to put a stop to crime in hampton roads. governor terry mcauliffe and local leaders will meet for an important conversation - preventing young african american boys from turning to violence! the city of hampton is hosting a regional symposium to address the issue. data shows young black males are disproportionately affected by crime as either victims or offenders. rico bush is in hampton with more on what some are calling the crisis in the black community. rico. brandi, don, with this symposium today, leaders hope to use it as an opportunity to change the narrative from failure to hope among black youth and men. state and local leaders say they want to turn the page on crime and send a united message that they won't tolerate it in the seven cities. in hampton alone, african american men between the ages of 15 and 24 make up nearly half of all arrested for violent

there's a job fair in norfolk today. it starts at 11:00 this morning until 2:00 at the doubletree by hilton near international airport. that's on north military highway. dress to impress because you'll have a chance to interview with prospective employers at the event. this is a free event. for more information about how to register and get a ticket, go to wavy- dot-com and look for this story. today a norfolk man facing several charges, including murder, is expected in court. police say 28-year-old troy smith shot and killed a man and hurt another last halloween. 26-year-old quintin cuffee died in the shooting. another man went to the hospital and was treated and released. this all happened on hemlock street right near princess anne road. new this morning, south korea says it's shutting down an industrial park that it runs jointly with north korea. it's the strongest move yet to financially punish the impoverished country for a recent rocket launch. north korea's state-run

off in another debate tonight. fresh off his win in new hampshire, bernie sanders will go head-to-head with hillary clinton in milwaukee. p-b-s newshour is hosting this 6th debate at 9 tonight. while president barack obama has not yet publicly endorsed a democratic candidate, his former press secretary believes he knows how the president is leaning. he had this to say on c-n-n yesterday. jay carney/former white house press secretary "i think the president has signaled, while remaining neutral, that he supports secretary clinton's candidacy and would prefer to see her as the nominee. he won't officially embrace her unless and until she's going to be the nominee. the white house wouldn't comment on carney's remarks. hillary clinton has frequently talked about her closeness with president obama on the campaign trail. new this morning, ohio governor john kasich is expected to sign a bill that takes goverment money away from

kasich is coming off a second place win in the new hampshire primary for the republicans. signing the bill into law could help him appeal to conservatives in south carolina ahead of the february 20th primary. the republican presidential field continues to shrink. new jersey governor chris christie and former tech executive carly fiorina dropped out of the race. christie got seven-percent of the vote in last night new hampshire primary. fiorina got four-percent. now to developments in ferguson, missouri. the department of justice is filing suit against the city. this comes after ferugson city officials did not approve an agreement with the d-o-j aimed at improving the way police and courts treat minorities. "it is extremely unfortunate that the city has chosen to litigate this matter rather than move directly to these remedies and reforms" ferguson leaders made changes to the d-o-j agreement. they argue the changes are most cost effective. :31 - :42 mayor james knowles / ferguson,

"this agreement is something that we can meet financially. it's something that also still achieves the constitutional policing which is obviously the reason for having the consent decree." the city has been under scrutiny since a police officer shot and killed 18-year-old michael brown in august of 20-14. today the director of the centers for disease control and a medical expert from the national institute of health will speak to a senate committee about the zika virus. tom frieden and anthony fauci already spoke to a house committee yesterday. they said pregnant women are most at risk for the illness, and that the disease was detected in the brains of four babies who died in south america. doctors at n-i-h say they are optimistic about developing a vaccine for the illness because it's similar to west nile virus. despite the supreme court temporarily blocking the obama administration's clean power plan, virginia is moving ahead with it. governor terry mcauliffe said yesterday,

uber is back at norfolk international airport. airport officials came to an agreement with the ride-sharing service. as we've reported, the two had been at odds for months over a contracting dispute. uber released a statement about the agreement. you can read that under this story, on wavy-dot-com. new this morning, the army just paid a woman $820-thousand dollars to settle a sexual harassment case. the former military police trainee who worked in california claims the army fired her after she filed a sexual harassment complaint against her supervisor. she says her supervisor sent her sexually explicit text messages and photos. both sides reached the settlement yesterday. the army's lawyers wouldn't comment on the case. a local shipyard will pay more than $four-million dollars in a sex discrimination suit. a judge accepted the settlement yesterday. female employees filed a class action suit against b-a-e systems norfolk ship repair three years ago. it claims female

a little, curious sea lion in california is going viral for waddling right into a restaurant. someone found her sitting in one of the booths last week. now the restaurant's chef says he know how she got in. :17 - :26 "she came up just the ramp right over here, jumped on this platform, went through the hole, and she's small... and she just went boom-boom-boom-

buildings. stop the violence. today the governor joins community leaders as they try to prevent crime. plus armed security guards in schools? details about a new bill that could affect our children. developing right now in oregon, the f-b-i says it surrounded the last occupiers at a federal wildlife refuge. the occupiers say they will turn themselves in this morning. agents believe there are about four people held up inside. this all started back in january when a group of armed protesters took over the refuge in burns to oppose federal land-use policies. later that month, agents arrested the group's leader, ammon bundy and others on a remote road outside the refuge. and new this morning, police arrested cliven bundy after he flew into an airport in portland oregon. bundy is the father the armed occupation leader ammon (like salmon) bundy. bundy has been in the center of a standoff in nevada with federal offices in 2014 over the

today, hundreds of people plan to stand together against violence in several state leaders to address crime among african american men. it's something that's never been done before. officials say it's time to send a message, they won't tolerate crime. rico bush is in hampton with a preview of the event. rico, good morning? good morning don and brandi. the event is expected to draw a large crowd. people from all walks of life, including our governor will join for an important conversation - preventing young men from turning to violence! data shows black males are involved in a large number of crimes in hampton roads, both as victims and offenders. the first ever symposium on crime in hampton roads titled, "the urgency of now: changing the narrative for black males from failure to hope" will take place

we're back with a controversial bill that would allow security guards in local schools to be armed. for years, bills aiming to arm school staff have failed in the general assembly. however this new bill just passed the education committee. under the proposal, security guards would have to be retired police officers and get

getting a weapon. some say the bill is a slippery slope, but gun advocates believe permit holders should be allowed to carry guns on campus and believe this bill is a step in that direction. philip van cleave league] liberty university is a good example of this. they never had any you can find an opening to crack open the door then next year you can add more things and push the door wider. those against the bill, say retired officers should at least have to go through annual training before they're allowed to carry a weapon on school grounds. this morning we're hearing from witnesses after a maryland sheriff says a man shot and killed two of his deputies. authorities have not released a motive for the shooting, but the sheriff believes david evans shot and killed a deputy simply "because he was wearing a uniform." this all started during lunch time yesterday in harford county, near baltimore. deputies got a tip on where evans was. witnesses say when a deputy approached him,

sophia faulkner/witness he just took out his gun and shot him in the head right after the officer asked him hows your day. the sheriff says evans shot and killed another deputy in a shootout. two other deputies responded and shot and killed evans. the sheriff's office has not released the names of those who died. today the federal aviation administration will try to figure out what caused a plane crash that killed two deputies in california. the f-a-a syas the single-engine plane burst into flames after hitting a mountain near fresno. the sheriff's office in tulare county said there was no distress signal yesterday before the crash. they also said the plane's parachute was not assassinating robert f. kennedy, will remained behind bars. a board denied sirhan sirhan parole for the 15th time yesterday. the convict told the board he remembered nothing from the night senator kennedy died almost 50 years ago. sirhan will

looking ahead, meteorologist jeremy wheeler is predicting bitterly cold temperatures. and for some homeless people in our area, its hard for them to stay warm. a local police officer is asking for help -- so they're safe from the bitter blast. lt. jack mun-ley with evms police says he always stops to help when he sees a homeless person in need. he usually takes food and clothes, but he says their needs have outgrown what he can give. he is asking for donations. lt. jack munley/evms police c001 00:58 a gentleman was wearing socks on his hands and he was very very cold. i

this morning a new bill in virginia could raise the speed for reckless driving. the senate passed a bill that would prevent police from charging drivers for going 11 miles an hour over the speed limit. right now, it says law enforcement can charge people for going 81 in a 70-mile- per-hour zone. the bill would make the threshold for reckless driving 85-miles-per-hour. supporters say it helps balance an earlier bill that raised some interstate speed limits to 70 in the commonwealth. happening today you'll have a chance to weigh in on a proposed expansion for a marine sanctuary. noaa wants to expand the monitor national marine sanctuary off the coast of north carolina. the agency says it would protect a collection of
