after a peaceful demonstration. >> the 11:00 news on ktvu fox two starts now. >> all right. good evening, everyone. i'm mike mibach. a fifth night of protests in downtown los angeles this evening. police officers patrolling the streets in la pushing out the crowds. this after mayor karen bass issued a curfew for a one square mile in downtown. it started three hours ago, 8:00 tonight. it will last until 6:00 tomorrow morning. the curfew comes after five days of protests in los angeles over. the trump administration stepped up immigration enforcement and the mobilization of the military. as we've seen these last few days, these protests have led to violence and property damage. just this afternoon, a group of protesters shutting down the 101 in downtown la, blocking all southbound lanes of traffic. now, they managed to access the freeway through a gap in a chain link fence. the chp moved in quickly, though, to move those

protesters off the 101. the confrontation ultimately shut down traffic for a little more than ten minutes. and here in the bay area, a tense situation in oakland's fruitvale district. tonight, hours after a peaceful protest ended. video shared to our newsroom showing dozens of people looting the shoe store. norma orozco, one of the organizers of tonight's peaceful protest, says it ended perfectly at 8:00. and then everybody took off. that's when she saw a car crash happen, and one of the vehicles was left abandoned there. much later, a group set that vehicle on fire. >> at some point, other individuals came up and somebody lit the car on fire. when the car was already on fire, i saw at least three oakland police department vehicles drive by and do absolutely nothing. the fire department did show up later and did extinguish that fire.

>> now, tonight we did reach out to oakland police for more information about what happened, and we are still waiting to hear back. there was a large turnout for that gathering at fruitvale plaza in oakland, as people went to show solidarity for the immigrant communities here in the bay area and down south in los angeles. ktvu is amber lee spoke with some of the demonstrators at tonight's rally. >> a display of culture as a weapon of resistance in oakland's fruitvale neighborhood. organizers held a vigil to support the immigrant community. >> so it's really, really important that we all are brave and exercise our courage to stand up against oppression. >> a large crowd filled the plaza to show support for demonstrators in los angeles opposing ice and president donald trump's mobilization of the military. >> it affects me a lot because my parents were immigrants. at some point. >> diane del rio tells me. her parents were undocumented but later became u.s. citizens. she says she's here with her

children to be the voice for those who are targeted and fear deportation. >> there's family that i have that don't feel safe going to work, and unfortunately, they have to go to work to be able to make ends meet. >> our immigrant communities are the heartbeat of oakland. >> oakland mayor barbara lee pledged her support for peaceful demonstrations. >> we are working very closely with our emergency response teams to make sure that your first amendment rights to peacefully protest are and to peacefully assemble. mind you that they are protected. >> i. [music] >> organizers describe this vigil as a gathering for people to find comfort and strength. >> i have a mixture of grief and anger. my best place to be and what i can do is organize spaces like these. for folks to come together so that we can grieve together, so that we can process

together, and so that we can build power. >> in oakland. amber lee, ktvu, fox two news. >> and that was ktvu. amber lee reporting there. this event was organized by a coalition of community groups who say they are focused on rapid response. that means wherever ice shows up, they will be there to observe and to let those targeted know their very rights. and as the protests continue down south in los angeles, so does the back and forth between president trump and governor newsom. the governor, delivering an address to the state tonight, calling the president's actions unlawful. but the president defended those very actions. ktvu jana katsuyama joins us in studio tonight with a closer look at the legal fight ahead. jenna. >> mike, governor newsom said in his speech that criminal. >> behavior during protests will not be tolerated. he also said president trump's deployment of troops to los angeles is illegal, and he says the state is ready to argue that this week in court. >> this brazen abuse of power by a sitting president inflamed a

combustible situation, putting our people, our officers and even our national guard at risk. >> governor gavin newsom tuesday said president trump's deployment of military troops to los angeles was unnecessary, unsolicited and unlawful, done against newsom's wishes and without consulting l.a. law enforcement officials. >> today, we sought an emergency court order to stop the use of the american military to engage in law enforcement activities across los angeles. >> a judge on tuesday set a june 12th hearing date for the lawsuit filed by governor newsom and attorney general rob bonta, which challenges president trump's military deployment of some 4000 national guard members and 700 marines to los angeles. new ice photos show troops standing by as agents continued, with arrests of migrants in the los angeles area through the weekend. the ice action spurred large protests, mostly peaceful, but some erupted in flames and visible clashes between some violent individuals and law enforcement officers.

>> if we didn't send out the national guard and last night we gave them a little additional help you would have. los angeles would be burning right now. >> governor newsom and california officials say local officers had largely restored order, and president trump overstepped his authority. >> the law upon which the president relies does not give him that authority. it requires the existence of a rebellion. there's none. >> the posse comitatus act, which says that the military cannot act like a domestic law enforcement agency, that they cannot enforce the law on u.s. soil. >> but some legal experts say president trump is using a presidential power that might make it difficult for california to challenge in court. >> he's using his, quote title ten power. and what does that allow? it allows the national guard to only function in a support role. you can't be the one executing warrants and executing search warrants, arrest warrants, but you can support federal agents and support federal property.

>> pentagon officials say the mission in los angeles could cost $134 million. the judge scheduled a hearing on the california lawsuit for this thursday at 1:30 p.m. mike. >> jana katsuyama here in studio tonight. jenna. thank you for that. some court hearings in concord and san francisco were canceled following protests over ice arrests at the courthouses. demonstrators have been turning out to the san francisco federal immigration court after a series of recent arrests by ice agents there. advocates say it's important for people to show up for these court hearings to get accurate legal advice about their asylum claims, they say arrests are stirring fear in the immigrant community. >> it's very counterproductive for ice agents to be arresting people in court. needless to say, people on the street are panicked, very fearful about going to court. i had a client call me this morning. she was afraid to go and take money out of her bank. >> mayor lurie said he was briefed on immigration enforcement actions downtown today. several people were reportedly arrested. ice telling

us that its agents tried to minimize their impact on court proceedings to avoid unnecessarily alarming the public or disrupting court operations. [music] and we have been told at least four people were taken into custody by ice agents in the city of concord as they were attending immigration court proceedings. today, a group of about 100 protesters tried to block one man, who was handcuffed from being loaded into a vehicle and taken away. that led to some scuffle here between protesters and federal law enforcement. we're told that individual and others were in court to seek asylum in the u.s. san francisco police arrested more than 90 people during a protest that started in the mission district. the mayor saying the vast majority of those who gathered were peaceful throughout the rally in march. but there were smaller groups that clashed with police later in the evening. mayor lurie says the police department worked with the sheriff's office, the chp and the fire department to

coordinate their mutual response in light of the protests over the last few days and recent ice arrests in san francisco, supervisor bilal mahmood has introduced a resolution that reaffirms the right to protest, denounces the militarization of civic life, and also reaffirms the city's commitment to its sanctuary ordinance. and you can monitor our coverage of the ongoing anti ice protests online by downloading the fox local app. well, the owner of an oakland coffee shop is denying allegations of civil rights violations. attorneys with the u.s. department of justice have filed suit, accusing jerusalem coffee house of refusing to serve jewish customers in violation of the law. jonathan hirsh, who says he was denied service in 2023 for wearing a cap with the star of david on it. the attorney representing the coffee shop owner rejects the claims of antisemitism. he says the customer was looking for a confrontation. >> people complained that he was harassing them and making them

is in san francisco. mayor daniel lurie's proposed budget plan, including cuts to some nonprofits. as ktvu betty yu reports tonight, one organization says these cuts could create a ripple effect across the city. >> so this is a great salmon frozen, pre-cooked, medically tailored, calorie controlled project. >> open hand has been serving nutritious meals to seniors and adults with disabilities at sites across san francisco for the last 40 years. now, the tenderloin based nonprofit is among many facing proposed budget cuts under mayor daniel lurie's plan, which slashes $185 million from nonprofit programs and contractors. >> i really understand the challenge of balancing a budget,

particularly a deficit that's so great. but, you know, our food costs have gone up over 20% in the last year or two. >> to make up for the funding loss. ceo paul hefer says project open hand will be forced to eliminate weekend meal service amounting to about 100,000 fewer meals each year. volunteers like robert hoffman once depended heavily on their services. >> i don't have the money. the money sometimes runs out so i can get meal down there, have breakfast or lunch, which help keeps me going. >> hefer sent this open letter to mayor daniel lurie urging him to reconsider the proposed $3 million cut in dignity fund allocations, money earmarked for the department of disability and aging services approved by voters in 2016. >> we can just anticipate higher emergency department usage, more frequent hospitalizations, a decrease in medication adherence. >> supervisor bilal mahmoud represents the tenderloin and says other nonprofits are also at risk.

>> if we're serious about addressing the crisis on our streets and making sure people are not suffering on the streets, continuing programs like project open hand is essential to that objective. >> mayor lurie's office acknowledged that the deficit demands tough decisions, saying the city is prioritizing core services that support the economy and quality of life. >> to withhold the $3 million in the dignity fund, that's that's intended for the department of disability and aging services. just to chip away at that $780 million deficit, i really think is penny wise and pound foolish. >> the budget committee will discuss these cuts on wednesday before a final vote. june 24th. betty yu ktvu, fox two news. >> the us coast guard intercepted a boat carrying migrants right off the coast of southern california. this story does begin tonight's west coast rap. the coast guard says a boat carrying seven migrants was stopped about eight miles off of san diego's coastline on sunday. all of those on board claimed to be from mexico. they have since

been transferred to custody of the u.s. border patrol. cases of maritime smuggling hit record numbers during the first few months of this year that, according to border patrol agents in the san diego area. now to an update of a cargo ship fire off alaska's coast. new images posted online show the extent of the damage. so far, there are no signs of pollution tied to the fire. the coast guard intends to monitor this site and help develop a salvage plan. that fire started on the vessel last week, about 300 miles south of alaska's chain of western islands. crew members are safe after abandoning ship and jumping into lifeboats. the cargo ship is carrying 3000 vehicles, including 800 evs. it was on the way to mexico from china when that fire started. the cause of the fire is not yet known, and you can hear about the west coast top stories every weekday right here on ktvu. west coast wrap with alex savage airing 7:00 monday through friday. or you can always find

valley and bam! gray slate all the way into oakland. hi, everybody. take a look at the temperatures. 58 degrees. no clearing to the skies today in pacifica. same in san francisco, seven degrees below average there. but we did see some sunshine along the peninsula. redwood city topped off at 75. the abundance of sunshine in throughout the tri valley at 76 degrees, down from the average high of 81. and we should be at 79 in santa rosa, but instead 74. it was in the low 70s in san jose, and tonight dipping to 53 degrees back through cupertino and campbell. how about castro valley and hayward in the low 50s as well? cool spot will be santa rosa at 48 degrees. it's live. it's our weather camera. and we do have that marine layer down to 600ft. it's already extending all the way inland to the east, to the north and to the south, morgan hill and gilroy. tomorrow morning, sun up at 547. and with it it's a gray slate. then the clouds back off

to the coast and we see it hang tight to colma, pescadero, la honda backing through half moon bay. no sunshine there. then the clouds push back onshore again late afternoon into the evening hours. now the winds pretty much are westerly right now. that's going to be the scenario tomorrow. west winds 10 to 20, especially during the afternoon hours. right now they're pretty much all over the page. concord. with the 15 mile per hour wind out of the north. we have that blanket of low clouds and fog, that marine layer roughly about 2000ft deep. onshore we go where we had thunderstorm activity around alturas and then around the mount shasta area. but that's about it now. locally, tomorrow's daytime highs going up a few notches, going with 80 degrees in santa rosa. that will be a seasonal day. same thing with livermore, pleasanton, dublin, san ramon, danville, 78 degrees in concord. how about peninsula in the 70s and 75 in napa? there's your extended forecast. warmest day of the week will be on thursday. then

again, mike, on father's day. >> all right, roberta, thank you for that. a proposal to remake the very heart of san francisco's fisherman's wharf was presented to the public at the city's port commission today. now, in those plans would be bulldozing one very famous former restaurant and making those historic fishing boats the centerpiece. ktvu tom vacar has the story. >> first and foremost, the plan calls for tearing down the long closed alioto's restaurant and convert the space into an open air portal with spectacular western facing vistas. within a year, sal alioto, captain of the fishing boat golden gate, is a member of the famed alioto family. >> so once they open up, you have a total view of fisherman's wharf, the golden gate bridge. visualize the sun setting at night. it's just going to be a gorgeous view. >> it's always sad to lose something that's iconic. and alioto's was the first restaurant on the wharf, the first building on the wharf.

>> but says third generation san franciscan laura costantini, change is inevitable. >> i think it gives us an opportunity to rethink parts of our city and how we use it, and how we engage with the space there. >> another major goal vastly improved the inner lagoon docks and lighting for historical fishing vessels. one of the wharf's most iconic attractions and the largest fishing center on the california coast. >> and that's what the port wants to do, is to keep it viable. they want people to come down here and buy fresh fish off the boats, which is a good thing. >> another goal improve business conditions and requirements to get both long term and pop up businesses. to attract tourists and locals to the wharf. don mcfarland is one of five generations who own and operate sabella and latour italian restaurant and crab stand. he says the wharf can once again become a dining mecca. >> in the heyday, we used to generate over 30% of revenue for

people experiencing homelessness. well, over memorial day weekend, their trailer, containing everything they used to operate, was stolen. the group's director, charles black, joined us tonight at 730, and he says he believes the trailer was directly targeted and multiple locks had to be broken to steal it. >> they didn't take it from me personally. they didn't take it from our organization. they took this from god. because meet the challenge is a god centered event. all of our volunteers and all of our guests, we come there month after month trying to again just offer hope to the people. and anyone with information about the stolen trailer is asked to contact police. a bay area teacher earns a very special reward. we'll tell you about mary rico and the

ways to cut costs on the south bay bart extension at its meeting on thursday. the long awaited expansion could be delayed as much as another year and a half. the agency says it needs to cut at least $1.2 billion from its current costs in order to qualify for a multibillion dollar grant from the federal transit administration. this weekend, caltrans is scheduled to close the bike lane on the richmond-san rafael bridge for maintenance. the agency says the closure is for routine sweeping and upkeep. it will last from 9:00 sunday night to five in the morning monday. caltrans will offer shuttle services for those cyclists affected by the closure. the bay conservation and development commission could vote as soon as next month. by the way, on whether to have the bike lane open only on weekends. a bay area educator has been named teacher of the year by specialized education services

for her work with students with special needs. mary rego has taught at sierra school of sonoma county in santa rosa for nearly three years. specialized education services. that's a private school system that partners with public schools to provide a unique curriculum for students with academic and behavioral challenges. the school says her instruction has been so successful, several of her students have been able to transition back into public school. mary rego joined us earlier on the for today, and she says her biggest strength in teaching is simply treating students as fellow human beings. >> look at behavior as an entity and a student as a human being. they're not the same person. and once you separate the two, then you can deal with the behaviors and trusting the student that they can understand and listen to you. treating them as humans. >> rico also said that this

award does not just belong to her, but to everyone who works alongside her. right there at sierra school tomorrow, san mateo county will hold a flag raising ceremony to commemorate juneteenth. i want to show you some video from last year's ceremony. the county signed a proclamation today honoring the holiday, which commemorates the end of slavery. the flag raising event starts tomorrow morning, 10:00, at the county center in redwood city. the flag will fly there for the rest of the month, and san francisco's first sunday streets event of the year is coming up this weekend on sunday. golden gate avenue, right between jones and hyde, is being transformed into a car free space in the tenderloin filled with food trucks, live music, plenty of games and giveaways. saint anthony's foundation and livable city is hosting the family friendly event, which includes nonprofits and neighborhood businesses. the sunday's event runs from noon to
