everyone. i'm mike mibach. crime weary business owners in oakland are desperate to find solutions. new tonight ktvu henry lee live in chinatown with the story. henry. >> mike i've been on these walks through oakland's chinatown before, but today's was different because it included oakland police, bart pd, and the chp, whose presence here in the city has been hotly debated. it's been a familiar sight in oakland's chinatown, an all volunteer patrol taking a walk with police to build connections. but on tuesday, the group was joined not only by oakland police, but a bart officer and an oakland chp captain as well. together, they met local merchants, many of whom voiced concerns about shoplifting. >> did you call him? see, >> that's the problem. when something happens as small as that, as petty as that, you call, you file a police report. >> stewart chen is president of the oakland chinatown improvement council. >> chinatown supports law enforcement for them to walk and

fire department vehicles. they're just old and they need to be replaced. as ktvu christian captain reports tonight, several city leaders are now working on new legislation to help firefighters begin upgrading their aging fleet. >> with more than 800,000 san francisco residents, emergencies are relatively commonplace, and fire vehicles, including this 1990s era engine, roll out at all hours of the day and night. that puts a lot of miles on these vehicles that the department has had for decades. in many cases, this hose tender was manufactured in the 1970s and would almost certainly have to be called upon in the case of a major earthquake or disaster, the city's fire chief said. san francisco needs newer trucks. >> it's really important because they're running all day. they're very busy. you know, we live in earthquake country. there's a lot of chance for large fires, so we need our apparatus to constantly be functional. >> now, a pair of laws are making their way through city hall. one allows wealthy benefactors to step up and donate money for new vehicles. the other would allow the fire

department to deal directly with fire equipment manufacturers to fast track deals. supervisor connie chan sponsored both pieces of legislation. >> what we're hoping for is under one year, we can see new fire apparatus delivered to the doorstep of our fire department. >> the fire department said new trucks cost $2.5 million or more. new engines, 1.5 million. mayor daniel lurie has already signed the legislation to allow the city to seek private funding. he said, making sure the department can get the money it needs, even while the city faces a budget crisis, is critical. >> we have to make sure that we are on firm footing when it comes to disaster response, and this legislation is going to help us do that. >> chief crispin said. the sooner his department can source private funds and begin negotiating with manufacturers, the better. >> it is critically important. i mean, as i said, we live in an area with wood construction, zero lot lines. we have a potential for conflagration and we really appreciate the mayor and the supervisors supporting us in these efforts. >> once the city begins the process of ordering those new vehicles, it could be a year or

6:09 pm
burned, it slowly creeps downhill, consuming additional dry grass and other fuels. >> that's coming down the northern portion over there. >> incident commander cole pereira also says working with other agencies, ranging from palo alto to gilroy, also helps with the coordinated response. >> also with that, a collaboration with the departments working together, kind of as we get busier in the summer months, all the crews and agencies working together in collaboration to pull off our objective and putting black acres on the ground. >> this is where it starts. and so when we do get those real life fires, we're ready. >> and of course, with all the rain we had over the winter, there is plenty of brush like this as it as it heats up and the really hot summer months like august and september, even into october. firefighters are very concerned about what all this fuel means for the wildfire season, not only here in the bay area, but of course, throughout california. and there's a second day of this drill tomorrow here in this same park, and will be
