that remain through the rest of the day. let's go to traffic with jessica boyington. >> thanks. starting off on the vine street expressway, here's the cameras around broad street. actually everything looks good so far. but we're watching that construction. you see the flashing lights around the broad street mark. they're diverting traffic off of the exit ramp. it's closed now, and at least for the next half hour, in between broad street and the schuylkill expressway. we'll keep our eyes on that. watching an accident in hatboro at park and east county line. checking in with the bridges, we're in the process of an opening at the burlington bristol bridge scheduled for 4:20. the ben franklin and walt whitman are clear. this be at least be out of commission for the next 15 to 20 minutes or so. back to you. today's primary election day in new jersey. we're following races up and down the ballot, the question is -- who will succeed governor chris christie. matt delucia has more from cherry hill. the field of candidates is large, looking to replace

christie. >> reporter: right. one important fact is this is one of only two statewide gubernatorial races, the other happening in virginia. the big question, of course, for people in new jersey is who is best suited to replace outgoing governor chris christie. second in command now, lieutenant governor kim guadagno is on the republican ticket to replace christie. last week, former vice president joe biden called this upcoming election for new jersey the single most-important race of the next three years. here are the candidates running in the garden state for the democrats. auto -- phil murphy, jim johnson, john wisnieski, and for the republicans, jack ciattarelli, joseph rullo, and stevens rogers. the party winners will go head to head for the general election on november 7th. the polls today here in new jersey for the primary open at 6:00 a.m. a couple of hours from now. and they close tonight at 8:00

p.m. for now, live in cherry hill, matt delucia, nbc10 news. >> thank you. the primary includes mayoral races in camden and atlantic city and seats in the state assembly. count on nbc10 for complete coverage of the primary election in new jersey. we'll have updates throughout the day on air and on our nbc10 app. happening now in montgomery county, dozens of homeowners in abington are still without water. others are under a boil water advisories because of a broken main that spilled thousands of gallons of water into homes and yards. nbc10 was live in the neighborhood of edgehill road in abington. crews are working to fix the 16-inch main. the township brought in a water tanker to get water to people who do not have service. sky force 10 was over the scene yesterday where water rushed down to tyson avenue. the gusher damaged several yards and basements. some homes were evacuated. only neighbors getting advisories from aqua need to boil their tap water. homeowners with damage should call the aqua claims

representative. new this morning, philadelphia police looking for three men who shot and killed a dog last night at orchard and wamrath streets. the large pit bull with a chain around its neck was shot several times. police are looking at security video in the area. in montgomery county today, more testimony is expected on day two of the bill cosby sexual assault trial. yesterday after opening statements, a key witness for the prosecution took the stand. the woman told the court she was drugged in a hotel room by cosby about a decade before he allegedly assaulted then-temple employee andrea constand. cosby is not charged with drugging that woman, but prosecutors hope they can show the jury a pattern here. they said cosby already admitted under oath that he gave constand pills and assaulted her. cosby's defense team countered by saying constand's story is inconsistent. outside the courthouse, we heard from people for and against cosby.

good morning, everyone. jessica boyington with you right now watching the roads. we're watching the vine street expressway. we're closed here for construction work. and this is our camera around broad street. right sheer where they're diver diverting the traffic off the off ramp. in between broad and the schuylkill expressway for another half hour or so, we'll watch police activity there and construction crews. now the burlington bristol bridge opening was moved back a bit to 4:45. we'll see the opening here. the ben franklin, walt whitman bridge are clear. and i haven't seen for the taco palmyra. i'll keep checking in with that also. 95 looks okay. 11 minutes on the northbound

drive time and we'll end with the crash out in hatboro at park avenue and east county line road. more updates when i come back in about ten minutes. let's start by looking at our visibility map. we have fog in the area this morning, especially in the northernmost zones. you see the visibility is posto at 1.75 miles. same for trenton. philadelphia at four miles. this isn't going to stop you from driving, but a heads up that it's harder to see a you head out this morning. now we'll look at where the rain is moving through. first alert radar, when you've got yellows, oranges, red rn that's coming down. and it's cutting now through parts of the suburbs, heading i delco, and mercer county. we'll look close at the area. here it is, the line of storms. lymerick getting a heavy rain moving over passing through richland, about to move into warrington and abington next. this is moving at about 25 miles

per hour. not particularly fast. it's not going to take -- it is going to take a while before it gets to philadelphia. 5:30, 6:00 a.m., steadier rain. heavier rain between 7:00 and 7:30 a.m., possibly when you start the commute. we'll show you more closely -- there's the line i'm talking about. we go from 4:30 through 6:30. and you see where the heavier rain is lining up with the i-95 corridor. we go from 6:30 to 8:00 a.m., now it's stretching into the suburbs. it may start to -- rather, through south jersey. it may start to weaken as we get through the area. it is going to continue to the shore as it does weaken into 9:00 a.m. that's not the end of the rain. we go from 9:30 in the morning, still spotty green on the board, to 1:30 in the afternoon, and you see these kind of scattered showers. they're a little lighter in nature. watch as we go from 1:30 through to 5:30 in the evening. now we've got pockets of heavier rain, possibly an isolated thunderstorm again. so today, not a washout. we will have storms in and out throughout the day.

in bucks county, a black bear is no longer hanging out in a feasterville area. >> he was a tough one. only nbc10 was there as officers tranquilized and removed the bear. he spent the past two days in and out of trees here. they had to use a police helicopter to scare the guy to the ground. that's where they were able to safely tranquilize him. the bear will be taken to gamelands in harrisburg and released. in new castle county, two 17-year-old girls convicted in the death of a classmates now know their punishment. yesterday a judge sentenced one of the girls to six months in a juvenile facility. she attacked amy joyner bathroom in a bathroom at the howard high school of technology last year. the other girl was sentenced to 18 months probation for helping to plan the fight. an autopsy found that joyner francis died from a rare heart condition that was aggravated by the attack. in chester county, police once again have their man. barry baker, you see in the

yellow sweatshirt, accused of mocking and suckerpunching a man with cerebral palsy. baker was rearrested yesterday morning. police were looking for him after he disappeared shortly after. they released him on bail following the attack. people in east greenville, montgomery county, packed a communities meeting last night with the newly appointed police chief. they cut ties with the upper perk police department to start its own force. the area still relies on state police patrols. the force gets its first police car this week and new headquarters by august. [ bleep ] [ shouting ] at the jersey shore, margate police have a new plan in place to prevent fights like this. this beach brawl happened over the memorial day weekend, and the video went viral. the police department is now adding a wawa detail this summer because large crowds of teens often hang out in the stores'

parking lots. the extra wawa police detail will run from 8:00 p.m. to midnight on fridays and saturdays through the summer. wawa is paying for the police overtime. and there's a new place to play in south jersey. camden officials cut the ribbon to open cooper's point waterfront park. the five-acre site north of the ben franklin bridge was once home to riverfront state prison. the new playground also features a half-mile trail with views across the delaware river. 4:46. 62 degrees outside. a little drizzle with more rain to come. windshield wipers, they're on this morning. >> they're on this morning. let's find out what the roads look like with first alert traffic reporter jessica boyington. so far they're a little empty, but we're dealing with construction projects and maybe slippery spots later, especially in the beginnings of the morning commute. watching 76, the schuylkill expressway, around the vine street expressway. i was looking at the cameras on the vine around broad street, and it looks like some of the construction has cleared. now we're still watching some of

the ramps close. they're in the process of cleaning up the process that closes the vine street expressway in between broads and the schuylkill. this is the schuylkill expressway closure here. if you look at the sign here, you see flashing lights and still police activity there. and they haven't removed the signs yet. we're keeping our eyes on that. that usually will get picked up in the next ten minutes or so. white 30 to the white horse pike at 295 and hadden heights looks good. a good drive there. and with the bridges, we're watching this opening over the burlington bristol bridge scheduled for 4:45. we're clear on the ben and the walt whitman bridge for now. we'll end with the crash at hatboro along park and east county line road. back to you. >> thanks. it doesn't sound like any of the precipitation coming down is affecting traffic. things could get worse, not to set things up -- >> i looked at our app. krystal klei, it's coming. >> it is coming. a nice, steady line of rain. pockets of heavy rain within the line. that's the oranges, yellows, and reds, a downpour going on. it's moved out of the lehigh

valley, berks county for most part, still clipping the southern edge. it's moving steadily throughout the suburbs. as we've been talking about, this isn't moving terribly fast, but speedy enough that it will affect the commute through the i-95 corridor into south jersey. looking at the neighborhoods, doylestown just starting to get some of the heavier stuff. pennsburg getting the end of it. it's about to head into westchester, as well. delaware county, philadelphia, and mercer county up next for the rain in the next hour or so. already there's drizzle across the area. and it seems like that because of the fog that's low hanging you've got the moisture in the air. we've also got the hour-by-hour forecast. i want to go through it again in case you missed it a second ago. this line of storms by i think 5:30 to 6:00 will be moving into the i-95 corridor. we go from the 6:00 a.m. hour through to 8:00 a.m. now it's moving through south jersey. it may wasteful spending a tad. notice this -- it may weaken a

tad. notice this model wants to hold it together. it moves off shore from 8:30 to 9:30 in the morning. still cloudy and still going to see scattered rain showers as we get into the afternoon. spots of green you see start out west. they're going to spread across much of the area through the afternoon. we could even see isolated thunderstorms again as we get later on into the day. we are not going to see an end to the storms with just this line we're seeing this morning. temperatures, now at 62 at graduate hospital. 61 i 62 in torres dale and bustleton, 61. these are through the phelma temperatures are mild, low 60s. they're not going to warm much today. look at the forecast highs. we may get to around 70. that today. a lot of us will stay in the 60s throughout philadelphia, mid to upper 60s through the suburbs, mid 60s throuhe couttstown at -- kutztown at 65 degrees. in new jersey, same deal. mid to upper 60s are likely. lower 60s along the jersey shore which is about where we are

memorial. when veterans returned they were greeted with flags and cheers. philadelphia city council considering a plan to reimburse teachers who pay for school supplies because of budget constraints. you know, many teachers end up buying books and things for classrooms themselves. that has to change. >> why is it excessive and expected for teachers to pay out of their wages? teachers are professionals, and we should be treated as such. i've seen countless hours -- i've spent countless hours begging for my room from friends and the community. >> councilman david oh introduced the bill to raise money for teacher reimbursements through public and private funds. full-day kindergarten could become a reality across pennsylvania. representative fitzgerald introduced a bill yesterday that would require all pennsylvania school districts toed a the full day by the year 2018-2019. she says half-day programs are not sufficient enough to prepare

good morning, everyone. jessica boyington with you watching the roads. we're also watching construction. the vine street expressway was closed again this morning in between broad and the schuylkill expressway. typically runs itself until about 5:00, coming up on that time. right now, looking at the schuylkill, the vine street expressway on ramp. we're seeing some of that blocked. you see the signs, and police activity is there. not really in the camera, but you see the flashing lights on the side. i'll let you know when it's open, and we'll check in with the rest of the roads when i come back.

two men wanted in connection with a shooting that injured ten people last month are in custody. kadir burley was arrested on theft charges after the shooting. he'll be picked up by philly police this morning. tyrell broadnax is already in custody. both are charged with firing dozens of bullets into a crowd because of a feud with one man. >> have to find a way to resolve issues without resorting to guns. >> we deserve better. >> neighbors are relieved the alleged gunmen are behind bars. the last of the victims was just leaving the hospital yesterday. we're about to show an assault caught on camera. the video could be disturbing. philadelphia police are asking for your help in finding a teenager who was responsible for this attack. it happened thursday on chelton avenue in germantown. you see one of the teenagers punching a mentally disabled man in the face before another steps in and hits the man again. now police are investigating the

assault. they're asking anyone who knows anything about this to come forward. 4:55. new details about daniel selby jr., the inmate who escaped from police custody in bucks county. we brought you the search for selby as breaking news monday morning. police have arrested his father, daniel selby sr., who faces charges of helping his son get away. selby sr. helped his son and drove him to affiliation yesterday afternoon. selby jr. is still on the run. today jurors will be back at work deliberating the fatality of the man accused of sexually assaulting six sisters who authorities say were gifted to that man by the girls' parents. prosecutors say lee kaplan fathered two children with one of the girls. he's facing several charges including rain of a child. the jury -- including rape of a child. the jury deliberated for five hours yesterday before being sent home for the night. opening statements are set today in the child sex sexual assault trial of -- child sex assault trial of jerry sandusky's adopted son.

he's charged with several sex crimes involving two teenage girls. a jury convicted jeffrey's father, jerry sandusky, of sexually abusing ten boys. the former penn state assistant football coach is serving a 30 to 60-year prison sentence. al pacino will reportedly star as legendary football coach joe paterno in a new movie. the oscar winner will play paterno in an hbo move about jerry sandusky. paterno was fired in 2011 in the wake of the jerry sandusky case that landed him in prison. he died in 2012. no word on who will play sandusky in the film. this summer, mtv is heading back to the jersey shore. >> giving new life to an old show. the network will begin taping mtv "beach house" starting includes in long beach township. "mtv beach house" began in 1993 and was billed as the ultimate summer party. it aired until the summer of

2004. mtv has a history along the coast of the jersey shore. of course the show "jersey shore" was taped right in seaside heights. okay? gentlemen, the situation -- snooki, the situation, and the rest made their pop culture debut in 2009. the heat is on for the pittsburgh penguins. they dropped last night's stanley cup final game four against the nashville predators here on nbc10. the series is tied now. finals resume thursday in pittsburgh. penguins are trying to become back-to-back cup champions. speaking of champions, today is the last day to vote for delaware's michael davis to become the teen boomer athlete of the year. the townsend teenager is battling cystic fibrosis but still manages to play lacrosse and run. you can vote for davis on the nbc10 app or by going to nbc10.com. >> let's make this happen. >> what an inspiration. >> yeah. now to more of the stories we're following now on "nbc10 news today" -- heading to the polls.

in hours voters will be heading to the polls. and day two of system set in the bill cosby trial after an emotional day in court. and a fan risks his life at a nascar race in dover, and it's caught on camera. 5:00 a.m. tuesday morning. welcome to "nbc10 news today." i'm tracy davidson. >> i'm katy zachrzachry. we'll get to krystal klei with the most accurate weather forecast, drizzle out there, and others feeling heavier rain that's not going to end. right. this line is holding together. it's been moving through the lehigh valley, berks county. it's holding together with enough strength that i think it be strong, moving to i-95 from wimbledon and trenton. notice the cell has dropped farther south, but to move into new castle and county counties.

this is going to continue progressing to the southeast, moving into south jersey and central jersey over the next hour or so. westchester through percocy and central jersey, looking at the storms that are moving by. not a lot of lightning associated with this area, but the reds, oranges, and heavier pockets moving through. this is moving directly to the southeast. so let's check out the timing here. not too long from now, upper dar darby, by 6:00 a.m. getting heavier rain. by 6:15 philadelphia and cherry hill. by 6:30, expect the heavier showers moving through and into parts of south jersey. so the timing of this is going to be key for the morning commute. this is not the end of the rain. more to come through the day. we'll check on that with the hour-by-hour forecast in a few minutes. now to traffic and jessica boyington. watching the vine street expressway, good news, we're open again. this is the camera at 24th
