down speed. cameras are coming to oakland after a vote tonight. we go in depth on this pilot program plus brush fire battle. we take a look at the situation in the sierra foothills, where firefighters right now are working to get a handle on the ranch fire. >> this is ktvu, fox two news at

730. >> and that fire broke out just after 4:00 this afternoon, forcing some evacuations. good evening everyone i'm heather holmes. crews right now battling this fire near ranch place and old piedmont road. this is in east san jose. it broke out, as i mentioned, about 415 this afternoon. cal fire says the fire has burned 92 acres and is now 40% contained. so some good news from the fire lines tonight. it's burning a dry grassy area, though, behind a housing development, prompting evacuation orders as well as warnings. skyfox was overhead just a few hours ago. at one point, we could see the flames very, very close to homes. crews are still on the scene again. they have reached 40% containment, but they will be working throughout the evening to bring that number up. we will monitor the firefight and bring you any new information as soon as we get it. we are also monitoring a vegetation fire in el dorado county. the bonanza fire has led to mandatory

evacuations in the area of shingle springs. it's along highway 50 near placerville, and evacuation warnings have also been added to areas east of highway 49. the flames broke out around 230 this afternoon and burned at least 80 acres here, cal fire says in the last hour, containment has gone up just a bit to 5%. a temporary evacuation center has been set up at the placerville library. we did see temperatures increase across much of the bay area and the state. we want to bring in our chief meteorologist, mark tamayo. and as we often see some of these fires popping up with these warmer temperatures. >> yeah, it seems like a daily occurrence. heather. yeah. we're not talking about any extreme fire danger. no red flag fire warnings, but it does not take much with the warming temperatures out there. the fire in el dorado county, temperatures today in the 80s. so they warmed up and temperatures here in the bay area, we warmed up as well. showing you the conditions around the fire zone in the south bay. current temperature close to 70 degrees. winds around ten miles an hour and

relative humidity around 44%. if you're looking at the video footage, there's so much dry, dry grass out there just ready to burn. so that has been, of course, the big challenge when you factor in that wind speeds for the fire crews in the area. but good news, at least the containment numbers have been going up. take a look at the highs from this afternoon across the bay area's a warmer day. you can see concord 89 degrees, antioch 89, oakland 72, in san francisco in the mid 60s. so warming up, especially away from the shoreline. no big changes for tomorrow though. tomorrow the headline should be the hottest day of the week and that means some more 90s well inland for tomorrow afternoon. we start out the day with clear skies and still clear skies all afternoon, but some patchy cloud cover offshore expected to push back into the bay overnight. as far as the temperature comparison compared to this time yesterday, everybody is a bit warmer. so right now it's a warm 78. in santa rosa, concord 83 and san jose in the upper 60s. as far as the winds, we still have that onshore breeze in place, and in

some areas it's pretty gusty out toward fairfield. a winds right now 22 miles an hour, sfo winds gusting to 33, and half moon bay and northwest breeze at 12 miles an hour. so right now, here's our live camera looking out toward the golden gate bridge completely in the clear. as i mentioned, though, some fog on the increase later on tonight into tomorrow morning. coastside and right around the bay. here is our forecast model, showing you the cloud cover tomorrow morning and then increasing sunshine into the afternoon. so maybe some patchy cloud cover near parts of the coast for tomorrow afternoon. so a bit of a warm up for your wednesday. tomorrow is the hottest day of the week. that means some more mid 90s inland and then a cooldown in those numbers by thursday into friday. and once again, some breezy to windy conditions out there. highs for tomorrow. san francisco getting close to 70, vallejo upper 80s. some more 90 out toward concord, livermore and antioch. and here's look ahead your five day a significant drop off in those numbers by thursday. that will continue into friday and saturday, with the warmest locations struggling to make it

into the upper 70s. but still some breezy conditions. of course, that will keep fire danger elevated across the bay area. >> all right, mark, thank you. well, new at 730 tonight. the city of oakland is now moving forward with a $4.8 million pilot program to install speed safety cameras across the city. the city council approving the program just this afternoon, with funding to come from state transportation grants. so 18 locations have been proposed for the cameras that are identified as dangerous corridors. oakland city officials say unsafe speed is a primary factor in one out of four traffic fatalities. so we want to go in depth tonight on these speed cameras now coming to oakland. and welcome to the show this evening, warren logan, a board member for the group called transform california. really nice to have you here, warren. so we had this pilot program approved by the city council. what do you think about these speed cameras coming to oakland? a good thing. >> it's a great thing. >> yeah. tell me why you believe

that. >> you know, because traffic safety is a major issue in the city. and i think most people would like to not get hit by cars. just plain and simple. >> but what do you say to those who are opposed because of privacy concerns? >> yeah, that came up a lot during the advocacy for this issue. and we worked with a number of organizations just like transform to make sure that that's baked in. and so privacy is really at the top of the, of the issue. but i think at the same time it's about balance, right. making sure that people are feeling safe on our roadways, driving safely, walking, biking and taking transit safely and balancing that with people's personal lives. >> can you tell us how these 18 locations were identified? >> yeah, you had mentioned they are dangerous locations. in fact, they are the most dangerous locations. the city has a number of corridors that are where most of our traffic fatalities occur. it's our high injury network. and so these are the locations that the state actually required. every city that's part of this pilot to place the cameras on those dangerous locations. >> okay. so explain to people exactly how the speed cameras will work. >> yeah. so if you are driving, i think it's 11mph over the

speed limit. you will have a photo of your license plate taken, and then a ticket is sent to your wherever your car is registered. what's important though is that for the first iteration of this program, you're going to receive warnings. so there's no surprise here. >> when you talk about 11 miles over the speed limit. i mean, yes, that's speeding. but i guess really it's magnified when you're talking about on city streets. so talk to me about how speed plays a factor here. >> yeah. so the research is pretty clear on this that any mile per hour over 25, you are increasing the lethality or the possibility of dying. and what's interesting is that that study is based on the average vehicle weight from like 1980. you know, how big and heavy cars have gotten in the last 40 years. and so it's critical that people are driving not only the speed limit, but ideally lower than the speed limit at this point. >> yeah. we also have seen the same thing in san francisco. still waiting to issue tickets there. do you really believe that this will be a deterrent and if so, how?

>> i believe it will be because even though we're piloting it here in california, this is not the first place to ever use this technology. in fact, california is one of the last places to use the technology. everywhere we've seen this, we've seen drastic reductions in speeding and by extension, in fatalities from traffic collisions. >> okay, so as we mentioned, city council approved it. what's next in the process? i mean, how quickly might people here in oakland see these speed cameras? >> it's not tomorrow. we know that over the next couple of months, i'm confident that the department of transportation, along with the mayor's office and your local city council, will share more information and then you'll start to see a rollout. but there will be signage. there will be plenty of notification before anybody receives a notice in the mail. that, again, will be a warning before a ticket. >> let's talk a little bit about your group transform california. what does it do and why did you get behind a project like this? >> absolutely. so transform sits at the intersection of equitable transportation solutions, affordable housing and climate action because we feel that that's where the mix really is. we recognize that the transportation sector has a major force in the air. we

breathe in the quality of the world around us. and so we want to make sure that we are not only making sure the streets are safe for people to walk and bike and take transit, but that you are feeling comfortable in your own mode of transportation. >> yeah. well, given that mission to make sense that you would back something like this, we do have a map that shows those 18 locations. can you just tell us a few of where they're located, where these new speed cameras are going to go up? >> absolutely. so what you're seeing here are all of the high injury network corridors. that's the lines there. and the green, of course, are the major intersections where we know are unsafe. so one is right near the studio, which is right at, i think, by jack london in 1980. you've seen a couple on seventh street, again, a major thoroughfare where people speed. there's one on grand and i believe adeline again, major speeding there. you've got one on on san pablo. lots of speeding there. the other component here is that this is geographically distributed across every district in the city, so no one should feel like they are getting singled out. it's we have this challenge

everywhere in the city and so we're trying to address it everywhere. >> okay. final question for you, warren. for those who still aren't on board with this idea, what do you tell them about the difference that you believe these cameras will make? >> i think it's the difference of life and death. and what we know in oakland and across this country is that the people who are dying by getting hit by a car are young black kids and elderly chinese people. that is the statistic here in oakland, and it is one of the leading causes of death. and so while i recognize that people want to maintain their privacy and that they want to perhaps speed across our city, don't because someone's life is at stake. >> all right. we're going to leave the conversation there. really appreciate you coming in tonight. again, the oakland city council green lighting a pilot program to add speed cameras here in the city. thank you so much. we appreciate it. all right. we have much more news coming up here on the news at 730, including a new report from the san francisco civil grand jury that is calling a strategy to eliminate traffic fatalities and serious injuries in san francisco a failure. the city adopted the vision zero plan

back in 2014 with the goal of eliminating traffic deaths by the year 2024. well, research found that despite that ambitious goal, last year was the deadliest on city streets since 2007, and the jury blames sfpd for not enforcing traffic laws. it wants the city to renew its commitment to enforcement, speed up safety projects and launch new education campaigns. coming up here on the news at 730, the legal battle over president trump's deployment of the national guard to los angeles heads back to court today. we'll bring you some of the arguments from the federal hearing in san francisco and a bay area man hoping to draw attention to the ongoing humanitarian crisis in gaza, returns from his middle east trip. disappointed, we spoke with

immigration protests. well, a federal appeals court in san francisco hearing arguments today but did not immediately issue a ruling. the three judge panel of the ninth circuit court of appeals is scrutinizing a lower judge's ruling blocking the deployment. so president trump mobilized more than 4000 troops to respond to the protests without the governor's consent. the president's lawyers argued today that he can federalize a state's national guard in a rebellion, danger of rebellion, or if the president is unable to execute federal laws. the california department of justice argued that the situation in los angeles was far from meeting that threshold.

here's a little bit of the courtroom arguments from today. >> interferes with the president's commander in chief powers, based on an erroneous interpretation of the applicable statute. it upends the military chain of command. it gives state governors veto power over the president's military orders. >> every day that this order remains in effect, it is causing harm for our nation's broader democratic tradition of separation of the military from civilian affairs. >> the panel seemed inclined to let president trump maintain control of the guard members. it could rule at any time. earlier today on the news at five, we heard from ktvu political analyst brian sobel, and he says what we see play out in court could, in fact, have an impact on the rest of the country. >> to say, the national guard and i'm paraphrasing, may come to a city near you. and to the extent that the president has broad powers, seemingly to use the national national guard in

other states, that's the question that has to be answered here. in a constitutional environment, such as the ninth court of appeals. >> now, the president's attorneys said if the court rules in favor of governor newsom, they will immediately appeal to the u.s. supreme court. again, the appeals court is still considering the issue. both sides are set to appear in district court on friday, and we continue our coverage of the national guard deployment on air and online. make sure to download the fox local app to stay on top of the very latest developments. well, now we go to the middle east, where palestinian leaders are reporting the deadliest day in gaza since aid resumed last month. the gaza health ministry says at least 59 palestinians were killed and more than 200 wounded today as they waited for food and water. witnesses say israeli forces had fired on the crowds. in a statement provided to reuters, though, the israeli military said people were gathering for aid near an area where idf troops were operating.

the idf says the incident is under review. an oakland man returned from egypt tonight after taking part in the global march to gaza. organizers say the group intended to march from cairo to rafah, but that strip that trip was cut short. ktvu chrystal bailey talked with the man upon his arrival at san francisco airport. >> i went to get aid into gaza. >> adele giovanni says he traveled to cairo, egypt, with plans to march to the rafah border with global march to gaza, a nonprofit advocacy group bringing together more than 4000 volunteers from more than 80 countries. >> the goal of the march was to go to cairo, get to al-arish and march to the rafah border to help pressure governments to allow aid, medical supplies, food into gaza. >> giovanni returns with a broken heart, telling us on the way to rafah, the five day pilgrimage was interrupted by egyptian forces. he says. it got tense and violent and marchers

were forcefully detained. in this video from giovanni, he says egyptian militia are seen throwing water bottles as the organization held a sit in. >> some of the other organizers said, hey, for safety reasons, at this point, it's become very clear that the egyptian authorities do not want us here and that they are detaining us and disappearing some people. so it's better to leave the country as soon as possible. which is why i changed my flight and i'm here today. >> he says he was among 250 other americans forced to return home tonight. his plea to stop sending american taxpayer dollars to israel. >> here in america. there's plenty of unhoused folks in oakland. there's plenty of unhoused folks in san francisco. those dollars should be used here and not in gaza and not in iran. >> although the march didn't make it to the border as intended, giovanni says he is grateful to have used his voice and says he won't stop until all palestinians are safe. at sfo, crystal bailey, ktvu, fox two news. >> all right. coming up here on the news at 730, a symbol of pride and resilience vandalized the man. police say they caught

police arrested a 19 year old san francisco man for allegedly vandalizing the iconic pink triangle atop twin peaks. police were called to the giant pride month display around 1230 this afternoon, where officers say they witnessed lester bamaca geronimo defacing the triangle. skyfox flew overhead and you might be able to see some faint black markings. officers chased the suspect, eventually arresting him. adding that they found vandalism tools as well. the police department condemned the vandalism, saying it is unacceptable. the city of san jose, the council there approving a plan today to add

five more motels to be converted into temporary housing for those experiencing homelessness. all total the motels will add about 251 units to the city's inventory for the unhoused. the bristol hotel is one of them. it's located on south bascom avenue on the border of san jose and campbell and a group called save our community and kids created this map showing that the motel is within 4/10 of a mile of farnham elementary school, and the residents say they were not given enough notice and do not have enough information to support this plan. >> concern of the residents currently is the transparency from the city of being one. we only had one hearing last wednesday. >> mayor mehan stands behind the motel conversions as they are part of a greater goal of adding 1000 new units of shelter beds by the end of the year. the cost to operate these motels for the unhoused is just under $7 million. for the next fiscal year, they will be operated by a

to unionize. the blue bottle independent union says workers at three oakland stores and one in berkeley announced their intent to join today. they joined six locations in the greater boston area to unionize. they are calling on the company to recognize the union by friday and begin bargaining on a new contract. blue bottle was founded in oakland. it was acquired by nestlé in 2017. san francisco sheriff's deputies arrested several city workers at city hall today, after they disrupted a board of supervisors meeting to protest proposed budget cuts. >> to public services. public services. public services. >> union members began chanting shortly after the city's budget meeting began at about two this afternoon. they remained inside city hall for nearly two hours before deputies began arresting people, leading them outside and siding them before letting them go. at least 11 people were arrested in total. union members
