the portsmouth city council meets tonight. this comes after recent drama over a city council policy aimed at silencing members. many portsmouth residents don't agree with it, and they say council is suffering from a lack of transparency. tonight will be the first regularly- scheduled council meeting for members since councilman bill moody paid a 15- hunded dollar fine for breaking that new city rule, which prohibits members from speaking about information discussed in closed door meetings. last week, in a community meeting with council members, residents spoke up about openness among elected officials. mayor kenny wright and a few councilmembers didn't seem to offer any solutions, but their

for people to watch the public access channel for meetings and go to the council's website. we know this is an important issue for you so here's how you can speak out about things happening in your government. here are three ways you can sign up to speak at tonight's meeting. you can call the number on your screen, email city council, or sign up in person. according to city rules, you are only allowed to speak for up to three minutes. tonight's city council meeting starts at 7:00 at city hall. today people in suffolk can learn more about new voting machines. today the registrar's office will display and demonstrate how they work. you can see it starting at 10 this morning at the kroger marketplace on unversity boulevard. the registrar's office will also take pictures for people who still need a photo i-d to vote. they will be out at the kroger until 1 this afternoon. we have some good news to share with you this morning. the newport news police department says it recieved a generous donation to buy bullet proof vests for it's police k-9's this comes after a suspect shot and killed

krijger, earlier this month. his death prompted many people to donate to spike's k-9 fund. even anderson cooper gave the money he would have made speaking tonight at chrysler hall, to the fund. as a result, the newport news police department will recieve six vests for it's four legged officers, including this guy named havoc. it means all of the patrol dogs will now be protected while they work. breaking news now in virginia beach. two people suffered smoke inhalation after a house fire this morning on glenfield court. that's near hilltop. the residents refused treatment, and should be okay. firefighters believe the fire started on the second floor of the home. they tweeted these pictures from the scene. crews saw smoke coming from an upstairs window when they got to the scene around three this morning. the fire is knocked down. the cause is still under investigation. still ahead, the big cleanup. we'll show you how people in washington, d-c and new york are digging out from blizzard

developing this morning in portsmouth, two men are recovering after walking into maryview hospital last night with gunshot wounds. police say their injuries are not serious. investigators say the men got shot in the cavalier manor section of the city. there was a call about a shots being fired near there on roosevelt boulevard, but investigators say they don't know if the two incidents are related. we know more about a shooting in hampton yesterday. the victim is still in the hospital this morning, but his condition is improving. we're also learning more from neighbors about what happened. they say someone shot and stabbed the man known as t-j on smiley road one person told us he found his friend lying in the street, and is happy to hear he even made it to the hospital he was that bad i mean i was trying to talk to him couldn't get no response all you could hear was a gurgling from the blood. a neighbor believes someone attacked t-j out

helped police catch a reckless driver. so far, investigators have not identified a suspect. new this morning, several people in rhode island were hurt after a city bus ran into shop last night. take a look at all the damage. police say four people were on the bus when it crashed right through the wall of the shop. the driver has serious injuires, and two other passengers were also hurt. two people who were inside the shop during the crash amazingly were not hurt. police are still trying to figure out what caused the crash. back here in hampton roads, a chesapeake post office is expected to re-open this morning after a woman crashed her car into it. the woman hurt seven people in the crash, but fortunately they are all expected to be okay. but now she may face charges. this all happened yesterday afternoon on north battlefield boulevard. the driver reportedly drove into the building from one of the parking spaces. police believe the woman stepped on the gas instead of the brake and went right into the front. witnesses

a suspect in this case. officers in poquoson are also looking for a robbery. they sent us these pictures of a man they believe robbed the langley federal credit union on wythe creek road yesterday afternoon. witnesses say he handed the teller a note demanding money, but never showed a weapon. if you have any information about either robbery call the crime line. the cleanup continues from blizzard 20-16. much of it melted away here in yesterday's warmer temperatures. however in washington, d-c, federal offices are still closed today. and in philadelphia and new york, people are trying to dig out from feet of snow. dan shenenman shows us the cleanup process. the snow has stopped, the clean up is far from over. a bloodhound in alabama managed to come in 7th place in a half marathon. last week he escaped his backyard and ran right to the starting line. you're looking at pictures of the dog running in the race. the bloodhound lead the pack for a while, and eventually crossed the finish line about an hour and 33 minutes later. organizers gave him a metal for coming in 7th. they also say they will name next year's race "the hounddog half" and award the 7th place finisher a special prize. a close call for a deputy directing traffic. and it was all caught on video! you'll see what happened after this big rig got stuck on the tracks. plus a police pursuit through local cities is breaking news. a suspect is still on the loose this morning. only 10 on your side was

camera. it all started when captain brad moore was directing traffic at this intersection. he waved a truck to go through the intersection, but as it crosses over train tracks, the railroad arms come down, and the truck gets stuck on the tracks. moore tells the semi to steer right around the arm, but then the train hit it, and sends it right into moore. capt. brad moore, preble impact of the semi, rolled up in the bush." butt to :29 - :35 my left hand and arm got me out." moore says a small incline near a bush sent him rolling in a different direction than where the semi was headed. he ended up with two gashes on his head and a broken left hand, but otherwise is okay. 1:24 - 1:38 "it's a miracle i mean it really is. i mean it's very ... makes you think a lot. it's one of those that a foot this way, a foot that way, no bush, it could have

new this morning, a person with a gun caused a college in north carolina to lock down. someone told campus police at winston- salem state university an "interaction" in a student activites center led to a person pulling out a gun. police locked down the campus before 10 last night as officers searched for the suspect. a university spokesperson says no one fired any shots and no one got hurt. the college lifted the lockdown early this morning. new this morning, firefighters in

and another chance for then stole her car. this man, 28 year old brett cote is now behind bars facing several charges. the attempted robbery happened in elizabeth city, sunday afternoon. the victim spoke with 10 on your side. we are not revealing her name. she told us she stopped at a convenience store for a newspaper. the suspect then opened her car door saying he was stranded and needed to get to an atm. he then demanded she get money out. the victim said it looked as if he had a gun. here's what she said happened next. c2 17:15:18 - i noticed his hands in his pockets.

now maam, i'm not going to hurt you.and that's when i thought something. and then when he started to reach for my purse. and then i got my purse and then i reached for the keys and that's when he hurt me. :35 the victim ended up with a bruised hand. she somehow got away and ran for help. the suspect left in her suv but police caught up with him about 15 minutes later. this morning firefighters in york county want to find out what caused a fire that destroyed a mobile home, and sent three people to the hospital. this is what's left of the home off route 17, in the harwood mills community. the fire department says bystanders, a sheriff's deputy, and an off-duty williamsburg fire lieutenant rushed to help. they found one victim in her bedroom-- and pulled off the side of the home to rescue her. fire officials say cpr revived her. paramedics then airlifted her to the hospital. c0096 - asst. chief chris sadler - york county fire at the right time to make a difference and this family and the victim's life, had they not been

think it would have been the same outcome that we had here today. 5653 the deputy who helped went to the hospital for smoke inhalation, but should be okay. the fire department says another woman got out on her own. we're told one other adult and 5 children also lived in the home. ten families, including one from virginia beach, settled with the owner of a sunken cargo ship. el faro sank in a hurricane last year with 33 crew members on board. reporters in florida say the families will receive 500-thousand dollars each in a settlement with tote maritime puerto rico. the settlement includes a claim from the local family of richard pusatere(poo-suh-tare- ee). the company says it covers "pain and suffering" among other things. new this morning, malaysia says the piece of metal that washed ashore on a beach in thailand is not far from the missing malaysia airlines flight 370. the confirmation comes after a rocket maker in japan said the piece is likely from a rocket. this is video of crews pulling

heading to michigan now where flint residents are in the middle of a water crisis. familes concerned about their exposure to lead from city water, can get their children tested for free today.. the clinic is scheduled to start this afternoon at an elementary school. during the crisis, the national guard has passed out bottled water to people in flint. the crisis started when the state switched the water source to the flint river to save money, almost two years ago. the toxic water stripped the lead within the pipes which lead to children having high lead levels. lawyers representing residents in flint, michigan filed a lawsuit over the bad water. they've subpoenaed governor rick snyder's

and other documents he sent or recieved about the water crisis. meanwhile michigan's top prosecutor warned parents to keep their children away from the water, even to avoid bathing in it. firefighters in california rescued three dogs and a basket of puppies from a house fire. take a look at these guys, they're a little shook up but okay. eight people who lived inside will have to find a new place to live. garage in sacramento yesterday. the cause is still under investigation, but one resident said he thinks it started after the home's heater malfunctioned and caught clothes on fire. up next, should students be required to learn cursive? new legislation in one
