storm team is tracking showers. we have you covered, this is "nbc 10 news today." i'm tracy davidson. >> i'm chris cato. we'll find out more on where the showers are now. meteorologist bill henley is here with the first-alert forecast. good morning bill. good morning. what comes with clouds and already a few rain drops in the area, we are watching some showers this morning. heavier downpours will wait until tonight. that's a live view from center city from the comcast center. the radar view shows spotty showers this morning and very light activity. you can see some moving through gloucester and camden counties. a few rain drops moving through parts of philadelphia and into the northern and western suburbs. the steadiest rain is in central burlington county near woodland right now. 60 degrees in wrightstown. northeast philadelphia is in the low 60s. most of the rest of the spots are in the 50s including roxborough at 58 degrees. stand by for a cloudy day and grab the umbrella. scattered light showers this morning with temperatures staying mild. 60 degrees at 9:00.

66 and climbing at lunch time. back with your hour by hour forecast to show you when showers are likely in your neighborhood. all right, bill. we are on the scene of breaking north side right now in the west oak lane neighborhood where a car crash sent one person to the hospital. this is a live picture here of exactly what happened. stenton avenue and wister streets, it looks like the car crashed into the pole. the driver was knocked unconscious and taken to einstein medical center. he is expected to be okay but obviously there could be traffic backups because of this. christine maddela is following that for us. you can see in this live picture they have a lot of cleanup work to do with crews on the scene so they are blocking traffic in this area. so in the west oak lane section of philadelphia stenton avenue is closed near wister and haines streets. we do have other accidents to tell you about as well. so if we take a look at the map, there's the accident on stenton avenue and city avenue and north

53rd street be on the lookout for crews in that area if that's part of your morning commute. interstate 295 at black horse pike on the northbound side construction crews are blocking that exit ramp. that's some overnight construction that is supposed to ramp up before 6:00 a.m. we'll take a look at drive times with green lights on 95 the schuylkill expressway and 422. heading out on the bridges, everything is in the clear. thank you. 4:32, new from overnight in gloucester county a woman had to escape a fire by climbing out of a second floor window along west raw street. the fire started in the kitchen and spread. nobody was hurt. and a man lost control of his motorcycle and slid under a parked car. nbc 10 was there after crews got the motorcycle out from beneath the car at jasper and bernard in upper merion township. the man was taken to the hospital with minor injuries. traffic is moving on 676 eastbound after a crash shut down that road for a half hour earlier this morning.

this is video from one of the traffic cameras showing the accident on 676 approaching 95 in center city. it happened just before 3:00 this morning. injuries were minor. 4:33 and it's a big night for politics in philadelphia. nbc 10 and telemundo 62 are hosting the first mayoral debate for the 2016 election. the six democratic candidates will take the stage inside the kimmel center tonight. katy zachry is joining us live from there this morning. we are talking about the key issues up for debate between the candidates tonight. >> reporter: yeah, chris. before i get to that as you can imagine, how photographers at nbc 10 have been hard at work inside the kimmel center getting the stage ready for tonight's live debate beginning at 7:00 and will be broadcast right here on nbc 10. we partnered with the greater philadelphia chamber of commerce for tonight's event. that organization has gotten the know the six candidates pretty intimately over the last nine months or so. lynn abraham, nelson diaz jim kenny, doug oliver milton

street and anthony hardy williams are the six candidates to debate the key issues on the stage inside the kimmel center tonight again at 7:00. all running to fill mayor michael nutter's seat which he's leafing vacant. the philadelphia chamber of commerce has been meeting with voters to talk about the key issues. and the president of the chamber tells me that job creation is at the forefront of that list. >> people are looking for the next mayor who is going to care deeply about this city care deeply about their interests, and be organized around growth and job correct creation. >> reporter: now this year's election for mayor is an open seat. what exactly does that mean and what advantage or disadvantage does it give to the candidates that you just saw? we'll talk about that coming up next half hour. reporting live in center city, katy zachry, "nbc 10 news." now melissa murray bailey is

the only republican running for mayor. she has a background in business and was a registered democrat until changing her party earlier this year. nbc 10 and telemundo 62 are proud to partner to host tonight's debate. jim rosenfield is the moderator starting at 7:00 right here on nbc 10. 4:35 and new information from lehigh county where federal officials are investigating two plane accidents. first skyforce 10 was over the lehigh international airport yesterday after a small plane went off the runway while landing. then just three hours earlier a different plane went down during takeoff from queen city airport in allentown. it skidded through a field and came to a stop at a fence, which kept it from going onto the interstate. nobody was hurt in either accident. a man accused of killing his millersville university girlfriend waives his right to a preliminary hearing to put 19-year-old gregorio orrostieta one step closer to a murder trial against him.

he beat and strengthened carly hall inside her dorm room. he called 911 and was giving her cpr when medics got there. hall was dead for hours after being strangled. he returns to court for arraignment next month. philadelphia's month-long mourning period for the police officer who was shot and killed in the line of duty is now officially over. 30-year-old robert wilson iii was a father of two and died during a shoot-out at a gamestop store in early march. he was there to buy a gift for his son when two men tried to rob the store and traded gunfire with officer wilson. at a special memorial service yesterday, wilson's family and friends were joined by his extended police family. mayor nutter and police commissioner ramsey spoke about officer wilson his sacrifice and what he did for his career. they also have harsh words for the two men accused of killing him. >> i have no forgiveness in my heart for the people that did

this. absolutely zero. none. and i never will. >> they will burn in hell forever. >> willson's family was given the flag that flew over the city during the mourning period. brothers carlton hipps and ramon williams are due in court next month for his murder. and pennsylvania police will be able to carry the drug known as narcan that can prevent the deadly effects of taking heroin or oxycodon. state police will carry the drug in their patrol cars. the spokesperson says the policy will take effect in the coming weeks. now we checked and in the past only doctors and paramedics were able administer narcan. but in new jersey pennsylvania and delaware they all passed laws to allow police officers to give the anecdote as well. in some cases, a family member can also get a prescription for

about 20 minutes away from 5:00, but we have rain this morning. clouds moved in overnight, just light rain showers moving through montgomery county. the steadier rain is in burlington county and moving

through baltimore. that's what we're going to see moving into our area this mo. hour by hour forecast shows those showers in south jersey and moving into wilmington delaware county that's by 7:00. then some steady rainfall from chester county to philadelphia and into burlington. ocean county at 8:00. the line of showers slowly pushing to the north in the trenton area at 10:00. just light rain this morning, but there's a chance of heavier rain on the way. the extended future weather when i'm back in ten. all right, big. 20 minute ss before 6:00. we could see problems near west oak lane this morning. >> i'll fill you in on this in a second. taking a live look at interstate 95 495, right at naamans road across the delaware border not a lot going on out there. not a lot of volume at this hour. things are moving along quite nicely. speaking of 95 in delaware we'll take a look at the drive times right now. 11 minutes if you're heading northbound from 295 to 495.

announce soon. ted cruz is already in. florida senator marco rubio is expected to announce next week. tracie potts nbc news, washington. here's a talker a new york times report shows that potential presidential candidate jeb bush referred to himself as hispanic on his 2009 voter vegetable station form. the florida governor is not of hispanic descent saying he made a mistake, don't think i fooled anyone. a new training program is underway to appreciate the power and responsibility of being on the force. yesterday about 80 of the recruits took part in the program called policing in a more perfect union at the national constitution center. we spoke with police commissioner charles ramsey who said this training is important for men and women just joining the department. >> this is something that i feel very strongly about. i think it needs to be part of recruit training because it's the context for police officers to understand their role.

>> and commissioner ramsey said he wants this training to become standard procedure for all officers. all right. opening day is in the book for the phillies as they started off the season by getting shut out by the boston red sox. cole hamels gave up a few home runs, but this is just the beginning. i'm glass half full. you can check out our photo galleries and what is new for fans at the ballpark this season. well, right now that glass is totally empty, but if you set it outside you may get rain today. not a phillies win, but some rain. clouds are overhead. you can see them clearly from this live view here at the nbc 10 studios. the wind has died down and will stay light today. not stormy but sprinkly this

morning. southwest winds at 9 miles an hour to keep temperatures up. we are 16 degrees warmer than where we were yesterday morning. what a beautiful day it was at the ballpark other than the final score. lots of sunshine and 75 degrees yesterday afternoon. but today we'll watch for rain showers. the first showers are already moving through the area. light rain showers in gloucester camden county and into burlington county. and some steadier rain moving through the baltimore area northeastern maryland this is on track for new castle county delaware northern kent county and chester county already starting to see the first rain drops. scattered showers you can see them through pennsylvania to our southwest. and here are the heavier downpours. it's part of a system that's going to split. some of it will go to the south. others will go to the east and that's where we are seeing this move into our area this evening. the heavy showers push to the south to begin with but there's the energy coming in from the northwest. and that could lead to some heavy downpours late this evening and a possibility of some thunderstorms as well. today, though lots of clouds

occasional light showers. and still mild. it won't be up to 75 like yesterday, but the upper 60s to low 70s. southwesterly winds at 17 miles an hour. tomorrow, here comes the chilly breeze blowing. 47 degrees after a morning low of 45 degrees. on and off showers for wednesday. it's going to be a cold evening at the ballpark tomorrow. and that chill sticks around for thursday, but look at the warm up friday. 72 degrees with occasional showers and a chance for thunderstorms later friday. the last showers coming through early saturday. and tonight a nice and sunny for sunday and monday. ten minutes before 5:00 usually at this fine hour of the day it's a smooth ride out there. >> maybe construction ending in a few places with a few accidents. christine maddela is watching the roads. >> we are on the accident scene of west oak lane with police crews on the scene with this downed utility pole here. now it looks like there could be

electric crews out there trying to repair that downed utility pole. so they still have a lot to clean up and that's why stenton avenue is shut down near wister and haines street. take 21st street to get around that. we'll continue to monitor that to see how long that portion stays closed. interstate 295 at black horse pike, you can see some of the flashing lights with construction crews blocking the exit ramp to black horse pike on 295 on the northbound side. so just be aware of that. if you are traveling on the schuylkill expressway we'll take a look at the drive times between the blue route and the vine to take you 13 minutes. chris? it was a flap that went viral. an incident caught on camera now has one law enforcement officer facing consequences. details on the fallout from this video coming up. so what is it like to have your hand inside the jaws of a shark? well one man found out and is telling his tale, next.

police are searching for two men wanted in an easter home invasion to leave one family dog dead and another hurt. police say sunday night two men in dark clothes forced their way into a home on north ohio avenue in atlantic city. one of the residents took off freeing a dog and that's when we are told one of the men fired at the animal killing it. a second dog was stabbed and is being treated at an animal hospital. no one inside the home was hurt. and in delaware a 2-year-old boy is now back home safe with his family this morning after taking an early morning walk alone. construction workers found the boy wandering in the middle of the street in dover yesterday. police think he woke up before the rest of his family unlocked the door and walked a quarter mile before the workers found him. officers couldn't figure out where he came from so they put his picture out on the department's facebook page. >> it's been tremendous in helping to get the word out about solving crimes or crime prevention. and in this case, locating the parents of a lost child. >> now the boy's father did see

the posting and immediately went to claim his son. police say no charges will be filed. >> that must've been very scary for the parents. one week from today drivers in philadelphia will deal with new headaches. penndot contractors are going to replace highway overpasses in the city. here's a live look over the vine street expressway and the 22nd street. this is one of seven bridges to be replaced. next they will travel over to 676 with much of the initial work during the overnight hours and early morning hours. that's all part of a $64 million project to take several years to complete. and atlantic city will soon be home to one of the tallest ferris wheels in the country. the 200-foot observation wheel is currently being assembled in a factory outside of venice italy. this is a picture here of managers of steel pier who flew to italy to check on the progress of this attraction. it's expected to be installed later this year. now the observation will cost

$14 million. tourism officials expect it to draw about 50,000 riders per month. no word on what they will charge for riding it. and a south florida police officer faces charges after he was caught on tape pushing and slapping a homeless man. that video was taken by a woman waiting for a bus nearby that went viral. the 58-year-old homeless man was trying to use the restroom and being arrested for trespassing at the time. the officer is charged with battery. >> a picture is worth a thousand words. and a video is worth a million. >> the homeless man who faced the brunt of the slap now has a lawyer and is no longer living on the streets and has a job. the officer is on unpaid leave pending the outcome of the case. a florida man was attacked by a shark about two miles offshore. he's talking about it now. rick newman said he's been spear-fishing for 55 years but never encountered anything like this. a bull shark chomped down on his head. after a 45-minute boat ride to

shore, newman was airlifted to a hospital. he said the attack won't stop him from getting back in the water. >> i will be back out there. it's not the shark's fault. i mean, yeah he got confused the water was dirty and things can happen. >> things can happen. newman had 200 stitches and had to have his ear re-attached. his credited his wetsuit for keeping his life to keep pressure on his wounds. how about that? six activists are making their voices heard by saving an oil rig in the middle of the pacific. they are drilling in the arctic ocean and the team says they have to use technology to allow them to communicate with supporters of their cause. a new study says the u.s. spends $4 billion on unnecessary medical costs for mammograms to generate false alarms. this adds fuel to the medical debate over certain cancer screenings. breast capser is the second most common cause of cancer among
