leadership. that's penn state's reaction after the jury convicted the former university president of doing nothing when allegations first surfaced in the jerry sandusky sex abuse case. today a break from the cold weather. good news for a regatta on the schuylkill river. unfortunately the warm temperatures will be out of here before you know it. we're not going back to the 20s, but a little bit of a dip. good morning. thanks for being with us. i am rosemary connors. it's 5:30 right now. meteorologist is tracking the warmup. >> we are not talking the 20s but we'll see a big difference today versus tomorrow. today you can tell what the difference is. it's a warmer one. look at the 24-hour change map compared to yesterday at the

same time. we were much more chilly. we are at 16 above yesterday's temperature. 10, allentown and 28 degrees warmer in mount holly. we're 22 degrees warmer in atlantic city. the actual numbers here. we have upper 40s to 50s. coatesville, 54. dover, 57. 56 right now in atlantic city. that's the same for mount holly, philly at 49 degrees. but soon to be those low 50s, i expect, this morning. on your radar and satellite. cloudiness that will continue through today. a peek of green showing up. that's rain making it to the ground yet. today we'll have isolated showers pop up especially north of philly. that's going to be the only concern we see. otherwise, a nice day to be outside. it will continue for the next several days. we'll see ups and downs in the

forecast in terms of rain and temperatures. we have a big storm setup. this band to the north of us, band to the west of us. down south, much more strong storms. for us, we're talking on/off showers in the forecast for the next several days demonstrate. we'll look at that into your next workweek. obamacare remains the law of the land this morning. the republicans' plan to end the affordable care act came up short, the bill was pulled minutes ahead of the scheduled note last night. nbc's blaine alexander has more. >> reporter: after a seven-year race to repeal obamacare for republicans, a stunning fall at the finish line. >> i will not sugar coat this. this is a disappointing day. doing big things is hard. we'll go back and figure out what the next steps are. >> reporter: in the end. the republican plan undone by republicans, unable to reach a deal. >> they're friends of mine. i am disappointed because we could have had it. i am disappointed. i am a little surprised to be

why obamacare needs to be supported. jim kenney is scheduled to speak at 2:00 this afternoon in vernon park in german town. the mayor will be joined by congress men and wiomen and sophisticate representatives. a march by make america great again supporters at independen independence mall at 11:30. they'll end up back at independence hall. marches are planned around the country in support of president trump. a man at the jersey shore is facing several charges this morning after police say he plowed right into a teenager and kept driving with the victim holding on to his hood. here is cellphone video of the incident in lakewood. it happened yesterday afternoon. it's difficult to see, but the victim is holding onto the hood right there. police say the driver hit a parked car at pinter elementary school and tried to take off. the teenager tried to stop him

and they say the man drove right into him. the teen has a major leg injury. a new video of a man police are looking for in connection with the murder of a well-known community activist in philadelphia. police are not saying how this man may be connected to the crime. we'll keep you posted on it. winnie harris was found shot to death inside her home in west philadelphia last month. she headed the university city green non-profit. this morning organizers of the candle-light vigil hope they've armed transgender women with information to save their lives. seven transgender people have been murdered in philadelphia since the beginning of the year. last night hundreds gathered at the william way lgbtq community street to raise awareness, mourn the loss and inspire people to take action. >> what can we do, what can i do out there in the crowd to make sure there is one less

trans person killed. penn state is calling the conviction of its former president a profound failure of leadership. yesterday a jury convicted graham spannial on one count of child endangerment for mishandling complaints related to the jerry sandusky sex abuse scandal. penn state says it's strengthening accountability in the wake of the scandal. jerry sandusky is serving a prison sentence for sexually abusing ten boys. he was in court yesterday as the hours are fighting to get him a new trial. the judge didn't make a decision yesterday. his next court hearing will be in may. a philadelphia judge has cleared the way for prosecutors to retry a former church official over his handling of the abuse complaints. monsignor william lin was the first clergy convicted in the

scandal. prosecutors say he helped the archdiocese transfer problem priests. he served three years in prison before the conviction was tossed out due to trial errors. 49 degrees outside right now. coming up, the results are in. but there are new questions about a special election in north philadelphia to fill a state house seat. rosemary, it was the first weekend of spring in the big event on the schuylkill river. we talk with the temple women's rowing team about the regatta. coming up next.

at 46 in the suburbs and at 50 in parts of new jersey and we have mid to upper 40s over portions of delaware. some 50s there as well farther south especially. the lehigh valley a little cooler at 40 degrees. later today all of us will look very nice out there with temperatures climbing into the 60s and the 70s. this is what we've got. cloudy conditions north and west. southern zones just starting to see the clouds spill in. not quite as cloudy yet but they will be through today, mostly cloudy conditions. as we go through the planner in delaware, you can tell. 5:40 a.m. 46 degrees the current temperature. look how quickly we're in the 60s. 67 at noon. later today, low 70s on the board. in southern delaware, mid to low 70s. winds coming in from the west and southwest today. that will start to shift going into tonight.

and tomorrow, moving in from the east, which will mean much cooler temperatures tomorrow. in philly the 49-degree temp will jump pretty easily into the 50s and 60s by noon. 70s later on. isolated showers in the forecast too. we'll track those out coming up. people will be outside trying to take advantage of this warmer weather that krystal mentioned. nbc10's randy gyllenhaal is one of them. he is live in fairmount park today. >> reporter: a lot of outdoor events today. here along the schuylkill river, the 35th annual murphy cup regatta. it's a good thing we got the cold weather out of the way earlier this week. expecting temperatures in the 70s today. the regatta begins here in a couple hours. local teams from drexel to temple competing. this is the 35th year of the event. they tell me 35 years ago it was

four teams. this year they have more than 40 from all over the country, and they say weather like this makes it a perfect day to get on the river. you're expecting today to be fantastic. >> yes! we're excited. i try to not look at the weather until it gets close because there is not much we can do about it. 70 degrees, mild winds. we're looking forward to a great day. >> reporter: we're expecting spectators to line up along the river at 7:00 or 8:00. they hit the river starting at 8:00. it lasts all day. kelly drive in both directions will be closed starting at 6:00 a.m. this morning in just a few minutes. also, a number of other outdoor events happening throughout philly on this first weekend of spring including two large political demonstrations downtown near independence hall. temperatures today, 70 degrees. >> thanks, randy. coming up in sports. a sixers' rookie scores a career high in chicago. get well, joel.

philadelphia's election fraud task force is launching an investigation after allegations of illegal activity during this week's special election. democratic write-in candidate emilio vazquez was announced the winner in the 197th district. republican opponents say voting was filled with fraud and there was intimidation at the polls. officials say they've received dozens of complaints. vazquez received 1900 votes and

his opponent received 280. you may want to check your credit card statements if you filled up at a gas station in chester county. police sent us this picture of a skimming device found at the exxon station. they received reports of identity theft in the area and found that all the victims had used the same gas station. they opened up the gas station pump and found the device inside. talking some business news now. a stock selloff, retailers in trouble, and the bell of the box office. cnbc's dominic chu as a look at what happened this week on wall street. >> reporter: the dow and s&p 500 went 109 straight sessions without a 1 t% decline. it ended tuesday on wall street's first inkling that the health care reform bill may be in trouble and that tax reform may be delayed as a result. your local sears store may not be around much longer. the retailer included a

statement in its annual report expressing doubts about its ability to stay in business given years of losses and declining sales. another retailer in danger. discount shoe chain payless. reports say it's preparing to file for bankruptcy protection and close up to 400 stores. apple out with new offerings, a red version of the iphone 7 and 7 plus as well as a new, faster ipad pro who wi. belle and company did disney proud this weekend. the live-action version of "beauty and the beast" smashed opening records for the month of march taking in nearly $175 million at the north american movie box office. i am dominic chu. get all your business news on cnbc. don't worry. today will not be a day you have to bring the kids to the movie theater because the weather is not great or it's snowing.

meteorologist krystal klei has the forecast for us. >> we're looking at a good forecast today. it will be cloudy. you don't get a lot of sunshine with the warmer temperatures. radar and satellite showing the clouds spreading across the board. some green popping up on radar. this is clouds that are more thick in coverage starting to move in with a lot of movie. that's going to be a theme over the next several days. we have got a lot of moisture moving in that we'll tap into from time to time. there is a lot going on. we have a big storm system that's well to the west. we have a cold front sitting to our north. it's sitting to our north holding the cold air to our north as well as the rain. it's allowing warmer air to pump in from the southwest today. so we see temperatures really boost up. on top of that, we had a mild start to our morning. we're looking at temperatures already in the 50s because of the cloud coverage which a lot of times holds in some of the

heat. we have a great forecast today to be conducive to the 60s and 70s later on. but the cold line will start dropping farther south as we get later in the afternoon and by this evening. with it, we'll pull in a better chance of showers as well as, you guessed it, the colder air for your sunday. a look at the temperatures right now. this is the mild start i was talking about in the pennsylvania suburbs. in the lower 40s for north wales. a little farther north, a little bit of a difference in the temperatures. across the board, it is cooler farther north. delaware, mid 40s. south jersey to the mid 50s right now. into some of the delaware neighborhoods. harmony hills, 50. glass cow, 44. the farther south you go, the higher we bump up. 59, lewis beach and lincoln. already, so very easy to make it to the 70s there. hour by hour.

the wind directions, those are the arrows you see, and the temperatures. today things will be good. 5:30 in the morning through to 2:00 in the afternoon. isolated showers north, temperatures in the 60s. 70s in philly. mid and upper 50s expected along the shore. those will boost into the 60s. the highs. scattered showers, 8:30. notice the winds north are starting to drop in from the north instead of come in from the west. winds are coming in from the east in areas like mount holly and toms river, that's pushing in colder air, scattered showers lingering overnight. now we're into the 40s. dropping the temperatures off. by 7:30 in the morning we could see a little freezing rain near parts of mount pocono. it's in the 30s again in parts of mount pocono. scattered showers for the morning, sunday, 7:30 a.m. now only in the low 40s. into the afternoon, we only stay in parts to the 40s. more about that and your

extended ten-day on 10 coming up. i'm john clark from csn. joel embiid had successful surgery. the sixers call it a minor arthroscopic surgery removing a portion of his meniscus. he sent out this picture. hopefully we can trust the surgery. the sixers expect joel will be expected to start doing basketball activities this summer. that's a good thing. they hope he can bear full weight on the knee in two weeks and start rehabbing. it was joel's third surgery in three years but brett brown said this one was, quote, a very minor surgery. >> he deserves some luck, you know. he has gone through a lot. he is a different person than his first injury.
