some bad news for some drivers in baltimore county. >> county council has signed off on a measure to install speed cameras at school zones. our reporter has the details. > the baltimore county council 6-1 vote with a few amendments including increasing the number of cameras from 12 to 15. it will be placed within a half mile radius of school zones throughout the county. they are not saying where the cameras will be set up. not -- not everyone agrees with the plan. some would rather see police officers in school loans. >> police officers stop speeding and discourage the sex offender, gangs, drug users and dealers.

>> the cameras are expected to be up and running by the end of the year. within the next couple of weeks, a list of the sites will be revealed. the police department will be expected to provide yearly financial reports to the county council. the members say this is not about generating revenue but making sure residence and children are safe. reporting live, wbal tv 11 news. >> thank you. later tonight, president obama will make what some are calling the speech of his presidency. the issue has generated a lot of political heat. it is regarding health care reform. >> the pressure is on the president in tonight's speech. liberal activist showed up outside of the white house. even some that work for barack obama during his campaign are threatening to abandon him. >> i will not work with him

meeting through the day. he wants the gain of six negotiators to back his $900 billion reform plan before the president's speech. that plan has no option and is the only person with a lot of gop input. we will hear if the president is reaching to critics on the right or the left for the support he needs. in a washington, wbal-tv. >> but by president obama delivered his speech on education yesterday. the speech was made available to students live across the country. he told students they are largely a responsible for their own education. even though life can be difficult, he or some to continue to work hard. he says education is critical to the success of students and this country. some parents were concerned that he would inject politics into the speech.

meanwhile some people were outraged at the harford county school board's decision to not hear the speech live. >> it is appalling. i am embarrassed. >> harford county has a sense of the teachers, principals, and essentially the president of the united states. >> officials say administrators at the school received a dvd copy of the speech and it is at their discretion to showed the speech tomorrow. any parent who does not want their child to see the speech should send a note to school. >> prior to a public hearing on the matter, the site for a proposed slot parlor is being discussed.
