[music] don't do what would be such a denigration of what the meaning of juneteenth is. >> and on the eve of juneteenth, local leaders are warning people violence has no place in the celebrations. >> ktvu fox two news at five starts now. >> and good evening to you, i'm claudine wong. juneteenth is a day that marks the end of slavery in the united states. on june 19th, 1865, union soldiers freed more than 250,000 enslaved african americans in texas. and
5:01 pm
that came two and a half years after president abraham lincoln signed the emancipation proclamation. juneteenth officially became a federal holiday back in 2021. that's when then president joe biden officially signed it into law. and on the eve of that federal holiday this year, local leaders are asking for safe and peaceful celebrations. ktvu henry lee joins us live from oakland with more on their message. henry. >> well, claudine, oakland city officials tell me that the violence after last year's juneteenth is not a reflection of what this city is all about, especially as it celebrates the end of a dark moment in our country's history. >> so we're certainly not looking for a repeat of activities. we're far more prepared this year than last year. >> oakland city administrator justin johnson says he's looking forward to the city's juneteenth celebration near lake merritt on thursday. he says city officials have learned lessons in the wake of sideshows and a wild shootout between two groups after last year's festivities that injured
5:02 pm
14 people. >> we've really leaned in across a number of departments to make sure we have a safe event so that folks can come out and really celebrate what juneteenth actually means. last year was not a reflection of what oakland is and who we are as an organization. >> it's important that people come out and have fun and honor those who came before us. honor those who are still fighting. >> i caught up with oakland mayor barbara lee, who says juneteenth, celebrating the end of slavery in the u.s, has personal significance. she helped author the bill that former president biden signed establishing the federal holiday. her great grandmother was born as an enslaved child in texas. the mayor says there's no place for violence on juneteenth. >> our motto is love life in oakland. so please let us do that and do that with us. but don't do what would be such a denigration of what the meaning of juneteenth is. >> oakland police say they're ready for the large crowds. besides regular patrol officers, opd will deploy what's known as
5:03 pm
mobile field forces to respond quickly to any problems. >> in preparation for that. this year, we have a large number of officers that will be out to facilitate peace and make sure that juneteenth at the lake stays family friendly. >> oakland police captain gordon durham says officers on foot, dirt bikes and cars, as well as chp officers will be helping with road closures around the lake. officers will be on the lookout for all kinds of violations. >> and we will be enforcing citations for people that are not adhering to the parking enforcement laws, as well as illegal vending for alcohol cannabis sales. >> edgar ramirez was selling hammocks and snacks by the lake. he told me he'll be back on juneteenth, but only during the daytime because of safety concerns. now, only only permitted street vendors will be allowed here in the lake merritt area. and a word to the wise there may be a lot of traffic tomorrow, day and night because of street closures. live in

oakland henry lee, ktvu, fox two news. >> and pga is warning it could shut off power in parts of the bay area to prevent scenes like this one. we brought you this breaking news yesterday, a wildfire in east san jose. it was named the ranch fire. it threatened homes and forced evacuations. fortunately, nobody was hurt. that fire burned a total of 92 acres by the time it was fully contained. pga says because of the wildfire risk, parts of santa clara, alameda and contra costa counties could see power shutoffs as soon as tomorrow and through saturday. napa and sonoma counties were on that list originally but have since been removed. the utility says it made the decision based on a forecast of high winds and dry conditions. right now, most of the areas marked for the shutoff are in more remote areas of contra costa and alameda counties, outside of livermore and brentwood city limits, and a new emergency notification system launched in san jose yesterday. that was just before the ranch fire sparked. ktvu
5:05 pm
tory gaines spoke with city and county leaders about the steps they are taking to get evacuation notices out more effectively, and she joins us live from san jose tonight with more. tory. >> yeah. hey, claudine, we are at the bottom of sierra road, just on the edge of the east san jose hills. we spoke with a homeowner today who had to be evacuated yesterday. he saw smoke in the distance. within 20 minutes, he was being asked to evacuate. now, we spoke with city leaders about a new notification system in place that is supposed to help get the right evacuation orders to the right people at the right time. a fast moving brush fire in the east san jose hills came very close to several homes on tuesday, as it burned through 92 acres. >> the fire started getting closer and closer, and then they told me, okay, jesus, time to go, jesus. >> garcia lives on sierra road. at first, he wasn't too worried about the smoke he saw, but that quickly changed. he was told to evacuate, but his wife has been ill and hasn't left home in some
5:06 pm
time. >> i said, my wife is sick, i cannot go. oh no. you going? you and your wife. and they went in and grabbed my wife and took both my wife and i to the hospital. my wife is kind of sick. i'm okay. >> just hours before the fire sparked, the city of san jose implemented a new warning system that can be downloaded right to your phone. it's a free app called genesis protect. >> we have a lot of notification capabilities, but genesis has just added a new layer as of yesterday morning in the city of san jose for us to do some really targeted information. >> it's an ominous you don't have any, you know, it doesn't know who you are. it just knows that if your phone is in an area that is designated for an evacuation order or warning or advisory, it will send you that notice. >> the app can help emergency crews get people out of affected areas more quickly. it's already been in use in several bay area counties. the app also allows users to choose other locations
5:07 pm
for alerts to keep an eye on loved ones. >> if you have a child off at college of mother, you know living in assisted living, they can you can keep track of their location for them. >> the app isn't the only new fire safety measure. the county of santa clara recently approved new ai sensors for fire detection, which will be placed in the east san jose hills. >> these detectors are getting so good that they could tell the difference between a barbecue versus the bushfire. for example. >> garcia was fixing his mailbox wednesday while surveying the damage. he says he plans to do some different things with the greenery around his property to be prepared if there is a next time. >> i got a scare. yeah, but i i'm lucky because i still have my life and my house. >> now, the san jose fire department is taking extra steps to go door to door at homes
5:08 pm
along the wildland urban interface. so if you receive one of these notices on your door or jfrd knocks on your door, please know your home may be at higher risk for fire, and you should take fire prevention steps as soon as possible. claudine. >> yeah, all good information. tori. do we know how many people have actually downloaded this app? because certainly the warnings are great. but if you don't have the app and you can't get them, it makes it. it doesn't make it as effective. >> i don't know how many people have downloaded the app here, but this app has previously been used in alameda county as well as in contra costa county, so it's going to have growing users across the bay area, as these notifications seem to be a very helpful tool for fire departments in our area. >> yeah, certainly important to get the word out about the app so that it can get the word out about safety. thank you so much, tori. well, hundreds of homeowners in the beverly hills will soon have to follow new or in the berkeley hills. rather, we'll soon have to follow new landscaping rules. those are aimed at lowering the risk of wildfires. the city council gave final approval last night, and
5:09 pm
that's to require a five foot buffer zone around homes in neighborhoods near tilden park and panoramic hill. homeowners will have to clear all vegetation in those zones to help stop the spread of sparks and embers. the council approved a delay on the inspection requirement until may of next year, and starting this weekend, muni riders are going to see some changes to some bus routes, all in response to the agency's $50 million budget shortfall. muni is going to be cutting service on the five fulton, nine san bruno and 31 balboa routes. they'll all terminate at market street during weekdays. the six haight parnassus and the 21 hayes will now be combined into the new six hayes parnassus route. >> we never want to cut muni service, but when we're forced to because of our financial deficit, we've determined to do so in a way that protects our riders as much as possible. we know these cuts are painful, but they are necessary for muni to remain resilient in preparation for a possible deficit in july of 2026. that could lead to even
5:10 pm
more severe cuts. >> muni says. to limit the impact on riders, the changes are centered in areas with redundant bus service, and some workers at ucsf benioff children's hospital oakland are on strike over a plan to change their employer from children's hospital's nonprofit to ucsf. nurses, therapists and technical support staff all say they don't want any changes. ucsf is proposing an integration plan where workers would become ucsf employees instead of employees of the nonprofit. the health system says that's best in the long run, because it would mean better benefits and put all uc employees in a single union. but longtime employees worry those changes would mean losing unions they've built and starting from scratch. >> taking us to san francisco and telling us we have to be a part of their system, their union. we're going to lose our pensions. we're going to use our tenure. it's just the list goes on and on.
5:11 pm
>> ucsf responded to that directly in a statement to ktvu. it says in part, ucsf is choosing to honor employee seniority by maintaining oakland start dates for benefits we administer, such as pto unions. seniority is subject to bargaining with their union. and now to a developing story in the middle east. streets in tehran were empty and quiet today as the war between iran and israel escalates. iranians heeding the warnings as israel continues its bombardment of the iranian capital. and this comes after president trump and israeli leaders warned residents of tehran to evacuate, and the u.s. has sent more aircraft and warships to the region. as the u.s. weighs possible military action. iran's supreme leader today warned that any involvement by the u.s. would cause, quote, irreparable damage to them. israel launched more attacks on iran's central command today, on the sixth day of the assault that has killed top iranian journals, generals and nuclear scientists. today,
5:12 pm
president trump said he has not yet decided whether or not to attack iran directly. >> we may do it. i may not do it. i mean, nobody knows what i'm going to do. i can tell you this that iran's got a lot of trouble and they want to negotiate. and i said, why didn't you negotiate with me before all this death and destruction? >> today, the u.s. evacuated a number of diplomats and family members from israel who had asked to leave on the diplomatic front, senior diplomats from germany, france and the united kingdom are set to hold nuclear talks with iran in geneva on friday. >> he was once hailed as a hero for bringing football soccer back to the bay, then vilified for taking the a's out of oakland. and now john fisher is selling. selling what? after the break. >> plus, a close encounter with a mountain lion in the bay area, where a ring camera captured footage of that animal taking a stroll right in front of
