i've said and done things i regret. and the words released today on this more than a decade-old video are one of them. anyone who knows me knows these words don't reflect who i am. i said it, i was wrong, and i apologize. i've traveled the country talking about change for america. my travels have also changed me. i've spent time with grieving mothers who lost their children, laid-off workers whose jobs have gone to other countries, and people from all walks of life who just want a better future. i have gotten to know the great people of our country, and i've been humbled by the faith they've placed in me. i pledge to be a better man tomorrow and will never, ever let you town. be honest, we're living in the real world. this is nothing more than a distraction from the important issues we're facing today. we are losing our jobs, we're less than safe than we were eight years ago, and washington

stage, on a stage just behind me with donald trump for the first time today. they were going to be campaigning together. instead you have paul ryan releasing this, "i was sickened by what i heard today," yesterday, of course. "women are to be championed and revered, not objectified. i hope mr. trump treats the situation with the seriousness it deserves and works to demonstrate he has better respect for women than this clippings is. in the meantime, he's no longer attending tomorrow's event in wisconsin." you saw strong language from reince priebus, majority leader mitch mcconnell, house majority leader mccarthy, senator mccain, rubio, cruz. none resippeded their support -- rescinded their report from donald trump. later, statement upon statement who had not january doertsed who would un-- not endorse who not

unendorse. another, trump should step aside, allow mike pence to replace him or another from the republican party. and the time has come for governor phones lead the ticket. and he jason chaffetz who had endorsed him saying, it's done, i can't do this anymore, it's time for donald trump to go. and then representative mike lee from utah who had never supported trump also saying it's time for him to step aside. so if we look at all of this, it -- in its entirety and step back a bit, these are the worst two weeks probably for donald trump ever. and it's in fact difficult to imagine trump recovering. he has a base of support. i've talked to reporters through text messages on get their reaction, none are going to no longer support him. but trump needed more voters in order to win, of course. and this is now doubt going to

get nobody's vote. alex? >> jacob rascon in elk horn, wisconsin. we have more now from phillip, is it over for trump? >> i mean, it's -- you know, how many times have we asked this of donald trump. here's the point, to jacob's point, donald trump has a core of support that he's not been able to expand outward. we've seen over time particularly republican women, independent women have been sort of iffy on donald trump. and when they're kind of with him, he does better and he's competing better against hillary clinton. and when they're not, then he's performing worse. and the question is, who -- who has given donald trump a second chance already sees this tape, particularly women, particularly white republican women, who he definitely needs, who sees this tape and says, you know, i'm back on team trump? it's impossible to see how that's going to happen in huge numbers, and that's the ball game. >> well, he did issue an apology, jane s. that enough? >> that apology looked like he was being forced to read a

teleprompt everu. this looks like -- teleprompter. this looks like a prisoner's tape. not compelling. he looks contrite, he looks upset. he needs to talk to the american people, and i think in this debate he'll get the opportunity to do that. and look people in the eye and say, i'm really sorry. i did not see sorry in that. i saw i'm annoyed, this is frustrating, this is distracting from what i want to talk about. but these are genuinely jeb bush setting comments. he made to stress nepal in a way that matches how upset he is. not criticizing bill clinton and saying it's locker room talk. this is not locker room talk. >> a lot of high-ranking republicans are making their thoughts known. and they're not positive to say the least. you've each got some saying he should step aside, let's let mike pence hit the top of the ticket including former republican presidential candidate john huntsman who civil said, telling "the salt lake tribune," "the time has come for governor pence to lead the ticket." is that possible? >> if donald trump doesn't step

aside, there's literally nothing the republican party can do. they don't have the time to make a rules change that would allow him to replace him on the ticket. voting's already happening. there have been thousands of -- hundreds of thousands of votes cast overall in this race. the people they're voting for, it's donald trump. donald trump's on the ballot. he's on the ballots being sent to absence see voters across the country. states have deadlines because they have to print these things. there are logistics and the deadlines have pass the e specially in texas. -- especially in texas. you can't have someone replace him in texas -- >> each if he extend aside, say that -- stepped aside, say that even a week or two it becomes so overwhelming, this is hypothetical obviously. but his name's still on the ballot. yeah. >> they're in the voting booth checking donald trump's name. the problem people will have is they're not going to want top do that. if there's a rush at the ballot, people may not show up. hillary clinton supporters will show up because they want to defeat the ticket. his supporters are going to say,

bill's jinfidelities, it didn't work. it's clear he's going to angrily or try and constrain himself to some extent but raise the issue. >> all right. that's a wrap. thank you, phillip. and thank you, jane. can i give you props, the "washington post" posted the story. you were five minutes behind. girl, you were on it. it thank you very much, jane. there is much more to talk about, of course, regarding this trump tape with nbc political director and moderator of "meet the press," chuck todd, coming up in a few minutes. let's go back to the other breaking news story, hurricane matthew. it is now battering south carolina's coastal areas. in fact, more than 1-00,000 people are without -- 1-00,000 people are without power. the store storm is a -- the storm is a category two, triggering mass evacuations across four states. we're seeing some of its deadly impact in florida when it first hit the u.s. coast. we're about to show the historic city of st. augustine, that is

one of the hardest hit areas, heavy rain has destroyed roads there and flooded countless homes and cars. it is a historic place, for those of you who don't know, it was the first settle the community in these united states over 400 years ago. at least four people were killed. more than a million people there remain without power. matthew is now packing 105 mile-per-hour winds, and a viewer even captured a tree falling down. look, on top of that van. that was jacksonville, florida, right there. let's go to nbc's blake mccoy. he's been out in it. today he joins us from myrtle beach, south carolina. a good morning to you. what's it looking like out there? >> reporter: good morning. we're right in the path of where hurricane matthew is headed. hurricane matthew continuing its trek up the south carolina shoreline. we're expected to be grazed with the eye wall in myrtle beach in several hours. you see the winds have already really started kicking up, sustained winds of 30 miles per hour now. we've seen gusts as high as 60 miles per hour so far overnight.

in fact, there have been tornado warnings out here. the good news for people in south carolina is that we've heard governor nikki haley out here warning people to evacuate since last wednesday. so they have had ample notice to do that. we've seen all of the businesses along the boardwalk here in myrtle beach boarded up in preparation for this storm. the big thing in addition to the wind and rain, the bigger thing people are worried about is the potential storm surge. look at that ocean. that ocean is churning out there. and thankfully it's saying -- staying fairly low. this is low tide. the concern is that if that storm surge comes, particularly when it's high tide later today, five to secretary of-foot storm surge -- seven-foot storm surge which is possible here, expected here, could devastate things. the boardwalk i'm on was destroyed during hurricane hugo in 1989 and had to be rebuilt. so this is a new boardwalk since

1989. they do not want to have to rebuild that again. as far as evacuation orders, all of the low-lying areas of south carolina are under evacuation orders now. it does seem that quite a few people have heeded warnings and taken higher ground. so hopefully if that storm surge comes, it will have minimal impact on human life. alex? >> blake mckay, stay safe. looks prove. thank you very much. meteorologist bill karins has been following the path of the storm. let's talk about georgia and south carolina. what should folks be prepared for? >> weather's improving in savannah. that was hit hard last night. second highest water levels ever during the singurge. hilton head, 90 mile-per-hour gusts and a lost downed trees. they're saying that was some of the hardest hit locations overnight. in charleston, they've had about a foot of rain, and on top of that, they had like the third highest storm surmg over the city's history. there's a lot of water on the coast. we have yet to get reports from the beaches overnight. they're saying it's not going to

be pretty because of the storm surge and wave action along the coast. you see the eye came very close, over the northern eye wall, over the top of the hiltond head area. now it's moving parallel to the coast. the heaviest bands are located just north of charleston right now. and you're getting a break from the rain in charleston. on the back edge heading toward the southern south carolina coast. the heavy rain is moving up the coast. you see the storm paralleling the coastline. we may never get an official landfall. the storm will weaken from here on out. the latestgust, 87 miles per hour on hilton head. we'll see the most wind damage. all of the beach areas and the rivers, too. a lot of homes got flooded over. even far inland, started power outages far inland with 50 mile-per-hour gusts. between columbia and st. george. here's the forecast, still a cat two. all of the strongest winds are over the water. we're not going to see a lot of category-two-type winds inland.

isolated gusts toward hurricane strength. we bebd it this evening away -- bend it this evening away from the north carolina coast. between now and when it gets to wilmington, midnight tonight, that we'll have the best chance for power outages up the coast. and that late high tide cycle could cause additional storm surge. last night close to five to eight-foot storm surges, but the next high tide cycle, another additional five to secretary of-foot water rise. especially around areas around myrtle beach, the georgetown area, womening not too is in the three to five-foot range. again, the storm did damage overnight. i know we had the pictures from the daylight yesterday of northeast florida. but the pictures that we get and this morning, i'm afraid they'll be worse for the coastline of georgia and the southern portion of south carolina. >> okay. we'll see what daylight brings. we'll get the picture as soon as we can. thank you for that. donald trump's apology regarding lewd comments about women. >> i said it. i was wrong. and i apologize.

much younger. >> republicans saying they don't want to support him or putting out the damn comments about his -- his comments about trump's comments. could they, their lack of backing, could that lose him the election? >> i -- imson -- i'm not sure that that would fracture the base of support he has. they've been with him since the beginning. i don't see this changing their minds. there are moderate republicans, and we say this over and over again. there well moderate republicans, there are independents and suburban white women who are still unsure. suburban women in general frankly, who are not sure about donald trump. these comments too not help them to see him as somebody who is less erratic, more trustworthy and fit for the white house. that is the real problem he has, does this mean that he can't get any more support, and is he now solely relying on banking on the enthusiasm of his base of white working class men?

>> all right. thank you very much for that on the heels of the report. nbc news modulator of "meet the press," chuck todd. good morning out of the game here. how can trump recover? can he? >> no. i don't think he can recover. the question is, is he going to light himself on fire tomorrow night at the debate. if she choohe chooses -- if he chooses to do what he did in the video that he released, apologize for the words but not per bragging about essentially being able to assault a woman without their consent, and then he sits and thinks attacking a candidate for the infidelities of her husband is somehow going to equalize this, i think it's -- if he, again, i think this is

unrecoverable, even if he's nothing but contrite tomorrow night. but if he goes down that road, i don't know if there will be many elected republicans left that will feel that they can continue to endorse him. >> why do you think that this scandal has provoked such a huge reaction? this is not the first time that trump has been accused of inappropriate behavior or conduct toward women. what is different this time around? >> i've been asking myself that same question. there was a shock quality to this. you've read plenty of things, seen him do it, but there was sho sort of a shock quality the ease with which -- there's no defending any of the other remarks he did. this was just -- you say to yourself i couldn't -- let me put it this way, when i first read the transcript, i'm in a

car on my way to a baseball game with my two kids and my spouse. i could not have -- i could not talk about why i was gasping. why -- i could not speak about the presidential race any more in front of my kids. when you hit a moment like that, but realize it felt different. >> i hav a son and daughter and thought how in the world do i explain this to them. >> unexplainable. >> he's lost any type of moral authority to lead. and that's a part of the presidency. and you know, it is -- look, this was a -- this is on a level we've not seen before. >> i mean, that is -- in large part what the oval office stands

for. that is what we look to the oval office to do for us and have a level of moral authority, legal authority, all of it. what about the possibility of him dropping out. phillip bump said most votes have been cast in florida. that's done. gop votes, i should say specifically. is it even possible? >> it's -- no at this point. i mean, that's not to say that -- his name is going on the ballot, period. look, i -- during the khan meltdown, attacking the gold star family, the khan family, i had a long conversation with high-ranking republicans who were trying to game plan the idea of, okay, if this continues to spiral and how much time

would they have in august to replace him. and they determined, they legally looked at it, all the different ballot replacement scenarios in various states, and basically they determined they had until the first week of december to get out, to have a chance of replacing his name on the ballot. we're well past that. maybe there's some odd electoral college play for the party. maybe they could get the republican electors that have been identified in every state, maybe they pledge to -- they will not vote for him but would, if he carries the state, they'll vote for pence or something like that. i don't -- that's about the only -- i could think of call it a back, you know, back board type of shot or something like that. there snis no legal way to get m off balance. >> the bill picture, what happens within the republican party now?

you've got the chair of the rnc coming out against trump. is the gop head for a big split? what does that look like? >> think right now it's paralysis this morning. secretary generally there's only been two groups that have publicly come out. and condemned him. the republicans, that's been an issue. utah has been the shock swing state of this cycle because of various issues that many mormon voters have had. many of the elected voters have never supported him. first round of condemnation, not a surprise. then kelly ayotte and john mccain, think of them, neither wi withdrew their endorsement yet. that could be the next level. i think mitch mcconnell, paul

ryan, curious, do they give him one more shot at trying to apologize tomorrow, and then too they start running for the hills? maybe some republicans wait to see how he -- how he acts tomorrow, when he follows through with his threat from the apology video or if he's actually contrite, because he wasn't contrite on that video. >> yeah. >> and i think that maybe that's what some republicans do. i think more could bail on him today. >> republican strategist, former white house aide to president george h.w. bush, and political spokesman for the cruz campaign. >> good morning. >> guys, you've been listening to our conversation. i'd like you to weigh in, as well. do you agree with cluck's assessment of that this is over, over now for donald trump? rick, do you first? >> i certainly think it's over. out of the heart, mouth speaks.

and donald trump has revealed himself. he's revealed in a shocking way, this isn't about how he treats women now, this is about how he thinks about women. and look, even -- each if his apology was sincere, which is t doesn't seem that it was because he went on to attack clinton, that's not a sincere apologize. and donald trump does not meet the leadership quality. someone trust worthy, someone given to being quarrelsome, someone who isn't a lover of money. we can forgive donald trump, you can forfifth him, but he cannot be our leader. he's demonstrated he does not have the moral authority as was recently said to be our leader. >> joe, your thoughts? >> i agree. you know, this is -- since we've been talking about storms for last few days, there is a category five. and i don't see how he recovers from it. this is -- this is just a disastrous -- and it's sad for the country.

i mean, it's really sad for the country to hear a party's nominee speak that way about women, to talk openly about groping women, and not to be sincerely apologetic is sad and makes it very hard for republicans everywhere to support a nominee who has no willingness to be sorry for comments that are reprehensible. >> chuck, at this debate tomorrow night, town hall style, how much do you think will be and should be devoted? the trump campaign will push back and say we need to be discussing the issues. people -- this is a mistake, let's move past. will that happen? >> i'll be honest, i have flow idea. i think we've never seen this. he seems -- what he said at the end of the video in some ways is basically saying let's make the whole sunday debate about this.

39 past the hour. breaking news in south carolina where hurricane matthew is battering the coastline. it remains a coat gore two storm. the flooding is happening right now. more is expected at high tide later today. and in florida, deadly flooding has killed four people, more than a million residents remain without power on this saturday morning. nbc's chris jansing in charleston, south carolina, for us where hurricane matthew is about to make landfall. it can't be a pretty picture there, chris, with a good morning. what's it like on the ground? >> reporter: yeah, it's been coming in waves, alex. the rain and wind and the flooding you can see, as a matter of fact. overnight, we got a report that there were about 40 streets that were flooded. we knew from coming in last night that parts of i-95 were shut down. both from the flooding and from downed trees. the good news is that supreme been staying off the streets. there was a curfew last night. we didn't see anybody breaking it. there were police stations everywhere doing that, making

sure people were safe. having said that, you've got approaching as the wind starts to whip up again, about 100,000 people without power. power crews have come from texas. we saw crews heading to florida when we came came here a couple days ago. the number of national guard up to 3,500 on stand its by. the concern, and talked about this, we're at low tide now. and the real problem is that when high tide comes this afternoon, the combination with the rain and these winds, they're worried about even more flooding. we have one brave soul who's going in the middle of the street, the streets slope down, and you can see that he's just walking in his regular shoes. down the block. checking out what's going on first person, frankly, that i have seen. the light is coming up, and we may see more people. concern about what's going to happen later this afternoon. and of course, out on some of

big pine trees down around the coastal areas of georgia. especially going through the night and around the hilton head area, a ton of downed trees. now that we have daylight, starting to get a lot of pictures. the most wind damage. not concerned with major wind damage. right now a six-foot storm surge in charleston and at low tide, thankfully. closer to high tide last night the water all through coastal areas. when we get pictures, afraid of a lot of damp around the beaches with houses. onshore, up to the north a tornado potential. watching storms near myrtle beach, florence, into areas of north carolina. picked up one foot of rain around the savannah area and a foot and a half near tybee island. a wind gust in the mid-90 mile-per-hour range. charleston's here. the center of the storm. may not get landfall. rake along the coast and weaken

during the day today. current winds. 87 mile-per-hour wind in the hilton head area and a lot of reporters are on the coast in tropical storm gusts now. 39, 39, 35. probably get no the 50 mile-per-hour range, but the core of the storm staying along the shore and off the shore, won't get hurricane-type gusts. the biggest problem, the next high tide cycle, between 1:00 and 2:00 as the storm is closest to right around, right here. meaning the myrtle beach area, georgetown area, at greatest risk of storm surge going throughout the rest of the day. the area we're pinpointing, seven to ten feet still possible in areas up to the north. the little red you see here is towards the georgetown area. one area of concern because the eye will be here. winds flowing into this little back bay and myrtle beach, in the five-foot range. alex, as we get the pictures coming in here this morning, dramatic in the coastal areas.
