bicycle, it's nowhere near as cold as yesterday. the temperatures have been running 10 to 15 degrees warmer, a beautiful start. 49 degrees in the suburbs. that's down one degree in the last hour. that's now 44 degrees in the lehigh valley. that's up a degree in the last hour. 53 now at philadelphia international. that's also up. we've got a southwesterly wind at 5 miles an hour. that's not a big win but that is a warming direction for us. that's going to lead to a big warmup during the day. heading for the low 70s this afternoon with plenty of sunshine. any light fogç disappears firs thing this morning, bright sunshine, 70s, a few scattered clouds as we head into the evening hours. pleasant all day long for the suburbs, new jersey, the lehigh valley and delaware. i'll take you through it hour by hour when i'm back in less than ten minutes. >> thank you, bill. another rough commute is under way on the second day of the septa strike. both sides head back to the bargaining table later this morning after breaking off at around 1:00 this morning, five

hours ago. septa reporting they're making progress. the strike has idled buses, trolleys and subways. regional rails are running. septa warned riders to expect more delays today. we have team coverage of the septa strike and the impact on the morning commute. pamela osborne is with the commuters, matt delucia and we start with jessica boyington with a check on the roads and mass transit. jessica? >> that's right, vai. we are watching minor delays now with the regional rails still in service this morning and this evening. while the same thing was happening yesterday, you saw what happened there. major delays. expecting those to continue on this morning and into this evening. but we are already starting to see the very beginnings of some delays. ten-minute delays reported on elwyn line, warminster and doylestown dealing with ten-minute delays on train 514. nothing too major yet. we're also watching the roads for overflow of cars on to the majors. here's the admiral wilson boulevard in camden. this direction is moving towards

the toll plaza where the bright lights are over the ben franklin bridge. no major delays moving into philadelphia right now and into center city. but we're watching an accident in horsham and west county line road and meeting house road. of course more updates to are y for you on september to and the rest of the morning. >> team coverage begins with pamela osborne, live at the fern rock transportation center in north philly. what are you hearing from commuters there? >> well, there's a lot of hustle andç bustle this morning. everyone is allowing themselves extra time. i want you to take a look at one of the trains that rolled through here. these trains are running every 15 minutes. the passengers are coming here in just enough time to hop on. i was here around this time yesterday. they are pretty full. yesterday, there were quite a few more people on the trains this morning. people are still taking the train because it's not easy to get around with the trolleys, subways and buses down, people have been relying on the

regional rails to get into center city. some people used uber and lyft. a lot more cars on roadway as well, despite the fact that it took many commuters a lot longer to get to work, they're getting ready to do it all again today. >> yesterday was pretty good. i got here about same time, train was on time. it was wonderful. coming back is the problem. i am at 30th and market. they didn't know what was going on. >> as she said, the evening commute may be something different but as far as things go this morning, if you're just getting up, heading down here to take the regional rail, it looks as though everything is running on schedule. people are getting on the trains and there's still room to sit at this point. we're reporting live this morning at the fern rock station, pamela osborne, nbc 10 news. >> thank you. both sides of the septa strike are expected to return to the bargaining table this morning. yesterday, the union rejected an offer from the transit agency

and nearly 5,000 workers are off the job and they are on the picket lines. nbc 10's matt delucia is live at callowhill depot in west philadelphia with an update. matt, you've been talking with striking septa workers. what are they telling you? >> vai, there they are right behind me here. they want the strike to end but they will not walk off the picket line and walk back on to the job until they get a fair deal. here they are for a second morning. the negotiations over at the bargaining table they continued well into the night. septa says they and the transport workersç union local 234 continue to make steady progress. i talked with the strike captain here atle callowhill district. we just heard from septa riders about what they've been dealing with. i ask these guys what yesterday was like on picket line. >> to hang in there. we are hoping you guys get what you want. you very well may have a few people from time to time that

strike throughout the day. we're following breaking news out of the state of iowa. two police officers are dead in an ambush shooting there. this happened early this morning in des moines. there are two different crime scenes. police say they're developing suspect information right now. we're making phone calls, keeping an eye on this. count on nbc 10 for updates on this breaking news on air and the nbc 10 app. 6:07. 53 degrees outside. happening today in montgomery county, bill cosby's lawyers will once again try to convince a judge to keep his deposition in a decade-old lawsuit out of his sex assault trial.ç cosby's lawyers claim he agreed to answer questions in that deposition under oath after the d.a. then promised that he would not be charged with a crime. the comedian is accused of sexually assaulting a former temple university employee. he denies the accusations. the judge must also decide if 13 other accusers can testify against cosby at trial. new jersey has rejected a turnaround plan to fix atlantic city's financial problems that

sets the stage for a possible state takeover. governor chris christie's administration announced yesterday it would not accept the proposal. the five-year financial turnaround plan called for laying off 100 workers, cutting spend and selling off vacant land. those moves would help the city pay off $500 million in debt. the takeover would give the state control of the struggling city's finances. don guardian and marty small released a statement saying in part, we are truly disappointed that the state did not recognize the value of this thoughtful and comprehensive plan, this plan was reviewed by many who are deeply respected in the financial community. and deemed as a possible -- as a truly viable alternative to a state takeover. the state truly missed a golden opportunity. 6:08. let's jump and get a look at weather and how it's looking there. it looks like 30th street station behind you, bill? >> it is.

it's a clear view. there's no fog here. you can see the flags clearly. that's a southerly wind that will help to warm things up. it's leading to a warmer morning. it's also bringing in moisture. there's a chance we'll see light fog to start with, easton, doesn't look like the visibility is bad. it is chillier in easton this morning. the visibility in allentown has improved in the last hour. three-mile visibility, improving slightly in coatesville as well. you might see light fog but so far, no sign of dense fog that may slow things down if it does form. there is still time for it to form. the temperatures are cooling down at this hour. they are overallç much warmer than yesterday when we were in the 30s for most of the airy and saw many readings below freezing. that's not happening today. 47 degrees in south jersey, delaware is 38. 53 in philadelphia. the 40s for the lehigh valley and the suburbs. the suburbs will warm into the 70s today. right now eukland township, 46,

st. david, 50 degrees. sunshine will be face and bright today. with a southwesterly wind and clear skies giving us sunshine, we're going to see that warmup into the 70s. no sign of wet weather, not today. that arrives later tomorrow. for today, you'll need your sunglasses. look at the warmup, 54 degrees at 8:00. by early afternoon, 66 degrees. it's into the low 70s for philadelphia. the suburbs, similar warmup, 52 degrees at 9:00. 66 by 1:00 and bright sunshine, a few thin clouds at 5:00 this afternoon. near 70 degrees. the lehigh valley, any fog that's around first thing this morning will not last long, from 50 to 65 degrees and near 70 degrees this afternoon. bought full sunny day ahead. a perfect autumn day for delaware and new jersey. both areas in the 50s to start with. quickly warming into the upper 60s to near 70 this afternoon. cooler at the shore, 58 degrees at 9:00. then middle 60s, bright sunshine at 1:00 and 5:00 today.

but there is some rain on the way for tomorrow. and that's going to make for big changes as we head toward the weekend. a look at the 10 day on 10 with details when i come back in less than ten minutes. >> 6:11 on this wednesday morning. regional rails, there's delays, long delays yesterday and of course, strike activity causing disruption. >> we were focused on that this morning. nbc 10's first alert traffic reporter jessica boyington has you covered with everything you need to know. jess? >> the regional rails were an alternate of sorts for a lot of commuters that typically take septa in and out of center city. that was getting a lot of overflow ofç commuters and we also were seeing long waits on platforms waiting to get on trains and there were also strikes involved with keeping trains in the stations not allowing them to leave. so we were seeing major delays yesterday, right now, minor delays. of course we're still ahead of the game here. it's still early to start to see those heavy delays.

norristown, 11 minutes late, west trenton, 326, running 12 minutes late and 10 minutes for the warminster and doylestown line. rush hour is almost under way. we start to see the big delays around the 6:30 mark, into 7:00. we're seeing normal morning volume right now. mount laurel township in new jersey, a tractor-trailer fire, on the turnpike, exit 4, blocking the right lane around route 73. here's 295 also in new jersey, right around route 70. no problems in either direction. if you're headed southbound from 38, so past this point and up towards the black horse pike, that's moving towards philadelphia and further south jersey points. you'll be just fine there. 12 minutes and speeds into the 60s. a philadelphia eagle is under arrest on gun and drug charges. >> we'll tell you what police say they found in his vehicle and we'll explain what's next in the case against him. plus, the clinton and trump campaigns will once again be making a push in our area today.

the new franklin & marshall poll clinton has a double digit lead, 49% among likely voters while trump has 38%. the poll also finds clinton has a sizable lead among women, also young voters and people living in southeastern pennsylvania. it is 6:18. 53 degrees, giving you all the information that we can find, that we can get to get you to work, help make decisions about getting to work. >> jessica boyington is looking at all the options in mass transit. jessi jessica, what are you seeing? >> we're watching delays on the regional rails. no surprise there. we saw massive delays yesterday. right now they're not so severe. this is an alternate for a lot of folks who travel and compute commute with the septa around center city that is on strike this morning. now we're seeing for the norristown line, west trenton, warminster, doylestown up to 10 to 12-minute delays. we'll keep an eye on that for

you. we're watching the roads for overflow. this is separate from the overflow from septa. there is an accident on schuylkill expressway headed westbound before gladwyne. these are our cameras around belmont avenue. traffic almost stopped. 45 minutes already for this drive time that at this point usually is about a 15 to 17-minute trip. it jumped up to 50 minutes. we're almost approaching an hour trip from the vine street expressway to center city. that's massive delays, average speeds into the teens. we'll watch the schuylkill for you. there's also an accident on woodhaven road reported on the eastbound side just before bristol pike. you can see right over here, headed eastbound towards that scene, we're seeing pretty massive delays. updates on the schuylkill, á$p'd we'll keep you updated on septa for the rest of the morning when i'm back in ten. 6:19. let's talk about the weather. unusually warm and it will get warmer today, right, bill? >> fortunately we done have the cold we had yesterday morning. if you have to walk or take your

buy sick t bicycle, it's a much more pleasant morning. we'll see a quick warmup with bright sunshine during the day. there are changes ahead. we'll reach into the 70s today and closer to 80 degrees which is the record high for philadelphia tomorrow afternoon. look at the cooldown. just before we get to the weekend. 58 degrees on friday and it stays cool right on through the weekend. let me show you why. we're in the clear this morning. we'll see bright sunshine. a little bit of a southwesterly wind. that will make for a warmer day today and tomorrow. these showers are coming with a system that will produce a cold front that sweeps through tomorrow afternoon. we will get some wet weather but it will bring the temperatures way down for the weekend. forget about the 70s. it will be 50s and low 60s on saturday. even a little bit chillier on sunday. but it will stay dry. it looks like it will be perfect

facing commuters. first, let's get to meteorologist bill henley with his first alert neighborhood forecast. bill? >> the good news is it's much warmer this morning than the cold temperatures we saw yesterday. if you have to walk to work, ride your buy cycle, it is in the 40s and 50s. that's part of the reason. the nice breeze coming out of the southwest, not terribly strong but it is just enough to keep dense fog from forming as the warm air surges in. 4 1/2 mile visibility in the pocono mountains. light fog for blue bell and philadelphia international. now 2 1/2-mile visibility in wilmington. still could get a bit thicker before it disappears completely as the temperatures will be rising with lots of sunshine. 44 in the lehigh valley. delaware at 48 degrees. it's dropped into the 40s in the suburbs. new jersey and philadelphia holding on to the lowç 50s thi morning. bright sunshine. you'll need your sunglasses. look at the warmup. 73 degrees in the suburbs. up to 72 degrees for

beginnings of the morning rush and overflow on the roads. we're also watching an accident scene on the schuylkill expressway on the westbound side, moving out of center city around belmont avenue is our camera we're looking at now. traffic is moving now, which is an improvement from a few moments ago. the drive time, 70 minutes for your drive time from the westbound side of the schuylkill from center city to the blue route, now 71 minutes. it's still going up. average speeds now 10 miles an hour. we're almost down into the single digits. this is typically a 12-minute trip or so. we're seeing about an hour delay on the westbound schuylkill. that's a big deal. also watching an accident with delays on woodhaven road headed eastbound. you can see them right in here, right before bristol pike. we've been watching this all morning. a tractor-trailer fire out in mount laurel township on the new jersey turnpike headed northbound around exit 4. that's route 73. more updates for the schuylkill and the schuylkill expressway.

>> you may have to deal with another tricky commute this morning. pam, what can you tell us? >> tracy, you're absolutely right. strike or not, people have to get to work this morning. and they're getting here to the train station in a variety of ways. take a look at people come in here this morning. some people are walking. others got rides here. some people are driving and parking their own cars. we've seen seen a few taxi cabs drop people off to the platform. they're catching the train to center city. trains here at the fern rock transportation center is rolling through about every 15 minutes. they are running on time. but as you can see, as we really get into this morning commute, we're seeing things starting to get pretty full. i will say this. we're not seeing as much crowding as we did yesterday. i think that's because after waking up to the strike yesterday morning and dealing with all of the delays, people made other arrangements to get to work today. some people use car ride services like uber and lyft. others relying on family or

investigators now say the officers were sitting in their patrol cars, two different locations, when they were shot. there are no suspects. you can count on nbc 10 for updates on this breaking news on air and on our nbc 10 app. eagles wide receiver josh huff will appear in court in less than two weeks to face felony charges. police pulled over huff on the new jersey side of the walt whitman bridge yesterday morning for speeding. they say a check of his car turned up a gun, a loaded magazine with hollow point bullets an a small amount of marijuana. huff is charged with dui and unlawful possession of a weapon. he has a license to carry a permit only in texas, however, the eagles released a statement saying they are aware of the incident and they are gathering more information. the pretrial hearing in the bill cosby sex assault case tonights today. a judge is trying to decide on whether certain testimony should be included in the trial. let's go to nbc 10's monique braxton live for us in norristown. monique?

>> hi, vai. cosby and his defense attorneys should be arriving here at the courthouse in about two hours. this will be the second day of motions regarding what evidence should and should not be allowed in the sexual assault trial of the comedian. the 79-year-old who is free on a $1 million bond is accused of drugging and sexually assaulting a woman at his cheltenham home more than a decade ago. in a 2005 civil suit, cosby testified to using drug and alcohol in past sexual encounters with women where he denies sexually assaulting anyone. that deposition was the initial focus in this two-day hearing. his defense attorneys are attempting to keep jurors from hearing that old testimony. cosby's attorneys also saying the former prosecutor promised cosby would never be criminally charged that promise should be honored. the current prosecutor argued there was no such agreement in other issues to be put before

the judge include cosby's health. he's legally blind. the most controversial issue, though, the prosecution wants to present testimony from 13 other women, claiming cosby attacked them. his defense attorneys are fighting the presentation of what they're calling evidence of prior bad acts. we'll be here when the comedian and his attorneys arrive as well as when the prosecution begins presenting what it feels should and should not be heard by jurors. live for now in norristown, monique braxton, nbc 10 news. monique, thank you. 6:38. back to work today for jurors in the so-called bridgegate trial. they're deciding the fate of bridget kelly and bill baroni. the jurors asked the judge if they could convict the defendants of causing the traffic jams if they acquitted them of the conspiracy count. they also asked what role the motive should play in their

upper 60s and low 70s this afternoon. normal high temperature is 61 degrees. we'll be well past that later this morning. the suburbs, a little bit cooler here. you might see light fog to start with. but sunshine takes over and a similar warmup, upper 60s with a nice southwesterly wind at 5 miles an hour at 2:00. that's just enough to keep things warmer. lehigh valley, this is some of the coolest weather we've got this morning. 44 degrees and it stays at 44 at 8:00. sunshine takes over. look at the low 70s at 4:00 this afternoon. and mostly sunny skies for new jersey, too, 46 now. 58 degrees at 10:00 this morning. then warming through the 60s into the low 70s this afternoon and the jersey shore, you'll see plenty of sunshine, too, not quite as warm in the afternoon with some of the winds coming off of the water. 66 degrees. beautiful nonetheless. and warmer than yesterday in delaware to start with and during the afternoon, 48 degrees by midday, 64 and 70 degrees

later this afternoon. and it is going to be warmer tomorrow. 78 degrees, the high temperatures. but change is ahead as we head toward the weekend. we'll be turning much cooler and we'll come with wet weather, too. take a look at the hour by hour forecast to show you when to expect the showers when i'm back in less than ten minutes. >> bill, thanks for that. 19 minutes before 7:00. and jessica boyington is, again, looking at mass transit and septa. >> that's right. we are watching some delays here for the regional rails. the chestnut hill west inbound service running with 20-minute delays all across the board, fox chase train 812 running 26 minutes late. so seeing those delays there on the elwyn and norristown line as well, about 10 or 11 minutes. we're starting to see them funnel through in a little bit. take that into account for your morning drive. we're doing a bit better on the schuylkill expressway. accident reported around belmont avenue that was taking out a lot of lanes. earlier traffic wasç almost at complete standstill.

we're moving back a bit. right around the boulevard to show you the delay here. that traffic doesn't mean it's moving. 39 minutes westbound from the vine street expressway to the blue route. just a few moments ago it was up to 70 minutes. average speeds starting to climb. traffic is moving. believe it or not, speeds into the teens is doing better than we saw ten minutes ago. we'll keep on the schuylkill. woodhaven road starting to not be as backed up a few moments ago on the eastbound side before bristol pike. we're still watching over in new jersey for this tractor-trailer fire out in mt. laurel township. . a vir tells us he was trying to get ahead by paying a bill a little bit early. payment caused big problems. >> when he called the bank for help, it only led to more frustration. >> i spoke to four different people in the resolution department. >> we'll show you how --

into michigan, the warm air surged into the ohio valley yesterday. we'll start to feel it today. it was up to 60 degrees yesterday 1afternoon and a bit warmer today. we get a cold front approaching the area, that will give us a few showers first thing in the morning in northwestern pennsylvania and sends temperatures soaring in afternoon. the record high is 8 degrees tomorrow. we'll get close to that in the afternoon. during the afternoon, look at the rain coming into the area. that's 3:30 tomorrow afternoon. that cold front swings through. we clear out and we cool down just in time for the end of the week and the weekend. today and tomorrow, big warmup, 72 today. 78 tomorrow afternoon. sunshine tomorrow in the morning and then in the afternoon, expect those showers to swing through the area with the cold front which brings the temperatures right back down on friday. the wind will be blowing, 58 degrees. into the low 60s on saturday.
