we have matt delucia at the frnr rock station covering the septa strike. jessica boyington is also following that for us. now to meteorologist bill henley. >> just a few scattered clouds in center city, 54 degrees. the temperature is still falling this morning and the wind, that's going to be picking up so it keeps us cool during the day, even though we'll see bright sunshine. that's the 10:00 number. 55 degrees at 10:00. delaware is at 52 degrees. low 50s to start with. we'll get a little bit cooler, 40s that's by 7:00 this morning in wilmington. those winds out of the northwest at 7 miles an hour. look how they increase at 10:00. we go from 49 to 55 degrees at 10:00. eninto the upper 50s by lunch time. most the area will warm into the upper 50s. some areas, low 60s. 61 degrees in philadelphia. 60 in new jersey and 60 degrees also at the shore. while the lehigh valley is 56 degrees this afternoon, just a little bit warmer for delaware.

i'm break these down hour by hour to show you how quickly the temperatures will climb when i'm back in just ten minutes. day four of the septa strike and headache continues for commuters. >> first alert traffic reporter jessica boyington is watching the rails and the affect it's having on the roads. >> minor delays right now. this is when we started to see them pick up yesterday morning and the following mornings as well. we are seeing 11-minute delays from chestnut hill west train 812. that's pretty much all that's reported right now. otherwise expect those delays within the next hour or so, we will start to see some of those on the regional rails. in paulsboro, watch for an overturned tractor-trailerç on 295 headed northbound around exit 19, mantua grove road. we're missing a lane right there. also, 78 around lehigh street in the lehigh valley. checking in with the bridges, moving into philadelphia, that's where we see most the traffic with the septa strike under way. clear for the tacony palmyra and the burlington bristol. no scheduled openings there right now.

also clear heading to the walt whitman bridge. >> we enter day four of the septa strike this friday. >> at some point this morning, septa and its union will be back to the bargaining table trying to find a solution to all this. matt delucia is live at fern rock transportation center, catching up with commuters, finding other ways to get where they're going. matt? >> right. everyone here is hoping for that solution and that resolution will come quickly. i've been talking with riders this morning, some who have had to walk to where they need to go, others who found another way to get around, some taking the regional rail like the folks behind me that are at the fern rock transportation center. still no deal as far as septa and transport workers union. they're still at odds, both sides talked late into the night once again. septa has claimed the union has not been engaging in good faith negotiations. the union says that's really not true, they have been prepared to bargain day and night.

union president says they will not apologize for trying to maintain quality affordable health care for members and their families. the buses, trolleys and subways are not running. >> i have to change things around. i have a son that goes to school and other people have to get my son. instead of me, i have to walk back. >> how badly do you want this strike to end? >> immediately. i want it to end immediately. >> that's just one of the stories we've been hearing out here. a lot of people having similar stories, one guy says he has to walk 20 blocks once he gets back in the evening to his house. so the focus now starting to turn to next week, of course, we haveç election day on tuesday. septa trying to get striking workers back on the job so people can get to the polls and negotiations are expected to resume once again later on in the day. we'll let you know what happens. fern rock, matt delucia, nbc 10 news. >> thank you. make sure you have the free nbc 10 app for our septa strike

einstein hospital. a second child, a 6-year-old, was brought here to st. christopher's. they were listed in critical condition when they arrived. firefighters say both children were rescued from a row home on sheldon street in philly's olney neighborhood a little after 9:45 last night. 40 firefighters were on scene within a matter of minutes, rescuing the kid from the second floor as they were working on putting out that fire. when the children were brought out, firefighters immediately started working to keep them alive as neighbors looked on in shock. >> this fire, like so many others points out the importance of fire prevention, fire safety in the home, having a working smoke alarm on every level of your home. >> and fire investigators areç trying to determine a few things this morning. one, the cause of that fire. two, if there were working smoke detectors inside of that home and three, if there was an adult in that home at the time the fire started. for now, reporting live outside

the st. christopher's hospital, pamela osborne, nbc 10 news. 5:37 right now. 54 degrees outside. lawmakers in new jersey are considering a bill that would make driver's licenses expire on the card holder's birthday. it goes to the full senate. right now, driver's licenses expire on the last day of the month every four years. governor chris christie suggested the change to birthdays to help ease the wait times at motor vehicle offices which can get crowded near the end of each month. a similar bill has been introduced in the assembly. let's talk about the weather for today and into the weekend. we'll get sunny sky today, bill henley, as it starts to warm up a little bit. >> it will be cooling down before we get sunshine to warm us up a bit. the wind is going to be a big factor. it's blowing in center city. the stronger will that's above the building level will come down to the ground today. right now it's 8 miles an hour, that but that will get stronger.

8 mile-an-hour breeze in philadelphia. watch as it increases as we go into the lunch time hour, 57 degrees. that will keep temperatures in the 50s to near 60 degrees this afternoon for philadelphia and the suburbs, you'll see that wind, too, just a few scattered clouds this morning. that's going to bring the temperatures down, the wind, 52 degrees, down to 49 degrees by 8:00. even though we'll see that steady breeze increasing as we go into the later morning and afternoon hours, the temperature will still climb. that's how bright the sunshine will be for the suburbs and lehigh valley. 40s at 8:00. 54 degrees at noon and then upper 50s this afternoon. the winds blowing in new jersey as well, just a 5 mile-an-hour breeze right now. the wind that's above building level comes down to the ground. there it is, 12, 13 mile-an-hour wind. upper 50s about aa warm as it's going to get. at the shore, a few showers are out of the picture this morning. the showers have pushed to the south and sunshine takes over. 61 degrees at 2:00 and staying

philadelphia commuters will face more headaches today on this fourth day of the septa strike. buses, trolleys and subways not running in the system. talks that resumed last night continued into the early morning hours but still no settlement. those talks are set to pick up again later today. well, the septa strike is taking a toll on people trying to get to doctor's appointments or needing home health care. >> health care aides trying to get to home bound patients say they have to walk or use car services to get to people they would normally see using septa. people have to had cancel in-person visits are using the jeffconnect app to teleconference with physicians. others say the strike has caused them to miss doctor's appointments altogether. postal service investigators are looking into one of their own employees accused ofç stealing a trump for president
