married to. a famous guy. good morning. this is "nbc 10 news today." i'm tracy davidson. let's get started with our forecast. the first alert forecast with brittney shipp. >> good morning. temperatures today are going to be a lot colder than yesterday. that trend is going to continue into the weekend. so for those that felt like it was a little too warm out, we're getting cooler temperatures. you can see the cold air from the northwest already. 48 degrees in allentown, 46 in pottstown, 43 degrees in reading, where the cold air has not moved in, places like philadelphia at 53. 52 in millville and at 52 degrees right now closer to wildwood. our city planner shows into the morning our temperatures will drop down a few degrees. 9:00, 47. winds at 12 miles per hour so the feels like temperature is closer to the mid-40s even the low 40s by noon 47 degrees so a cold lunch hour for you. and then as we head into the rest of the morning we'll see decreased visibility in reading

and along the shore with a bit of patchy fog. we're watching the foggy conditions as well. highs around the region will be colder than what we saw yesterday. 49 degrees for philadelphia. mid-40s in pottstown. 47 in allentown and colder as we head into tomorrow. i'll be tracking your seven-day forecast coming up in a bit. let's check in with first alert traffic reporter katy zachry. >> thanks, brittany. no major accidents on our roadways to report. overnight construction but it's not tying anything up too badly. a look at drive times throughout the area, let's start in pennsylvania, 76 looking good headed into center city philadelphia. 95 southbound, this stretch between woodhaven and the vine typically gets really delayed as we move into the morning rush. right now it's only about 13 minutes. and the blue route headed southbound between 76 and 95, you shouldn't find issues. into new jersey, 295 southbound if you're headed between route 38 and 168 you shouldn't find issues. the drive time about 12 minutes. 42 freeway northbound from route 55 up to the walt whitman bridge

only takes you about five minutes. finally for our delaware drivers around the wilmington area, headed on 95 between 295 and 495, that average drive time is about 11 minutes with average speeds in both directions in the low 60s. >> thanks for the update. we begin with breaking news we're following for you, nbc 10's matt delucia is live in olney where the streets are blocked off after fire ripped through a row home there and matt, you talked with some neighbors. tell us more. >> reporter: tracy, firefighters are still out here at the scene at fifth. not much change independent the last 30 minutes. you see the ladder truck up there and the row home there in the middle, that is the one affected by the fire. there are store fronts to the left and right of this but this is the row home here and i just spoke with a couple of neighbors who tell me that this is a vacant house, no one was living in here. so still waiting to talk to firefighters to get more information about what is going on here. and any early indications of

what happened out here this morning. this happened about an hour to an hour and a half ago, this fire started and now you can see the fire is out, no smoke coming from this building. we've seen firefighters in there with flashlights going from floor to floor, a three-story structure. as i mentioned we're trying to get any more word on if there were any injuries, if any one happened to be inside this house at the time. at the moment here it appears that the firefighters are starting to wind down, making sure the fire is completely out. put this is fifth street that you're looking at here, this is blocked off for at least one block in both directions here as the firefighters continue doing their work. live in olney, matt delucia, "nbc 10 news." firefighters in camden were busy battling heavy smoke and flames inside this row home. that fire broke out on north chesapeake road. investigators are trying to determine a cause. >> it's 4:33. 53 degrees outside.

today convicted cop killer jamal will get a chance to testify about his medical care. his claim is that it's inadequate. the former death row inestimate serving a life sentence for the murder after police officer. he has hepatitis c and other health problems and file add suit alleging that he was denied proper medical care by the state prison. he is scheduled to testify at 9:30 this morning by video hook-up from prison. >> jury deliberations will continue for a third day today for the woman accused of beating a gay couple in center city. jurors are trying to determine if catherine knott was one of the people involved in the assault back on september 2014. those two victims were in court yesterday. the jury asked to go home for the day late yesterday afternoon and the judge granted that request. we'll keep you posted on what happens today. >> parents and students in philadelphia public schools put

on notice, if lawmakers don't pass a budget by the end of january the district could run out of money. the school commission began its meeting last night addressing parents' concerns about that after the five-month budget stalemate. in the worst case scenario schools could be forced to close. the district borrowed nearly $1 billion to pay bills for this school year. >> what they want to do is parents got to take off from work or lose time on their job because now you got kids at home and you can't get -- >> the district is recommending that parents contact lawmakers and urge them to avoid that situation. lawmakers are considering a proposal that includes an historic increase in education funding but that remains one of the sticking points. also last night school reform commission voted to extend william hite's contract for five years as superintendent. there was a gathering last night one to push the src to approve

>> good morning. it's a cold start into the rest of today. expect temperatures to stay in the 40s, drop down into the low 40s by tomorrow. 46 in pottstown. 43 in reading. 44 in coatesville. we're in the 50s right now but we'll see that cold air moving through. 51 degrees in swedesboro. 53 in philadelphia. 50 in wilmington. the low 50s in northeast philly but our high at 49 degrees so expect these temperatures to drop down a little more as we head into the rest of the morning and afternoon, you can see the cold air starting to settle in over the region. wind out of the northwest so that's colder air moving through, by 8:00 a.m. we're back down in the 40s, 47 for philadelphia, 43 in wilmington, mid-40s in dover. by the afternoon again our temperatures will only reach the mid to high 40s today. by tomorrow we get even colder, we drop down into the low 40s. the other thing is if you're staying out late tonight our temperatures are going to drop to the 30s quickly. our wind gusts, 22 miles per hour in the poconos, 20 in

allentown and heading into the rest of today we'll see our sustained wind speeds between 25 miles per hour, we'll see wind gusts closer to 30-35 miles per hour as we go into the rest of today and even into tomorrow. that's a cold wind that's going to blow over us as we head into today and into tomorrow. our temperatures will slowly recover as we head into sunday but a warm-up in store pushing into next week. vile your seven-day forecast coming up in 10 minutes. >> thanks. 20 minutes before 5:00 now. let's get you to work on this friday morning. take a look at the roads including 95. katy has that. >> we're focusing on construction areas along 95. north and southbound, tracy so. a few things people are going to be aware of. but as we make our way as we do our sky fly, 95 southbound between woodhaven and the vine about 13 minutes. you'll find some northbound construction on 95 between girard and allegheny avenue. expect a right lane closure there.

your northbound drive time between the vine and woodhaven is not affected by that. southbound, we said the drive time was good but expect construction between the betsy ross bridge and the exit for allegheny avenue, the right lane expect a closure there. that should lift around 5, 5:15 hour. into new jersey route 30 at 295, no issues along route 30 or 295. along 30 expect to see construction at airport circle. >> thanks. well, the temple owls football team waking up in sunny florida this morning. hear what the coach is saying about the upcoming boca bowl.

yesterday. it closed sisters child care on germantown avenue. a 10-month-old died after being found unresponsive at the day care on wednesday. the department of human services is contacting parents and will be at the facility today to help families find other care for their children. >> police are still trying to identify a decomposed body that was found in an abandoned home in north philadelphia last night on north chadwick street. investigators believe it's a woman's body. they are working to determine a cause of death. >> this morning two employees at a school in camden county face charges that they assault add pair of teenagers with special needs. prosecutors say the crimes happened earlier this month at the van croft haddonfield campus. investigators tell us surveillance video shows the two staff members beating a 14-year-old boy with a belt. the two accused of restraining a 19-year-old student under a desk for an extended period of time. >> a statement reads in part we have a zero tolerance policy

toward any action which would endanger or purposely injure an have i served at bancroft. our primary concern is the wellinging and safety of those we serve. >> investigators looking to the cause of this fire that destroyed a church. we showed you this from an nbc 10 viewer's drone on wednesday night. the drone was overhead as the roof of the new jerusalem missionary church collapsed. investigators sifted through the debris. this is the second fire at this church in the last two weeks. once the site is safe, officials say arson dogs will be brought in to sniff for suspicious -- anything suspicious. the new year may not be off to a great start for rapper meek mill. a judge might send him back to prison because after steady stream of probation violations mostly traveling without letting anyone know where he was going. the judge told mill she heard it all from him. >> a scary moment at the

cavaliers thunder game of it golfer jason day and his wife ellie, they were sitting courtside when lebron james save a ed a ball but took out ellie. she was conscious and alert. good morning. a cold snap on tap as we head into the rest of today into the weekend, the temperatures dropping back in the 40s. our day time highs but not to worry, we warm things back up as we go into next week. a few dry days, then christmas warmth. we expect to break a few records. i'll go over the details. wind speeds out of the northwest at 15 miles per hour. feels like temperatures, through the rest of the morning is going to feel a lot colder than what we're used to. temperaturewise we're at 36 degrees in the poconos, 48 in allentown, 46 pottstown, 50 in

wilmington, low 50s in dover, our wind speeds starting to gust up to 22 miles per hour in the poconos up to 20 and allentown and as we go into the rest of today you'll notice our wind speeds wilt be closer to 25 up to 30 miles per hour and that's going to be true as we head into tomorrow. so we'll see one gust closer to 32. 29 in philadelphia. so it's really going to feel even colder heading into tomorrow. our day time highs will barely get into the low 40s. satellite/radar shot shows we're seeing clouds this morning, we continue to see cloudy skies throughout the day. nice and dry we're done with all of the rainfall, you can see not a lot of storm systems that we're tracking across the nation. so we stay dry with exception of a little bit of lake-effect snow that could blow in closer to 11:00 p.m. tonight for mainly the poconos. it will be confined to some of our higher elevations. then apart from that we'll be dry on saturday and especially on sunday as the eagles take on the cardinals. our temperatures will be on the

cooler side so keep that in mind as you're making your tailgating plans. highs at 49 in philadelphia, 48 in wilmington, 50 degrees the high in millville, and for your eagles football forecast, 8:30 is the game on sunday, kickoff 41 degrees, by the fourth quarter we're down to the 30s. seven-day forecast shows that cooler air continues to move in heading into saturday, wind speeds stay strong. by monday we start to recover. look at our temperature difference between sunday and monday. 58. tuesday, 61. and then we track record warmth for christmas eve, a high of 70 degrees. >> that's just crazy. thanks. 10 minutes before 5:00. let's get to you work. katy is watching the roads. >> good morning. things are running pretty smoothly. we start in new jersey a live look behind me at route 30 and 70, things are running smoothly along these two stretches of roadway. 295 and the 42 freeway are good as well despite construction you'll see where those two

atlantic city bailout vote we told you about yesterday. last night the new jersey state assembly passed parts of a financial aid package. it would threat casinos make payments for 15 years instead of paying property taxes. that allows them to predict their costs. and prohibits them from appealing taxes, something that hurt the city's finances in recent years. the state senate has not yet scheduled a vote on that measure. a vote on pension changes in the state house is scheduled to resume. the republican leader stopped the session yesterday sew lawmakers could study a new report on the changes. a house spokesman says the debate will begin again today. it would restructure pfts for newly hired teachers and state workers. the pension bill is debated along with the budget now nearly six months overdue. tom wolf's administration and allies are trying to get house republicans to agree on a tax and spending measure to put an end to the logjam. the house speaker set a deadline

of 12:30 yesterday for wolf to show that he could assemble enough votes to move the package through the chamber. the governor and house minority leader downplayed that. wolf demanded a tax hike. it would be used to help wipe out school funding cuts and narrow a deficit and give counties more money for social services. on the national level the house and senate are rushing to send president obama a budget package that would fund the government through next september. first house vote is scheduled for this morning, then the measure will be september to the senate which is likely to clear it for the president's signature by noon. president has promised to stein it. we'll bring you updates at 11:00. >> the president is also expected to sign an extension for a federal student loan program, the perkins program which provides low interest loans to the neediest students expired. congress pass add two-year extension this week, the program provided loans to more than a half million students totaling

difference when you step outside this morning. our cold snap goes into the weekend and then we warm back up again as we head into next week so temperaturewise we're at 44 degrees in allentown, 43 in pottstown, 51 in philadelphia, 4 sech in wilmington, 52 in atlantic city. low 50s in wildwood. we'll drop oun our temperatures should stay in the mid to high 40s so by 6:00 a.m. philadelphia we're at 49 as the cooler air keeps working in from the northwest, right around 12 miles per hour, we'll drop to 46 degrees. take a look at 1:00 p.m. 47 degrees, a mix of sun and cloud. mostly cloudy skies expected for us. wind speeds are going to stay strong into the rest of today and once again as we push into tomorrow. so we're talking about wind gusts up to 30, 35 miles per hour. and that's a cold air that's going to blow over us. our feels like temperature is going to mainly be in the mid-40s today but our actual high will be at 49 in philadelphia, 48 in wilmington and 45 degrees in pottstown. coming up i'm tracking changes

on the way as we head into next week. i'll let you know what's in store for your christmas eve forecast. now let's check win first alert traffic reporter katy zachry. good morning. >> for drivers making their way through philadelphia specifically the olney section there is fire activity right at fifth and rockland. we have a crew out there. you'll learn more in a minute. expect delays in the area. there are several lanes blocked off around that intersection. moving outside that nerk, this is a live look at 76 at montgomery drive, traffic is moving around the 5:00 hour we see it pick up quite a bit from what it was at 4:00 a.m. and things are running smoothly on 76, no issues to report. i'm still watching construction overnight on the vine street expressway, i'll let you know when that clears. a look at drive times on the majors, this is 95 south between woodhaven and the vine, 13 minutes, then 14 minutes to go southbound on the blue route between 76 and 95.
