the northwest side, where pastor ashford's cousin, little rikyia, was killed sunday morning. she was walking to the car with her mother, holding her hand, when she was hit by a passing car. they were going to church. "this little darling was excited this morning about going to church she was excited about going to church and she was holding her mother's hand as they crossed the street to get in the car" her...didn't stop. that's what makes this difficult time...harder to bear. family members are asking for the driver to come forward. the towel on his shoulder is john hemphill. "you a marine?" "yes, sir."he's a 22-year veteran of the united states marine corps... who lost his leg in afghanistan. "then he said all of a sudden there was a bomb."at least, that's what he told sheila when they met a few years ago. "his leg, you know, blew off."his prosthetic leg has a marine t-shirt laminated onto it. his left words "marine corps." his cars have veterans plates. his mail is often addressed to lieutenant john hemphill. and around his neck, you'll almost always find a pair of dog tags. "it really seemed convincing. yes it did."so convincing that when sheila and john hemphill married in 2013... she got his dog tags tattooed on her right arm. "it says mrs. lieutenant jonathan hemphill." "he sold us a sad story."sheila's daughter bought

what happened when i found hemphill in the car outside his west allis home. "lt. john. it's right there on your dog tags." "no it's not. no it's not."he pauses, then covers up the dog tags before my next question. "why would you be telling people that youre a disabled, retired marine who lost his leg in afghanistan?"maybe he does it for the accolades. "people come up, shake his hand, 'thank you for your services.'"or maybe it's a way to meet women. "every lady that we've talked to since their separation, he told them the same story, 'oh, i served 22 years' and 'you wanna wear my dog tags?'" or maybe it's for personal gain... like the 15-percent discount on his us cellular bill. on a cell phone, you have to have a military id!"turns out, hemphill got a military id when he joined the american legion. "did he have, like, a legion card?" "yes, yes. it's like a little card, his name on there, lt. john hemphill." "they can sign a document they know is not true. there is no stopping that." "they said all they saw was his leg. so they assumed he was a

'well sometimes, it's personal.'" "that speaks to the need to enforce the law. you know, it is a crime."last year, the state of wisconsin passed a new law that makes it a class a misdemeanor to falsely claim military service for any kind of tangible benefit. "i believe he deserves jail." "people have served their country. i think john should serve some time." mary schantag says it's time for either state or federal authorities to make an example out of those living with stolen valor. "there's nothing book than a phony marine or a phony pow. they can all go to hell!" david kurtz of the wisconsin american legion says when a new member joins, the local post is supposed to verify the member's military service by requesting a document known as a dd-214. in john hemphill's case, that didn't happen. since we made the legion aware of his case, jfk post 479 has sent hemphill a certified letter requesting his dd- 214. the legion says he has yet to respond.

disability or medical services at the v-a? there's no evidence he's getting any military benefits... and the milwaukee v-a says they have no record of him getting treatment. but under the new stolen valor law in wisconsin, it's a crime to fake your military service for any kind of tangible benefit, even a mere discount on a cell phone bill. now, whether or not a district attorney would prosecute over that remains to be seen. the law was just enacted last year, and those who pushed for it tell me it has yet to be used to chare another gruesome discovery - authorities find another body buried at the property where a woman was found chained in a metal
