we'll eventually drink enough coffee and shake off the cobwebs. let's begin with bill henley who is never foggy. >> there's no shortage this morning. and today we can see it for much of the area, dense fog followed the rain and the cold this morning but as you see in center city there's no fog there. it's the outlying areas that are colder. and now fog, king of prussia. it's thick not only in king of prussia, but look at around the area. coatesville is holding at zero visibility down to quarter-mile visibility in allentown, quakertown, pottstown, blue bell. philadelphia international is doing just fine as is northeast philadelphia at the airport. but it's dense fog for mt. holly. and wilmington with quarter-mile visibility in dover, millville. and atlantic city has fog at the airport with half-a mile visibility. no shortage of fog or colder temperatures, now 39 degrees and falling in pottstown where most of the rest of the area is in

the 40s. about 20 degrees colder than yesterday this time. a chilly morning. by 9:00, we will see sunshine break through. the fog will be easing. and then sunshine this afternoon will turn out to be a pretty nice day overall. in less than ten minutes i'm back by the hour-by-hour future weather. right now, "first alert" traffic reporter jillian mele is watching the fog. good morning. >> good morning, bill. it's pretty thick in some areas. this is a live look at montgomery county, route 59 for the ramps to the pennsylvania turnpike, you can see that heavy fog that we're dealing with this morning. pennsylvania turnpike is looking good. 309 is pretty quiet. that is a little bit of good news. not dealing with any fog out of melbourne. this is a live look at route 202. you can see we do have a little construction out there a lot has cleared but we're dealing with a little out there still not causing delays though. this is blue bell at dekalb

pike. and elway road at allentown. and following an accident on the northbound side on oxford circle. if you're heading out on that direction, make sure you stick to the inner drive, chris. it seems like it strikes fear into parents. another school shooting. it seems to repeat itself. it happened in sandy hook in 2012. last week in washington state. the colonial school district in new castle will unveil bulletproof white boards in what is called a lifeline of defense. katy zack ri has more. >> reporter: chris, just in a few hours, the bulletproof white boards will be produced. here is video of the protective white boards they look just like regular dry erase boards but they can be life saving because

they're bulletproof. they're portable and small, you can see, they're meant to be a field in the says of a school shooting. when not in use, teachers can use them as a tool in the classroom. starting today every teacher in the school district will be trained on how to use them and protect their students as well. >> it's a way for us to be able to say not only to our teachers and our kids but to our community, we're thinking about this. we understand this. we are clear that you can never be too safe and too careful. >> reporter: and superintendent blakely says also this morning, the front staff. the staff in the front office will learn how to use the bulletproof white boards because so often that staff is the first line of defense when there is a school incident. and you'll hear from the teacher who is also trained on how to use them. it's 5:03. today a delaware state senator's husband who appears to be caught on camera stealing campaign signs is expected to turn

new information now. philadelphia police say an officer fired shots the a robbery suspect. >> and this morning, nbc10 has learn this was all connected to an abduction that happened earliest last week. they shot at him because he was dragging an officer by the car. police say they used a taser on him before chasing him into custody. the man is a suspect in an assault and abduction that happened monday. authorities say that man intentionally hit a woman with his car, threw her in the car and robbed her beforet willing her go. union workers are making preparations in case talks fall through leading them to walk off the is job. nbc10 was there as t.w. members 234 were there at a meeting.

yesterday, the moisture, we have thick fog for much of the area. but this afternoon it will be sunshine and temperatures rebounding from the 30s and 40s. closer to 60 degrees later on. it's the weekend that will turn colder. and windy. and not dry, at least for the first half of the weekend. allentown, fog, 44 degrees. millville seeing fog at 45 degrees. and the fog has eased a little bit in northeast philadelphia at the airport. lumberton in burlington county. there's the fog this morning. this is a familiar scene around the area. there's lots of fog around in most of the cameras. the traffic cameras this morning responding to fog that will bes with for hours. right now, quarter-mile visibility from allentown from pottstown, coatesville has zero visibility. look at the fog for wilmington, mt. holly and wrightstown. and even farther to the south for dover, millville and atlantic city. a foggy start this morning. once the temperatures start to climb, the fog will disappear, and this will be looking nice and clear for this afternoon.

we'll see plenty of sunshine today. and we'll start with some sunshine tomorrow. society temperatures will be climbing, low 50s at 11:00 this morning for philadelphia. upper 50s with sunshine this afternoon. swriel light northwesterly wind at 12 miles an hour. that wind electrical stronger over the weekend and that brings colder air. so lots of fog to start with but then it clears out for sunshine with temperatures in the upper 50s to near 60 degrees. a look through the weekend when i come back in less than ten minutes with the full seven-day forecast. all right, bill, at 10 minutes after 5:00, the thick fog out there the rule of the morning is give yourself extra time before you leave. >> and you really don't know what you're going to hit but jillian does. in storm force 10. she's going north on 309. seeing the fog in that area. monique, tell us more. >> reporter: hi, tracy, we headed out on 76 on the schuylkill expressway and we ran into some fog there. the closer we got to the pennsylvania turnpike, we did see that the fog was heading up pretty much near the waterways. right now heading north on 309. we're in and out of pockets of fog. here's what it looks like for those of you heading out. we have just passed montgomery mall. it was very foggy near montgomery mall. we're still in a lot of fog here. again, we're running in and out of the fog. i heard kras schris say earlier should definitely leave extra time. you may be in the clear for five

minutes but the next 10 or 15, you're definite any in fog. paying to reserve a parking spot in philadelphia. there's an app for that but one lawmaker says maybe there shouldn't be. nbc 10's jesse gary is live in center city. what is this politician proposing now. >> reporter: chris is democrat bill greenley at-large democrat, his order answer that that he's proposing in city council to amend the parking rules making it illegal to sell, lease or reserve a parking space. this comes on the heels of the app that allows people sitting in a free space looking to land a spot. the price for the spot is up for investigation. greenley said it's a violation of ethics that could lead to violence. >> somebody sitting in that spot

holding it, as you see often on the city street, somebody will also pull up and kind of wait in line for that spot. well, what if the person who is then supposedly paid for that spot comes along? it can lead to some real problems. >> reporter: he's going to introduce this at council today, the proposed fine for each violation, $250. a handful of other cities have taken this kind of action, including los angeles and san francisco where the parking problem is really bad. coming up in the next hour, you'll get reaction from your fellow citizens who are also out there searching for free parking. live in center city, jesse gary, "nbc10 news." also today, philadelphia city council is expected to call for hearings for the city to become a regional energy hub. earlier this week council voted down a proposal to sell pbw. now hearings on the energy hub idea could start as early as next week.

today, penndot secretary of transportation will be at drexel university to announce a $2.5 million award from the state to support the philadelphia 30th street station district plan. that plan is to come up with new ideas for the area. regarding rail and transit services including the possibility of development of the rail yard. and here's another announcement with covering for you today. gaming officials will unveil what they call ground breaking research. gaming commission will make that announcement in center city philadelphia. it's expected to highlight jobs and tax revenues generated by the state's 12 casinos. we continue to watch the fog make for a slow commute. >> yeah, monique braxton gave an update where she was in euclid township. let's start in franklin township, route 47, right at

route 40, not much volume. still pretty early. heading to the blue route we're seeing a little volume but no significant delays. you can see drive times looking good, 17 to 18 minutes in both dresses on the blue route. no delays or accidents to report on 76 or 95 this had morning. but we are following an accident out of blue bell. dekalb pike at morris road. if you're waking up or traveling on the boulevard, the boulevard northbound at oxford circle we had a serious accident overnight involving an overturned vehicle. we're still waiting for the vehicle to clear on the utter drive so stick to the innerdrive if that's part of your commute. >> announcer: now "first alert" weather with meteorologist bill henley. as jillian mentioned plenty of fog around this morning. it thick because of light wind and clear skies. not everybody is seeing the fog. here's the view from the nbc10 studios, we're fog-free.

but parts of the area looked like this. this is delaware this morning. very thick fog to start with. it's not just delaware, wilmington, dover, thick fog north and west. pottstown, reading and allentown in the thick of it. and so is mt. holly and millville at quarter-mile visibility. the fog that is around this had morning will clear. much is gone. it is going to be nice and sunny. it will turn out to be a really nice day with temperatures in the upper 50s. not as warm but not bad for the end of october. fog this morning but sun this afternoon with northwesterly winds at 12 miles an hour. the seven-day forecast tomorrow, 58 degrees. a chilly one. we'll see sunshine in the morning, but as halloween goes on we'll see clouds move in during the day and then chilly at night. and here comes rain and wind and gold for saturday. 40s will feel like the 30s for strong gusty winds. and light rain will be here saturday but takes a break

sunday. setting the clocks back. first thing had on sunday, the temperatures will climb to 50 degrees. that's the beginning of a warming trend that has things improving for monday, tuesday and wednesday. high temperatures in the middle 60s. 77 years later there's a new clue in the disappearance of amelia earhart. and it's taking up to chester county. we'll tell you what researchers in that area found that can finally solve the mystery. and shipping season. the busiest days to mail those for the season.
