the right-hand shoulder. there's not a lot of volume squeezing by the scene. just something to watch out for. an 11-minute drive from the vine street expressway up towards montgomery. there is a downed tree blocking some lanes between montgomery avenue and millcreek road. the downed wires in new jersey on 295 in greenwich township blocking the off ramp for exit 15 at tomlin station exit 16 at swedesboro road and exit 17ç at harmony road. mass transit, septa, no delays patco, no delays for new jersey transit, still service suspended between atlantic city and philadelphia. new information on breaking news out of france. french authorities say they've opened a terror investigation after one person died in an attack at a gas company in southeastern france. we've also just learned several more people are hurt.

french media reports a car burst through a security barrier and caused an explosion. there were also rereports the victim was decapitated. officials don't know the motive but the suspect is now in custody. we'll continue to track the story and bring you the newest information as soon as we get it. this morning in our area, more than 48 hours after tuesday's severe storm blew through our region tens of thousands are still without power. we are updating these outage numbers for you every half hour. right now peco says more than 15,000 customers do not have electricity. pse&g outages just dropped below 4,000. atlantic city electric has the most outages just over 71,000 and delmarva has seen improvement this morning, just over 100. nbc 10's matt delucia is live in greenwich township gloucester county where some folks there are in the dark today. matt, what's the situation where you are? >> rosemary we got in our news van to begin driving. we're on west broad street now.

it's better to show you the damage for us driving down this road as opposed to being in one particular spot. you see off to the right side of the road we have trees that are down. right over here you might be able to see there's a utility line sagging across this lawn and chopped up trees that are out there on the side of the road as well. we've been seeing this throughout the morning. again, we're going into day three of the cleanup efforts out here. you talk about some of those outage numbers and just checking with atlantic city electric they have the most amount of outages in gloucester county right now. 34,000 customers affected just within this county alone. we've been talking with them about what their efforts are and they've been telling us that on fixing the high voltage transmission lines first, then getting the substations fixed, then the primary power lines and then getting the individual homes fixed up with the power and get that restored. this has been a day an long effort here.

we've been looking on some of the side streets here. we'll turn on north market. we're still seeing a lot of the tree branches debris off to the side of the road. a lot of that cleanup effort has already been under way. a lot of traffic lights are still out in this area. a lot of the homes still do not have power in the gibbstown section of greenwich township. also earlier this morning we were driving around cherry hill. there were traffic lights out in that area but they have since been restored we found out from cherry hill police there were seven traffic lights at major intersections that were out along brace road and 561. we've been told those lights are back up and running. in the next half hour we'll go to one of the hardest hit spots in this area. one of those on ramps -- off ramps, i should say, to the roads here from 295. jessica's been talking about those road closures throughout the morning. we'll head down in that area show you that as well. you have to be careful driving through some of the roads, some

hurt but ten people are out of their homes this morning. it's unclear if they were directly impacted by the fire. this morning, five people are under arrest in the brutal beating of a north philadelphia teenager. a warning, you may find the video we're about to show you disturbing. [ bleep ]. >> police announced the arrests after this video surfaced and went viral. the teen was walking home from martin luther king high school earlier this month when he was jumped by a group of classmates. police say the boy suffered a concussion and needed serious dental work. investigators and neighbors tell us the video made all the difference in this case. >> really makes your job easy sometimes. >> definitely. >> you have to know if you're recorded somebody will know who you are. >> detectives say four of the five suspects are juveniles. happening today, president obama will deliver the eulogy

for reverend clementa pinckney. pinckney was senior pastor at the emanuel ame church also a south carolina state senator. funeral services will take place nearby later today at the college of charleston. democratic presidential candidate hillary clinton will also attend today's funeral service in charleston. clinton was supposed to be in philadelphia today for a fund-raiser. yesterday hundreds gathered in south carolina to remember one of the victims of last week's church massacre who grew up in our area. reverend sha ran doronda coleman-singleton was laid to rest. dylann roof is accused of sitting in that bible study last week for nearly an hour before opening fire. he's charged with nine counts of murder in what investigators have called a racial hate crime.

now your nbc 10 first alert weather with meteorologist bill henley. nine minutes after 6:00. the sun is up but they're not going to see much sunshine today. tracking light showers in the area, most of the area is just cloudy. this weekend, the clouds remain. we've got rain on the way and the potential for heavy rain especially later on saturday. outside right now, it's a cloudy view from doylestown 62 degrees. philadelphia is at 69 and 60s for millville. everybody is in the 60s to start with. sunshine is trying to break through the clouds over lake wallenpaupack. mostly, though, those clouds will be hanging in there. we will see a few more scattered showers throughout the day. no steady rainfall but clouds and rain combine to keep the temperatures cool. right now the showers, atlantic county, light showers in the beach haven area and offshore. that's where the heavier storms are. those are pushing away from us. there are more waiting in the

wings. look at the heavy rainfall moving through missouri. that's the system that is going to be moving in for our weekend. for today, show the temperatures will be moving up in spite of cloudy skies. 80s, very low 80s for allentown and reading up to 74 for mt. pocono. clouds and a chance of some isolated showers for doylestown trenton and mt. holly. no steady rainfall at the shore but just enough cloud cover to keep temperatures in the middle 70s for rehoboth and cape may. 78 degrees for vineland. we could see 80 degrees in drexel hill and swedesboro but most of the region will be sticking in the 70s. not a lot cooler. very uniform temperatures because of the clouds and an isolated shower today. this weekend, that's when the steadier rain moves in. light rain saturday morning but later on, some heavier downpours. localized flooding is a possibility on saturday. we could easily see 1 to 2 inches of rain. into sunday morning. then sunday afternoon, some breaks of sunshine the temperatures will climb a little

bit but still very cool for this time of year. i'll show you when that's going to change with the seven-day forecast when i come back in ten minutes. it is now 11 minutes after 6:00. and let's see how the traffic is moving the end of our workweek. jessica boyington starts under the circumstances off. >> a little bit of volume is starting to build around the southbound side cottman avenue. the northbound lanes are doing okay. still 15 minutes if you're headed southbound from woodhaven road up towards the vine street expressway. that's about an 11-minute trip normally. still doing okay out on the pa turnpike. cars moving along just fine. no real problems there. we do have ongoing construction out in new jersey in cherry hill. on route 70 on the westbound side that construction is between south cornell avenue and mcclelland avenue. one lane is getting by. as for the area bridges in and out of philadelphia currently no problem for the walt, the ben or the tacony palmyra. we'll have more drive times for

live view from the marquis de lafayette hotel. those clouds will be around for most of the day, just a chance of scattered showers. very light showers in berks county and into chester county. the steadiest rainfall isn't very impressive in the atlantic city area. the heavier rainfall is offshore. more importantly is what you see to the west. it's in missouri but that is the rain that will be moving our way. that system for this weekend. with it some heavy downpours. we can see that rainfall sat 3:00 in the morning tomorrow morning to our west and to the southwest in pennsylvania. clouds will be building in philadelphia. best chance of dry weather, it's saturday morning. if you're going to take in the tall ships today, early tomorrow, you can see the rain that's moving in at noontime and heavy downpours possible later on saturday. the future weather showing totals of more than 2 inches possible by 5:00 sunday morning in philadelphia. wilmington may see more than 3 inches of rain over the weekend.

nbc news confirms that new jersey governor chris christie will announce his run for the white house on tuesday. he's expected to kick off his campaign from his former high school in livingston, essex county.

he said he would be involved in some way. >> if i'm not in it i'm sure i'll be a factor in because people will want to have my support if i'm not a candidate. >> political analysts say christie will have to overcome some of the lowest approval raters of his governorship to win the gop presidential nomination. gop presidential candidate donald trump is firing back after a recent controversy over some comments he made. >> it involves a major broadcast outlet announcing a boycott of its miss usa pageant. univision says it's dropping its spanish language coverage of the pageant next month. the network is protesting what it calls insulting remarks trump made about mexican immigrants during his campaign debut last week. at his campaign kickoff, trump send mexicos sends criminals to the u.s. trump owns part of the miss usa pageant. trump is now threatening to sue. >> the problem that univision has with me is that i'm honest

gloucester county. what are the conditions like where you are? >> we've been traveling throughout the area this morning, trying to find the trouble spots especially where the trees are down and especially the power lines. a lot of folks in this area still do not have power. you ran through some of the numbers a moment ago. with atlantic city electric 38% of customers are affected 1% of pse&g customers are affected. on harmony road this is right by swedesboro avenue where you can see just in the distance here we've got two utility poles that are down here one is actually just leaning right on the edge of the road here.#2x f1 o e leaning as well. this entire section of the road is blocked off. jessica's been talking about some of the -- off of 295, the off ramps to get into this area particularly gibbstown where it

is shut down because of this. this is the reason why. a lot of people do not have power as a result of these line being down. i can see the streetlights out as well. a lot of the homes we've been driving by they are out as well. we've been checking on the numbers. atlantic city electric is telling us by midday tomorrow they'll have the majority of customers with power and hopefully all day sunday they will have all of them will be up and running by sunday. pse&g is hoping that midday today, their customers will be [ inaudible ] a majority of the outages are in [ inaudible ] by sunday. out here live in gloucester county, matt delucia, nbc 10 news. >> thank you, matt. new from overnight, investigators will be looking for the cause of this house fire in philadelphia. nbc 10 was on yellen street in nicetown where the blaze broke out just after 11:00 last night.

crews extinguished the flames in less than an hour. no reports of anybody injured. ten people are out of their homes this morning. it's unclear if they were directly impacted by the fire. a philadelphia mother talks about the men who shot her teenage daughter. >> they're just out there. they're just out there hiding, like two cowards out there. >> the fraternal order of police is offering $5,000 for information leading to the arrest in the shooting of diamond santiago. she was critically wounded when two people opened fire northeast east atlantic city and stouten street in kensington last month. police and her family hope someone will come forward and help solve this crime. >> she was an innocent child. it could happen to any other kid. and i know someone knows something. >> the 13-year-old has already had seven surgeries and is fighting infections as well as depression, fear and anxiety. in northampton county

denise nagrodski is facing up to ten years in prison after pleading guilty in a murder for hire plot yesterday. nagrodski admitted to trying to hire a hitman to kill her daughter's boyfriend in new jersey. she said she wanted revenge, saying tje boyfriend was abusive. then you leave town thieves could be keeping an eye on your property. in one recent case jewelry was stolen and the home eners guns were moved inside the house. police are asking the public to keep an eye out for anything that may seem suspicious. today president obama delivers the eulogy for the pastor shot and killed in last week's south carolina church massacre. here is a live look outside the emanuel ame church in charleston, south carolina. the president, along with vice president joe biden will both be in charleston for the service remembering reverend clementa

we have new information about the terrorist attack in france. according to investigators, two people were inside a car that burst through a security barrier at a french gas station and caused around explosion. we're taking a live look at the scene where people have gathered to talk to investigators about what happened. investigators now saying the victim of the attack was not decapitated by the explosion. they also say his head was on top of a pof at the entry of the factory. investigators found two flags with arabic writing at the scene. one suspect is in custody. we will continue to bring you the newest information as soon as we get it. a day after a landmark ruling on obamacare, the u.s. supreme court could issue another big decision. >> yes, this one on same-sex marriage and whether it should be the law of the land. we could get the decision today or monday. the justices would rule on two questions, first, whether states can ban gay marriages altogether and second if a gay couple is legally married in one state should another state be forced

to recognize that marriage? >> yesterday, the supreme court handed a victory to president obama and his affordable care act. in a 6-3 vote the justices upheld a key provision of the law that preserved health insurance for millions of americans. the justices ruled that nearly 9 million americans can keep receiving federal money, federal subsidies to help pay for her health care. this goes for the 22 states that never set up separate exchanges including pennsylvania new jersey and delaware. the president says the court's decision was a victory for all americans. five years in this is no longer about a law. this is not about the affordable care act as legislation or obamacare as a political football. this is health care in america. >> the ruling marks the second major judicial victory for the affordable care act in the past three years. according to the group families usa, the affordable care act

ruling impablgcts more than 500,000 people in our region including 350,000 people in pennsylvania. because of the supreme court ruling governor tom wolf says he is withdrawing his application to take over the insurance marketplace in pennsylvania as it's no longer needed. >> we as a contingency developed a state exchange in case the court ruled in an unexpected way but they ruled the way we expected them to rule. so we don't have to put that contingency into place and what we were doing originally we will continue to do and it should mean no changes for anybody in pennsylvania. >> political observers say after two supreme court rulings upholding the aca neither individuals nor congress is likely to challenge it again anytime soon. let's head to the lehigh valley where police are putting the heat on thrill seekers who take big risks to cool off. we're talking about people jumping into quarries. the dangerous dives are illegal in most cases if not all of them. in fact, police arrested more than ten people for jumping into

see you shortly. >> have a good weekend. now your nbc 10 first alert weather with meteorologist bill henley. >> eight minutes before 7:00. clouds to start with no rain in the philadelphia area. we are tracking showers in south jersey. everybody, though, is in the 60s. 69 degrees and holding in philadelphia. we'll stay on the cool side today. the pocono mountains, the clouds have been thinning out a little bit. we've seen some breaks of sunshine but over shawnee, it's cloudy skies. more showers are a possibility today. you can see the rainfall in the atlantic city area. that's mainly light rain. and a few isolated rain drops, a few sprinkles near norristown into central montgomery county and center city seeing a few rain drops. heavier rain will be in store for us on saturday. look at the showers and thunderstorms moving towards st. louis. that is the storm system that is going to be marching through the midwest to the ohio valley and

early tomorrow morning, that's 3:00 tomorrow morning, those heavy downpours are to our west. they'll be moving our way and later in the day on saturday we'll see heavy rainfall. in the morning and to the noontime hour, light rainfall will start moving into philadelphia. this computer model holds the heaviest rainfall back until the evening hours. that will be great news for outdoor activities. clouds will still be there and some computer models bring the rain right in during the afternoon tomorrow. so keep an eye on the sky. for today, scattered showers, mostly just cloudy though. 8:00 this morning, 69. by 11:00 74 degrees. getting up to 78 degrees. tomorrow heavy rainfall later on saturday, a chance of a thunderstorm saturday night and into sunday morning could see heavy downpours and the showers in the morning will be gone in the afternoon. breaks of sunshine possible on sunday. still cool though 75 degrees and sunshine.

we have updated information about the terror attack in france. according to investigators, two people were inside a car that burst through a security barrier

at a french gas station causing an explosion. you're taking a live look at the scene as the media has gathered to talk to investigators. one person is dead and we now know to others are hurt. investigators say the victim of the attack was not decapitated by the explosion and they also say his head was on top of a post at the entry of the factory. investigators found two flags with arabic writing at the scene. one suspect is now in custody. there will be more on this attack coming up in just a few minutes on the "today" show. i'm matt delucia live in gibbstown, gloucester county. an area recovering from tuesday night storms. thousands of people still do not have power at this hour. you can see right here, harmony road by swedesboro avenue. 295 is right over that hump there. and it is still shut down at least that off ramp from 295 on to this roadway. you can see why, power lines are still down.
