and kyoto. the rest is gaining traction at high end restaurants in major u.s. cities, including new york. >> i think i feel a sense of
