project wanted by the middle tradition agency and two projects sponsored by the department of public works. i would quickly go over the projects. the first project is the balboa park station east side connection project, a request for approximately $270,000 in prop k funds to leverage a $1.1 million lifeline transportation program grant, which was also programmed by the authority in july 2010. this is a joint effort between bart and mta for station accessibility improvements. this would fund the mta's version of the project. the scope of work includes a new boarding area, accessible key stop on san jose between geneva and ocean. it is the circle on the far

right. it also has associated 8 curb ramps with that element of work. there is also utility pole relocation and demolishing of an existing key stop, which is the center most circle. that work will be done once bart has completed its portion of work and constructed a new platform. the larger east side connection project is a joint effort, as i said. bart's improvements include its ability to the west side station will quite entrance project. this is recently completed scope of work. this will also include a new canopy over the bridge walkway, as well as a new bridge path to a new station access entrance, as well as other excess of the improvements. the scope of work for the key

stop on san jose will be constructed as part of the green track replacement project. we anticipate a were to be completed by mid-2012. work will put it this fall with construction to be completed by mid-2012 -- 2014. the next project is the union square right of way accessibility improvement project. dpw has requested $515,000 in prop k funds for the construction of accessibility improvements around union square [no audio] this fall. construction and the remainder of the work will be completed by mid 20 -- 14.

boring launch box, subject to the attached fiscal year cash flow distribution schedule and amendment of the 2009 prop k strategic plan. this is an action item. >> good morning, chairman campos. bmo consultant to the authority. this item begins on page 73 of your packet. the central subway has now reached a very important and critical phase. we have started with construction and the item in front of you today is to for the construction efforts of the project. in front of you you have some of the milestones of the project. we submitted a new set metal in 2010.

public agency labor support, the total budget for this phase is 100 -- the early construction phase has a few components. but not all of them are relate to this allocation request. the first one is utilities relocation contract 1, utilities relocation contract 2, and then the two that are subject to this request. with publicly agency labor support, the total budget for this phase is $113.8 million.

utilities relocation to contract 1, the contract is now complete, and close up phase. fatalities for contract to, the worker run union square. a little around 25% complete. the total contract is the next one. this contract is broken up into three parts. the notice to proceed one, the tunnel boring machine procurement, the access pit. those two are part of this allocation request. then there is notice to proceed 3, running up tunnels. that will not take place until the full funding agreement from the federal government is received. the bids were opened from this contract on june 8. $13 million below the engineer's estimate. mta plans to give notice to proceed to the contractor in

september. the early construction is fully funded with $72.7 million in prop k, the rest and prop1b new starts. the staff recommendation is the allocation of up to $57 million with conditions. those conditions are upon contract award, and a surplus prop k funds will be the obligated. these funds will then be used for other phases of the project. another special condition is, should any additional funding becomes available, federal funding, state funding, or funding that can be applied to the project, that those funds

would then be used first and then prop k funds are returned. this action is a request of a strategic plan amendment but is cost neutral. basically, it is moving $31 million from the construction phase to the early construction phase. when the program was established, but for the construction phase was not envisioned, so all the money was in the construction phase. like i said earlier, the amendment has no impact on financing costs for prop k. with that, i am happy to answer any questions. the program manager from the mta is also here. commissioner campos: i wonder if you could expand. you talk about what happened if he got additional funding and

surplus prop k funds. i think you are talking about providing sfmta -- prior to contract award full funding plan -- i think there are some other things. if you could expand on those. >> basically, this allocation is to allocate up to $57 million. right now, the mta has not concluded discussions with the contractor. based on the number of bids, there is a possibility that the number will be lower.

we should note the next week or two. those funds will go back into prop k to be used on the product at a later time. it is a condition. we also thought it was a board to include the condition about insuring this ntp 1 and 2 are fully funded. there was a full funding plan for the project but not all have been allocated, largely because of the state issue. we think is important to show the project is fully funded and financially stable, moving into the time period when the sfmta is considered the full funding grant for the project. commissioner campos: i think it is important for the record, for folks to understand, there are a number of precautions being taken by staff to make sure this continues to run as smoothly as possible. that is the purpose of the clarification.

the community's conditions. they also with old truths that you all know. one truth is the 3 to 1 that coming from the state. it would be crazy to give back that money. some folks on the street level -- i do not want to say the word lying -- but saying that the money can be used for other purposes, is designated for the central subway second day, hundreds of public meetings and community meetings that we have had years ago. that is left out of the news as well. i am so hopeful that you will stand firm today and reaffirm that dream. we collected 20,000 signatures before, but we decided this year to reaffirm the jury by having another 6000 signatures.

i was at one of the muni hearings and they said that chinatown does not want the subway. that is a lie. the other thing, there were these cost comparisons. i think the central subway compares favorably to other federal new starts projects currently underway. for example, second avenue subway in new york city is 2.5 miles, with a total of $4.7 billion in the budget. in my heart, i believe this transportation justice project, this relief for the oldest asian-american community in san francisco is very important to all sentences can. hopefully, all san franciscans will join in.

commissioner campos: thank you. next speaker. >> supervisors, what i want to state to you clearly is that we need to evaluate what we have done in the past. if you look at the church street light rail, and some of you are paying attention -- i hope you are paying attention to what i am saying, because it is relevant. you have to evaluate and see that the $700 million that was put into the third street light rail, whether that system, with all of the money that was invested, all the thousands of meeting that we have had, all of

the thousands of petitions that were collected, whether that system is working. we were blocked. we were told that with the third street light rail was built, everything would move faster. it has not. now, there is a connection between the third street light rail and things going on in district 11 beyond mission and the double bart station. there will be variables going on between fourth and came and chinatown. more power to those who think, because of what they hear without empirical data. i have been to washington.

what ever they are doing with this system, meet certain standards. they are dealing with a train, but they are also dealing with a very old part of our town that now kind of works. if we want to go on the ground, and if we think everything is rosy and not paying attention to the businesses, and we want to adversely impact the businesses in this dire economic times, then more power to you to adjudicate what ever you hear from some rosy comments and maybe thousands of petitions from people that really do not understand really what goes into

plan includes a requirement -- prop k expenditure plan includes a requirement for signed a man's and renovation. the purpose is really to shine the light of transparency upon the project prioritization project. it requires a notable elements. a five-year project list was scope, schedule, cost, and funding in leveraging information. as part of the transparency process, the idea is also to provide an opportunity earlier in the project for the board, public, and other agencies to weigh in on projects. all of these we think are great benefits to project delivery. lastly, i would say the five- year prioritization program they are approved by this committee in the full authority board.

they also allow the opportunity to make amends. things change. you are doing so with the benefit of a base line. and before us today we are amending 5ypp. is is attachment one on page 121 of your packet. the good news is we are amending this because of cost savings on 19th ave. signal a great project signals one and two. it was about $20 million, but largely due to the low bid environment, and also changes in group rigid work rules, there is $3 million return to the authority in prop k funds. you will see on page 17, there is $3 million available to read program and a small amount that mt ever asked for. this is an amendment for

perspective. the career category covers fiscal year 2010, 2010. this is one-third of the funds that you today get to choose which projects you would like to go to. the only eligible sponsor for this category is the mta. there is a list of six projects they are proposing to reprogram these funds to. two of these projects this board already approved last month. there with a 15 mile per hour zones near schools that were identified as high priority by the mta the number of people on this committee. and also a pedestrian project. this is already suffered delays. really today's action is adding the remaining core projects. which is 19 ave. accessible to pedestrian signals coming countdown signals, and sonic avenue upgrade. i will discuss briefly the mta

staff here. attachment two shows the proposed amended 5y pp. and men and three shows how each of the scores. -- amendment 3 shows how each of these scores. if you approve the amendment this month, during the course of this fiscal year, mta expects to come back for allocation request for each of these projects. this covers planning through construction. this is a complementary project. it has to do with replacement of the signal infrastructure along from mission to lombard. it is transit signal party hardware all along the corridor insignificant corridors throughout the city. it is very good leveraging due in part to the executive director and prior commissioner.

it has climate initiatives that we created last funding cycle. our main concern is we're working closely to make sure it is constructed and designed in tandem with the project. the 19th avenue pedestrian signal as part of the 19th ave. signal project, we evaluated 34 traffic signals and identified 18 of them as either a high or medium-priority for installation signals for this. this is the remaining 14 locations. on sunset boulevard pedestrian countdown signal project, the commissioner carmen chiu is familiar with this. this would be installed as part of the contract. lastly masonic avenue signal upgrade would install signals at

six intersections. this includes things like cut down indicators. i will note this is part of the larger multi-agency masonic a bid avenue project . we can provide more information on this. at one of our meetings whenever members felt strongly that the city need to to move quickly to address safety issues for cyclists and this quarter. -- in this corridor. mta staff has indicated at this point the project is not constitute any bicycle treatments. with that, i would be happy to answer any questions, and i will let you know in september you will have a major amendment to the state the category to consider. >> thank you. supervisor campos: thank you. any questions from staff? why don't we open it up to the public. if anyone from the public wishes

to speak, please come forward. >> supervisors, and for those at home, the city has had many people die because of lack of pedestrian safety. one of the things when we discussed -- discussed up like this and plush a little bit against traffic signals, we need to tell people at home if the signals are put in in hefour places, how much they cost. if i draw up a figure like $100,000, that is more or less a ballpark figure. this is delivering a mechanism that works with $25,000. having said that, oftentimes
