it is 4:30, 38 degrees on this monday, february 8, after a weekend break from the snow there is more on the way. good morning everybody. i'm chris wragge. >> and i'm mary calvi. welcome to cbs 2 news this morning we want to start with the weather and possibility of several inches of snow before the day is over. let's get right over to john elliott and the eye on the storm forecast john? >> good morning mary and chris. oh, everybody a little tired maybe up a little late last night? here is the deal.

where we'll see those accumulating snows and it's pretty well challenging for parts of suffolk county. the city right now we have cloudy skies and 38 degrees winds out of the east and wind is a menace today gusting to 25 right now. it's an impressive big storm, slowly backing into our area. somewhat reminiscent of friday's storm, a lot of the moisture will miss us to the south but we are going to see that change between now and 6:00 a.m. snow start to roll in mainly south and east to the city. 6-11 more snow will fill in but it's a slow mover as far as the move from east to west, 11-2:00 we'll see tapering off and a few snow showers from 2:00-8:00 and then after today there's another system we'll talk more about that in a bit right now though let's see how busy those morning roads are. hi, alex. >> good morning everyone. it's actually a pretty busy commute at 4:30 and we have an accident with an overturned truck and fuel spill with a

side of the turnpike in the truck lanes at exit 13 but if you stick with the car lanes a smoother ride for you and in hillside a crash blocking two southbound lanes as you make your way on the garden state parkway it did 142 there and another alert this is newark market street is closed between chambers due to a large water main break and still seeing problems in lower manhattan due to the crane collapse friday but i'll have details coming up. alternate side is suspended for asian new year and meeter rules are still in effect and be safe don't text and drive. alex thank you. streets in lower manhattan still remain closed following friday's deadly crane collapse. >> yesterday mayor deblasio announced a series of reforms to prevent another tragedy. cbs 2 janelle burrell joins us live with more this morning. >> reporter: chris and mary those new rules set to take effect today. meanwhile here you can see police still have the area where that crane was blocked

church and hudson street it's still shutdown at this hour as crews continue to do their work. the final pieces of the nearly 600-foot crane dismantled and carted away. and now the work begins investigating what went wrong. >> we do not know, was this human element, was it structural, was it the equipment or the wind? >> friday's windy snowy weather being looked at as a possible factor. >> the manufacturer clearly indicated that when you have those types of winds it needs to be put in a safety mode. >> now in light of the construction boom around the city the mayor says more safety measures need to be taken. >> there's no building that is worth a person's life. >> starting today the mayor has ordered new crawler crane restrictions requiring cranes to go into safety mode depending on wind conditions. more sidewalk pedestrian protection and community notification when cranes are being secured, and the creation

>> if we have to take strong measures to put limits on construction we will do so. >> sunday loved ones of david wichs said their goodbyes. the 38 year old killed by the impact of the crane falling on him as he walked to work. his widow rebecca spoke at his private funeral remembering the man she called her best friend. >> david, i am devastated that i have to live my life without you. it was such a true honor and a privilege to be your wife. >> now, we're told that the water is still turned off for some buildings here as this construction work wraps up. meanwhile i should tell you that that task force that the mayor put together they have been ordered to come back within 90 days with suggestions for the mayor as to what can additionally be done to make sure cranes are safe in the city. reporting live this morning, janelle burrell, cbs 2 news.

now to a developing story trouble for a cruise ship that left cape liberty in new jersey saturday. royal caribbean's anthem of the seas hit rough seas off the north carolina coast yesterday. royal caribbean issued a statement saying anthem of the seas encountered high winds and seas during its transit to florida and in abundance of caution the captains asked all guests stay in their state room until the weather improved and passengers sent us dramatic photos and video. we'll have more in next half hour. the security council is condemning north korea for launching a long range rocket yesterday. the council is pledging significant new sanctions. north korea state media air photos of leader apparently watching the launch ignored an appeal from china and launched the rocket on the eve of the lunar new year. happening today, officer peter liang is expected to take the stand at his trial for the death. he is acused of firing his gun in a darkened stairwell in

if convicted he faces up to 15 years in prison, families of other people killed in confrontations with police say they will attend the trial to show support for his family. new information on a violent attack in new jersey captured on video and posted on facebook. the video shows an elderly man standing on a street corner in paterson in december when a young mana approaches him, punches him in the face. police say the 16 year old boy who shot the video and encouraged the attack turned himself in over the weekend and charged with aggravated assault and endangering an injured victim. police are looking for the 17 year old boy seen throwing that punch. happening now, a water main break in newark could snarl the morning commute. it all started yesterday morning when a 16-inch main flooded market street. police say repairs are not expected to be finished until this afternoon and the water could turn to ice before then causing some additional problems. to campaign 2016 a day before the new hampshire

a big lead the latest survey of likely republican voters gives trump 30%, but the moment the university poll shows the race for second is extremely close so ohio governor john can is following at 14% followed by marco rubio, jeb bush and ted cruz. on the democratic side bernie sanders leads hillary clinton by 10 points and last month sanders had a 14 point lead. marsha kramer is in new hampshire with live reports leading up to and following the primary tuesday. well fans of the denver broncos poured into the streets following their teams victory last night in super bowl 50. police closed roads in downtown area to allow fans to celebrate 167891 people were arrested denver won 24-10 over carolina. cbs 2 otis livingston has more from santa clara. >> reporter: you've heard the term defense with championship and last night no true words were ever spoken as the number one defense in the nfl throttled high powered panther

and there were plenty of story state. the battle between the top seeds of football and there was cam newton against peyton manning but you have to wonder if the defenses took it personally. six turnovers combined between both defenses and broncos 5 & 0 when scoring the defensive touchdown as they went up 13-7 at the break. on to the second half panthers in unfamiliar territory, first time they've trailed in a game in the entire post season and von miller forces a second fumble of the game and set up this late td from cj anderson with three minutes left in the fourth, peyton manning didn't have a touchdown pass but this two point conversion made it a 14 point game for the broncos who win super bowl 5024-10 final von miller wins super bowl mvp. >> just wasn't for peyton, we've got a lot of guys a long list of guys deserving, demarcus went through

a little boy from new jersey makes his television debut in front of about 100 million people. the talented kid who scored a spot in a super bowl commercial. i like that. you've got some challenging weather today. snow is back for parts of the area and then cold winds by the end of the week brutally cold but not much snow for the first half?

coming up. , at the vatican pope francis sent out his best wishes for the lunar new year. it enters the year of the monkey traditional bell ringing welcomed the holiday inn beijing followed by a giant fire work show and also known as the spring festival is considered the most important holiday inn the chin ease calendar. for the first time new york city school children are off for the holidays. students observing lunar new year were always allowed to take the day off but this year it joined the list of official holidays.

using a nikon now but we always appreciate those views as well. now let's take a look at this storm and set it up with the numbers. numbers are very important with wind and temperature and in the city right now it's a wait and see game. partly cloudy and wind out of the east at 25 miles an hour, 38 degrees for your temperature, 30-38 the spread in the area. these numbers actually a little warmer with those insulating clouds. gust of wind already over 30 miles an hour for parts of the island. wind will be another feature today. here it is now just starting to flirt with parts of a little bit of mixed precipitation roll in. there's a lot of available moisture with this very vigorous storm and we're going to see it back up into our area. timing it out between now and say 7:00, that's when we'll see some snow in the atmosphere, snow hitting the ground but not sticking through the city and out to long island and then it

get some banding and it starts to fill inbetween now and 9:00 and then starts to wrap up but again starts snowing sooner and lasts longer for parts of the island and then you'll see a few more flurries fill in for your tuesday, so it's round one and round two. busiest period is today for long island. if you're on the island right now and need to go here or there, here to help is alex denis. >> thank you, john. already changes for you due to friday's crane collapse we're still following closures on worth street between hudson and church streets also southbound west broadway is closed south of canal street. there's also restrictions at the holland tunnel is traffic isn't allowed downtown as you exit the tunnel on the manhattan side. no word yet on when the streets will reopen but we of course will continue to watch this closely. mass transit everything is on or close to schedule if you take metro north pass trains, new jersey transit and lirr. alternate side parking is suspended for the asian new year meter rules are still in effect and be safe don't text

if you're just waking up here is a quick look at the stories making news. pie juan media reports two survivors were pulled from a toppled high rise apartment building two days after a powerful magnitude 6.4 earth quake. three dozen people were killed and it's believed more than 100 people are still buried but rescuers report signs of life. governor cuomo is ordering a state investigation after an apparent overflow at the indian point nuclear plant spilled radioactive water into an underground monitoring well. the contamination has been contained to the site. officials at the plant report the spill on friday. master builder john tishman died over the weekend at his home in bedford, new york. his construction transformed the sky lines of new york, chicago, detroit and los angeles, he was 90 years old. for many viewers the best part of the super bowl is the commercials and for one talented boy from new jersey a single one minute spot was so far the highlight of his young

cbs 2 explains. : an adorable nfl ad starring so-called super bowl babies born nine months after their hometown teams won the big game. and one of those talented kids representing the 2008 super bowl champion new york giants isseven-year-old messiah campbell of paterson, new jersey. still wearing giants hat from the ad and says there's one main reason he was chosen at an audition last month. >> because my mohawk i think. >> the young stars mom says her son always wanted to be in show business. >> about two years old he asked us if he could be on tv. i want to be on tv that's all he used to say. it's just amazing i'm so proud of him. >> and now he's singing his heart out along with super star seal during half time commercials for an estimated 100 million viewers worldwide.

futures are lower ahead of the market open. last week the dow lost 250 points between monday and friday and on friday the dow fell by 211 points nasdac dropped by 146 and s & p 500 lost 35. better not plan on lunch at chipotle today. the chain is closing every one of its locations for four hours today for a food safety meeting the move comes after an e-coli outbreak affecting some locations last year. at the meeting employees will go over an updated food safety program implemented by the chain in january. chipotle restaurants will be closed from around 11-3:00 this afternoon. if you think your broken smartphone is worthless think again. the blog 9-5 reports and open will soon pay for broken iphones. apple's current iphone trade in program already gives customers who trade in their old model phone credit toward the purchase of a new model. the blog says apple homes the program will encourage people to upgrade their phones instead of paying to replace a broken screen. time now 4:52 time for traffic and weather on the 2s

on the way. >> snow is back in the forecast the next couple of days bigger numbers east for the storm trending today and colder through the end of the week. brutally cold. like we could see some pipes busting it's that cold by the end of the week. so your event today again in the city, maybe an inch, trace to two just north and west, bigger numbers that's well to the east, so watch out for that. that's storm number one and then there's another system a weaker one that comes on board tomorrow already a little bit starting to fill in for the south for lots of available moisture with this, but we're going to see the higher totals to the east and then here comes another system that will clip more of the area with snow tuesday afternoon. but it's monday morning right now so let's get you there with alex. >> john it's already busy iftraveling lyndon there's an accident with an overturned truck. it's in the truck lanes at exit 13 so take the car lanes

>> i'm mary calvi. welcome to cbs 2 news we'll start with the weather this morning and let you know what to expect and when. >> john elliott is up first with eye on the storm coverage for us this morning, john? >> was great to drive into the city and see the empire state building just spectacular. in the city we're just waiting. we're waiting for that snow already seeing precipitation for parts of the island. partly cloudy and 38 right now actually a little warmer than yesterday. numbers are key here because even when the snow starts to fall it's going to melt on impact for the roadway but elevated surfaces grassy surfaces sidewalks slick en up quickly wind out of the east and changing and gusty wind up to 25 miles an hour. where is the snow right now? well it's part of a system that is flirting with ocean county and also into parts of suffolk county well to the east. it's an organized system and that's why we're dealing with the potential for snow today. there's a weaker system coming in on tuesday. national weather service issued a winter storm warning and

many of us but notice north and west you won't see much of anything out of this a trace to two but 2-4 that's the city and just to the east and then the big numbers again, just like we saw last friday. well east with that 4-8 so that's later today but already busy right now alex? >> as you make your way into new jersey several changes beginning with our live drive map in lyndon there is an accident with an overturned vehicle as well as fuel spill with a lane blocked in the north bound side of the turnpike at exit 13 but if you stick with the car lanes it will be a smoother ride and also in newark market street is closed between chambers and fillmore street due to a large water main break so ferry street is your alternate as you make your way through the area. in port chester a new issue an overturned truck with a fuel spill as well has a lane blocked from eastbound 287 to the north bound new england thruway. still seeing problems in lower manhattan as well due to the crane collapse from friday. i'll have those details in a few moments but for now

hernandez accused in the 1979 murder. the six year old vanished as he walked to a school bus stop. the first trial ended with a hung jury mistrial in may of last year. another slashing this time a woman was attacked while out for a jog in a queens park in broad daylight. less say the 19-year-old woman was jocking along the edge of laguardia landing park in jackson heights after 11:00 a.m. yesterday when a stranger slashed her across the thigh with a sharp object. neighbors are shaken by the news. >> people are home by 6:00, kids play outside and it's very safe, so to hear something like that is a little scary. >> police say the woman was treated at elmhurst hospital and looking for a suspect. new video shows an accused gunman on the streets of harlem. this man is wanted for a shooting saturday afternoon. investigators say he argued with another man before pulling a begun and shooting him in the leg. the victim was treated at the hospital and released.

we see cancer in many different ways. as an intruder a time bomb a monster but our bodies often don't recognize cancer at all a special kind of cell called the t-cell usually attacks and destroys intruders. but cancer has ways to turn t-cells off. so it can sneak right past our defenses. now, we're developing new treatments to turn our t-cells back on. to recognize cancer for what it is and destroy it. it's an approach called immunotherapy research by columbia and weill cornell has enabled new york presbyterian to use immunotherapy successfully to treat melanoma, lung, kidney and colon cancers. we're even looking into creating a vaccine to prevent cancer from striking in the first place.

this morning on this day after super bowl 50 monday, february 8, 5:11 right now 38 degrees. well the traditional bell ringing welcomed the lunar new year in beijing, china. the holiday also known as the spring festival is considered the single most important festival in the chinese calendar and for the first time all new york city school children have the day off for the holiday, about one sixth of the cities 1.1 million public school students are of asian decent. new york city school children have the day off for the holiday students observing lunar new year were always allowed to take the day off but this year it joined the list of official holidays. 1/6 of the cities 1.1 million public school students of are asian decent. let's get to traffic and weather on the 2s. john good morning to you. >> here is the deal lucky for the kids in the city because there's no weather concern but

>> it's going to be messy for long island today and then messy for jersey tomorrow and cold for everybody by the end of the week so a challenging week, let's walk through it. first off your monday, your monday starts with some well snow in parts of the area not the city right now. 38 degrees wind out of the east 16-25. wind is going to be a player today too very gusty winds. what's going on right now? well the change over under way from rain to snow starting to see snow south shore up to the north shore. they did that last week too. so the twin forks seeing that snow right now, and then it's a wait and see game. totals will not be as significant for the city north and west and then there's another system that rolls on board tomorrow between now and 6:00 a.m., snow continues to fill in. 6-11 is where we'll see the most active period, 11-2:00 the snow starts to taper off with just a few left over snow showers between 2:00 and 8:00. definitely more of an issue for long island, more of an issue for the morning commute as

snow and blowing wind, well that's redundant but blowing snow 20-25 north and west so you've got to dress for the chill but watch out for the white weather we're seeing that change over now for more of suffolk county and that's the case during the next few hours. the timing is difficult for commuters this morning and we'll start seeing that snow stick. first to grassy and elevated surfaces and then roadways later and then another system that comes on board tomorrow so there's new guidance this morning that as this dies to the south we could add to the totals for parts of central and south jersey so that's the issue tomorrow, between now and between 7:00 and 9:00 we start to see that snow fill in. some of the models are realing it in a little closer between 7:00 and 8:00 we'll see a little bit of snow fill in and then a few bands to the west. this may be a little aggressive but we do anticipate some of this banding for parts of suffolk to add to your totals

now to more eye on the storm coverage let's head out to long island which is expected to get hit pretty hard today. dianne is live in lyndonhurst. good morning. >> reporter: chris and mary we're starting to see tiny little snow flurries expected to get much bigger as daybreak comes upon us. here at the department of works they are doing their best to prepare for what's expected to be blizzard like conditions and i want to show you what we're looking at right now. we have plows all around us you might notice this parking spot empty with many others because a lot of these plows have hit roads. we're told that's very very this storm. now the snow like i said is expected to start around daybreak and hit hardest mid morning to the early afternoon. it's expected to be very heavy wet snow so that could bring down power lines as well as challenging because the department of public works here is dealing with some down limbs, already from friday's storm i talked to the foreman

passengers sent us video and photos, royal caribbean issued a statement saying anthem of the seas encountered high wins andseas during its transit to florida and in caution the captain asked all guests to stay in their state rooms until the weather improved. new video shows an accused gunman on the streets of harlem. this man is want for shooting saturday afternoon on st. nicholas avenue near 114th street. investigators say he argued with another man before pulling a begun and shooting him in the leg. the victim was treated at the hospital and released. new information on a violent attack in new jersey captured on video and posted on facebook. the video shows an elderly man standing on a street corner inputtedder son when a young mana approaches and punches him in the face. the 16 year old boy who shot the video and encouraged the attack turned himself in over the weekend being charged with aggravated assault and endangering an injured victim. police are still looking for the 17 year old boy seen throwing the punch.
