What possible reason would a company that makes highway safety films have for making a video about child molestation? The answer is pretty simple. They were paid to make a film that would scare the crap out of people. Which, incidentally, is why the entire film is shot exactly like the highway safety films they still use to scare the crap out of kids in drivers ed.
Ultimately, this is a video Chick Tract. It's entire purpose is to shock the viewer into adopting new behaviors based on nothing but fear. What passes for a story is loosely based on real events, and the bodies of the 2 children at the end are in fact the real bodies of actual dead children. The message is clear. Don't let your children out of your sight or they will be molested by a pervert and killed."
Scary stuff; but it's intended to be.
On the whole, this film is an entire waste of time, unless you wish to learn how to control weak minded people through the power of a PSA, or want to study it's political impact on the American family.
