where we'll see those accumulating snows and it's pretty well challenging for parts of suffolk county. the city right now we have cloudy skies and 38 degrees winds out of the east and wind is a menace today gusting to 25 right now. it's an impressive big storm, slowly backing into our area. somewhat reminiscent of friday's storm, a lot of the moisture will miss us to the south but we are going to see that change between now and 6:00 a.m. snow start to roll in mainly south and east to the city. 6-11 more snow will fill in but it's a slow mover as far as the move from east to west, 11-2:00 we'll see tapering off and a few snow showers from 2:00-8:00 and then after today there's another system we'll talk more about that in a bit right now though let's see how busy those morning roads are. hi, alex. >> good morning everyone. it's actually a pretty busy commute at 4:30 and we have an accident with an overturned truck and fuel spill with a

side of the turnpike in the truck lanes at exit 13 but if you stick with the car lanes a smoother ride for you and in hillside a crash blocking two southbound lanes as you make your way on the garden state parkway it did 142 there and another alert this is newark market street is closed between chambers due to a large water main break and still seeing problems in lower manhattan due to the crane collapse friday but i'll have details coming up. alternate side is suspended for asian new year and meeter rules are still in effect and be safe don't text and drive. alex thank you. streets in lower manhattan still remain closed following friday's deadly crane collapse. >> yesterday mayor deblasio announced a series of reforms to prevent another tragedy. cbs 2 janelle burrell joins us live with more this morning. >> reporter: chris and mary those new rules set to take effect today. meanwhile here you can see police still have the area where that crane was blocked

now to a developing story trouble for a cruise ship that left cape liberty in new jersey saturday. royal caribbean's anthem of the seas hit rough seas off the north carolina coast yesterday. royal caribbean issued a statement saying anthem of the seas encountered high winds and seas during its transit to florida and in abundance of caution the captains asked all guests stay in their state room until the weather improved and passengers sent us dramatic photos and video. we'll have more in next half hour. the security council is condemning north korea for launching a long range rocket yesterday. the council is pledging significant new sanctions. north korea state media air photos of leader apparently watching the launch ignored an appeal from china and launched the rocket on the eve of the lunar new year. happening today, officer peter liang is expected to take the stand at his trial for the death. he is acused of firing his gun in a darkened stairwell in

if convicted he faces up to 15 years in prison, families of other people killed in confrontations with police say they will attend the trial to show support for his family. new information on a violent attack in new jersey captured on video and posted on facebook. the video shows an elderly man standing on a street corner in paterson in december when a young mana approaches him, punches him in the face. police say the 16 year old boy who shot the video and encouraged the attack turned himself in over the weekend and charged with aggravated assault and endangering an injured victim. police are looking for the 17 year old boy seen throwing that punch. happening now, a water main break in newark could snarl the morning commute. it all started yesterday morning when a 16-inch main flooded market street. police say repairs are not expected to be finished until this afternoon and the water could turn to ice before then causing some additional problems. to campaign 2016 a day before the new hampshire

>> i'm mary calvi. welcome to cbs 2 news we'll start with the weather this morning and let you know what to expect and when. >> john elliott is up first with eye on the storm coverage for us this morning, john? >> was great to drive into the city and see the empire state building just spectacular. in the city we're just waiting. we're waiting for that snow already seeing precipitation for parts of the island. partly cloudy and 38 right now actually a little warmer than yesterday. numbers are key here because even when the snow starts to fall it's going to melt on impact for the roadway but elevated surfaces grassy surfaces sidewalks slick en up quickly wind out of the east and changing and gusty wind up to 25 miles an hour. where is the snow right now? well it's part of a system that is flirting with ocean county and also into parts of suffolk county well to the east. it's an organized system and that's why we're dealing with the potential for snow today. there's a weaker system coming in on tuesday. national weather service issued a winter storm warning and

hernandez accused in the 1979 murder. the six year old vanished as he walked to a school bus stop. the first trial ended with a hung jury mistrial in may of last year. another slashing this time a woman was attacked while out for a jog in a queens park in broad daylight. less say the 19-year-old woman was jocking along the edge of laguardia landing park in jackson heights after 11:00 a.m. yesterday when a stranger slashed her across the thigh with a sharp object. neighbors are shaken by the news. >> people are home by 6:00, kids play outside and it's very safe, so to hear something like that is a little scary. >> police say the woman was treated at elmhurst hospital and looking for a suspect. new video shows an accused gunman on the streets of harlem. this man is wanted for a shooting saturday afternoon. investigators say he argued with another man before pulling a begun and shooting him in the leg. the victim was treated at the hospital and released.

snow and blowing wind, well that's redundant but blowing snow 20-25 north and west so you've got to dress for the chill but watch out for the white weather we're seeing that change over now for more of suffolk county and that's the case during the next few hours. the timing is difficult for commuters this morning and we'll start seeing that snow stick. first to grassy and elevated surfaces and then roadways later and then another system that comes on board tomorrow so there's new guidance this morning that as this dies to the south we could add to the totals for parts of central and south jersey so that's the issue tomorrow, between now and between 7:00 and 9:00 we start to see that snow fill in. some of the models are realing it in a little closer between 7:00 and 8:00 we'll see a little bit of snow fill in and then a few bands to the west. this may be a little aggressive but we do anticipate some of this banding for parts of suffolk to add to your totals

passengers sent us video and photos, royal caribbean issued a statement saying anthem of the seas encountered high wins andseas during its transit to florida and in caution the captain asked all guests to stay in their state rooms until the weather improved. new video shows an accused gunman on the streets of harlem. this man is want for shooting saturday afternoon on st. nicholas avenue near 114th street. investigators say he argued with another man before pulling a begun and shooting him in the leg. the victim was treated at the hospital and released. new information on a violent attack in new jersey captured on video and posted on facebook. the video shows an elderly man standing on a street corner inputtedder son when a young mana approaches and punches him in the face. the 16 year old boy who shot the video and encouraged the attack turned himself in over the weekend being charged with aggravated assault and endangering an injured victim. police are still looking for the 17 year old boy seen throwing the punch.
