meteorologist krystal klei is tracking a cool start to the weekend. we check in for the first alert forecast. krystal? >> hi, rosemary. this is cooler than yesterday at this time. this is the 24 hour temperature change. not looking at temperatures, looking at the difference compared to yesterday at the same time. it is cooler, you step out early this morning, you're going to notice 15 degrees cooler in allentown, 14 degrees in wilmington, 16 degrees cooler in atlantic city, and vineland, 23 degrees cooler. across the board a chilly start. these are actual temperatures, some below freezing. some patchy frost is a possibility. 31 degrees for vineland. 39 in wilmington, and low 40s in philadelphia. mid-30s in allentown and atlantic city at 36 degrees. here's the radar and satellite. not tracking much, it is clear conditions for us. today will shape up to be a typical fall day, talking

sunshine, light to breezy winds, temperatures moving into the 60s to track through the afternoon in philadelphia and most of the viewing area right around the low 60s. coming up in a few minutes, taking a closer look at the forecast high for saturday and sunday. a lot of events are going on. plus, talk about falling back clocks. this morning, more cleanup is under way, thanks to a massive water main break that turned a parking lot into a lake. emergency crews had to rescue dozens from the shopping center in philadelphia's east falls neighborhood. the rushing water poured onto nearby train tracks. it looked like a waterfall. 6 million gallons of water spud out of the broken main. monique braxton is live at the shopping center at roberts and fox street. monique, tell us what you can see out there? >> reporter: hi, rosemary, all is dark and quiet at baker center. barricades are up to keep people from the area most effected by the water main break.

also, we can hear industrial size dryers in front of the wine and spirits store as well as a wimp's clothing store. sky force was over baker centers moments after the main burst. the water department tells us as much as 6 million gallons of water gushed out of control. we saw some of the 75 people that had to be rescued. another 150 people needed to be sheltered in place or carried away by raft boat. one man was trapped in his car as the water kept rising and rising. dozens of cars are totalled in all. some had water up to their windshield. we spoke to the owner of the store and he told us his insurance barely covers damage. >> going to lose a lot of money, most of the insurance doesn't cover this, it is flood insurance from outside, not a regular coverage.

last time i called we weren't covered for this, pretty much have to pay out of our own pocket. >> reporter: the water department says there were million dollar plans under way to replace the break. the cause of the massive water break hasn't been determined. we will be checking with merchants as they arrive this morning to see when they may possibly open their stores. we should also tell you there's a 24 hour laundromat on the other side, strip mall on the other side where we are located, and everything appears to be just fine there. live in east falls, monique braxton, nbc10 news. >> thanks for that, monique. this is not the first time this area has dealt with a water main break. nbc10 has reported on three previous incidents at the same location in the past few years. one in january, 2014, and two more in june and september of last year. we are now in day five of the septa strike.

both sides plan to meet at the negotiating table this weekend. a hearing is set for monday when a judge will decide if the strike could effect the election. until then the judge says workers can stay on the picket line, that means buses, subways, trollies aren't running in the city. we have keeping an eye on problems related to the strike. hopefully people are taking it easy. >> even though it is saturday, you can't rule out possibility of delays and shortages. details are coming in second by second. here's the latest. doylestown line had earlier delays, so far doing okay. for warminster, and this is the latest, it is saturday, may be

getting relief with septa. looking at an accident in douglass, it did clear. septa and the largest union have gone from the bargaining table to court. yesterday, a judge ruled against septa's request to force them back to work. monday, she will hear more evidence to determine if the strike should stop for the election. septa called for the emergency hearing. the transit agency claims delays on regional rail as you heard francesca mention, poor school attendance and traffic present a danger for welfare and safety of riders. the union says the strike is inconvenient but does not present such a danger. >> that is not a basis under pennsylvania law to grant injunction against striking employees. >> we're not going to lie down, why we can't resolve the strike and watch passengers suffer.

>> the union calls the injunction legal tricks to avoid real bargaining. septa's lawyer insists real talks continue this weekend and the top priority is to settle the strike. meantime, there are safety concerns for new jersey transit. just yesterday, lawmakers grilled executives in trenton after they didn't show up at a similar hearing weeks ago. the new director apologized for missing the last hearing and admitted to a number of safety violations discovered in a federal review. they include lack of on board emergency tools and working fire extinguishers on trains and workers using cell phones when they shouldn't be. the hearing was called after the deadly crash in hoboken in september. the director did promise the transit agency will meet a deadline to install positive train control or ptc. that's technology that slows a train if it is speeding. right now it is missing from the track on hoboken and other rails
