you for joining us this morning. it seems pretty obvious, but can you simply just tell us why are these accident rates so much higher in these 100 days? >> well, thanks for having me on. you know, it's just because there's more young drivers hitting the road during this summer break. a lot more of them are out there driving to their jobs, driving to hang out with their friends. and there's a lot more unsupervised driving going on during this time frame. >> is it a law of large number things or is it an inexperienced thing? i mean, are there any really direct correlations for why these accidents are more prone? >> i think it's a combination of all of the above. you know, drivers that are teen drivers, they're more inexperienced than than older drivers. they don't have the hours on the road that a lot of drivers have had. and yeah, there's just driving more frequently during the day, later at night, at different times when they're not used to driving during the school year, they're just driving to and from school. >> you know what it's like to talk to teenagers. oftentimes mom says, hey, be careful. take these safety conversations very

8:17 am

national guard troops in response to the immigration protests that have been happening in los angeles county. the rare order the president issued last night follows a weekend of demonstrations that continued early this morning. this is the first time since 1965 that a president has activated a state's national guard force without a request from the state's governor. governor gavin newsom says calling in the national guard will only escalate a very tense situation in los angeles county. now, the overnight developments in los angeles come as the president's controversial budget
9:12 am
and tax bill remains in the hands of the u.s. senate. there are also intense negotiations underway among republicans to pass that bill before the july 4th recess. there's growing opposition among even gop senators over how much the bill costs and the severe cuts to medicaid and food assistance. now to talk about all of this, and there is a lot to talk about in washington and here at home, we want to welcome now david mcewen, political science professor at sonoma state university. david, thanks for speaking with us this morning. >> well good morning. there's a lot going on. >> yes. let's start with what's happening in southern california. how unusual is it for a president to call up the national guard in defiance of what the state governor wants? >> yeah. i mean, look, this has a particularly pernicious, difficult effect when you're drawing out the national guard and your supporters want that, meaning trump supporters. but there is a broader consensus to do that. we saw that in 1965. we saw that in the late 1950s and the early 1960s in terms of
9:13 am
integration of schools and college campuses. but this is a rubicon moment. and the reason it's a rubicon moment is because there are three likely alarms. this is not just about protecting ice, which is the basis of this order, because there's a likely a higher use of force that goes on beyond logistics. there's a second component to this and that. this is a precursor to nationalizing the national guard with and without governor's involvement and permission throughout the united states. and that has a corrosive effect. the third component, that corrosive effect on the morale of troops and what's going on? and are you visiting the insurrection act, which hasn't been invoked yet in order to avoid the posse comitatus act? so there's three likely alarms for this rubicon moment, and that says nothing about what's going on between the former bromance, between musk and trump, and also with the budget bill and what's happening here in california. all of this is a really important development, even though you've just had the
9:14 am
deployment of these troops this morning. >> what will happen next now that these troops have been deployed? and just to add some context here, the last time national guard troops were deployed by a president was back in 1965 without the request of a governor. 1965 and that was a london lbj who president lbj who then called in national guard troops to help with integration in alabama? i believe it was. so. this doesn't happen often. what is the next step or reaction or response to this. >> all right. so while it's a big deal and it's drastic, it's not an escalation. that is as far as trump could go. and that is because these troops would be involved with logistics. they would say, but also what's called force protection. so if their force protection and they're backing up ice agents, that puts them in the line of fire where potentially there could be an escalation that involves force, that's one of the likely kind of alarms here. and then how this moves on and
9:15 am
what goes on in terms of the attention that this gets from mayor bass with lapd, who've resisted this move with governor newsom while he's trying to put together a budget and a budget deal that has to be done by next weekend. all of this is setting forth a set of complex and kind of balls in the air arrangement that everyone is juggling, not just the trump administration, but also local and state politicians. others are learning from this and looking at what's going on. so if you're in chicago, milwaukee, detroit, philadelphia, new york, if you're across the country and you're seeing what's going on, this element of race relations, of what's happening in terms of tensions with the military, with the government and with the trump administration. and again, trump supporters would be for this, but it is the deployment of troops that lbj does or what you see, in the wake of la riots in the early 1990s. all of this is an element where there is a broader consensus about the deployment of troops. and that's
9:16 am
the rubicon moment that trump has entered into that breach alone. and that raises a number of not just legal questions, but also political questions over the next couple of days. and this absolutely critical time here in the middle of june in california. >> so you would say that there is no broad consensus among the general public in the u.s. for the trump administration to do this. i think the administration would argue differently. and in say that immigration is the one issue that they believe they have a mandate from voters on. >> yeah. immigration linked with crime. i think that's right, ali. i mean, if you look at what the president's popularity was like and it's come down, it's now stabilized. but the area where he does have an advantage, particularly over democrats, even amongst independent voters, is in this issue of linking immigration with crime. but the general consensus that local law enforcement or that state agencies can't handle this, that doesn't exist. and so this is an element that is showing the boldness of trump, what they did. you know, in the wake of george floyd in seattle, in
9:17 am
minneapolis, but more broadly kind of spreading that spillover. and it's that learning that's going on, that quick to act kind of moment, i think that agitates and is the worry of many authorities, not just like democratic politicians, but the worry that they're going into this breach too fast, too quickly. when pete hegseth is talking about deploying active duty marines into the streets of los angeles, that's a no go, not just for politicians of one color or one stripe or another. that's a no go for the military, because they don't want to be in that place with active duty marines on the streets of la. so this is really, i think, a watershed moment for, for the trump administration, less than 150 days into into his second term. >> but in all honesty, david, who is who, who is to stop them from taking those additional steps? if the secretary of defense says we're prepared to have our active duty marines on standby to go into los angeles to break up civilian protests,
9:18 am
what's going to stop them? >> yeah. i mean, look, there is kind of a really kind of legal difficulty here. and what i mean by that is it's legally uncertain the degree to which the president and his team can act relative to then invoking the insurrection act. the insurrection act is a series of acts, you know, five different kind of issues or five different kind of revisions to that back to 1871, 1872. so the president's ability to act on the moment and then kind of without kind of consequence. i mean, look at abrego garcia. right. the court tells him, take all fairness and bring him back at some level, and it takes him two months to do that so they can act. and they know that, particularly on this particular issue, given the images that we see coming out of la or other cities. but this is also a different moment. they are now going into workplaces, whether that's the garment district or whether that's going to be in fields or whether that's going to be at nurseries, and that's going to have dramatic economic effect as well. and you're going
9:19 am
to have to expect populations to protest activist populations, you know, liberals who are, you know, want to protect some of these folks without legal status. so that's going to raise the stakes. and the trump administration is going to push hard, fast and actively against this and threatening that. pete pete hegseth is ahead of his skis on this, but nonetheless, they're going to have the ability to act and then face legal consequences or challenges afterwards. >> can we expect something similar, maybe to happen here in the bay area, if there are other protests and protests of immigration actions? >> yeah. thank you for this, i think so i think what trump wants to do is make an example of california. he believes that he has california kind of over a barrel, if you will think of la fire recovery and resilience, one out of every three budget dollars that comes intoca is vil government. we're facing a budget deficit in the state, and you've got an activist population, right? you've got those san francisco liberals, nancy pelosi, gavin newsom. he's trying to make an example of
9:20 am
california. he's going to continue to do that, and groups are going to lash out. so we're going to see activists, whether that's in oakland, berkeley or san francisco or throughout the bay area being involved and kind of pushing back. and that is going to raise the stakes and the blood pressure of everything that's going on here. >> really quickly. before you go, i we only have time for one more question, but i want to ask, since we're speaking of conflicts with the president, the very public feud between elon musk and president trump, do you see them reconciling or has that ship sailed? >> yeah. you know, i think donald trump reconciles by ignoring elon musk. that's what he will do. elon musk is not someone who can run the party. the party is squarely donald trump's party. and as a result, does elon musk do something with his money and his resources moving forward? you know, he can threaten in terms of spacex and what's going on there, but nonetheless, donald trump can be the victor here, if you will, by ignoring elon musk, even though elon musk has those tremendous resources headed into midterms next year. >> all right. well, thank you for the discussion. david
