[music] fox two. >> and now, at 10:00. the warriors wrapping up a pivotal game four at chase center tonight. coming up, we'll hear how fans are feeling about what could have been the team's final home game of the season. >> and california governor gavin newsom calling on cities to address homelessness and clean up their encampments. why, he says now is the time for change. good evening and thanks for joining us. i'm claudine wong. >> and i'm alex savage. we are at the beginning of a big sports week here in the bay area. we want to start off with the warriors tonight. let's take you out to san francisco. this is a live look at thrive city right outside of chase center. and you can see there were a lot of fans. well, a lot of folks may be making their way to their cars or heading out here, but they were outside and inside the building watching the warriors take on the minnesota timberwolves in game four of this second round series. and right now not looking good for the dubs. the timberwolves leading this one 114 to 101. about a minute left in this

game. as soon as the game does officially wrap up we will head back out to chase center to have full coverage and postgame reaction. >> but first tonight homelessness. that is an issue that has plagued california for years. there have been countless debates on how to prevent people from losing their homes, and what should be done to help people living on the streets. now, governor newsom is tackling that issue head on, urging cities and counties to clear their encampments. >> and as ktvu greg lee shows us tonight, the governor has drafted a plan that he wants adopted on the local level. >> governor newsom making another push to urge cities and counties to clear homeless encampments as the issue continues to vex california. >> the state has changed, and so too now must the cities and counties. it is time to take back the streets. it's time to take back the sidewalks. it's time to take these encampments. >> newsom drafted a model ordinance that local governments can adopt to clear and ban encampments, and includes a ban on persistent camping in one location, a ban on encampments

that block sidewalks, and a requirement that local officials provide notice and make every reasonable effort to identify and offer shelter prior to clearing an encampment. newsom also awarded $3.3 billion in voter approved funds to expand housing and behavioral health treatment options that, he says will add 5000 beds around the state. >> supporting 214 new facilities. you will see that almost every part of the state is included. 54 of the 58 counties will be receiving this unprecedented support. >> federal housing data shows. california accounts for nearly one third of the u.s. homeless population. 187,000 people are unhoused. newsom bolstered his push with last year's supreme court ruling that made it easier for cities to penalize homeless people for sleeping outside. advocates decried the decision and this latest move. >> it's going to take consistent investment in case management and housing navigation. that's ultimately how we're going to see encampments go away. it's not by punishing people for

larger forces outside of their control. >> i'm not interested anymore. period. full stop of funding failure. i want to see real results. >> in the bay area, many cities have taken steps to clear and increase enforcement of encampments, including oakland, san francisco and san jose. homelessness continues to be a pressing issue for california voters. newsom's administration has spent $27 billion trying to address it. the state republican party accuses him of trying to score political points, writing in part, instead of taking responsibility, he's trying to shift the blame to local communities. californians and the rest of the country know the real problem is his broken promises and failed policies. >> whether it's because he's seeking other office or he wants to end his governorship with high approval ratings, the reality is, how homelessness is going in california is very much the lens through which people are viewing his governorship. >> greg lee, ktvu, fox two news. >> san jose mayor matt mehan says the governor's actions today align with his own plan to

remove encampments and get people housed. mayor mehan is calling for the citation or arrest of anyone deemed homeless who refuses three offers of shelter. the mayor says this isn't about criminalizing homelessness, but about getting people to help they need. >> when someone's refusing to come indoors, there's a sign that there's a deeper issue, a deeper need, and we have a responsibility to intervene. we just saw in the last week a police officer stabbed by an unhoused resident, a 15 year old student punched on his way to school. >> homeless advocates protested against the proposal ahead of today's budget meeting. they argue it doesn't offer a real solution and just relocates the real issue from one neighborhood to another. >> i think it's cruel and i think it's ineffective. the vast majority of people want shelter, and the problem is there's not enough shelter for them to go to. >> to not damage public property. >> mehan says the goal is to increase shelter occupancy rate from 89 to 95% by next year. he

wants the governor and state lawmakers to come up with a comprehensive plan to ensure there is a shelter, bed or mental health services for every unhoused person in california. mehan also says the state should reduce fees and change regulations to make it easier to build affordable housing in california. >> a rally was held at san francisco city hall this afternoon to call on mayor lurie to stop evictions at homeless shelters. this afternoon, san francisco mothers facing homelessness delivered cards written by children to the mayor. they want him to overturn the agency's policy of evicting families from shelters after 90 days. a number of teachers also attended the rally today in support of homeless students. >> working really hard in school in another language to integrate in american society. but they don't have a roof, they don't have basic needs. they don't know where they where they're going to sleep that night. they don't know if they're going to get kicked out of their shelter. >> the department of

homelessness and supportive housing reinstated the 90 day limit last december after it was paused during the pandemic. the city says the policy is meant to ensure staying at shelters is an emergency response. let's get back now to our coverage of the golden state warriors, and it was a disappointing loss for the dubs tonight at home against the minnesota timberwolves in a pivotal game four. and they just lost this game 117 to 110. now they now find themselves in a 3 to 1 hole. thousands of fans though showed up at chase center tonight hopeful for this one. on what potentially could be the warriors final home game of these playoffs. let's bring in amber lee live at thrive city tonight with more on how fans are feeling. obviously a big disappointment. amber. >> that's right. and obviously not the ending to the game that fans would want to see. but they tell me if there's any team that can come back from a 3 to 1 deficit, it's the warriors. >> it's horrible. without curry. we just gave up. i mean, the

defense was bad. the shots were weren't falling. i'm. now we're back in the corner. >> obviously steph not being here is a it's a big it's a big loss. i think that we can still pull the dub off. but i do think that other people need to need to step up in the game. >> oh it's just so disappointing. you know tried their best, but it's been a long season. and one game at a time, right? having a hard time hearing you. anthony edwards did just make his way off the court here, actually giving his jersey to a young fan right behind my photographer. ian. i will tell you, though, this game really got out of hand in the third quarter. it was very reminiscent of game three in the first half. the warriors hanging right with this timberwolves team, but anthony edwards scored 16 points in the third quarter alone. and that extended minnesota's lead quite a bit. i have the stats right here. that third quarter score a 20 point differential in this game between the warriors and the timberwolves. it just ended up being too much for this warriors team to overcome. but then a story we've all heard before the bench comes in. the deep bench comes in. after that the warriors really kind of got this one within seven. and that was really just too little too late for this team. end of the story here. is that the warriors

and family are all mourning a beloved high school football coach and educator for special needs students who was killed in a crash on the peninsula last week. 30 year old dylan taylor was hit by a garbage truck while biking to work in atherton on wednesday. ktvu zac sos joining us live tonight in atherton outside of menlo-atherton high school, with a look at how he is being remembered. zach. >> yeah, and this is where he actually coached the freshman football team. he certainly had an impact on the players. the team talking about his big heart, his dedication. earlier i spoke with his aunt who says that's just who he was. >> when my parents called me on wednesday, it was the worst news. i was never expecting anything to happen. >> julie gusman, still struggling to process the loss of her nephew, dylan taylor. >> he was 30 years old. he had his whole life ahead of him.

>> a beloved high school football coach and middle school special education instructor, taylor was killed wednesday morning in atherton while biking to work. a garbage truck driver traveling southbound on middlefield road, hitting him in a designated bike lane as the vehicle turned onto prior lane. julie, now left with only memories of her favorite nephew. >> he was like a big teddy bear, and he had pretty much always a beard and he just his smile would light up a room. >> a signature smile that was just as memorable on the football field, where he coached the freshman team at menlo-atherton high school. >> his loss impacted the whole team. he was such a positive influence. he helped kids, you know, who were having bad days. >> helping player eddie valdez get through some of his more trying times as an athlete. >> when i got hurt, he always told me like, just to keep going and to never give up on my dreams. just said, keep on pushing and when you get better,

you'll be 100 times stronger. >> his death leaving a void on the team, head coach chris saunders says, won't easily be filled. >> you know, he. i've been smiling when he walked on here every single day and brought joy and kind of energy and passion and enthusiasm out here on the field, and really shared that with everybody that he encountered. >> dylan also being remembered similarly across town, where he worked with middle school students as a para educator and track and field coach within the los alamitos school district. back at his aunt's house, julie now holding on tight to a piece of art he made as a kid for her birthday. >> and i've always kept it. but it's staying by my bed now because it's so special. >> and grief counselors are being made available at the schools where he worked. as for the crash that took his life. police say that is still under investigation. alex? >> yeah, he sounds like a special person who touched so many lives. a tremendous loss for so many. zach. thank you.

>> well, the oakland zoo has come to the rescue of a spider monkey. the zoo released this video of that female spider monkey. it has named violetta. the owner handed the monkey over to the solano county sheriff's deputies. and that was during a narcotics raid in vallejo. that 18 month old monkey is now being evaluated at the zoo's veterinary hospital. spider monkeys are native to mexico and central america, the zoo's ceo says exotic wildlife smuggling is a multibillion dollar trade. >> unfortunately, many of these animals have an incredible sort of welfare concerns, medical concerns, diseases that they may carry. again, these animals should never be in possession with people who don't know how to take care of them. >> and you may recall that the zoo received another malnourished spider monkey in january that was seized during a dui stop in madera county. the zoo backs a bill moving through congress that would ban the sale

and private ownership of primates. >> okay, no monkeying around with their forecast, okay? i couldn't help myself. you guys put these stories. >> you're allowed. you're allowed. roberta. >> you do it to me every time. hi, everybody. we still have some showers in the forecast. take a look at our satellite imagery. there's a lot of instability in the air mass. and that's why we're triggering off a shower here or there. the rain gauge has been tipped. maybe a few one hundredths of an inch around the santa cruz mountains. half moon bay is now reported nearly a quarter of an inch of rain since all this began early this morning. we still have some light rain showers around fremont and newark just moving outside of milpitas, and we've had actually some sleet falling in the past 30 minutes around the greater lake tahoe area. it was snow earlier today. how about that? tomorrow? thunderstorms are in the forecast, so about a third of an inch of rain in hayward today. same around the santa cruz mountains. orinda will take it 3/10 of an inch. there you have half moon bay, oakland and san

francisco. this system really overachieved. our live weather camera right now suggests it's mostly cloudy out towards the golden gate bridge. the roadway still a little bit on the slippery side. the temperatures are currently in the 50s and next time around we'll talk about the rain, when it will end, and when the temperatures will top off again in the 80s. >> all right. >> sounds good. roberta, we'll see you in a bit. thank you. a newly completed project in sonoma county is expected to be a major step forward in wildfire resilience. a fuel break between geyser peak and pocket peak is designed to slow the spread of wildfire and create safer conditions for firefighters on the ground. cal fire says this particular area was chosen after the pocket fire, which burned more than 17,000 acres back in 2017. spreading through sonoma county, along with a number of other major wildfires that year. >> a couple of us got thinking if we're going to find ourselves on this same ridge during a firefight, why don't we do everything we can ahead of time

preparing for around 10,000 people. now, we spoke with the urban vibrancy institute, who says there's plenty of logistics when it comes to putting together big events like this. >> job is essentially marry sports and entertainment and showcase that san jose has the ability to manage world class talent at scale. all in preparation for sj 26. so having a large steve aoki concert on one day and then lionel messi playing soccer at paypal park is just bringing the vibrancy to downtown that we want san jose to be experienced at all time. >> well, the concert tomorrow night goes from five until nine. steve aoki is expected to take the stage at 730. >> san francisco mayor daniel lurie announced a major initiative to boost the city's nightlife and entertainment scene. at today's san francisco nightlife and entertainment summit, mayor lurie said he'll introduce legislation next week aimed at streamlining permits by cutting unnecessary steps in the review process. these changes would apply to permits for things like amplified sound, live performances and extended

operating hours. >> maybe cutting red tape by making sure entertainment permits only go to the to the departments that actually need to review them. that means no unnecessary reviews from planning or building inspection when they're not relevant. >> mayor lurie says the changes will save businesses tens of thousands of dollars in fees and shave off at least a month from permitting timelines. this weekend, the country's longest running aapi film festival wrapped up in san francisco. caamfest is helping to kick off film festival season in san francisco. over the next few months, the city will play host to more than 15 film festivals celebrating a diverse array of communities. earlier today on the four, we spoke with the executive director of film sf, who says it's important to showcase the stories of the aapi community. >> these are films that are

us. and i think it's going to be great for unification and peace. >> today's announcement follows a deal made with the u.k. last week, but the overall 10% tariff on imports remains in place for america's trading partners, including the u.k, with higher reciprocal tariffs on a number of countries and industries. still, markets soared following today's announcement. the dow was up 160 points, a gain of 2.8%. the nasdaq soared 779 points, up 4.3%, and the s&p 500 jumped 184 points, 3.25%. >> and those tariffs that are already in place are beginning to have a visible impact on our ports here along the west coast. ktvu christian captain joining us live tonight from oakland and christian, it's not just fewer container ships that we're seeing. >> yeah that's exactly right alex. not only are we seeing fewer container ships, but when those ships arrive here at the port of oakland, they have fewer containers on board. the port of oakland operates around the clock, with ships coming and

going all day and all night. truckers who haul cargo say there's been a noticeable decrease in traffic since the tariffs went into place. >> it's been kind of mid on some days. it's been busy, most it hasn't. so you know, that could be partially due to the terrorists and everything slowing it down. >> before the tariffs cargo ships would pull into port stacked high. now longshoremen say they're seeing fewer containers. >> boxes can go down forever inside of the ship. but now we're seeing that the ships are coming in. there's, like, skeleton ships. you know, there are not a lot of containers on the ships. and we're used to seeing hundreds and hundreds of containers. >> the smaller loads and fewer ships have left some junior longshoremen scrambling for work. >> i believe in april, it was 14 ships that were canceled from china. may 15th so far. so yeah, it is really, really cost us here. >> now, the trump administration has announced that the u.s. and

china have reached an agreement to pause the tariffs for 90 days, lowering the u.s. tariffs on chinese goods from 145% to 30%, and lowering tariffs on goods flowing from the u.s. to china from 125% to 10%. >> but more importantly, it leaves us in a constructive path forward to have a positive conversation with the chinese. >> longshoremen anticipate that suppliers will stockpile in this three month window. they said that it takes 9 to 10 days to make it from china to the port of oakland. so they're expecting businesses are already putting in orders to take advantage of the pause, meaning full ships by the end of the month. >> i'm sure you know they are loading up those ships now. so i believe in the next week or two, you're going to start seeing, you know, difference in the economy, difference in the ships that are coming into ports, i'd say in a in a couple of weeks, we'll start seeing a big difference in what's happening. >> and we are expected to see

ripple effects from. >> the on again, off again tariffs. experts are saying the high tariffs will likely impact the fall shopping season just in time for back to school. but this pause should mean that imports will be in place in time for the holidays. we're live in oakland. christian captain ktvu, fox two news. alex, back to you. >> all right, christian. >> thank you. well, santa clara county is stepping up its support for immigrants with a new campaign called one county, one future. this initiative aims to connect immigrants with services in the face of ongoing threats from the trump administration. spanish language television commercials are just one way the county is working to get the message out. the message is being shared through those ads on tv wrapped vta busses and a multilingual website offering information in six different languages. >> santa clara county will not abandon you. we will not waver in our commitment to the values and priorities by which this county has conducted its policies and funding decisions

for decades. >> the county already invests nearly $6 million per year into immigration related programs and services, and just this year added another $5 million to help defend the immigrant community. >> tonight, we are learning more about the gop's, quote, big beautiful bill, which includes trillions in cuts as well as some targeted hikes to try to offset the cost. now, this includes at least $880 billion worth of cuts that could come out of medicaid, which provides insurance for some 70 million low income americans. it is unclear if medicaid cuts will remain and comes as president trump said last week that the administration would do nothing to hurt medicare, medicaid or social security. the first hearing on the bill is set for tomorrow. >> a new executive order from president trump is meant to compel large pharmaceutical companies to lower drug prices, but experts say americans are unlikely to see any immediate savings. the sweeping executive

order sets a 30 day deadline for drugmakers to effectively lower the cost of prescription drugs. if they don't, the companies will face new limits down the road over how much the government will pay for drugs covered by medicare and medicaid. >> the first time in many years will slash the cost of prescription drugs, and we will bring fairness to america. drug prices will come down by much more. >> that executive order is expected to receive pushback from the pharmaceutical industry, which argues any loss in profit will slow down research and innovation. president trump signed a similar order at the end of his first term, which was then blocked by a court order. >> coming up at 11, family and friends say they're not giving up loved ones of a teen stabbed on valentine's on a date in san jose. pushed to change the system and state law, showers will. >> eventually fizzle and the sun
