really stop or park down here? take a look down here. this is the plaza and this is going to be packed this weekend. i am standing where that main stage will be. over 300 artists and exhibits expected to be right here throughout the weekend. now, some streets, if you take a look, are already closed right now, including grove and larkin. several streets will be closed along market. obviously the parade starts at 10:30 a.m. on sunday at market street and embarcadero, and it ends on market and ninth. officials say it will last about four hours. and if you're coming down here or attending the parade, you could be searched and will likely hear more about that at the press conference today. expected to begin around nine 3945 this morning. and we'll hear from mayor lori, officials from the police department, district attorney jenkins, and obviously the pride executive director. and the focus, as we've been talking about, will

be pride, safety during the events and the parade itself. and also a very cool event happening tomorrow is a trans march down in dolores park. that is a big event. thousands expected to attend that event, and we will obviously have more on this throughout the morning. i am live in san francisco at the plaza. aaron dickens, back to you guys in the studio. >> all right, aaron, thank you for that happening today. arraignment scheduled for a high ranking member in the san francisco sheriff's office. richard ju serves as the sheriff's chief of staff. he's facing misdemeanor charges of hit and run and filing a false police report. prosecutors say ju, who was off duty at the time, crashed his vehicle into a parked car on diamond heights boulevard back in march. authorities say he waited two weeks to file a report and claimed that he was the victim of a hit and run at a parking lot. >> we're now hearing from a san jose police officer accused of child abuse and drunkenly firing

his gun. officer timothy fay is a 22 year veteran of the san jose police department. he was arraigned yesterday after allegedly firing his gun inside the morgan hill home of his ex-girlfriend. last week. fay was one of two officers who shot and killed a man at a san jose power plant in 2018. speaking to the judge, he described his alcoholism as a coping mechanism and vowed to get treatment. >> it's been traumatic and we all have coping mechanisms. i used alcohol as a coping mechanism and i realized that that isn't the best for me, and i need to find what is best for me and move forward and make myself my best person to make the world a better place for everyone else. >> fay, separately, is accused of abusing a child in monterey county during an incident involving his fiance and her eight year old daughter. he hasn't faced charges in that

incident. the judge agreed to his release on bail with an ankle monitor and daily check ins with police. he is set to be back in court august 20th. >> time now 504. the fbi is searching for an oakland woman who's been missing now since the beginning of the year. 21 year old heaven mcgee disappeared back in january. the fbi believes she may be a victim of human trafficking. his mother last saw her in oakland on january the 17th. she was seen three days after that at a truck stop in stockton yesterday, her family holding a news conference at the oakland police department asking for help. >> those who spent time with heaven. she relied on you and you relied on her to be that someone to help me. and those who love having find her. >> the fbi, offering a reward of up to $10,000 for information leading to her whereabouts. anyone that might have information, contact the fbi or

opd. >> president trump is back in the u.s. following a trip to the netherlands. his administration is touting a win at the nato summit after other countries agreed to increase their defense spending from 2% to 5% of their gdp by 2035. president trump also met privately with ukrainian president volodymyr zelenskyy for their first sit down since their heated oval office meeting back in february. >> and the president says u.s. will meet with iran next week. he and his administration do continue to criticize anyone that questions the effectiveness of the u.s. strikes on that country's nuclear sites. >> the site is obliterated, and we think everything nuclear is down there. they didn't take it out. >> those that dropped the bombs precisely in the right place know exactly what happened when that exploded. and you know who else knows iran. that's why they came to the table right away. >> that cease fire between israel and iran appears to be

holding up. the israeli government has lifted all restrictions on its civilians. they reopened the schools as well. meanwhile, iran's parliament has voted to suspend cooperation with the un's nuclear watchdog agency. analysts warn that could mean iran could continue its nuclear program without the level of supervision it saw under previous agreements. >> south bay congressman ro khanna is pushing congress to pass his resolution, meant to prevent president trump from escalating tensions with iran. >> it's cost our country billions of dollars. it's put our troops at risk. it has put us more, made us more entrenched in the middle east. and all of that doing something that the american people did not want. >> congressman khanna introduced his war powers resolution last week with bipartisan support. it would bar american military forces from unauthorized hostilities in iran unless congress authorizes any involvement. house speaker mike

johnson criticized the timing of the congressman's proposal, calling it inappropriate and unnecessary. >> regional park in sonoma county just got a little bit bigger. the county acquired over 1500 acres of protected redwood forests that will expand the monte rio redwood regional park. the expansion was purchased from a lumber company for $24 million by the conservation nonprofit save the redwoods league. it was then donated to the country's regional parks department. newly acquired land connects the coast to the bohemian highway. >> well, if you're going to hike through the redwoods, it's not too bad over by the coast. but inland temps are bumping up here. it's been a slow warm up, but we started that yesterday. we'll continue it today. again, not really a big jump coast and bay, but warmer than it has been. it's been unseasonably cool. 85 santa rosa, oakland up to 70, redwood city 75 to 80. and san jose just been just tough to warm up here. only 74 yesterday. we'll go 78 today. although east san jose should be

closer to about 8250s and 40s on the temps. couple 160 out there. that's brentwood. mainly 50s on those temps about up in the oakland hills there right above the claremont at 1400 feet there it's called oakland north 48 degrees in the in the fog 100% south wind at nine gusting to 17. and look at travis. my goodness again west southwest to 30 miles an hour. it is me thinking that that will collapse. and that's going to allow temps to bump up. but even the altamont pass again again isolated site, but still west southwest almost 40mph. now again, those are just, you know, those cranked up wind speeds, other locations not far away are nothing close to that little dip in the jet stream to the north. but the high is nosing in so upper 80s it will be warmer for your thursday here. the bigger jump will be friday and saturday. it does look like some 90s return inland, maybe some mid 90s friday, saturday away from the coast and then by sunday transition day and back on monday tuesday we'll drop again on those temps. so morning low clouds. there's not as many

stories we're following this morning. a federal judge says one of california's fair plan home insurance policies is illegally failing to compensate wildfire survivors under california law, a standard insurance policy requires coverage for all losses due to fire and smoke damage. the judge ruled the fair plan does not offer the legally required coverage for smoke damage. back in 2017, the plan changed its policies, saying fire claims must result in direct physical loss and permanent physical changes to a property. homeowners say that language made it difficult to be compensated for smoke and debris damage.

>> san francisco supervisors are finalizing revisions to the mayor's proposed $16 billion budget. that proposal in front of the budget committee includes cuts to cover projected $800 million shortfall. one of the programs facing elimination is project homeless connect. it helps connect homeless people with critical services and has done that for the last 20 years. full board will vote on the finalized budget in two weeks. it will then be sent to mayor lurie. he needs to approve a budget before the end of next month. >> the warriors will have their first pick in this year's nba draft today as the draft enters its second day. golden state didn't have a pick in the first round. the team traded it to the miami heat for jimmy butler. they'll pick 11th in the second round today. the warriors haven't given any indication as to who they'll pick. the trump administration says california violated title nine rules by allowing transgender athletes to compete in girls sports. the u.s. department of education says the state must change its

policies or risk losing federal funding. it's requesting the state ban transgender athletes and strip them from all records, titles and awards, then present awards to people who have previously lost two transgender athletes. the federal announcement says california has ten days to change its policies. >> states like maine and california and minnesota have interpreted their own state laws to protect against discrimination on the basis of gender identity in sports. the federal administration is asserting that these federal interpretations would would preempt the state interpretations. >> in response to the administration's actions, the california department of education said it believes all students should have the opportunity to learn and play at school. california's attorney general, rob bonta, says it is committed to defending california's laws and the rights of all students to inclusive education environments and school athletic programs.

>> time now is 515. online fantasy sports could soon become illegal here in california. online sports gambling is currently illegal in california, but fantasy sports are a bit of a gray area. state attorney general is now expected to release a legal opinion that will deem those fantasy betting sites illegal as well. the republican lawmakers who pushed bonta to make the change says fantasy sports are a game of chance, making them illegal in california without proper licensing. but sports fans say the move is hypocritical. >> why can i bet my life savings on robinhood or any of these other stock apps? but i can't bet on whether or not the giants or the niners or the kings are going to win a ball game. it's absolute hypocrisy. >> the coalition for fantasy sports releasing a statement saying it was devastated by the news, and it hopes bonta will consider fans in his decision. the opinion is expected to be released by july the 3rd. >> it was another sellout crowd

for the golden state valkyries last night, as they hosted bay area native sabrina ionescu and the new york liberty. as ktvu amber lee reports, some valkyries fans were torn between supporting their team and the hometown star athlete. >> wnba basketball by the bay in its inaugural season generates a lot of excitement. the valkyries go up against the reigning champion new york liberty. it's the eighth consecutive sellout. many came to see sabrina ionescu, a walnut creek native and graduate of miramonte high school. she spoke with us about her reaction to playing in front of a hometown crowd shortly before the game started. >> it's really exciting just being back in this community that's obviously shaped who i am. being born and raised here, so it's pretty surreal to be back in this arena as a player, not as a fan. >> this family from danville tells me they're valkyrie's fans who support ionescu. >> we're rooting for both. we love sabrina, but we're always cheering on the valkyries. >> overall, she's just well-rounded. she has both

carlos, both only 74. this has been a really cool pattern for san jose. i mean, they can't get out of the 70s. i bumped them up a little bit today. oakland was only 64 in the city. another day that's is 20 days this month of highs at 60 or or not. even the warmest temp they've had has been 69 degrees. i've yet to have a 70 and they've had five days in the 50s. so it has been an unseasonably cool month, although we saw that two years ago as well. so it does happen. santa rosa though, oakland, redwood city, san jose up we go 85, 70, 80 and 78 on the forecast. highs 50s on most of the temps sonoma county airport, petaluma though say not so fast. we're 49. so if you get some clearing in the north bay has not had much, but it does look like they have some this morning. so that's why their lows are a little cooler. fairfield gusting to 30. i expect that to collapse. i don't think that will maintain itself. and also out to the altamont pass west southwest. that's at 1400 feet. 39mph gusts. amazing. the system. little dip in the jet stream, but the high is nosing in. so it will be a

state officials say the deployment of california guard troops to l.a. is reducing resources in the fight against illegal drugs, the governor's office says. normally, about 450 cal guard members are deployed statewide, including at ports of entry, to seize illegal narcotics. but it says about a third of the troops dedicated to the state's counterdrug task force have been assigned by president trump to los angeles. state says so far this year, a task force has helped to seize over 2,400 pounds of fentanyl, nearly 1.5 million pills. >> we're learning more about the recent arrest of suspected

that what the united states military accomplished in the bombings was historic. now, iran's supreme leader claiming a victory over israel in a video broadcast on iranian state television in the last hour, saying, quote, the islamic republic was victorious and in retaliation delivered a hand slap to america's face. now, this is the first time khamenei has been seen by the public since the start of the israel-iran war on june 13th. now, the supreme leader went on to say that president trump showed his hand when he called for a, quote, unconditional surrender from iran. now, iran's leaders also warning the u.s, saying iran has access to u.s. centers in the region and can, quote, take action whenever it deems necessary. frank. >> all righty, tory. thank you for that. a judge has ruled that the california fair plans smoke damage policy directly violates state law by denying coverage for cleanup and remediation, saying the plan is obliged to pay for those expensive

workers at ucsf children's hospital in oakland, say a federal judge will hear a motion for an injunction against the university. the national union of health care workers is fighting uc's plan to transition the union workers to become ucsf employees, rather than children's hospital employees. the uc health system says the workers would receive more valuable benefits under the uc union. >> union members are set to protest today in san francisco over the decision to close parts of the city's health behavior health center. organizers say closing two floors of the phc to convert it to a fully locked facility will displace seniors who are currently living there. that facility currently has more than 80 residents with several mental health conditions. union members say they'll now have to

actually removing it entirely in oakland. 980 is the extension of highway 24 that runs about two miles between west oakland and downtown oakland. caltrans says it wants to improve connections between each side of the freeway and create some new opportunities for land, housing, businesses and open space. held an open house in west oakland last night asking for feedback after previous surveys, caltrans shared three main scenarios on what they could do with that space. >> scenario one is to enhance what is there without removing or adding any infrastructure. scenario two is an opportunity to cover the facility, which would allow an opportunity to perhaps put a park and paths through there that would let people walk between the two communities. and the remove scenario is a would remove the entire facility and replace it with a boulevard.

says the fair plans home insurance policy is illegally failing to compensate wildfire victims. specifically, the ruling targets. the plans plans smoke damage policy under california law, a standard insurance policy requires coverage for all loss by fire and smoke damage. now, the judge ruled the fair plan does not offer the legally required coverage for smoke damage. in 2017, the plan changed its policy, saying fire claims must result in direct physical loss and permanent physical changes to a property. homeowners say that language made it difficult to be compensated for smoke and debris damage. >> california fair plan has denied thousands of claims and underpaid many more. you could be a state farm customer next door to a fair plan customer. the state farm customer gets the remediation and moves back in, and the fair plan customer gets nothing. >> one homeowner in altadena says she has been cleaning her home for months since the wildfires in los angeles. she

up to $10,000 for any information leading to her whereabouts. anyone that may have information as contact the fbi or oakland police. >> caltrans is asking for input from the public on the future of interstate 980, as well as the possibility of removing it entirely. now, 980 is the rather short extension of highway 24, runs about two miles between west oakland and downtown oakland. caltrans says it wants to improve connections between each side of the freeway and create new opportunities for land, housing, businesses and open space. it held an open house in west oakland last night, asking for feedback. after previous surveys, caltrans shared three scenarios as to what could happen with that space. >> scenario one is to enhance what is there without removing or adding any infrastructure. scenario two is an opportunity to cover the facility, which would allow an opportunity to perhaps put a park and paths through there that would let people walk between the two

communities. and the remove scenario is an would remove the entire facility and replace it with a boulevard. >> construction of 980 starting back in the 1960s, cut through west oakland, many black owned businesses and families of color in particular were displaced. many who showed up to the meeting last night support the removal of 980. >> plan. that most speaks to me, i want to say is removing the freeway, mostly because previously there was a lot of people living in that area before the freeway was constructed, and i feel like that amount of displacement and the amount of land here in the bay is so valuable that i feel like returning it back to something that's more productiv. for green spaces. housing would be much more of a higher priority for me. >> caltrans says it hopes to know the community's preference by the fall, so it can start looking into the logistics and feasibility of that scenario. >> i know they got a number of overpasses over 980, but it did kind of split up a neighborhood one from the other. so we'll see
