much appreciate his message about the importance of making efficient choices when it comes to the use of our streets and that is why we are pursuing vision zero and that is why we are supporting the bus rapid transit and why we are promoting bike sharing and high occupancy vehicle lanes and many of the ideas are included in the county wide, san francisco, transportation plan, which i understand that the staff will be updating coordinating over the coming year as mtc and abag update the plan bay area and this effort is important for thebility to advocate for the regionally for the state resources and to develop, the projects and policis that will help us meet the challenges of safety, affordability and growth and especially in the area of climate change. and as in the 20th, and 25 anniversary, i that reminds

that we must continue to invest in the infrastructure in earthquake preparedness and resilientcy planning and this will take levels of eninvestment and coordination and public involvement and i am pleased by several key initiatives that they are already under way, and including the transit core, capacity study, freeway, core management strategy and the neighborhood, transportation, improvement program and on the issue of capacity, i want to add my support to many other colleagues, and including commissioner kim, cohen and weiner, who are calling for cal train to purchase, compatible electric vehicles with future blended service with california high speed rail. this is a very important investment decision that will determine the capacity and operational flexibility of the system for years to come. with that, colleagues, icon include my remarks.

>> public comment is open if any member of the public, seeing none, we will close public comment and go on to the next item. >> item four. director's report this is an information item >> good morning, we begin with the coordination and continue to partner with the commission and the partners in the city to advocate for the formulas to distribute, cap and trade and revenues the share will be the population share and we are hopeful that is the case that may of course be optimistic given that between 25 percent of the funds must be invested in communities and while these are defined, that definition seems to be unavailable to the bay area and how it is

formulated we will bridge our support and coordinating the applications for the affordable housing and so this is another part of cap and trade, that fox cussing on affordable house and coordination with transportation improvements in a package format that we understand that the state would like to see. and so we are tracking the guidelines, and to maximize the chances of success, in the high speed rail, they have mentioned this and i want to thank chair kim of the power authorities and the colleagues for holding an important hearing that took place on october ninth and through this hearing, drew attention to the important investment decisions before the cal train joint powers authority and the selection of a compatible vehicle that we hope will be compatible with the high speed rail and particular so that we can have

the shared platform operations at the transbay terminal. and although, cal train and high speed rail, staff did indicate, their support for the compatibility and we know there is a lot to come out and coming up with a solution that will make that happen, they are looking at a 25 inch platform and whereas the high speed rail is moving forward with a 50 inch height, platform vehicle and sore continuing to track that and look forward to the discussions here at the board of supervisors or the transportation authority thank you to mentioning the transportation wide, and it seems like we went through a pretty long and involved process at the regional level, but mtc will offer a call in mid 2015, and so we are working with the sponsoring agencies here and the local agencies sfmta, but also, the regional partner agencies to make sure that the

projects are ready for that call for projects there after the time line is rapid and we expect the important policy decisions and leading to a 2017 adoption and we want to be sure that the sfpt is a place that we can have the discussion and involve the public and position, san francisco, well, for the policies and investments at the region will make. more information will come in how the public can be involved in the out reach activist and provide input to us. happy news i was honored to join, reiskin and other official to welcome, the u.s. secretary of transportation, cox and he came to announce the 100 million letters of grant of which sfmta was awarded $9 million to expand the muni bus

fleet. this will pay for 12 motor coaches adding capacity to routes, such as the bay shore and the 38 x, geary (inaudible) as part of the moving forward project and so congratulations sfmta and we can't, we can't get the buses soon enough and i know that there is quite a bit of demand, seeking more capacity on those lines, in parallel, a $13 million prop k grant is at work to support sfmta in conducting additional planning and design of the routes and so we are plowseded to partner with sfmta. he's visionary leader and accomplished a tremendous amount and he inspired and excited and challenged us on many fronts and we hope to live up to the award that they need to do the transport and policy

in 2012, and we received the 50 sustain able transportation award i want to thank you for joining us on the bike tour and the mission streets event and also saw commissioner chiu and on monday, commissioner mar led a tour from the geary and the outer richmond, leg, and we came in as well, and on the van ness segment and also highlighted the improvements along market street and i want to thank, director nuru, and his staff for joining that leg of the tour and we also had penulosa speaking to a packed audience. and they are obviously were fascinated, i think, with his vision, for streets, as democratic public spaces. and he really made the case, that inasmuch as these are maybe efficiency arguments and that these are really policy statements by cities to

demonstrate the kind of places that we want to build as we deal with the climate change and as we deal with the need for more housing and better and safer streets. i finally want to note that this is the week and a designing cities, conference that is being hosted by sfmta in the city here. and i am giving a little bit on the report, and i just want to recognize that the concept that is happening and we have speakers here that will be speaking on the finance, and funding panel. and michael short and his colleagues will be doing a tour of the vrt. director reiskin and his staff have done a great job of an important conference to highlight the street, redesigns and i want to congratulate and thank, commissioner weiner and the board for passing, the legislation, that establishes the standards and this is a national association of city officials, and important, sustainable streets standards for san francisco, as far as

city policy. this will mean that fung agencies not only the sfmta and the planning commission and the fire department and the dpw and other agencies puc that have responsible for the street design and management are meant to now follow these safe standards and these standards that will promote sustain able street design. let's see, moving on in the related point on the and i really want to thank, david and eric young, the deputies for a planning and the communication's officer, because it was just a tremendous opportunity to highlight all of the great work that the city is doing and i appreciate the work on that. >> on the brt projects both van ness and geary are making the steady progress, they expect to reach, 65 percent design by the end of this month and to begin the construction, near the end of next year and on geary, we are also working with sfmta, but also in the package of

early improvements that we will see in the safety and signalization and a rebalancing of the service to add more limited service at the urging and encouragement of commissioner mar and commissioner breed. so thank you for that work. on the geneva brt study i will highlight the workshops that are happening this week on thursday the 23rd at 6:00 we will be at brett heart elementary at 1035 gilman avenue and 25th, at the bay short center, and also cantonese, at the vision station valley. and i believe that commissioner cohen will also be joining for us that one and possibly at the other ones as well. and i encourage the neighbors from that part of town and along the brt route to come to see the designs that we are working on to benefit pedestrian safety bicycling and also, rapid transit.

and the vision zero committee meeting made progress this past month and the staff are busy at work and i understand, developing a two-year, work plan to establish in five years, education, and enforcement and capitol projects and policy, and also, here you can thank the commissioners kim and yee for attending the symp osium, this is the first time that the advocates will gather to share the best practice and policy ideas and legislation and the like to help to move forward the vision zero and movement within the nation, actually >> so we look forward to hearing your report back following that trip. just, announcement, the life line transportation program will be doing a call for projects and intended to improve the mobility for the low income residents and the transportation authority prioritizes the san francisco

lpt funds and eligible applicants are the transit operators and the muni and bart and the like and they will be coming in for 3.8 dollars, in funds and 1 million in federal funds as well. and we expect that sfmta will receive, $6 million in the coming cycle and so we will share that information with your offices and hope to bring that forward to you in the coming months. the next few items relate to a slew of really important planning efforts and the first is the continuation of water front and the planning with the office of economic and workforce development and sfmta and it began with the discussion around the warrior's arena and continues with the mission bay sight planning and in addition to the greater mission bay area and commissioner kim continues to press us for how we can address the existing needs as well as well as what is expected to happen over the next few decades with the new developments coming in.

i know that (inaudible) is working with her colleagues and peter as well as folks in the community, to try to respond to the pressing safety as well as network needs in terms of the bicycling and pedestrian and, transit needs and we are also bringing to bear the expertise on transportation and brand management and freeway management with the newer efforts and so we will be bringing that to the plans and program in november, with commissioner kim. the working group is also making progress, and it is con vining, and also to the early morning transportation and a really big win and i think that it has been at the transit and bart have been coordinating on the much needed bus service and we hope to see more specific recommendations come forward. and there was a meeting in late september, where the staff presented draft findings on the existing conditions and needs

and we will bring that forward to the plans and programs committee in the near future. we did hold a community workshop in the bay view, on the cal train, quick street, bridge replacement and the city's related connector road at quint and gerald and there we connected the contractors and workforce organizations as both. and the (inaudible) project that will get going by the turn of the year around december and to follow on from that, the local connector road will be led by sfpd and public works and they will then, provide even more opportunities on the workforce side, and we can, and there is more flexibility in that those are local funds that we can provide even more local preference and engagement on that project. and so we are pleased to have held that and there is good attendance and we appreciate the leadership of commissioner cohen there to help us do this

coordination with the local and regional agencies as well as the prr and that owns a portion of that right-of-way. let's see, i will skip ahead here and i am sorry for taking too long on the project delivery side and there is great progress on the project and we are a third of the way through with the concrete columns on pace, and we have also on the western summit transportation plan, attended a ground breaking for the terrific project that features commissioner kim and mayor lee's work with the developer, and at 358th street and this is a residential complex that had been involved in the planning for eight years, with the community there were some terrific street projects and well as the pedestrian improvements that we worked with the western ssoma and this alley will serve as a model for

celebrating, the lgbt community's tradition through the public art treatments on that alley. so that project will come in 2016 and we are happy to celebrate with the community there. >> the haight street are also done, and we are looking forward to that for a long time and that includes, converting it to two way circulation and it allows the (inaudible) bus lines to actually travel straight reaching market street due to travel time and provide for safer crossing and the like, and prop (inaudible) ground breaking event happening this thursday with our partners at at the (inaudible) college of law and they have been great partners working on this project to improve the pedestrian safety. improvements and increase accessible for the five full ten muni there and so the prop

signed into law about a year and a half ago and the whole idea behind it was to help homeowners strengthen buildings so that they would not collapse. >> did you the soft story program apply to all buildings or building that were built in a certain time frame? >> it only applies to buildings built in the time frame of 1978 and earlier. it's aimed at wood framed buildings that are three or more stories and five or more units. but the openings at the garage level and the street level aren't supported in many buildings. and without the support during a major earthquake, they are expected to pancake and flatten ~. many of the buildings in this program are under rent control so it's to everybody's advantage to do the work and make sure they protect their investment and their tenant.

>> notices have gone out to more than 6,000 owners of potentially at-risk properties but fewer than one-third have responded and thousands might miss an important deadline in september to tell the city what they plan to do. let's talk worst case scenario. what happens in a collapse? >> buildings have the tendency of rolling over. the first soft story walls lean over and the building collapse. in an earthquake the building is a total loss. >> can you describe what kind of strengthening is involved in the retrofit? >> one of the basic concepts, you want to think of this building kind of like rubber band and the upper three floor are very rigid box and the garage is a very flexible element. in an earthquake the garage will have a tendency to rollover. you have to rubber band analogy that the first floor is a very tough but flexible rubber band such that you never drive force he to the upper floors.

where all your damage goes into controlled element like plywood or steel frame. >> so, here we are actually inside of a soft story building. can we talk a little about what kinds of repairs property owners might expect? >> it's a very simple process. we deliberately tried to keep it that way. so, what's involved is plywood, which when you install it and make a wall as we have done here already, then you cover it with this gypsum material. this adds some flexibility so that during the earthquake you'll get movement but not collapse. and that gets strengthened even more when we go over to the steel frame to support the upper floor. >> so, potentially the wood and the steel -- it sounds like a fairly straightforward process

takes your odds of collapse from one in 4 to one in 30? >> that's exactly right. that's why we're hoping that people will move quickly and make this happen. >> great. let's take a look. so, let's talk steel frames. tell me what we have going on here. >> well, we have a steel frame here. there are two of these and they go up to the lower floor and there is a beam that go across, basically a box that is much stiffer and stronger. ~ goes so that during the earthquake the upper floor will not collapse down on this story. it can be done in about two weeks' time. voila, you're done. easy. >> for more information on how to get your building earthquake ready, . >> good morning, everyone much better i'm edward reiskin the transportation director
