thunderstorms back to our area. today: mostly cloudy and cooler with showers and a chance for thunderstorms. high: 68 dewpoint: 64 wind: ne 5-10 mph nicole adlibs traffic red on traffic map = major delays yellow on traffic map = some delays green on traffic map = no delays we're following two developing stories across america this morning. a tulsa officer has been charged with the fatal shooting of terence crutcher - killed one week ago. and it was a much more peaceful night in charlotte, north carolina...as protesters took to the streets in the wake of an officer-involved shooting. angelica joins us now with the latest. let's start in tulsa -- officer bett and released from jail....after prosecutors charged her with first-degree manslaughter. shelby shot and killed terence crutcher last week after his s-u-v broke down. court documents say officer shelby "reacted unreasonably" when she shot crutcher, who wasn't listening to police commands and was walking away from her with his hands held up. if she is convicted of first-degree manslaughter, shelby could face between four years to life in prison. and then in charlotte -- a state of emergency does remain in

to go into effect last night...but police said they'd allow protesters to stay out as long as they wanted as long as they remained peaceful. the protests come after an officer shot and killed 43-year-old keith lamont scott --- who was allegedly armed. the demonstrations continue as many are calling for the release of police dash cam footage of the incident. the family viewed the video thursday... their attorney says it shows scott getting out of his car peacefully. but charlotte's police chief has repeatedly said they will not release the show scott had a gun. it's been three months since a deadly officer-involved shooting in wauwatosa. the family of jay anderson wants to know why police have released such little information. all that's been made public to this point is that at 3 a-m on june 23rd, anderson was seated in his car at madison park. police say he was in possession of a gun and something happened to make an officer fear for his safety. anderson's family says it wants the officer's name to be made public,

shootings in tulsa and charlotte. they also want the body camera video tulsa and charlotte. they also want the body camera video released.. wauwatosa police said thursday they don't want to release evidence in "bits and pieces," adding all the evidence will eventually be released - but at once. the milwaukee county d-a's office is reviewing the case. a spokesman says the f-b-i is now trying to improve the clarity of the body camera footage. milwaukee police are investigating a double shooting a 53 year old man is dead...a 23 year old was also shot. deandra corinthios is latest by our count at fox6...this marks milwaukee's 99th homicide of the year. there were 145 last year...and 86 in 2014. right now, police are searching for a suspect...and a motive. the shooting took place on thursday just before 6 pm in milwaukee's harambe neighborhood. police were called to palmer and chambers. witnesses describe hearing two bursts of gunfire. police say a 53 year old man was

where he died. police say the second victim is a 23 year old man...who suffered a non life threatening gunshot wound...was also taken to the hospital. two grandparents tells us they are thankful none of the bullets hit the kids who were playing on the block. here. police say he offered the student a ride home -- but the student didn't recognize him and said no. anyone with information is asked to call police. governor scott walker has issued a state of emergency in 13 western counties after damaging floods. and one person has died during the heavy rains. a mudslide pushed a man's home onto a state highway yesterday in victory -- which is south of lacrosse. the man's body was found not far from his home. up to ten inches of rain have fallen in parts of western wisconsin... the state of emergency will allow local governments to damages. the national guard has also been deployed. meanwhile - some schools in richland county are closed today due to the flooding. emergency management officials are keeping an eye on the river which they say was rising one foot every 45 minutes at one point. a shelter has been established in richland center at the request of the mayor. flood clean-up kits are also being distributed. and we'll have much more on the flooding across the midwest just ahead. how a town in iowa is dealing with the rising waters. and after the break -- an update

an d shot by a relative. milwaukee police have made an arrest. the 9 year old boy remains in the hospital, after being shot in the neck and back by a six year old. it happened wednesday in a house near 20th and hadley. investigators say the two children had been playing with a loaded gun. police have taken a 30 year old woman into custody... recommending that she be charged with leaving a loaded firearm near children. the case will be forwarded to the district attorneys office in the coming days. the 14-year old appleton teen who made national headlines for her decision to die... has passed

police say the gunman was an employee, who was armed with a semi- automatic pistol.. he entered the "thomas and betts" plant yesterday afternoon and allegedly shot and killed two people, before turning the gun on himself. police are still trying to determine a motive. and in chicago - the city's mayor unveils a new plan to tackle gun violence. more than 3-thousand people have been shot already this year... that's more than all of last year. mayor rahm emanuel says the city will focus on new efforts to mentor youths in violent neighborhoods...and also work on police reforms. the three-year mentoring effort will help over 7-thousand young people in chicago and will be paid for with 36-million-dollars in public and private funds the latest now on flooding across the midwest. several states dealing with high waters -- including iowa, minnesota and here in wisconsin. in northeast iowa -- about 60 homes in the town of greene took on waist-deep floodwaters from the shell rock river. more than 8 inches of rain falling in the
