pointing out my costume topical and seasonal on the street. and here to talk about an ordinance for the city to accept for ownership, liability and maintenance public improve ams part of the 5m project. why this is a review of the status of the project since the development agreement approved and executed in 2015. during that time we saw the construction and completion of 2 towers first being a building m2 in minna the george 302 units 91 are middle income below market rate. for15 natomah office, 640,000 square feet in negotiations with 10 an and then the merry court east and west. west has a beautiful public stage and access from an historic building the printing building occupied and managed

and programmed by the community art's stabilization plus arts nonprofit. >> this slide is an over view of the 5m project. including future phase 3. which is this tower on the top right which is n1 a 400 unit condo tower developed by the hurst corporation in the future. now meat and potatoes of this the ordinance itself. will allow the city to accept for owner ishmael, liability and maintenance required public improve ams part of the 5m project in phase one and two and the examples of that are sidewalks, curb ramps, including ad a truncated domes and landing areas that are required the parcels of land to accommodate that feature. street lights and street trees

>> in the bay area as a whole, thinking about environmental sustainability. we have been a leader in the country across industries in terms of what you can do and we have a learn approach. that is what allows us to be successful. >> what's wonderful is you have so many people who come here and they are what i call policy innovators and whether it's banning plastic bags, recycling, composting, all the different things that we can do to improve

the environment. we really champion. we are at recycle central, a large recycle fail on san francisco pier 96. every day the neighborhood trucks that pick up recycling from the blue bins bring 50 # o tons of bottles, cans and paper here to this facility and unload it. and inside recology, san francisco's recycling company, they sort that into aluminum cans, glass cans, and different type of plastic. san francisco is making efforts to send less materials to the landfill and give more materials for recycling. other cities are observing this and are envious of san francisco's robust recycling program. it is good for the environment.

but there is a lot of low quality plastics and junk plastics and candy wrappers and is difficult to recycle that. it is low quality material. in most cities that goes to landfill. >> looking at the plastics industry, the oil industry is the main producer of blastics. and as we have been trying to phase out fossil fuels and the transfer stream, this is the fossil fuels and that plastic isn't recycled and goes into the waste stream and the landfill and unfortunately in the ocean. with the stairry step there will be more plastic in the ocean than fish. >> we can recycle again and again and again. but plastic, maybe you can recycle it once, maybe. and that, even that process it downgrades into a lower quality material.

>> it is cheaper for the oil industry to create new plastics and so they have been producing more and more plastics so with our ab793, we have a bill that really has a goal of getting our beverage bottles to be made of more recycled content so by the time 2030 rolls around t recycle content in a coke bottle, pepsi bottle, water bottle, will be up to 50% which is higher thatten the percentage in the european union and the highest percentage in the world. and that way you can actually feel confident that what you're drinking will actually become recycled. now, our recommendation is don't use to plastic bottle to begin w but if you do, they are committing to 50% recycled content. >> the test thing we can do is vote with our consumer dollars when we're shopping. if you can die something with no

packaging and find loose fruits and vegetables, that is the best. find in packaging and glass, metal and pap rer all easily recycled. we don't want plastic. we want less plastic. awe what you we do locally is we have the program to think disposable and work one on one to provide technical assistance to swap out the disposable food service to reusables and we have funding available to support businesses to do that so that is a way to get them off there. and i believe now is the time we will see a lot of the solutions come on the market and come on the scene. >> and is really logistics company and what we offer to restaurants is reasonable containers that they can order just like they would so we came from about a pain point that a

lot of customers feel which wills a lot of waste with takeout and deliver, even transitioning from styrofoam to plastic, it is still wasteful. and to dream about reusing this one to be re-implemented and cost delivery and food takeout. we didn't have throwaway culture always. most people used to get delivered to people's homes and then the empty milk containers were put back out when fresh milk came. customers are so excited that we have this available in our restaurant and came back and asked and were so excited about it and rolled it out as customers gain awareness understanding what it is and how it works and how they can integrate it into their life. >> and they have always done it and usually that is a way of

being sustainable and long-term change to what makes good financial sense especially as there are shipping issues and material issues and we see that will potentially be a way that we can save money as well. and so i think making that case to other restaurateurs will really help people adopt this. >> one restaurant we converted 2,000 packages and the impact and impact they have in the community with one switch. and we have been really encouraged to see more and more restaurants cooperate this.

we are big fans of what re-ecology does in terms of adopting new systems and understanding why the current system is broken. when people come to the facility, they are shocked by how much waste they see and the volume of the operations and how much technology we have dedicated to sort correctly and we led 25 tours and for students to reach about 1100 students. and they wanted to make change and this is sorting in the waste stream they do every single day and they can take ownership of and make a difference with. >> an i feel very, very fortunate that i get to

represent san francisco in the legislature and allows me to push the envelope and it is because of the people the city attracts and is because of the eco system of policy thinking that goes on in san francisco that we are constantly seeing san francisco leading the way. >> kids know there's a lot of environmental issues that they are facing. and that they will be impacted by the impact of climate change. they will have the opportunity to be in charge and make change and make the decisions in the future. >> we are re-inventing the way the planet does garbage founded in the environmental ethic and hunger to send less to landfills. this is so many wonderful things happening in san francisco. i feel very fortunate and very humble to live here and to be part of this wonderful place. b.

to the gfoa for this award which highlights our on going commitment to transparency and accountability. next it's finally happening, the long-awaited central subway project will be opened on november 19th. celebrations have begun and i want to convey our congratulations including the board, director of transportation and, but we want to congratulate the chinatown community that advocatedder in project for so long, especially the late rose pack for whom the new chinatown station was named. there were many who advocated for this, the engineers and countless others deserve our

thank approximates for their work on this complex project. and finally, i want to thank and congratulate members of this board and staff past and present for their leadership especially our vice chair aaron peskin and our former and current executive directors and the agency's funding staff. the transportation authority provided $173 million for central subway and this along with $175 million in sales tax contributions to phase 1, the third streetlight rail project comprised the bulk of local match provided by the federal transportation "new starts" program. and this week, the metropolitan transportation commission will take endorsement actions for capital projects around the

region including on the transbay downtown rail extension project which is currently in the process of seeking a multi-billion dollars federal new starts grant. this grant requires local matching funds included in the proposition expenditure plan that voters are considering even as we speak. we're corking to expeur mtc's endorsement of dtx for state funds through a multi-year commitment to enable the authority to match funds for next year. thank you to mayor broo breed who joined me in sending a letter to seek this action and thank you to commissioner ronan for your advocacy and with that, i will conclude my remarks and is there anyone in the chamber who would like to make public

comment on the chair's report? is there any other comment on item 2? >> if there is public comment on item 2. no public comment for item 2. >> public comment for item 2 is closed. >> clerk: item 3, executive director's report. this is an information item. >> tilly chang. >> good morning, chair and commissioner. pleased to give you this month's report. first at the federal level, we were pleased to join with commissioner preston's office to apply for a department transportation reconnecting community's grant. the 2021 law established a new reconnecting community's pilot discretionary program funded with $1 billion over the next five years. this is the first ever federal

program dedicated to reconnecting communities that were previously harmed in the past. again, we were pleased to submit a two and a half million dollars grant application for the community planning study. this one-mile stretch of geary treen goff and to divi kdero widened geary boulevard and displaced jewish and black communities and created a division between the neighborhoods. the study would we imagine how this space would be redesigned to reconnect the communities through transportation improvements and potentially urban design and land use changes. this was based on public uninput that we received to identify

this potential project. we're excited to potentially win this grant. we won't know until next year, but if we are successful we'll clab wait with a host of community groups and the sfmta and planning department. and then next, i wanted to mention that sfmta has been recommended to receive a $12.325 million grant for the bayview multi-corridor to for access to destinations on andon immediately east of third street.et. this stems from a planning process in wherepr the community identified and prioritizing improvements to bring safety an accessibility to a community in the area. specifically the projectar includes traffic calming as well

as enhancements to the african-american arts and cultural district with pedestrian-friendly spaces for gathering. and it includes owed keationz programs to support -- education programs for the community to take advantage of the project ad features.f th this large grant was possible in part f based on the unprecedentd amount of funds the state was able to direct to the programon from the state budget surplus. howard street was submitted but missed by a small margin. that project continues to be on our radar. the mtc is recommended to share the recommendations for its $55 million regional atp round in january of 2023. next ocean avenue, we have the mobility action plan that t continues to meet and gather input from the community. it was requested by commissioner

mel guard and submission safai. now they're prioritizing a slew of concepts that emerged from the [indiscernible] including pedestrian safety, bicycle safety, improfits on and around ocean avenue. the project team we're seeking input from the public to prioritize the importance ever concepts that were identified it the previous round.d folks can take a survey at sfeta.org through october 28th then the task force will review and consider how to prioritize these into two larger projects and three larger projects to be featured in the final report. there are i many more projects than that, but those five willht get more detail and implementation strategy. so we're excited to continue

working on that. next we're privileged to join at the request of commissioner o chan, the san francisco board of supervisors government audit and oversight committee how the hearing on the mta's taxi up front fare program. the hearing did focus on the the hearing did focus on the which taxis would be able to be held through the youtubeer app and the questions related to potential impacts including data transparency, prop d revenues that we collect. we congestion mitigation taxiga assessed on each trip that originates within san francisco. whether the taxi trips quob connected to that. ta deputy director mentioned

there would be a need to have data for evaluation of these questions as well as to assess the changes in a number of taxi trips and benefits to riders as far as the level of service for taxi users as well as driver fare income which is one of thes stated goals of the pilots o program. ultimately the committee voted to continue the resolution. to continue the resolution. posted on these ride hail issues at the state level. next, i'll note there has been some progress in terms ever quick build projects in the day oo view and so manya mta on erchs avenue for a lane reduction, pedestrian crossing improvements, daylighting and transit stop enhancements thisod transit stop enhancements thisod this will benefit a lot of the folks 2349 area. they just celebrated the

communityco center. sfmta also expects or has been working on the samsung battery project. this will have a two-way bikeway and daylighting and continental projects.walk that project is expected to be completed by the end of 2022. finally, under management updates, i am very delighted to updates, i am very delighted to new deputy directer for capital projects and he is carl holmes. he's joining us from bart where he was an assistant general manager for planning, design and construction for the past seven years. he was all of the projects that

communities through infrastructure. how that plays out. i hope the federal government views it the way we do as worthy of this planning process. and i want to thank ask recognize a lot of the community groups in japantown who indicated their interests in our office supporting this effort. and i want to say for the folks hearing about this for the first time, it's been talked about for many, many years by many predecessors in hearings and presentations. i'm excited to move this to the place of actually having a planning process and doing a study which is what this wouldto fund. but also, want for those who haven't been part of those scugs to date to know there is not some grand plan for this. that ask exists -- the purpose of this grant is to fund a community-based planning process.pr no decisions have been made on where that leads or how any

>> these are 3 study goals the first to improve the quality and availability of transportation to school and after school activities especially for vulnerable care givers and students. second to ensure haschool related options are safe and finally hope to reduce green house gas e missions and localize congestion and air pollution. >> we are focusing on k-5 students in schools need to take medium and long distance trips. electric to compliment the work our city safe root to school identifying strategies to improve the school community for care givers and students that live far from school. partner with children youth and familyos early out reach to youth in the pandemic in 2021,

community hub initiative established learning for student who is needed them. we designed an art based activity to visit the hubs around san francisco and ask young people 6 and 12 how they would like to get around. >> a few key themes e merge from answeril touch on throughout the presentation. the drawings you will see were also created by students at these events. >> san francisco schools returns to in person learning out reach to care givers with focus groups we gathered information about the challenges of the commute. findings informed the development of straj there is were workshops, survey and pop up events to gather feedback as we work toward recommendations. >> we are recrewing out reach

we will share information about draft strategies and register you can go to sfcta. org slash schoolaccessmeeting. why over all the groups confirmed the previous knowledge. add emphasis to a few place looking at points the piece care givers share muched lack of personal safety riding the public bumps care givers noted having children the multiple schools created coordination issues and result in idling time for students at school or care gifrgs doing pick up care givers are frustrated with long project time lines and poor communication. rebuilding trust could be important for the strategies and the other side of the coin other successful low implementing strategies is a way to rebuild trust. why care givers reaffirm known challenges to riding the bus

including long trips and transfers and cited traffic as a challenge. cost did in the feature in focus group conversations but some did mention expensive fares a barrier to taking muni. team feel we need to gather more to understands the role that cost plays for care givers in the school commute and doing that throughout roundabout reach. >> turn on ideas for solutions. perhaps unsurprisingly care givers were interested in yellow school bus service. care givers solutions they want flexibility is important. this could mean flexibility in pick up or drop off locations. when asked they shared that after care options could ease time constraints allowing more flexibility around pick up in

the child transportation survey half care givers said they would car pool there is openness to car pool solutions now they are considering covid a reason the car pool solutions might not work. they have less to do with concerns about virus transmission and more the fact that care givers have less strong reps with other parents e merging from the pandemic. we divide our strategy in seck categories they are focused on improving transportation options and personal safety, product safety, communication and information, reducing costs for care givers and strategies for not and homeless youth. first the strategies focused on new or improved transportation options. starting traditional yellow school bus. the school plan focused on

strategies the city could pursue other than yellow buses they are a part of the transportation system and working with the transportation department to develop high level scenario and cost estimates for service expansion. microtransit shuttles explored in the 2016 work. they could be provided boy a patriot company or a model bayview moves organizations pool resources to provide shared transportation. next, the city could car pool coordination promoting existing third party service or heavier touch model staff taen take a role in cordinating rides. next strategy the city could pursue to establish a lending library for electric bikes. the 2016 child transportation survey found bike had a high satisfaction rate with the school community. >> care givers expressed

and it is started when supervisor tang began looking at school transportation after a reduction in yellow school bus following the 2008 recession. an effort supervisor kim carried on and then my office took it on begin nothing 2019. when we commissioned this city wide plan amidst a pandemic extending the skwoep through state grant supportful transportation models and new props to the assign am prop policies this plan has been years in the making. i did want to say i'm excited about the breadth of solutions under consideration and the equity focus out reach and collaborateeration between our office, state, sfcta and sfmta and public school families that

brought us here today. providing convenient transportation for students and care giver its is critical addressing a host of challenged whiching our climate action targets. transit first policies and commit to do right by kids and parents. getting to school should not be a barrier to getting to school. as a public school child myself and know our families face challenges here, challenges that are proven by the data showing the vast majority of school kids driven to school. it does not have to be this way. problems we must solve to ship this are role and solvable. i initiated this plan in an effort at solving them. i look forward to00 autosecond round of out reach and the work to come ahead of the final report that the issue presented next spring, which am kickoff

services this muni had. peculiarly east/west the mission issue bayview to lincoln and the high schools that are on the west side that are good public schools. i believe this will is a role we are risking that agreement that we have with the department of education. and so i -- am wondering how we -- put this in here what we know works. we hear a lot of kids get lost the bus is too full there are not enough bus during the school trip are hours now the sfusd changed the time it start it is competing with commuters going to work. this is a really fundamental thing we are -- we need to do more upon of. the other thing i hope we would touch upon is the after school transportation. and again.

one public comment. your 2 minutes begins now. >> sorry, how are you. good morning chair mandelman and commissioners. i'm vernon haney and i work for san francisco and school partnership the community engagement team member the past 4 years and safe route to school program we like walking, biking and car pool. i'm here to express how important it is for school in san francisco have the kayest infrastructure possible. focus grouped gathered in the field i hear from families and schools the biggest barrier is they don't feel safe. as a city we need to do better. safe streets infrastructure

encouraging walk pregnant biking to school. i feel most of my schools in the bay vow neighborhood and 2019, the sfmta martin luther kin middle school. out of this assessment there was a need for highly visibility crosswalks, stop sign and bacon and russell street 3 years and the school got a painted crosswalk. than i are waiting for stop signs and day lighting the school community is concerned for the health and safety of the students [inaudible] and frustrated by the time it takes to make the improvements. this is not the only school this is happened sfmta school engineering program is in the enough to meet the demand. upon and the program needs additional resource. safety and well being of students getting to and from school should be a top priority and hopeful the school access

south vanness runs from south of market to cesar chavez street. originally residential after the 1906 earthquake it was used as a fire break. many car dealerships and businesses exist on vanness today with expansion of bus lanes. originally marlet street was named after james vanness, seventh mayor of san francisco from 1855 to 1856. vanness heavy are streets in santa cruz, los angeles and fresno in his honor. in 1915 streetcars started the opening of the expo. in 1950s it was removed and replaced by a tree-lined median. it was part of the central freeway from bayshore to hayes valley. it is part of uses 101. it was damaged during the 1989

the recession had happened so there weren't any jobs. i was having troublefinding a job. and i was kind of looking around . my dad was a firefighter and i thought what a great career he had. so i asked my dad, never thinking about it at first before. i said dad, what you think about me being afirefighter and he goes yeah, thatwould be a good idea . i took some classes, i ended up loving it . i grew up and actually and i think it was a good fit for me because it's a physical job and it's enjoyable. you never know whatyou're going to get and it's a team effort . i first realized i was part of the lgbt+ community in sixth grade. i looked on the other side of the classroom and i sawthis girl i thought was really attractive and i thought i want to be her boyfriend . though my experiences in the city growing up in the city and countyof san francisco were always verypositive .

i came out in high school . i actually ended up being prom king my senior year in high school and a lot of peoplewere very supportive . myparents were very supportive . they just let me do my thing and my dad knew of a lot of lesbian women in the fire departmentthe time because he was a san francisco firefighter . for me it's very important to be part of a community and organization and an agency that supports my lgbtq status because if you're not yourself, how can you perform to the best of your abilities? you're always holding back in some way whether it's your personality or your abilities or your overall skills and with agency that supports me being a lesbian i can truly be myself. i can be happy.
